urge your support for this grant agreement. >> motion to discuss. >> we had a motion to discuss go ahead ask questions. >> we have a motion to discuss. >> i have a question. >> yes. >> okay page 2 item 3 identify an issue and home care needs i don't understand what it the the tip metrological. >> okay. this is great this is one of the things i was going to look up myself but i'm going to
1:31 pm
(laughter) i assume a study of different aspects of terms and conditions within i h ss upcoming something has to be like the clear house in terms of those issues it's nothing more than that commissioner sorry to put a fancy word it identifies types yes. >> i have a question as i'm looking at this 3 contracts senior and disability action flexibility we have 3 contract we're approving and i'm wondering is there a duplication of efforts in using staff for the same agency? i mean of people - is seems
1:32 pm
like, of course i've used the senior disability action be network they've come to our community to do things with the seniors but some things are duplication of effort in terms of the same kind of services i'm wondering are you using the same staff maybe doing different services but duplicating the same advocacy efforts >> i'm glad commissioners i've helped the organization approve their budget along with contract there are dictated staff for each the programs the only offer a lap in terms of the money that is put towards the executive director or the administrative assistant but dictated staff for
1:33 pm
each the programs each the programs staff people contributed to the model newsletter but other than this there's a lot of coordination they want to be collaborative by they're really is strict requirement and service unit they each must meet so they do with with they're assigned staff. >> a couple of years before we collaborated two organizations to come together at one time they were doing both and all of a sudden i remember we collaborated to organization we thought were doing the same thing. >> no, it wasn't they were doing the same thing but we found it was a time most
1:34 pm
adventageous to merge those two successful programs that were in fact, facing challenges economically; right? and in terms of being priced out of office space so the leadership to include the board of directors helped to make it a lot more - would create a stronger organization if those two entities merged so we were partners in that attempt to make sure it happened smoothly and no disruption in the organizations. >> they were complimentary programs but not doing the same thing. >> right. >> and neither organization had the financial enough financial support as marie said to keep awe float in the economic climate it came to san francisco we were supportive of it we
1:35 pm
helped but we didn't do it the organization themselves made that i think very remarkable and very good decide to do. >> so do you still see both systems surviving and under one both programs surviving under one leadership expanding i'm trying to see how we doing this now because of the 3 contracts we have going. >> actually there are 4 commissioners 4 one more to do after this one, if i can remain standing 4 distinct programs i wanted to add if you look at the budget and salary detail you'll see that some staff are 17 percent in one program and 58
1:36 pm
percent in another so it is not uncommon in small organizations to have one person as marie said you have split out the executive director salary and split out the administrative assistant maybe a line staff person that works in a couple of programs but the budget is split out that way because of the coming together of both organization programs in both organizations were saved i mean, if they can't hadn't of done that we would have lost something so we actually didn't losses program capacity because of the way that happened so better to be safe than sorry are four distinct programs that's why you're seeing 4 separate
1:37 pm
contracts i worry about it could have been one. >> it seems like the budget is going back up although it's two separates programs. >> in augusttion in this category those budgets have stayed the same for the last 34rz. >> this model choufz the goal historic there was some combination of duplicate programs that starts out one agency providing coordinated services but you've achieved the benefit of scale with the staff and context. >> it is a small staff. >> well put one quick question is the newsletter in multiple
1:38 pm
languages. >> it's not at this point and some of it is thank you jessica but that's an excellent pointed yes. >> any other questions hearing none i'll call for the vote. >> all in favor, say i. >> i. >> opposed? ids have it so the motion is carried next. >> we'll try to move quickly. >> e the question for entering the into a new disability action for empowerment for the term july one 2015 to july 2018 in the amount of of $549,000 and $87 bus contingency for the total not to exceed $603,000 plus could i have a motion to discuss. >> so moved and second and okay. you are.
1:39 pm
>> thank you, commissioners i assure you this is a crowd mreerg we seek our approval for the senior disability as offend by the disability action it includes a wide range avenue services participate in the political process for advocating for the needs of community and provides teaching skills necessary to be effective in organizing groups for action their trademark for mrishl that it the survival school and senior university both are multiply lingual and culture diverse but here's the difference about each of them the senior and disability survival school focuses on excepting the students with the information understanding and
1:40 pm
context necessary to empower and motivate and increase the dpintsdz from the community and cheering the access to all the services that are available in our community such a health care and transportation meals and so forth nutrition so the senior sufrt their aim is to provide students with formal train how to effective changes in the civic process through advocacy and volunteerism one of their goals so actually provide training and to promote public speaking skills amongst those students it was referenced about last night's marathon discussion at the board of supervisors there were 8 hours of testimony from the public and as some of you
1:41 pm
witnessed a lot of it was, in fact, very powerful and passionate and sometimes angry i appreciate if there so those concerned if there say angry and that kind of passion what they hope to do provide context and provide some help the seniors and persons with disabilities find the facts and be able to put together equally as passionate and poetic trermgsdz and pregnancy inform whatever body this is part of their approach as we recorded before fda also received an innovation award at the national conference last year in declaration and f d and
1:42 pm
a the daas days lead a working group for advocacy is our passion and our for at a we seek our approval for this grant agreement. >> any questions. >> i'm familiar with this program i noticed some of the seniors like the first ones survival school and didn't like the empowerment speaking i don't know whether they just i think some seniors are just to tired to really go and do the public speaking by like the idea of where the knowledge they can call for help it serves different populations so i admit
1:43 pm
to that anyway anybody else have any questions it's time consuming any questions. >> if no one then i'll call the vote. >> all in favor, say i. >> i. >> opposed? i's have it the motion is carried. >> thank you okay. next requested authorization into modify the grant with home grid i h ss contract mode and for providing skills development he wanted train and the term of july one 2015 and july 30th, 2016, in the additional amount of $4 million plus for the revised granted not to exceed 87 is that
1:44 pm
$87 million? 3 hundred plus can i have a motion to discuss >> so moved. >> second. >> okay you're on. >> good morning, commissioners and commissioner president james aim megan e i do not it in home services director i'm here to present this modification with home bridge for the i h ss contract mode of serviced with the skills and training support so in the i h ss program as marie mentions earlier the largest program in dos big budget program overall over 22 thousand i h ss consumers and of those consumers the majority of them have what we call independent provider mode
1:45 pm
where the i h ss consumers are in charge of hiring and training and managing the home care provider, however, 0 there is a population of folks who for a variety of different reasons are unable to manage that responsibility of the management and supervision of a home care provider people who are some of san francisco's more vulnerable resident people with alzheimer's, derby and mentally ill and people have a history of abuse in their families and significant high personal care care needs, are at risk of eviction if they don't get home care that's the group of expenditures that utilized the i
1:46 pm
h ss mode of service so for the contract mode modification you may recall that we presented to you in april a modifications inform this contract that modification was for fiscal year 2014-2015 we're nearing the end to adjust the contract to account for the minimum wage ordinance the home care providers the minimum wage went to 12 25 so this modification for the coming fiscal year and those changes are coming because the i h ss caseload is increasing overall and this brings caseload to the home bridge program and this modification so what
1:47 pm
we've done we've added 95 thousand service hours we estimate we'll need in 2015-2016 and the performances for the hours society with that increase. >> the other part of the modification for provider skills training and support which is also performed by home bridge and the increase here covers the cost of additional time sheet train home bridge training academy for i h ss independent providers i should say all the home care providers including the i h ss independent provider and the home bridge providers and others one of the most confusing things one you might have so do is
1:48 pm
complete an i h ss time sheet they keep changing and getting worse so we have asked home bridge to add time sheet training to their curriculum and so this creates increasing the classes and costs associated with that increase in this modification as well so - we'll be requesting authorization to modify this grant with home bridge for a contract mold and provider skills development train from july 1st, 2015, to june 30th, 2016, for the additional amount of $4 million plus and i'll be
1:49 pm
happy to answer any questions you have. >> any questions. >> commissioner loo and i realize that fiscal year year 2016-2017 has the same amount as the current 2015-2016 so that means many probably you'll come back for more money. >> that's correct. >> maybe the needs are greatest. >> that's right. >> and we haven't addressed the needs of 2016-2017 yet because there has been a lot of fluctuation in past years so what we intend to do is analysis the actuals during 2015-2016 before we develop our 2016-2017 budget but we'll be back here and okay. >> i'm just curious as item
1:50 pm
would do you use the nurse for . >> the home bridge nurse is a really critical part of what home bridge provides to you h ss consumers not able to manage their own huntington park nurses essentially are responsible for making sure that home bridge home care providers know how to do the correct paramedic services it's one of the serviced we access for pharmaceutical services are invasive in nature like wound care or injections so the home bridge nurse manages the training of the home care with the r.n. for that. >> any other questions hearing none i'll call for the vote.
1:51 pm
>> all in favor, say i. >> i. >> opposed? the i's have it the motion carries thank you. >> next item g requesting for observation inform the cap chair and ccc for the prioritization of alzheimer's resource industries ad c r.c. for the seniors and adults with disadvantage for the term july 2015 and june 2016 in the amount of of 85 thousand dollars plus 10 percent contingency not to exceed $93,000 plus could i have a motion to discuss. >> second and your on and good morning commissioner president james and commissioners 53 we have a couple of ad c r.c.
