year and that is great. what if we put a million in the school to give more resources? why not give studsants free rides on bart and muni and give them all tickets. why not advertise to kudants that can't live in the city. can we just talk about it? >> thanks jermy. next speakers >> hello, my name is albert hawj. i'm also a student at city college and was at the protest yesterday that we taij staged. i am a life long learner because of a number of issues. when i first moved to san francisco in 2001 i found or 2002, i moved into the accessier neighborhood just a ways from city college and
11:01 pm
found that was the time for me to go back to school since i wasn't able to go immediately into college from high school. i want to tell you a tail of 2 city colleges. when i started in 2003 i saw a large number of diversity studies courses, african american studies, gay lesbian stud as, latino american studies and a number of different arts classes that appealed to me. when i started there i was working on my aa degree and 2 dance certificate that the college offered. i had to leave school a little while after that because of some family issues and my fathers health but when i returned last year found a lot of things changed. there was a dance major program offered there i can work tworts fwr my aa and focus more on that, but
11:02 pm
at the same time the performing arts and education center wasn't present and found that a lot of money was diverted from that. a number of diversity courses offered in the past were significantly lowered and i found that disheartening. at the same time i was happy to see the faculty and student seemed to be more motivated on getting more people to class. the course repeatability [inaudible] made it difficult to get the numbers up for at risk communities to come back and enjoy what the college has to offer >> thank you. if there is anybody else that would like to speak please come forward. we are going to close public comment >> [inaudible] vice president for political affairs for hrfby
11:03 pm
milk [inaudible] thank you for all that you have done. what amazing me most is the xhunty that came together to support city college. the harvey milk club is extremely proud to be a part of this on going fight and the coalition that has built. it is a sample of what san francisco should look like when you walk around the campus you see such colorful wonderful diversity and i think that this fight is just a indicator of what we are able to do when we come together as community and we are grateful to supervisors and to everyone for joining and standing unand being a part of it. nothing that i can say hasn't been said already, but want to show my appreciation >> thank you. next speakers
11:04 pm
>> supervisors thank you for everything that you have done on behalf of ccsf. my name is [inaudible] i'm teaching the african american studies department at ccsf. in 2012 the [inaudible] evaluated 2 colleges in particular. ccsf and heeld college. they passed heeld college with flying colors. they threatened ccsf with closeier. this is hard to imagine how this could happen. i can make some suggestions. earlier in the session we heard about the compensation of the special trustee with extraordinary powers. what we didn't hear is that special
11:05 pm
trustee passed a pay raise if the highest administrators wile we are told faculty cannotigate a raise because there is no money to pay them while student services are cut by twoivl percent. i can go on and on and my students know i go on and on. i suggest why that happened in 2012. ccsf wasn't organized among the business model and heeld college was. what is happening now at ccsf is the business model. highest level of administration gets paid well and reduce the pay of the faculty and staff, you cut resources. this is the business model and this is the model we are told we should be falloge. there is no place in education for the business model. there is no place in business for the business model. it is corrupt, it is
11:06 pm
destructive and emoral and at best a moral. i'll shut up >> thank you mr. fur ar. we are going to close public comment. if there is anyone else that would like to come forward >> [inaudible] became involved with city college because i also attended city college and many of my former student went there. my husband and i are having a forum at holeios book store on 24th street. i was out raged for 3 years when i went to a meeting at jan morrisons home. as a democratic party activist for 3 generations of my family, to see what happened but also see your support and hope that
11:07 pm
julie is paying good attention to this, we have to reclaim our own democracy. i look and see what is going on in the mission district and grateful for campus in this regard. we for gotten what the under penings of the city are. this is progressive city that is letting itself slide by. please do as i'm doing which is going to meetings with teachers at the college, indpaijing in your coffee shops and neighborhood, getting people to talk about enrolling at city college and trustees you don'ts have a job now, get on those buses, meet people, great the public and get them to enroll. this is the college that is a reflection and best reflection of san francisco. don't lose it by attrition and inattention. thank you so much
11:08 pm
>> thank you. colleagues we'll close public comment now and i would like to ask if there clouzing remarks. i want to thank jeff hamilton adjustment liaison from city college. we did ask special tustee to be here. thank you to chancellor art tyler for being here for the full time and other staff and members of the board of trustees. i want to thank elisea meser and pleny [inaudible] activist for being here and coalition around the tenderloin as well and also dillen oyang from the mta has expressed he could not be here but they are trying to work with city college to assure there is strong transportation support for the students especially in the civic center areas. supervisor campos >> thank you chair mar and want to thank you for bringing
11:09 pm
this item forward and thank tooz the entire san francisco city college community to the chancellor who was here for the whole meeting to the trustees and going back to the question i raised by the special trustee, i'm happy to be corrected, this is not right, but i think the number of people have given me is the sprelsh trustee makes 216 thousand a year. as we heard from the chancellor he also gets a 350 subsidy a month plus a vehicle and mileage and gas and as a chancellor indicated he is in the office 3 to 4 days a week. one question i have is if he is out of the office
11:10 pm
maybe as much as 2 days a week why do you need a housing subsidy? beyond that i'm not sure how to justify something like this given everything that is happen, the cuts being made not only the slry cuts for inadequacy of the salaries and also the services being cut to students. you can't talk and preach fiscal responsibility if you are not living that yourself. thank you >> thank you supervisor. thank you to supervisor kim and christensen. i want to say a lot of great suzs and want to thank city college administration for clarifying the new lease in the work frz the market street site and hope thael there is a task force that includes the staff faculty
11:11 pm
and studen in that process and it is up and running as soon as possible. i want to thank the coalition to save city college, the civic center tenderloin coalition multilingry and ready to mingle. i want to acknowledge enrollment campaign and moving the needle-the hand out given to us and acknowledge that as supervisors as a city we should think strusteejically as john rizo gave financial suggestion squz others and we'll go back to our office and work with the coalition and the trustees and administration on how the city can be more supportive of the effort to reinvigorate city college and move the needle forward as people said and be supportive. with that let's close the hearing and i'll make a motion we file this hearing. can we do that without objection?
11:12 pm
thank you. thank you for coming out. we have one more item so if you can leave as quitely as possible >> item number 2 is ordinance waibing pan banner fees under 18478 for up to 4 banners to be placed by the alternative school to pubalize [inaudible] >> we have from supervisor tangs office mr. law >> good afternoon supers voors, my name is rea law speaking on the item on behalf of cata tang. california department of education recognized alternative school as distinguished school for 2014 in recognition for the schools progress in closing the academic gap. [inaudible]
11:13 pm
funding the school. subject to aprovel by department of public works. the principle, teachers and parents and everyone in the school will be glade to see the banners [inaudible] waving banners fee [inaudible] >> thank you mr. law. let's open up for public comchblts seeing none, public comment is closed. it is moved squl seconded. can we move this forward with a pause tchb recommendation without objection? thank you. evans is there any other business before us? >> there are no other items. thank great. meeting adjourned. .
11:14 pm
>> well, thank you very much for coming and welcome to the appellant restaurant in the downtown center city college of san francisco i'm the chair of culinary studies department you're in one of our classrooms one of four food service i89s from the studies department we're a two year degreeed program that offers a degree in culinary arts hospitality management in addition the classroom you're in now is where
11:15 pm
the backing certificate is as well as our culinary arts certificate and some of the students to my left are part of the one year certificate program a little bit about what we do we're one of the programs in city college having been started by a graduate if the r from the cornell school of hospitality we like to say what we do is over live experience to our students you're in a classroom that students offer food and make all the of a food and bread all the chocolates we breakdown all the meat and make all the saucers and the students serve you the food we the students spend before thirty hours a week for an entire semester it is valuable and so
11:16 pm
incredibly special in this community is the amount of hands on experience students get from coming to city college of san francisco this is true of any of the programs one of the areas and one of the reasons we're so valued in addition what you'll see here is students who are working full-time in addition to coming to school and being committed to their education we like to say in our departments learning never tasted so good in addition to this campus we have food services at the ocean campuses that operates our cafeteria as well as other services we have strong ties to the community later on you'll see one of our alumni as well as
11:17 pm
the advisors board speak we at city college in our programs in general really rely on community input and partnerships we say partnerships with the city of san francisco the hospitality initiative we have advisory committee and people that help to shape our curriculum and embedded in the community and communities and we value your support thank you for coming today i'd like to introduce our chancellor arthur asian pacific islander our (clapping.) thank you janice is truly is a privilege for me to be here to welcome back in the the first time and certainly many, many times she's been here leader pelosi but before i have her come up i'd like to say thank you to all
11:18 pm

11:19 pm
basis to students who want to do better who want to live a dream we create dreams for those who don't have them and create americans when they come to our shores as immigrant and teach them english but more importantly we teach them how to adapt and become part of this wonderful fabric of america city college is one of the most diverse institutions in the world i can't count the number of differences we embarrass in this wonderful institution we are truly a microcame over of san francisco and what it does for our nation for the world and as a gateway economically and socially as we make change on a daily basis you're here at the downtown campus and here at fourth and mission
11:20 pm
you know we do special things as janice said we're getting ready to opec our first enterprise students will be selling they're back wares to the public and fund for this help to underwrite the program but also teach students how to assimilate in the with that when they become part of businesses part of the best of the best things i get to do as chancellor get to boost by my faculty we have a wonderful faculties along with the students and staff and administrators i'd like to acknowledge our president virginia perez (clapping)
11:21 pm
it's her responsibility for the daily operations of our centers as well as the campus along with jessie lee our center dean (clapping) you know this is really probably the best job i've ever had and the best job because of you and because of the partners we have both with the mayor's office and the unified school district the university in the city and our elected officials with great pride i get to introduce her again leader pelosi is just perhaps the stanch it best ally we've had and she's been doing it a loojt to help the institution not only to strive but the best of the best that's where we're headed we're strong and coincided and enforcing
11:22 pm
people today leader pelosi my pleasure (clapping.) >> thank you, very much. chancellor tyler for your tremendous leadership this must be the best job anyone would have because really you and your colleagues are doing most important work your investing in the future and helping young people reach their aspirations as well as growing our economy and doing great nominations some of which is done directly by the students it's mites how were you to be associated with the city college san francisco very proud of the faculty yes of the students, and all the leadership and the community support that
11:23 pm
it has is that me? nope maybe it's some pieces going into the oven (laughter) i don't know or should i say is it i did is my honor to be here with mayor ed lee we're talking about the future of going forward but we have to acknowledge we had some challenges some bumps in the road and frankly without the mayors surely great leadership some in the forefront and some behind the sequence we would and the best news of all that enrollment is where it is and has as the chancellor said higher than this time last year and growing for the students tomato it's important for the fund from the state a few principles i'd like that
11:24 pm
will be a l l e not al a few principles i'd like to support is one nomination begins in the classroom and when you see the innovative spirit of those young people learning and deliver on a product in a way that is entrepreneurial it is pretty tlifl when you see people that have spent a lifetime a generation of their time working in the private sector and coming here to teach those young people how to go forward you see that nomination has gone from one generation to the next and so i salute you for the k3r0ir8 spirit and the culinary spirit this means a lot of things but
11:25 pm
it certainly is inviting and i can't wait to come back to enjoy a meal the second point nothing. nothing brings more known to the treasury local, state, and federal than the education of the american people whether it is early childhood k through 12 higher education or lifetime learning and all of those fields community college of san francisco has played a role nothing bring more money to the treasurer so that's unfortunate he search warrant to have a debate in washington, d.c. about the importance of education anyone that says we need to cut education to reduce the deficit is talking about a false economy i am sure for every dollars
11:26 pm
spent for community college 54 a quarter is returned to the public do menu and to the economy so we must fight we have a fight on the way and the republican budget not to be bipartisan they've freesz peel grants for 10 years 10 years they've frozen peel grants for 10 years they've freesz the aspiration of young people and people returning to school will even later in life the aspirations of returning that the aspiration of those who want to be the first responders the mix that brings to community college is talked about the diversity chancellor is not only the diversity is such is a strengthen i say in
11:27 pm
washington about the community i represent the beauty is if the mix strength it in the mix so this is why we're thrilled that obama has said he presidents two years of community college to be free just think that of what that >> just think the parent could not soft that he would their kids education they can go all out and sigh reach for the started it is affordable and assessable to them and again, we want to have the kids go to school and i say kids to me everything is a kid but those students to be able to go to school whether it's in the
11:28 pm
summer and the idea you cut off summer just as known as how quickly young people or students can get into the workforce again, the taxpayers if we want to get down to dollars and cents but broader reach their ass perspires and most important jobs and the best jobs helping people reach their aspirations and bringing nomination to our economy and people that might not have had the access and reducing the diversities by investing in education and recognizing that the strongest bridge in our economy from our people to our global competitiveness and keeping america number one the strongest rich is the bridge of community
11:29 pm
college it takes people where they want to go directly into the workforce to other education by the way all of that is an essential part quite essential part of our economy and again allowing people to follow passion when we passed the education bill the higher education it was a serious funding for community colleges it is expired 5 years that's why we introduced the bill to address the cost of higher education it was part of the affordable health care act there was the same bill of the reconciliation act we passed the massive investment in higher education with the pell grant it was about one thing freeing
11:30 pm
people life liability and the pursuant ever happiness the free speech the liberty you're not policy bound but the freedom is the permit of happiness and the education to do so is honored the founder so we have to continue to fight to reduce the cost of education and the accumulated debt what's a troilgdz is greater than the national debt it has to change so for those and other reasons i'm proud to be here today to absolute our success of community college san francisco and the context of higher education nationally and how if we're going to give everybody the opportunity to pursue their happiness their
