(clapping.) >> hi how are you. >> you have to face the audience (laughter). >> it isn't like court with our back to the audience you know it is the other way around i have a few things i want to say i'm going to end by reading frankly it is almost poetic and the words really, really mean a lot i've asked sherry republican to say a few words i'm going to start and this is what i know about iron he's tall he's got
12:05 pm
great shirts and one of the calm it people i know in a world of work that isn't so calm that clients face their own dangers sometimes staff face those dangers the people you're working with really have to make lifelike changing decision; right? for people and which think o is an neermsz responsibility for any of us in the room if this were me we would like to have guiding people to make those decisions ron also has a great tie collection he has a plant in his office it needs watering but somehow is surviving because he
12:06 pm
spends all his time focusing on the people in front of him and the issues they shall or they are presenting other thing about ronnie know from affair every time there is oh how to say it correctly anytime we have a major change in our political realm, anytime there's a huge issue that hits the paper, anytime there's a a problem that needs solving and seems to be no way to solve it i turn to ron they think conservatively people say going to be the answer to all the problems (laughter) and it's not it's not with a lot of grace and it's topple calm at
12:07 pm
the office he's spent once a year almost 10 years explaining why and what conservatorships are for what they can and can't do and in the meantime in society we're left with those problems we haven't figure out how to solve we think the conservators office is going to take care of it ron knows the law really good at explaining and keeping his calm through it when people are seeking and does know are seeking answers it is hard in many offices and arenas to be able to tell that story and have people understand what it really is all about so i thank you so very much i'm going
12:08 pm
to miss you sherry republican is going do say a few words before i get to the poetryy. >> morning ron and commissioners ronnie don't normally get to speak only ann gets to speak i worked with you you were here before i got here i worked with you for 12 years and had the pleasure of hiring you for the conservators office i've hired a lot of people and never had staff who come to me as a single voice and said this is the person we want to be our leader you all out there the public conservators staff people filed into any office and said it was ron they wanted it says a lot about you as a staff and people
12:09 pm
that stick together and do really, really difficult work i think it says ron a lot about you we've talked about our grace it comes throw in everything you do and i know you've had really, really serious challenges in the past few years one of them the city's you know snail-paced hiring system it is hard on all the staff you guys had case left side of a hundred plus and not self-spofrtd you've been the person really stands up for the staff and takes a lot of the pain on for them i know they feel supported by you this is what a good manager doesn't say in addition you've also besides that dealt with difficult district attorney people and be in the middle of that in court
12:10 pm
people don't understand what the fabulous conservator does our right people think sxhortship a pane can we you deserve this honor i'm so happy you're happy today thank you ron (clapping) >> thank you pat and a regulate i thought i sue flowers in the back before he do this will all the folks please, mr. stand out again, i don't know who wrote this oh, it is pretty poeticic in other was so ron a soeshld worker and manager he is kind and eloquent, transient patient and passionate he is available
12:11 pm
for others who need consumption and models grace under fire with political wisdom it is about his staff he is sincere and dedicated to those who trust him no matter the challenge ron is deniable and almost calm untabling all situations he's adored by all most of us walk ron floats you get to keep this (clapping.) thank you. i want to thank everybody for they're kind words i think that i don't know that i can quite or have lived you up to that i especially want to thank my staff it that have been
12:12 pm
work hard under difficult situations thank you sherry republican and mary ann forthey've over coming one of the things we were it out social workers are here to protect the kashts of capitalism and that basically, what we do we really the rack up the hill it comes back down on us so i got hit in the head so i indeed thank you all (clapping). >> to bring the flowers up we should get a picture with commissioner president james
12:13 pm
(laughter). >> thank you all (clapping.) >> thank you congratulations next we have director's report. >> director. >> good morning commissioner president james and commissioners i really want to highlight any budget action that is happening at the state and
12:14 pm
local level i'm going to start with what's happening in sacramento there were somewhat i call wins in our leverage book not nearly what people like ours and others to have happen but good news i think at the top of the list both the senate and assembly have said they'll put money into the program each in the same amount to the conference meeting that is good money we've been advocating for the association of our agency the caregiver resource center has money from the assembly but not the senate it goes all of
12:15 pm
those go to conference committee because i think there is one that won't they either the money is not in agreement or one they'll have to discuss it there is going to do be it looks like from the budget passes 5 percent in medi-cal rate it is written as a restoration it's not clear all medal providers get the 5 percent e.r. people that lost the 10 percent we're looking at the details hsa both hours restored the 7 persecutes a couple of years ago that will go forward the thing that both the senate and the assembly alleged on to extend contribution timeline for the
12:16 pm
medi-cal case management program not no all communities in the state but ours this is a language that they were able to get there of the also a discussion in the assembly about an increase for ss p folks it explicit happen in the senate there will have to be discussion there i think that really is it on the state level again a lot of the things we were asking for dollars for didn't materialize that whole packet that assemblyman brown put together nothing came of that work and most of the programs didn't happen especially for you that have been working in the legislation committee you've been following that hopefully the budget will
12:17 pm
continue to be healthy and next year other programs will come back into the table locally the mayor just announced his budget you remember what we do in departments in concert with the mayor's staff we work from november until sometime in may around our budget and budget requests and additionally, we brought ours to you after it comes to commission we are in decision with the mayor's office what we might do this week the mayor submitted his budget to the board of supervisors and now they will go 0 low or through that budget with a fine tooth comic and looking to see if there is anything in there can be reduce or devefrtd of something, of course the board is looking for
12:18 pm
dollars they can reassign in the community to give you a glimpse of what the mayor submitted certainly the department of aging & adult services he submitted a request one million 3 for nutrition, of course on top the additional money and additional for the living fund $300000 for the villages we're checking own this we got two different piece of information on that but it is million dollars this year for community services or a half a million dollars and next full million dollars for the senior centers activity centers we fund and then most of the positions that we have asked inform envisioning to the department were funded as
12:19 pm
well now again in whole budget goes to the board and we'll see if it transpires the way it is laid out there is a few more smaller amounts of money added to the mayors budget for transition for the service connectors that is moving to the - there's new funding we needed money for the coming in the transition year there was a small maim of money for the tech council and i think that is about all sherry republican did i miss replying in that list. >> good morning, sherry reign money for seniors helping seniors 55 thousand dollars in
12:20 pm
there to clarify there are two initiatives we're doing internally so some of the position one of them to center lists the case management wealthy system for the community case management services and the other big initiative it our quality clinical within dos that will helps e help us to provide nursing and consultant tanned we're reducing the nursing with the adult workers and putting our nurses in one place those are the two things primary i guess big changes. >> so i think we have quite a number the contractors we need
12:21 pm
to discuss i'm going to end any report are there any questions? commissioner >> at the last h i ss meeting the position for preservation or prevention of suicide that whole issue may become something that concerns the densities with disabilities they fear they'll be pushed into making decision noted appropriate for them is that something on the departments road arrest screen or the did you want but we should be panes petitioning. >> so we're watching the legislation that he know that the medical society posted it and recently they're going to
12:22 pm
stay neutral that's an unheard of them in terms of that kind of legislation we're following it in terms of what the language says and how it was implemented but neither the ledge committee more the department have taken a position on the lfblgs and more has it at that point the california association on aging unless rick knows i don't believe that as a city there has been a position taken on that piece of legislation either. >> thank you >> okay commissioners. >> how many villages are there in the city starting with the first one in north beach. >> there's 2. >> where's the over one located. >> citywide so the north beach is my understanding next village
12:23 pm
is based in north beach primarily and the san francisco village is citywide. >> okay. >> thank you. >> any other commissioners, thank you. >> the advisory council report. >> no, we had public comment. >> not right now. >> we'll get to the next public comment. >> good morning commissioner james and commissioners on wednesday may 20th the ssi meet we discussed several issues one of the issues it came to the forefront was bylaws committee they brought a draft of the
12:24 pm
updated bylaws that the council persons received we'll do all the corrections in this coming months meeting we'll have hoping all our brazil's teacher and give the bylaws next month the draft was submitted and every council person had an opportunity to tooblth it and see what's correct and what needs to be responded out our report was given by the site visit council i shared that at the last meeting here and i believe there are a couple more coming up this month and i'll be reporting next month the education committee presented quite a number of ideas to the council and the council actually was able to
12:25 pm
share when the committee of the working group training that will be taking place and report we'll give next month as we go over what we do and implement those ideas getting the correct speakers and place to do it i think we'll be able to go back to the beth i didn't center that's my report any questions. >> thank you. >> thank you, ma'am. >> next will be the joint perspective committee report diane. >> thank you. >> good morning, commissioners we had some old business commissioner vice president serlina you asked for information on supervisor wiener's long term recipient legislation i did a little bit
12:26 pm
of follow-up research. >> thank you. >> as of today, the last that i could find a hearing let me get even though committee right budget i know i have it the subcommittee on budget for the city on april 1st 3 supervisors that participated in that committee supervisor mar supervisor farrell and supervisor tang voted in support is it appears to be sitting there that maybe my lack of facilitating they do an excellent preservation on presentation of seniors over 50 living are hiv/aids the numbers on private long term disability insurance they expect to subject and it's increased hundred
12:27 pm
percent in terms of the population aging out we'll continue to track that if you wish that is where things stand right now. >> thank you very much. >> you're welcome the joint legislative committee was cancelled for may 20th due to a number of absences so the updates came into the advisory committee we had an update on some the bills we've been tracking good news and not so good news one is 2 year bills some are and some moving forward. >> there is one new piece of legislation that is ab 959 sponsored by assemblyman chiu from our area there that is the lgbt disparities act and that will help california public policy meet the needs of lgbt community
12:28 pm
and we basically require the state agencies for the health and well-being to collect information the sexual orientation in the regular course of demographic data the hope to from that data to determine the indicators of health disparities made available and allow to begin to address the disparities with public policy and first of all determine the size of the problem and move forward passed out of the assembly and on the way to the rules committee one of our members is works with assemblyman chiu on those issues we'll have monthly updates another bill sb 196 i think in the past it was by
12:29 pm
