11:30 pm
the neighborhood anothers two times the normal retails on haven those 406 4 to 5 quality of life pedestrian extension along van ness i strongly ask the commission to hold for hearings and displaced great transparent and the quantify reasoning and the data around the project which is in short coming of this thank you. >> thank you. next speaker. >> i'll call some more names i apologize if you've spoken ignore the call (calling names). >> good afternoon. i'm meg walker i work for sutter medical
11:31 pm
foundation in communications capacity i'm here to read a letter to you and put read into the record the clinic for the uninsured on the 408 hundred block of van ness the medical director couldn't be here he addresses the planning department i'm writing no support of sutter foundation proposed primary care center on van ness street camtc proposed e proposing a new clinic center in the heart of san francisco's district i'm advising gi cotton and others be provided depends upon the patients needs it will expand primary and specialist care i understand the medical care center will be open
11:32 pm
including the walk in these and they've accept more private and public providers we currently care for people with low income some of the people have purchased policies with high deductibles making access to care problematic many center will be a great access and the center will fill an unmet need for people that need primary care in the neighborhood clinic bits bay supports camtc and the net heartache services including the proposed 8g 99 center. >> thank you. next speaker. >> hi good afternoon my name is is johnson wang i'm a
11:33 pm
coffee i'm here to support the project on haven street but to comment on the fact we have partnered with sutter group and camtc for the placing last 15 years with the medi-cal folks we've looked camtc to provide the services and partner and to have specialist services with us they were part of our hfa program i'm here to let you know we want to support that project today. >> thank you. >> as the next speaker comes up i mean, i'll call more names (calling names). >> thank you good afternoon honorable members of the commission i'm david i'm a resident on dper are
11:34 pm
between 20th and liberty in interest of disclosure i want to share prior to my service i was on the council of northern an organization that represent private and nonprofit we don't have a position on this proposal more has any men i'm here on my own time as a 24 year resident on gerrero i long with the commission have wilted the changes in realtime especially along the haven street corridor i'm familiar with this particular corner gas stations and walk by it when i take my daughter to places and you know there are this incredible degree high degree of amenities in the neighborhood whether a video of last weekend or a couple of
11:35 pm
coffee or the other reiterate you will a lot of great choices what we don't have and what we need is a medical center that treats adults that is assessable to the recipe residents and i believe this is important to have a strong amenity health care assess i've come to ask for your support of this item. >> thank you. next speaker. >> hi, i'm sherry the long time resident and voter in san francisco i've been here for thirty odd years live two blocks
11:36 pm
valencia i'll asking to postpone the clinic until the community has had further discussion with camtc and also has received some way of figuring out to enforce the promises they're making i have been very positively impressed with the presentation that camtc has made to the neighborhood only a week ago recently received future informational about sufrt not as responsive to the neighborhood as we promised i feel that is our duty as citizens and as your duty as our commissioners to work out a way to be sure those people that are doing those various things are going forward with that are principles
11:37 pm
i might have attend to try to find myself a prblg doctor but i do want to know that facility is going to be open for a period of time that's one caveat they'll spend the hours and it is only 8 clock on saturday nothing on sunday that is extremely important to everyone that works i feel that this means more people had also be looking at for each in the neighborhood in the evenings that's another good plus for the neighborhood, however, this promise has not been put into writing as far as the summer summary i see at conditional use permit there is also the consideration of whether or not people could
11:38 pm
walk there from 24th street or 16th street bart station i'd like to see some kind of sutter shuttle service that helps people goat to the various locates and perhaps be an appointment made in the neighborhood if people are not ambulatory but north need primary care has a shuttle system that picked them up from 24th street a to - 16th street to 24th to stooukdz u st. luke's that makes the integrated system work better a way of people transporting themselves without having a car finally i'd like to appreciate this opportunity to speak and i look forward to your your postponing
11:39 pm
your discussion until by meet with camtc. >> thank you. next speaker. >> hello my name is david the owner of a electronics design store on valencia street and i'm opted to this project bus that is widely out of proportion for the other spaces available on valencia it is not in keeping in terms of the size and characteristics such as a enter activity and valley is one of the most availability streets in the city and want to see it stay that way thank you. >> thank you. next speaker. - i'll call more names
11:40 pm
(calling names). >> hello commissioners i'm ilene i own ritual coffee i'm here representing the merchant coalition there is no doubt this is a context issue not as cut and dry as american apparel but since i'm here representing the merchant in the corridor the issue there is limited available retail space available right now i think available retail spaces are at an all minded low i can think of a handful there are doors throughout the space that is how the building was designed those are high-end spaces delivered in a white
11:41 pm
shell condition a prime location in the center of the mile-long formula retail commercial free that's in part to this commission let me getting give this example this increases the mom and pop about businesses and those businesses are feeling the pressure of the lack of retail space we welcome the health clinic to the neighborhood but ooelt this year 5 to 8 thousand streets space available meant for a single tenant no point easily visible without changing the character of the building and everybody would be happy to see those spaces a activated the consensus is the valencia will have a disruptive effect on the
11:42 pm
vibrant character we've cultivated for a decade we appreciate our serious consideration of this. >> thank you. >> hello commissioners and director ram my name is marilyn i'm here as a member of the coalition for jobs justin's justice and housing and health care the coalition that developed the negotiation with camtc in 2013 that was a 8 year conversation we were before you mid-market and before the department of public health and the board of supervisors as well as right now there's a hearing in the board of supervisors chambers with the neighborhood services committee the board to talk about four out of 5 areas in the development agreement that which sutter health is not in compliance with as we speak
11:43 pm
only area they complied what with the agreement in full to pay into the affordable housing fund two of the areas the health care harvey's u housing jobs are pretty vent by the justice our concern about medical red loma prieta from sutter health in in your oriental proposal in 2004 and throughout the conversation of closing st. luke's hospital eased building a small rate making a theatre hospital not making a full service hospital for the mission it is a big victory with the board of supervisors did get the development agreement in 2013 to build a full service hospital conversation around health services in the mission is actually son the table the community input of designing a health care culturally
11:44 pm
appropriate including translations for language groups and that conversation needs to continue much longer than that we have today we are going to support all the speakers that are asking for a continuous so there can be more conversation with neighborhoods and health care providers in the mission. >> thank you. next speaker. >> good afternoon, commissioners i'm the president the liberty hill association i support a lot of what others have said today so i want to reiterate a couple of key points liberty hill neighborhood association just learned less
11:45 pm
than a month ago sutter hill had proposed plans to put in a facility at the corner of valencia and forgetting analytic we are rather i had to initiate a meeting with them where we got roughly thirty might be 35 members of the community to come out and find out what was going on and what was being planned i don't consider that appropriate community outreach when we have to reach out, in fact we were told that someone else said they met about the merchant and waiting for i conditional use hearing to patios then to reach out to residents i take issue with that that is really not dialoging with our community other thing one the biggest issues that was brought up at
11:46 pm
the community meeting was transportation and none of our concerns none of our suggestions, nothing was really addressed the sort of enthuse up their hands and said we don't have answers not a big problem our neighborhood is congested like 20th and 21st street they're a nightmare and valencia is a whole another story those streets will not support the kind of traffic regardless of people taking public transportation and many won't surrounding streets are so cross-out and parking is so contention it is really a major issue and exec our quality of life and our air quality so i would ask that the commission
11:47 pm
postpone approving the conditional use permit until we have a chance to get more information and evaluate that information and come together as a community we're not the heart of the mists the majority of our spanish speakers are long dungeon we're losing your diversity and this will only exacerbate this thank you. >> thank you. next speaker. >> good afternoon. i'm diane martinez i'm with the mission sro collaborative we want to request that you delay approval until the community partners can meet with sutter to novels the impacts on the project
11:48 pm
as was state earlier the community-based organizations like the mission center rely on they're built to serve the medi-cal because the medi-cal dollars allow them to have the resources to fund free heart and soul services their vital to the sro community that i work with oftentimes we refer people to the mission neighborhood health center wherever we do outreach are when someone comes in to talk about their issues northbound their sro's and the mission district rapid displacement has already had impacts on the community the effectiveness for the community organizations to provide important services for the population there so this justification and displacement in addition to another big
11:49 pm
project coming in and having to cause consolidation for clients this can effect the important community organizations that have deeply roaded with the population that already lives there and has a great collaboration with everybody who lives in the mission area so like i said we'd like request to the approve this request until the community partners meet about sutter. >> thank you. next speaker. >> hi from the mission sro collaborative we'll like to ask the commission delay approval the primary care clinic pie sutter health on valencia street until the community partners
11:50 pm
meet with sutter health to organize the health the mission has community-based health clinics who do outstanding work in providing services to the community who understand the specific needs and wants many of which include the sro resident that need the orchards for their health care needs and we also can't allow our community-based health clipdz to chief expedite with a organization that revenues exceeded $10 billion last year, i want to ask the committee to postpone the conditional use authorization until sutter health meets with the partners including the effected agencies thank you. is there any additional public comment okay seeing none, public comment is closed
11:51 pm
commissioner richards. >> yes. i meet with the project sponsor yesterday we talked about the outreach partnering with other organizations in the community i got a generally positive conversing impression i was mardi gras shocked to see not public comment in the packet it was within one zone change was bigger than this can you tell me know please what the public outreach process was that will be great. >> the process camtc process first of all we're excited to be here i'm jennifer from public health in the initial contact with the planning department we thought it would be 6 months to
11:52 pm
get on calendar - the conditional use application if february we met that supervisor campos in mid-february and asked for a meeting at the end of march and that was immediately in early april and again reached out through the contact with the no matter the mission neighborhood health center on 422 and met on 5 forbidden we've contacted by liberty hill and met with them on may 11th and have been partnering with the developer of the overall project he's been helping us since be late april. >> you're ahead of where you wanted to be. >> yes. >> so the folks there are a lot of folks in the community health care in the third right now outlined a good case in my opinion about what we expect out
11:53 pm
of a few more weeks of discussion how would you feel about that since you're ahead on your timeline. >> and that - >> yes. we're eager to speak with all the community clinics in daily detail to a classify and cooperate the work they do is critical we believe we bring extra health care and particularly need primary care would like to continue the dialog. >> i had a great meeting we tubed referrals and you might have establishing relationship with the hall and stand out conversations i personally think
11:54 pm
i'll see what my fellow commissioners have to say how they feel once they speak there recent 3 issues their needs to be more dial our supportive of and issues around exactly the impacts with the other neighborhood health care providers and some defined issue with the merchant association around the masking of the projects and move the second-story so those are the issues i would support but again, i want to i'll see what my fellow commissioners have to say and support continuing this item thank you. >> commissioner antonini. >> grateful thank you. i appreciate the comments from everyone and mr. sharp project sponsor just now there's a lot more identify that occurred than evidenced by comments from the people speaking i'm not sure why those concerns were not voiced at the time of the meetings and
11:55 pm
what you know actually was asked i don't know certainly i'm supportive of further ideal and supportive of trying to work together i'm not supportive of payoffs i don't like pay to play by baevenlg it sounds like you have a good project to answer some of the concerns this clinic is open weekends and this is one of the concerns in the literature they said they need an institutional master plan it is a little bit ironic i sat through years and years of the commission neighborhood we need st. luke's and medal and now someone t is come in they're in opposition it seems like a little bit didn't seem to be consistent with what we're heard
11:56 pm
in the past and there are a lot of those clinics although smaller throughout the city that are popular one on lombardi we approved that and warrant and haze and golf and they allow people in neighborhoods to go quickly to get care and you know even people who have hungers and people that have regularly decreases are hospitals oftentimes prefer to go to something for urgent care and not often to drive to other sides of the city i have relates that went to west portal typically i can't speak but they've been reasonable in price to it i think there's a fear of competition but a whole demographic that will come to the clinic not to the mission
11:57 pm
heartache center or the mexico or other groups in existence because you know they would probably prefer this because of it's connection with sutter and it's appearance and things like that so i think there may be some overlap on meddlesome overlap but you're dealing with different populations are there are a lot of people many can afford to pay for the serviced this is the same model we have in the dental office i'm a dentist and people don't go to the hospital they come to us i don't see fears of displacement from the residential displacement and talk about competition for rents but it
11:58 pm
patients are going to come to this place and stroll down valencia and shop there are two sides i think that is really a good project the other commissioners may wish to delay i'll be happy to move forward today. >> commissioner hillis. >> so imi'm generally support of the i'd be open to a continuance my concern is on the design and basically in the valencia corridor the valencia side of that we do try to keep neighborhoods vibrant and have active storefronts open the valencia i understand you're looking at the back of the examine rooms it is
11:59 pm
not the most active i don't know it is active at all kind of vibrant on the valencia side i don't know if it is feasible i talked with the project sponsor of adding another pufrl retail component and you know, i would be supportive of moving in that direction it is 7 thesis square feet that is larger than what we see by you know almost double value in any places besides t retail spaces inactive recital corridors liquor valley if we take this time to have for neighborhood outreach i want to see an effort to put an additional independent retail space and it would be kind of taking away the valencia corner and adding an 8 hundred square
12:00 am
feet mrats place but along valencia in addition obviously reducing the square footage of the heartache center but again, this in this neighborhood it is different than valencia that could a take a larger retail comprised it is an easier pedestrian 0r79d neighborhood i'll be poster of a continuance to look to that change as we take this on if you want to comment i'm not sure. >> i wanted to comment on the size question commissioner hillis we talked about particularly director lee talked about medical care evolving for the 6 positions and talked about the availability of accident
