finally, the information technology occ was created by a board of supervisors initialed charter by the voter in 19982 we became fully operational we're under the jurisdiction of the san francisco police department how iuoe our mission to investigate the complaints fairly and impartially to mangle recommendations on police practices i've been a director since 2007 and i was hired open the heels of a critical audit report titled poor cases of staff management with the occ investigation one of the finding in that report was a 16 cases per investors was best practices but in 2007 investors caseload from

20 to 45 cases at the conclusion of 2014 the medium caseload was 24 cases today, the medium caseload is 28 cases and one investor has 32 cases moving to go back moving to organizational development and this budget year 2014-2015 which is about to conclude our staffing was adjusted by the long term staff vacancies we have two 8124 those are journal level investigators and one senior investigator vacancy and long time vacancy is one cleric staff member and senior

additional investigator positions and an information technology position to assist chris and two attorney positions as well and the board of supervisors will begin its budget hearings next wednesday for the public safety department including the occ and if necessary the following wednesday with follow-up information and the board of supervisors budget analyst have asked me for additional information to justify those positions that we have we requested. >> moving to another organizational development one of the 45 recommendations that the controller's office made in 2007 was that the occ conduct

customer satisfaction surveys and we began doing that in september of the 2011 and the way it works is that when we send the complainant and the police officers our disposition letters of how we're disposing the complaint we enclosure a survey questionnaire there is one for that the police officers and one for the complainant so investigator candice miles volunteered to come pile the information we don't have anyone opening on staff that has the ability to come pile and analysis the information and ms. million dollars xarnt has earned

a masters no public administration on the public oversight it is the statistic analysis in addition to the investigations she performed she was able to assist us with the customer satisfaction survey will approximately, six percent of complainant and 6 percent of officers responded to the survey 27 were satisfied or very satisfied with the complaint process 24 neutrality and 39 officers were safety or very satisfied and 24 percent neutrality 51 complainants felt it was bias in favor of officers and 47 officers thought that was bias in favor of the complainants laughter 74 percent of complainants agree

or strongly agree that is important to have affordable unit a neutrality occ but 64 were urban satisfied with the outcome, however, it is an adversarial process during the period in question the sustain rate that's the time when the occ found that an officer was ethnic or engaged in misconduct it is never above 8 percent so considering that one might say the complainant was more dissatisfied and 54 percent of the officers were satisfied with the outcome so what have we learned from gathering this information

even though it is a small sample it is good to get feedback from complainant and officers so it is a customer satisfaction sire how can we move to have the individual that used our services or the subject of our services how greater satisfaction we determined that we could engage in more outreach and education to the public and to the complainants and officers about the occ complainant process constrained in how much outreach because of the size of our staff we always seek to do better and provide more and more information and when we conduct an outreach and distribute the questionnaires whether the

participants in our each were satisfied overwhelmingly they are we believe that we had a better job of providing periodic updates the investigation process that's something we will do we are going to continue to administer customer surveys and report every two years in carpenter looking her caseload she buildings she can, begin this next report from september from march last year and keep the lines of communication between the occ and the public and the police department open. >> so moving on to the budget which i discussed in a prior slide for 2015-2016 we asking for piece of positions and that's how the budget process

close the cases moving on to divorced backlog in 2014 medium caseload was 24 cases and at the close of 2014 there were on 13 journey level investigators with full caseloads two of the journey caseloads are acting as senior caseloaders another reminder i've been it becomes is 15 cases per investigator occ had several cases in 2014 we had the two single 2011 hotel cases which were told while the

fed's conducted the criminal investigation on the child we had four officer involved shooting cases one new complaint in 2014, one officer involved shooting under investigation at the close of 2014, 3 of them resulted in the suspects death we closed 3 officer involved shooting in 2014, we received one new ois complaint in 2015 and another case of note when the bicyclist was killed in a collision with a truck, complainants filed a complaint about the quality of the investigation so with those cases of note when an investigator receives a high profile cases we reassign some of their cases we take the

investigator off in take and in take back up that means other investigators are on rotation for taking walk in complainant and other phone complaint they're on rotation more often a note a missing patient that was found dead in the san francisco general hospital stairwell and another one videotaping an offices at the gates mental illness multiple officers and urban laugh detention of and a complaint from sexual assault with the processing of evidence at a crime lab and in 2014 there was racism text messages when
