>> i'm trial to bring this before you colleagues this item is a resolution of intent to form the city's first green effort in the dog patch and the northwest potrero hill i've been working with pertains and on this creative solution to fund open space improvements and to maintain in the growing eastern neighborhoods a few years ago this board unanimously approved the legislation i authorized that codified the ability for neighborhood to form the districts for open space improvements and maintenance we've coined the frays green benefit district so this legislation is built off the benefit and expand the types of properties that participate as well as what the fund can be used for
1:38 am
the first time residential and commercial property owners will begin participating in an assessment district and the funds will be used to maintain and improve the public realm and open spaces in those particular areas both supervisor kim and i have discussed the challenges in the funding and more importantly prioritizing new infrastructure improvements in eastern neighborhood neighborhoods and the green district is one of the creative strategies to help fund the maintenance of our public realm and parks as supervisors we all know advertised not about building and creating open space in other words, for parks and open spaces to remain healthy and vibrate must be made if we want to have a positive impact on our neighborhoods they much, of course westbound adequately

1:40 am
terrific thing i'm glad this is moving forward and hope it is a model for other parts of city. >> thank you, supervisor kim. >> well. okay. supervisor wiener i appreciate that but it is a team effort i'm not the one that brought the goal to the lion we are going to hear from the dph and an overview of the resolution of intent and specifics of the dog patch potrero hill gp d mohammed nuru. >> good afternoon, supervisors and supervisor cohen and supervisor kim and supervisor wiener thank you foyer allowing us to come and present to you not only the city's benefit district but the nation's first green district as many of you know what the districts do the green suffers so this is specifically around green with mostly with the parks and some
1:41 am
of the open spaces in the neighborhoods joined with me some of the neighbors mr. john goldberg will be giving a presentation and others i see many of the neighbors that are here supervisor cohen before i begin the presentation i want to thank you for your leadership in getting us to this step it is very, very important step as was move forward to the information of the dog patch and the northwest potrero hill district what is the green benefit district it is really the financing and mechanism to raise the capital for a long time maintenance for the open spaces in the neighborhoods and district sir a little bit of history this idea started in the early 2000s and a lot of discussion around it
1:42 am
and the decision was healthy because of all the addition of thousand of housing units coming into the way that the residents can get behind the idea the idea is to raise funds to pay for maintenance of existing community managed green spaces parks and open spaces green benefit district permission process for this particular one started in 2012 with the formation of a committee and hiring a build public organization as a consulate to help carry the neighbors through this. >> similar to other benefit districts the community benefit districts the change that supervisor cohen spoke that
1:43 am
changes to article 15 a has allowed for the formation of the district itself it is the first of its kind other types of maintenance programs that are around the country landscape maintenance district those exist all over many cities around california and those funds mainly used or controlled by city government in this particular formation the nonprofit will decide what improvements are needed and how those improvements should happen the green benefit assessment district funds be can't be dictate by the city or how the city wants them to be used by but the community group they're not subject to the the ups and downs the economy it is very,
1:44 am
very healthy program because the dollars can be used to exactly with the property owners in the district choose to put those dollars green benefit district some of the things they can do they can provide for ongoing maintenance the public landscape, of course, the parks and plaza and the amenities such the tree maintenance and planting such as repaying irrigation systems and help with removal of the graffiti abatement in the district trash and clean up and, of course ongoing maintenance of the park. >> local government transparency and accountabilities to how those few minutes are collected some examples having a
1:45 am
management of green benefit districts finances and contracts to be set up neighborhoods or the districts can choose a certain strategy for marketing to allow the green benefit district to achieve it's potential pr and they can also premise a website they can also do a design build and they can actively have a strategic plan as part of what the neighborhood is doing so people involved have a good idea of what should happen monies can be used for long-term capital improvements such as building new playgrounds, building or installing beverages dog runs way finding signs and paving
1:46 am
some areas, development of parks and even new technologies like rain garden and potential and paths to infrastructure so as you can see there this green benefit district i'm really excited it focuses on a lot of those types of in advance that need the extra help or extra hand that people usually didn't get to those neighborhoods they believe in their community and put forth this district and you'll hear a little bit about more about the district those this benefit district doesn't not replace what the city has to do but actually have to do more above what the city offers so the city services continues that's the based on and above the baseline is the benefit district will do
1:47 am
it also impoverishes the pertains to get involved in the community and the neighborhood and the benefit district serves as a way to allows the communities to be identified as one that is doing its own improvements and that in and of itself helps to build community the by the people district also has information of nonprofit allows it to loefrj both the public and private investments and funding to allow it to grow so i'm excited about the green benefit district i think we'll see a much healthier potrero hill and dog patch neighborhood because of the investment made by the property owners with that said i'm going to ask john to come up and talk about the formation process and more benefits of what this benefit
1:48 am
