de just hearing from the people day-to-day and there is a lot of issues that are going on. everyone has issues going on and with the volunteers and the people and one could complain about their bosses, but it really seems like this is the place that the volunteers dedicated and no one is asking them to come and they are serving a lot of time and energy personal and financial that the people talking about how much they spend of their own money and how much time there working with individual cats that are can be adopted and just need a teeth cleaning. just basic services. >> i have been there a few time over the past year and mostly look at the cats. and i actually have with the cats and the volunteers that there are and how much time
12:31 pm
that they spend. >> and we are experiencing that you give to the animals that are there and it is really impressive. >> and obviously as you know it is a volunteer and basically a volunteer base service and so the people who volunteer there are beyond dedicated and committed to the animals. >> thank you. >> thanks. >> okay. >> and we will go ahead to the next and i am not sure if we will be coming this year and andrea montoya. she is. >> hi, i do have two letters of recommendation that i would like. >> okay. >> graitd. and i would like to start off by saying thank you for everyone for the opportunity to be a candidate here today or a seat with the commission of animal control and welfare. i little bit about myself i spent most of my life not only as a pet owner but also a volunteer from the wild life sanctuary in arizona to helping here in san francisco since i
12:32 pm
have been here for the last eleven years i too am a volunteer at the animal care and control and i work also with socializing cats. and i also work tony's kitty rescue and we rescue all of the kittens that come in that would be uktized because they are under way and unable to eat or take care of themself and so we take them in for a couple months and get them up to adoptable weight and i do foster with the give any shelter and the cats that come out of there that are not deemed adoptable with the dental and medical issues or anything like that that just need a little extra tlc that is not available there at this time. >> and i also volunteer with the san francisco with the traffic program there and i live over in the bay view area of little hollywood and so i
12:33 pm
have done the mass trapping over with the recology over 100 katz in the last tief years and ve is served 30 kittens out of there, and so i have a huge part with that colony of cats in that area. and currently right now, i also have a house full of fosters and 7 kittens and three cats and luckily enough i am a house owner here in san francisco. and so i am able to bring animals in out of my house that the other people don't have the capability to do with being renters and stuff here in the city. i think that as far as my volunteering that is most tf right there. i spend most of my time if not at home at the acc or doing something or another for the animals. i have to laugh because my mom has told me that i am a special gift for animals being born on
12:34 pm
october 4, which is saint francis day which is the saint of animals, and so since i was little i have always brut hem bunnies kittens whatever i could find, toads or whatever i could find that needed to be nurtured and it is a niche that i do have. i think that as much volunteer that i have done, i am going across the city, and i am very well educated with the areas that need a lot of assistance with education on animals, and as far as spay and neutering and as far as trapping and all of that stuff. i also think that i could bring a lot to the table with my culture class with the individuals and i am a very open minded person and i at the pointed to look at both sides of the story. and then, come up with some kind of a solution that helps everybody. and i think that the city is i have to say one thing that being at the acc it is a very
12:35 pm
depressing environment being there. but if you were to go to i have to laugh because they showed me the other day, if you were to go to it will come to me. and they did a people can go and make their comments and most of the comments on there were five stars for the volunteers there and what they do for their animal and love what they have done for them and the care that they have to get the cats and dogs and the small animals adopted out and in closing, i would like to just say that, i feel that the opportunity will give me a platform to start moving on a path that i have started carving years ago, i feel that i am a great candidate for the seat not only for my knowledge about the animals but also for the career background and i feel that i am an individual that will see both sides of the story, and ways for the opposite for the opportunity of
12:36 pm
going and going in with everyone with an open mind and the seat is an honor that allows me for a voice for the animal and a vision for the city of san francisco. >> okay. >> thank you. >> any questions? >> no questions. thank you. >> we will go to our next applicant. amy van nest and we are not sure if she was going to be able to make it here and it looks like she is not. so we will go on to the next applicant, jane tobin. >> good afternoon and thank you for taking the time to consider my experience and qualifications for a seat on the animal control and welfare commission. for begin with i would like to recognize the work of the current commission, and pass commissioners in tackling a wide issue that have supported the people and animals of san

francisco. and i appreciate the thoughtful and sincere approaches used to examine the difficulties that arise when sharing space with animals in a dense urban environment and impressed with the ability to look at the totality of the services and find the balance of what is appropriate and fair and what brings me here today is what brought me to the department of san francisco, animal care and control as a volunteer in 1993, the commission like acc, serves all species, addressing in the only companion animals but wild life, and rep tiles and birds. i have specifically chose volunteering at san franciscan mal care and control because it was an open admission shelter and because no animals are turned away. i accepted challenges of dealing with the issues related to behavior, medical, and rehabilitation of animals that have suffered abuse or neglect. sxh in 2000, a long with a
12:38 pm
handful of volunteers, focused our efforts at a new challenge of creating a non-profit for the friends of san francisco, animal care and control, and we knew that the shift of effort would be deeply appreciated and felt by the city of san francisco and on the acc to better serve its constituents without additional cost and our efforts have resulted in the funding for a number of programs and initiatives and including low cost rabies and free microship clinics and a comprehensive behavior and training team and an emergency medical fund and supplies and equipment and the annual grants for over 20 rescue partners that are key contributers to the wide release of the shelter. >> in 2007 i was elected co-president of the board and continued to increase the funding for the shelter and the programs for the grants, and for the individual donations.
12:39 pm
and at acc we experience, the out come and issues of the policies enacted by the board of supervisors. and these policies are born out of the research and recommendations by the commission with the input by the stake holders including the acc and the public. dog walking licensing requirements, rec and park and dog park policies and vicious and dangerous dog hearing legislation are just a few of the policies that show case the breadth and the issues that serve to protect the animals, and i appreciate that both the commission and the acc help us to recognize the ways in which the animals are directly connected to our lives and to responsible citizenship. i hope to take what i have learned about our community, animals and its partners and transfer it to this next experience with the official and it will continue to create a basis for change and
12:40 pm
improvement in animal welfare and public protection legislation and i know that you have a lot of questions about what i have done. so feel free. >> so, if you just want to spend another 30 seconds talking about what your vision is for the commission and how that will relate to the work of the department. >> absolutely. san francisco, animal care and control have a number of challenges that have been met with increased funding from the city of san francisco and new leadership and in hope that the commissioner said too, and perhaps a new shelter and that would certainly help and in the only in the animals but the public as well. and when i see san franciscan mal care and control is struggling with the public issue too, of dealing with
12:41 pm
animals, as well as the passion behind the animal lovers. >> and finding that balance, and being able to look at those circumstances and legislation that impacts that and unpacked each of those issues. and look at it from all perspective and when you look at for instance, increasing the rent and the housing available to the dog owners, or the pet owners, it is a complicated issue, and it involves not only the tenant rights issues it involves also what can you create that are fair that don't put the other people out or at risk? and so for that i think, that
12:42 pm
we could and who the stake holders are and be able to communicate with them for the legislation to appropriate to present to the board. >> thank you, appreciate that. >> sure. >> anything else? >> i think that is all. >> okay. >> thank you. >> thank you. >> so let's go on to our next applicant, davi language is not here. and was not in the city, and which we anticipated but julene johnson? and good afternoon, commissioners, thank you very much, for taking the time to deal with these appointments, and i have been a resident for san francisco for over 13 years and i served for the past six months on the animal commission, and to fill an unanticipated vacancy and i enjoyed the experience and i would like to apply for a two year term and as far as my professional background i am a
12:43 pm
professor at ucsf and i study ways to promote the hel and this well-being of the culturally older adults in san francisco and through this work i work with the number of communities stake holders and so i am very experienced with working within our community and i am committed to serving not only the lives of the vulnerable animals but also older adultss, but in 2012 i was selects a a full bright scholar, and after i arrived in san francisco, 13 years ago i began to volunteer to pursue my passion of animal welfare, after this experience, my passion in animal welfare, blossoms in several different directions i became a volunteer at san francisco, acc to learn more about the issues that are important in our city shelter and learn more about the kinds of animals that come in and what are the issues surrounding our city shelter and i also lead organization that aims to find the cost effective way to
12:44 pm
saves all treatable animals here in san francisco and i served for the past six months on the commission and during this term i contributed to the discussion about the commission support of a city and a sister city and state wide ban on the sale of ivory and also contributed to a draft of a job description for the acc which was forwarded to the city administrator, and i also organized the board of supervisors presentation of a certificate of aappreciation to a san francisco fire department paramedic for saving a cat in a fire. i fully understand the role of a commissioner is actually to listen and be aware of the issues, that concerns san francisco residents, and i look forward to reaching out to the communities and, to learn more about the animal welfare issues that th*e think are so important and in addition to that, and i have the issues that interest me and first i am interested in having ways to have the animal control more involved with the commission and for example discussing ways
12:45 pm
to find more homes for small animals, and continuing if the awareness of coyotes in the city and second and i sulfy support the open data initiative and would i like to encourage the shelters to be more transparent and involved on the data. >> and finally, i would like to support the issues for the pet friendly housing and it is getting increasing more difficult, to find housing for two and four leged furry ones in san francisco thank you for your consideration, and i would be honored to serve another two years on the commission. >> thank you very much. >> very thorough presentation, and we appreciate packing a lot in, so we will go on to the next person and thank you for serving, you probably have been a short period of time. >> six months. >> so. thank you very much. >> thank you. >> next person is nicole bunny
12:46 pm
matthews rosen berg. >> i have two additional letters of support. >> supervisor avalos, tang and cohen and my name is noik ol and i would like it to you for letting me speak and furtherance for the application for a seat on the commission of animal control and welfare, i believe that my professional skills and experience and my passion for animal welfare and my desire to serve my community by serving you the supervisors, combined to make me ideal candidate for this role. i have always been an animal lover, so my dedication to the cause of animal welfare in the bay area accountser began four years ago, when i adopted my chihuahua from the senior dog rescue in my interactions with mudville i was inspired by sherry franklin who served for
12:47 pm
several years before founding mudville and the work she was doing and i saw how sher commitment was changing the landscape for the animals in the city. and i was inspired to make more of a direct impact and i left my promising corporate career to join mudville ads a volunteer and as a rolevy been able to work closely with a diverse set of san francisco residents, from the corporate volunteers from google to the developmentally disabled claims for the trace specific training in animal care and i have needed to synthesize and that the perspective and into her, and into a cohesive mission to guide, and i want to take the same approach in contributing to the commission, and the commissioners serve the community and the supervisor and our job is to highlight the points and explain the perspective and the specific conditions that must be naid and to empower to you act.
12:48 pm
>> this is critical because i understand as a supervisor you have many important issues vying for your time and attention. commissioners also represent multiple perspectives. and we love to make sure that the issues that we bring forward are important to the community as a whole and not just a handful of select individuals. >> and in all of my previous roles, i have impressed my colleagues and my managers, with my communication style. and as an active listener i believe that i am equipped to be the voice of the people for you and i want the commission to tackle real issues and be a place where the community feels comfortable to participate. and i have attended the past where i was the only member of the public in the audience, it is important that the public knows that the commission is here for them and through the commission they can have a voice in local politics. my past professional experience with marketing and social media, qualified me to help further the reach of the commission to be more ininclusive. and as a commissioner, i would work towards pub sizing the
12:49 pm
work that the commission does, so the form exists for the residents and our board can understand the concerns regarding the animals that need solutions i am not coming with a personal agenda or to lobby on behalf of one organization or stake holder group rather my approach is pragmatic and to be the eyes and the ears to the board with regard to the animal and environment and public safety and as a commissioner it would be my job to get our community involved and learn about the concerns that insure that the right people are engaged i am excited about the opportunity to increase my political contribution and thank you to your time and look forward to working the with other members of the commission to make san francisco a safe sxai, positive environment. >> thank you. >> and any questions? >> from the committee? >> seeing none. okay. >> thank you. >> you can go on to public comment. any member of the public who
12:50 pm
would like to comment, please come forward, and thank you. >> yes. >> good afternoon supervisors i am here to support the appointment of bunny rosenberg who you just heard from, my name is larry and i served on the dmoition 6 years, between 2002 and 2008 and i am bunny's direct supervisor at mudville senior dog rescue and i cannot say enough good things about her and i know that each of us in our professional fields have come acrows a handful of really special people that we can count on and people that we know with the commissioner and problem solve and work with so many different people and bunny is one of those special people. i have been had the chance to work with her throughout my professional career and whenever we have the difficult situations, or the difficult people that need, the solutions bunny is often the person that we ask to go to help to solve
12:51 pm
that for the people because she is the volunteer manager, at mudville she is really someone who brings people in, and helps find out what people are good at and to find out what the people are interested in and she will motivate people to give all that they can give and that is really a life changing opportunity for people as well as for the animals that are served by them. >> whenever i need some things written, well, she is always the person that i go to to do that because she is a wonderful communicator verbally and in a written way, and given my past experience from the commission, and i know that the commission is always full of people with a passion, and the passion for animals, and there seems to be no shortage of that here today and but you also need the professional people who can really, bring the stake holders together and problem solve to give you people the information that you need to understand the issues and the different people involved. and so i support bunny and i hope that you appoint her.
12:52 pm
>> thank you. >> thank you. >> and our next speaker please? >> good afternoon, my name is judy chair and i am the president of mudville and i am here to support the candidacy of bunny rossen berg for a seat on the commission, i work withed her for a couple of years now and i watched her build a diverse and rich program and while serving the interest of dogs and also the interest of the people who actually come to volunteer for us. and bunny is a very educated and litter ate in the field of animal welfare, sher tenure at million mudville and she has been able to interact with the agencies in the bay area and outside of the bay area and throughout california, she is intelligent and she is passionate and she is thoughtful. and she is able to think
12:53 pm
through issues considering her varieties of opinions. and varieties of points of view and bunny is one of those people that can synthesize complex material and cut through conflict and come to consensus and we have seen this over and over again in both our shelter and with the people if general, who come to mudville. bunny is the result and the solutions to driven person she is a real team player, and she is able to work with groups. and she is able to voice her opinion while respecting and considering other people's opinions. it is solutions for animals welfare always involve people. and here in san francisco, we are lucky to be known to progressive, and innovative animal welfare initiatives i really believe that bunny has the skills to continue the excellent work of the commission to engage the citizens in san francisco and she has the capacity and the experience and skills to reach out to the community that this
12:54 pm
has not been far been represented at the commission, and through both the media and the technology and just her personal contexts through the mudville and the other organizations in the city and i think that she can bring a lot of people to the table and the new voices --. >> thank you. >> thank you. >> next speaker please? >> my name is bachelor and i am the vice president of the board of mudville and representing bunny as well and i just have a few things to add to what they just said and mainly my focus as been on watching bunny doing the role that she came to fulfill and before she arrived the role was lacking and determined to make a difference and when bunny arrived she took
12:55 pm
all of the energy in and the folks about in the community. and i believe that what the commission needs is someone who is interested in community from the various sides of the table and from the various facets of the conversation and she has the way of getting herself to be able to contact and communicate and to all sorts of people and might that come from the corporate world and i can see bunny bringing her corporate experience to an organization that desperately needed some of those skills to be able to listen to a lot of different points of view and she has a talent of being able to take a individual or a group of court volunteers and many of the other organizations that help us. and she can listen to that one person or that group of people and really understand how they can best serve us and how we can best serve them. as a community. and listen to what bunny has to say to you, and i think that
12:56 pm
she is perfectly suited to do that. and it is really clear to me that she brings a deep set of skills that would always be valuable and i want to add and i know that the time is limited my support because she is an excellent addition to that group. thanks for having us. >> thank you. >> hi. >> good afternoon, supervisors my name is man and the san francisco native and i have been active in animal rescue for probably a good 15 years including trapping hundreds of farrell cats to get them fix and rescuing a lot of cats that were at risk. and i am here to support two candidates. johnson and conlon and i have worked with them for years and i am so impressed with the work
12:57 pm
that they have done and i wanted to mention that one of the reasons possibly more people don't show up at animal welfare commission meetings is that the people are under the impression that san francisco is an extremely safe city for animal and a lot of people think that this is a no kill city. that is not true and i think that important to get the word out to the san franciscans who care about animals that there are animals here in san francisco who adoptable, treatable animals who are put to sleep, unnecessarily. both maria and julene are very intelligent and resourceful and creative and hard working people. and they both bring the specific talents julene has a phd and it is wonderful and synthesizing data, and trying to move san francisco forward to being a no kill city, and
12:58 pm
maria has done the same thing but in a slightly different way, she has worked animal by animal, and she she is getting the animals that are unlikely to get out of the shelter alive in the foster homes, and into adoptive hems and she recently helped me and i took in a cat that was hiv positive and the animal care and control disqualified him from being put up for adoption. and maria helps me get him out of the system and to get me shelter cat rescue and a foster home and he is from go to sick shut down cat and he is going to be a very playful and wonderful adoptable cat. and they have established a cat known and in other words, i would love to see animal care
12:59 pm
and control put up more for adoption. and i simply wanted to say and i think that it is important for the commission to have people who have actually put in their time on the ground, volunteered time and saving animals rescuing animals and attending meetings and doing everything that they can to move if ward to being once again, in a van guard of animal welfare, thank you. >> thank you very much. >> good afternoon, i am the current chair of the animal welfare commission at least until the end of this meeting because after eight years on the commission i have decided not to reapply. i support the reappointment of my fellow commissioners language, tenofsky and johnson and i am here urge you to -- to
1:00 pm
my seat, and in her role as a leader of friends of animal care and control, she developed contacts with rescues and animal organization and animals throughout the bay area. and she has the issues facing dogs and cats and all of the animals that they handle, and the rats and bunny and all kinds of wild life. and she loves animals and knows, what is happening with all of the animals in san francisco. she also knows that helping animals often means that helping people deal with issues such as homelessness and domestic abuse and drug addiction and things like that. this friends of interests, and knowledge and experience is very unusual, and makes her uniquely qualified applicant and she would be a terrific addition for the commission. and i also want to thank you for your support last year to increase the budget and staffing of animal care and control and i hope that you can continue to do that. in this year's budget issues and going forward.
