showing what - who we gave citations to this is self-explanatory 2013 versus 20142014 was the highest number of citations by the san francisco police department because everybody was focusing on reducing collisions which is one of our preliminary responsibility facility and traffic reduced collisions and reducing crime in general as you can see we had quite an i want in numbers and the left turn is somewhat of a difficult violation to catch in the act those numbers were down everything else was up 44 percent up from the year before for the first quarter of 2013 and 2014 the last time this

interpret and decide how to move forward with traffic as you can see some are up most are down and the totality is down 6 percent in citation issuance the first quarter and then here we have the focuses on the 5 first quarter 4 versus 15, 2 percent official down in city numbers but less when we're focusing on the 5 that is interpreted to mean we're focusing on deeply on the top 5 primarily collision factors this the the same data a little bit easier to read and again, all the captains were provided with that

here's a pie chart showing the top 5 primary collision factors it will not change much going forward in 2015 the next slides will show you what we're focusing on and here it is citywide as you can see 75 percent of the citations goes to the 4 hundred and 50 violations in the book this is i can't where we're focusing on 2015 those are the causes and based the data from 2014 and as you can see it is broke down down by police district of the data captured of collisions again as you can see overwhelmingly unsafe speed is mentioned citywide 40 percent and pedestrian right-of-way is 16 percent and we go down to red light

violations 15 unsafety turning 14 and starting and backing is 24 percent we won't change much from 2014 to 2015 but whatever the citation we'll pull the folks over and the collision data the most important thing will will come from the law enforcement slash pedestrian we'll reduce it overhead the numbers for collision severe injuries up the most important fatalities are down 5 of percent and never good it should be zero now but we're not there the upside is that the categories that are up they're down in pedestrian and bicycle injuries they're up in vehicle

injuries if that makes sense so i see that as a positive but again one death is too many so i know you have a lot of questions there are a lot of people that what answer them and a lot of people to follow up further on the presentation as well through the chair i didn't catch the number you read of the citations for don't blocking the box and over 3 thousand. >> okay. i heard the 3 and think i noticed that you know in 2013 we saw 23 percent of all citations were the top 5 that led to driving behavior in 2014 it is only up 24 percent but

citations went you up that's a blues and i'm curious about your thoughts i know it is a commitment last year we would get as close to 50 percent we're focusing on changing the behavior of what we thought were the deadlyer behavior that leads to the facilities and our thoughts around that and any reflection for the 2014. >> yes. i believe that you'll see the numbers rise will we be at 50 percent i don't know and but richmond will be and the captain dedicate and has the luxury of officers just to do traffic and pretty active team of officers to write as many citations not every district has that

luxury and certainly traffic could be more of a priority right now we're dealing with vibrant crime the homicides are up over the years and dictate balance they're focusing but again, i've sent this power point preservation to them and they're going to have a sit-down not only me saying you've got to do more but everybody saying you've got to do more and again there's no down side to reducing the numbers of collisions no reason not to get out there and educate through the enforcement so hopefully, we'll see the numbers rise but i cannot predict 50 percent. >> you think that is important to hit the 50 percent goal or it is the citations are appreciative. >> we hated the reduction of

collisions and certainly the reduction of serious and fatality collisions is the most important oneself and the most at risks groups people walking and bicycling and children and the elderly we need to see o numbers go down and as far this year we haven't. >> i'd also noticed that there's been a decrease in the number of citations in certain precincts not on the west side and not in the tenderloin it is great to see but i'm concerned around the reduction at central and southern those two precincts have a lot of the high injury corridors the 60 to 50 percent how is that conversation going we certainly don't want last year to be the big announcement

commander maddox thank you for the presentation and really gathering this data and taking vision zero to so seriously it is terrific i want to raise an issue with you i know it is a broken record that's double parking nermentz of what been haepd around double parking enforcement we had a hearing and we heard from sfmta the double parking enforcement is declining this is disappointing i know that the mta is going to be coming back soon what a plan in terms of how to wrap up double parking i'm curious to know whether the police department is it is much, much easier for the police

department to enforce double parking instead of sfmta but maybe both did not have an important role to play and double parking plays in vision zero, of course, double parking is a huge problem with muni reliability but a lot of double parking takes place in bicycle lanes it forces bikes into traffic and reduce the viability if you can give us an update with the biking authority. >> right now. >> yep. >> i didn't put it into operation but after that hearing i put out a message as a priority throughout the city to cite not only warn but i explained this is - and get the violator to move along to issue

like to briefly talk about the gridlock citations that are enhances enforcement we call it don't blocking the box that our patrol officers have the authority to issue we have the authority to issue two different citations or for violations one is gridlock intersection gridlock and the second is intersection gridlock turning and the data before you shows that when we first started the enhanced enforcement pilot back in july of 2014 we focused 6 days during the giants game days

july 3rd through september 11th with approximately 4 to 6 parking enforcement officers as a result of that 6 days we focused primarily on south of market and the bay bridge during that period of time we issued 5 heed plus citations now we come do december i want to focus on at the hearing that was held before december here at this committee we talked about beginning an enhancement enforcement of don't block the box beginning on december 4th of last year to focusing on thursday and fridays

4 to 6 parking control officers we issued from december 4th through april end of april 3 thousand 5 hundred and 14 gridlock citation so the numbers are going up again, our goal is to insure we increase public safety and minimize the intersection blocking and look at it stream and down stream to make sure that improves crossed traffic flow and i think once we measure it once again we hope to do that either in the summer or the fall that the numbers have xhochd. >> can you repeat number of citations. >> 3 thousand 5 hundred and 14

transbay monitoring for targeting and monitoring elevating data and as supervisor kim mentioned development of a comprehensive injury surveillance system i was hired on in december we'll be piloting the transportation related injuries vanes bends of this year and finding it to be added to transbay also to expand evaluation targeting the resources and looking at employee and post data collection for key initiatives and tracking the progress of the interventions also to expand the web presence for transparency accountabilities and monitoring and tracking of impact of the

interventions so the police department is a valuable and key partner they're a lead agency with within vision zero and as seen in command maddox presentation they hold two part of transportation data that helps us when is the traffic violations being sited and when and what those impacts are on injury and death also, they hold a key of the fatality data so we can answer who is being injured and killed and when and how and where to target vision zero efforts and see if those efforts are effective this is a snapshot of where we're at with the data currently as commander mentioned district

level reporting today we would like to be at location level reporting so right now the technology that their utilizing didn't have the ability to collect the location information where the visitations are being issued i believe that everyone was at the san francisco county transportation authority vision zero committee hearing where there was a budget request for this thousands for the citation project which would transition from handheld citation decides ask r devise to phone basis that allows the collection of the information when the citation is being issued. >> why is it we can't do location reporting it sites the

have knowsly and assessable access for city agencies to access data and the public in collaboration with the police department and mta along with dph we've developed a protocol dph and mta and the police department meet set at one table and determine what traffic fatalities were recorded to vision zero and those are based on a uniform case definition so we have consistency and adequacycy in transparency and monitoring of death
