9:43 pm
>> that's correct i'm josh thank you for choosing me good afternoon supervisors. thank you for inviting us yesterday and i'm the representative for the youth commission and begin with the first priority lauren san francisco for age in san francisco we believe that robust broader unfortunately united states has terrible rates and choose san francisco last year was our worst voter turnout and in california tennis world war ii we have protecting families as economics and the challenges that require young people's leadership to solve the city's problems that is crucial we have
9:44 pm
all hands on deck to have the youth develop their leadership and january of 2015 the youth commission urges the extension of voting rights this is central in those school elections built upon on previous resolutions by the board of supervisors and 2005 the board of supervisors supported the legislation 92 to allow each county to decide whether to lower the voting angle to 16 also supervisors march 2015 introduced a charter amendment to the legal voting since the lower age to 16 sponsored by supervisor avalos and supervisor kim and supervisor mar and supervisor campos were co-sponsors we often know this issue
9:45 pm
triggers great skepticism and because of that adopted as viewed as a second look issue because of our research we found that it make sense and there is a compelling justification to lower the voting age and found this is a great investment so voting habitual and suggests that someone casts they're first vote the more they'll become a lifelong voter and to cast the first vote young folks are looking to go to college it is not a priority to vote but their stationary and allows them to cast their first vote we know that when young people are given the chance to vote oftentimes a
9:46 pm
high number of voters for 18 and older and young people are able to engage in the local process to make responsible voting decisions and understand politics from - we found it 44 percent of young people voted differently from their parents so we do know that we can cast independent and informed votes and also know that central voting increases the turnout as well as the parents and 16 and older and at age 16 they hold significance in society when adults have responsibilities working hours they pay taxes and allowed to drive and take cola's in civics and government and
9:47 pm
currently central voting this underway in asa trail germany united kingdom and chicago primers we absolutely know that i don't know sfonz san franciscan are ready to demonstrate their leadership san francisco has a rich history of youth tell him as has been crucial to policymaking we also know from the current elections this is cost effective and with the current allocations of capacity they could prepare special ballets for 16-year-old voters and this is also sparked a national statewide conversation currently our state representative senator mark leno introduced an amendment to lower
9:48 pm
the angle for elections we know that san francisco has the opportunity to build on innovation and for the voter turnout by being the first major city to lower the voting age to 16 we urge this afternoon that the board of supervisors lower the voting age for municipal and school district elections to age 16 and also i'd like to note that the other priorities will not tag as long as that one i'm introducing joyce for the second priority. >> hello supervisors i'm joyce sue the district 7 precedent i sit on the immigration committee i'm going to talk about amendment number 2 for the san francisco dock recipients in san francisco there are thirty

9:50 pm
poverty level those barriers were made clear at a meeting we held with supervisor breed's office we encourage the board one to support the additional fund and grant to sf dock a mranlts two expand the number of seats on the dream sf fellowship program and pass the mayors $10 million total fund over two years to sf dock a community we commend mayor ed lee and are particularly excited about the peace in which he's provided fund for the resolution for the youth commission passed in january while the new and expanded docket and depositing a programs are temporarily held up in state court we looking forward to
