time we very much appreciate it one of the most important public policy issues and certainly one the most important public health issues in the city and county of san francisco is the fact we have literally thousands of people living and dying on our streets affixed by the chemicals and mentally ill and many cases a combination of both all the recovery programs to exist to go something about this problem we do so with no government funding and the reason we have asking for the construction of this building so increase the advocacy of our effort right now if our 2 eight day rehab program the categorize are held in the living room of the rehab facility that is not an atmosphere that is conducive to
