6:00 am
ackground our families history michael sanchez senior and momma sanchez rented the corner the first was an ice cream candy shop and very popular hang out for the neighborhood kids in the early 60s when the 8 and final child we moved from the ice cream and candy and the mom and dad went from candy and ice cream you know what mom z did down there it was really her food it was breakfast and lunch in a jatd community in the 60s we lived in the marina but spent our time in north beach it
6:01 am
became dear to us 6 or 7 in the neighborhood live there including nephews and niece genesis the call came into small business commissioner kathleen download will i in 2012 felt this momma's what about a perfect location simply base it would help with the overflow on washington square a perfect fit for momma's in turn mike reached out i looked at the i was concerned it was empty 5 years and now dark 9 of the 11 years it was completely remodeled by the tenant i saw potential and thought discussed with any family many makes sense to take into account it we signed a lease intended on getting city
6:02 am
approval for the conditional use from the very inventing i was mindful and certain people had strong feelings when it came to change in that corner i took the time to ask questions and listened to the pros and cons additional looked at what we thought would work best to the north beach my brother and i opened a smaller momma on the flip side we know or knew that some wanted a hardware store neither a full service grocery or hardware store was feasible had we felt otherwise and in grocery come along or a hardware store we wouldn't have taken the
6:03 am
time or spent the money we feel it is good for the neighborhood and a good business opportunity for our family the biggest change the reasons those two main industries the grocery and hardware have kept away from it i believe the shifts have set up bye first by technology i say that i'm able to use that space as and office i see the google's and the facebook trucks and others trucks coming up did hill this is when the current code was written in the 2000s they didn't center the difficulty and challenging situation they now have because of the technology world from walking out an 6827 vallejo many things from $.6 million
6:04 am
away in two different save ways and walgreens and trader joe's it is not like there are not enough operations down there especially buzz like the ironic buy right market we mirrored on this little momma's or the hardware they've partnered in the last year with google and to help deliver their projects as a way to stay ahead of the world of technology so it was with this we developed little momma's from a small community space of maybe 20 percent to now a 50/50 space we believe that is a true san francisco bay area market we can't expedite with safeway and
6:05 am
walgreens and traders joe's we're bringing in local san francisco and bay area small splirdz of goods and when i say a true san francisco market that is what it is going to be not general foods or anything like that you can go to walgreens or trader jose it includes sale add bars and local dry goods and dry goods we'll have a small selection of meat and fish our products lean towards the natural foods market market as it is works because it is a unique synergy with momma's restaurant we have 3 sources to move the products through from this mom sfwhooz the two restraint
6:06 am
creating the continuity of food you could get in places momma's will be larger than the one on washington square louch or limp will be a little bit larger this momma's hours from 7 clock in the morning until 9 it is important to understand the synergy because alone the market couldn't make it with momma's we have another working business model. >> in our effort to further reach out to the neighbors we've made the momma's signed momma's closes at 3 and commissioner andrews customers are out and we'll remain available to the
6:07 am
neighborhood nonprofits poetry reading and 50 different uses the churches and the christian go bible study uses it the plan is a little bit different than what was available it opens up a customer base merchant in the area really like it because we will probably bring 5 hundred consumers a day into this location and drift up to other parts of neighborhood so i think that is strongly in a lot of facets we'll have the social media involved and the catholic church our landlord and washington scare you've got the
6:08 am
space question have 60 sanchez i'm here to answer any questions you have and maybe you'll look at our request positively. >> thank you very much. >> okay opening it up for public comment i've got some speaker cards okay fannie (calling names). >> i lived in in which more 31 years right in the heart of it this is my friend for thirty most that hard wars stores a
6:09 am
butch shop and all away convince within a block in a half of the location this is a wonderful man a wonderful family i was at a poetryy reading a couple of days ago he's open to all of us he only smiles and full of love over 38 businesses would walk or like to see momma's fill that site filled and i would be very, very excited if success comes to this project because it is horrible to have that empty business we have plenty enough of those in north beach and please make the changes that are necessary and i know this
6:10 am
family will do whatever they to make a beautiful, beautiful addition to our neighborhood and thanks for listening. >> my name is nan roth i'm 80 years old lived on telegraph hill over 50 years and 53 hemly oppose this project it is so wields weird to be here we go saying this any chunk in the zoning of this location once again people stand up and say it is vacant anything it okay. like the project that the sanchez family there's noting nothing wrong to the project
6:11 am
only the space for this purchase it is the only location no north beach large enough for a full service market it services that as rossi market they had a meat market and the best produce i showed up there for years it is loss will mean we'll never again have a full service market never, never all future generations will be forced to drive or rely on muni to occasional at home to have a long and healthy life the issue of it good small for a market is bull it was that way before, no reason it can't continue personally my husband and i have
6:12 am
heartache threatening conditions we can't meet our restrictions relying on preprepared meals the last thing we need is other restaurant in north beach we're trading away a space the last of its kind of for other restaurant please don't reward this landlord by changing the zoning and making all future residents the opportunity to not meet they're shopping needs within walking distances of their home i ask you the permanent so or losses of this with another gain of other restaurant of this size thank you. >> >> thank you. next speaker, please. >> good afternoon, commissioners
6:13 am
my name is lee mar i live on broadway down the street a third generation san franciscan i remember there were four or five little hard war stores it doesn't exist i go to polk street to buy hardware i'd like to have a hardware store it can be an orchid opening on festers or the safeway to get our meat on one stops i am in support living a block away you'll see the graffiti stuff you don't want to see it effects the businesses on the corners and so the second reason i think this as good project momma's is a well established restaurant and
6:14 am
good relationship to provide a small market manageable for the market you can go into a asian market sorry to use that term in the neighborhood but on top of momma's brings people to the neighborhood another place and darn they make a good breakfast thank you have a good day. >> next speaker >> good afternoon, commissioners my name is ron lee i was born and raised in north beach i lived in 518 vallejo so for the first 20 years of my life i've seen a lot of changes that i was a little kid rossi marketed was a booming business
6:15 am
now changed back there then there was no produce market or other stores that sold groceries on stockton now stockton is full of groceries and fresh vegetables and produce a grocery can't sustain this this is why rossi market closed all the businesses have changed and the hardware small hardware store that's been there hundred years they've crossed good because there are other hardware stores that people go to you can get things cheaper and different variety and more things so i think momma's it the better answer to being at this location and not only i can say that you can tell you listen by watching
6:16 am
the amount of people standing in line for momma's on sunday morning that goes down the street an hour to two hour wait mostly are community people standing in line just looking at them speaks for itself we need to expand momma's to a better and bigger location and it is good for business and raises the tax base for san francisco so we can all enjoy more taxes to hire more police officers and public safety thank you very much for listening and is there any additional public comment. >> good afternoon, commissioners i'm the native of the san francisco
6:17 am
i've been grew up around chinatown, north beach and russian hill area an ongoing patron customer of momma's and certainly the hour wait neither discouraged me i'd like to see shorter lines and return more frequently to enjoy my time at the restaurant it you encouraged myself to invite a lot of my friends living outside the city and bringing in more tax dollars to help fund the city for whatever the youth but with that said i'd like to make a note there's room for growth momma's being around so many years and being a long time consumer i'd like to ask the commission to allow the opportunity for momma's to expand to a second
6:18 am
location to something bigger mom and pop routine. >> next speaker >> good afternoon, commissioners i'm trying to be brief i'm coming here on a pro bono basis know in the prominent space that's important to many people in the district the years that rossi market was in existence the owner lost money the last 5 years tried to sell his business and later mr. choi purchased the building but failed in his venture the place was available for hardware and grocery stores and anyone the neighborhood would have liked when we as neighbors asked someone to come to take the
6:19 am
space that was the ask and the ask has been made, however, the hardware storing or on independent store has to want to come after guatemala with mesosteers we would like to rent to an independent grocery store he's had to handle the lease for months what's the most practical and best possible outcome by combining momma's and shortening is space and adding the market it becomes a community project it has evolved all citizen groups are engaged that is a great day in san francisco someone from the neighborhood is going to be able to open a space that's been vacant for quite
6:20 am
some time i know the metabolism for going about it may not have been the ideal thing but i think at this point in time it is the most prudent to do this is not a rubber stamped project but it is time after time the sanchez family momma's little momma's it is the best outcome we should embrace it. >> is there any additional public comment. >> my name is sandy microphone. >> oh, my name is a sandy just want to say please approve momma's it is going good for district and city and quality and everything thank
6:21 am
you. >> thank you. i'm jeremy i was the listing agent i bought the property for the site and had a number of interests in the nail as long as and strip clubs inquired the things that been a good use but momma's is exactly what we want we didn't have grocery stores qualified for the site and i think it would be a shame if momma's didn't get this site they've worked hard to get the site. >> is there any additional public comment seeing none, public comment is closed commissioner antonini. >> well, i think this is a wonderful idea you know creates
6:22 am
a market were there will be good healthy foods and everything that anyone could want to buy from the neighborhood for their grocery store needs just in smaller quality and bye right has been successful where a similar model in the marketing district and i understand this market will have the meats and poll tries and fish and everything else you need at 21 hundred square feet is plenty big that doesn't include the supportive space for the restaurant and market some markets need to have as part of their market that is a per say the other benefit a second momma's that creates more jobs there are used to be a place in north beach little jorge's rain
6:23 am
or shine there's no line it's not around but there's a line at momma's i observe it when i'm not across the street when i get the bread from the market they're waiting longer than me it is going to be helpful and i think this as wonderful way to do that i'm very supportive. >> commissioner johnson. >> thank you very much i'm supportive of not investigating vacant space president to have what they consider more hardware and grocery stores. >> things of the nature but in the southeast the market don't work for businesses like that you can't legislate that to happen the only thing i want to talk about the method we're using for amending the planning
6:24 am
code on the i have a couple of questions before i say that good to see you ms. burns i don't know europe not at the planning department staff the first why is this necessary it seems like the use and set up here is similar to the market so why need a planning code. >> thank you supervisor planning department staff i believe i could be wrong but the predated the sud but in any event the space the market was considered in pittsburgh it's primary use for the market so it met the biscuit definition, if
6:25 am
you will, of the designation under the preclusion of a restaurant or bar what the proposed amendment will provide sort of a separate conditional use only in some circumstances to be considered by the commission obviously this is the business and the space in front of you today, if there are other spaces like this or circumstances in the north beach that come up in the future then if this - legislation is depraved those will be considered as well you know as far as many of the united states experienced with the north beach and the other i've spoken with not enough spaces to meet the circumstances in the a limited occasion this might happen but each one of the requests as of
6:26 am
approval. >> generally speaking i'm not a fan the legislation that appears to be written for the benefit of one particular business this is really specific so i'm going to think about it i think there are another commissioners to speak but to generalize this more in terms of filling a vacant space with a business that want to be there we're not setting ourselves up god for bid didn't workout we're going to do everything we can we're going sooits u sittings here talking about this again, thank you. >> commissioner moore. >> the two stories to this whole thing one is supporting momma's as our own right of package having done the many around the block the 70s moving
6:27 am
forward being known no momma's a group of young architects that went there ever three or four weeks we need to talk to each i hope if t it stays that way that is the substitute for meeting at the very long aisles and the safeway with that said the legislative act is p of concern it really is accommodating an aspect that particularly is on available to this owner i want to remind yourselves that ask commissioner president fong. >> commissioner antonini and myself had many discussions
6:28 am
about the north beach having they're specific approval and never deliver a long lisp actions the department themselves undertook between 2008 and 2010 and lip to many of the commission hears that was commissioner sugaya that kept remind us to see it what are they doing not what their commissioned to do they're selling liquor or whatever the space is not used in the vital it was prohibited and all of a sudden is stopped there's a way to find new users fantastic and who is known to the community and reliable and it is not just a person but an entire family a generation of performances in the sense of what we want and who we know does that excuse to amend the planning code text no,
6:29 am
it doesn't and i'm as torn with the emotional support for another long line around the next block but not wanting to deliver. >> commissioner wu. >> thank you i want to echo some thoughts to commissioner moore and commissioner paskin-jordan i'll likely support this this is a fun sud one hand it is gnarling probable this only applies to momma's no one will meet the second location over 5 thousand feet the different criteria i like this idea of protecting go basic neighborhoods as far as i think that was likely the original intent of the sud and an interesting idea i think momma's has a proven the basic
6:30 am
right you know everyone in the neighborhood and provides you want to eat on a regular was not just a designation but an everyday restaurant so i'm reminded of one other the st. marys church it is a speech circumstance and special project sponsor that should get this kind of weird sud that is not the way that the planning code should work. >> commissioner richards. >> interesting i was reminded after hearing that about what mr. sanchez to apply until after july 2nd we can tackle those things the last
