space on the roof and over the course we've received only positive support from the community in summary we're excited about the project the design we believe the project will revigilant the corner the tenderloin and i want to thank the planning staff for their help yes, ma'am kate connor for her assistance and that concludes my presentation. if you have any questions, i'll be happy to answer them and clarifications thank you. >> thank you very much. >> we may have questions opening it up for public comment first david welch i'm going to call this four times michael nolte michael nolte and michael nolte in case there's 4 michael nolte's and john nolte.
8:31 pm
>> before i start my public comment can i ask a question not being my time. >> no. you can't share questions no dialog. >> okay yes. i would like to speak against this proposal there in every city there has to be a general delivery for people that have no address and also for people who have an address but the mail is not secure also for people traveling to the city who don't have is an address or people moving to the city general delivery is an important part of the general possessive as far the post office has not announced they've located a general delivery location where people in the neighborhood can pickup their mail
8:32 pm
including homeless people many people that live in sro housing, and others who really need so have a general delivery i would prosper if this project not be approved until the post office comes up with guaranteed place and location that is convenient to the people in the neighborhood where people can pickup their mail this is very acceptable i think this is a function the planning commission to make sure that the mail is not disrupted. >> secondly, i think it should be disapproved primarily market rate housing according to the proposal we need to have as i expressed before more generously affordable housing particularly in the city in addition, i saw a picture of
8:33 pm
the building the proposed building is very ugly asian-american that's also a consideration for the planning commission we don't need any more ugly buildings backing back to the drawing board the main thing to stress that the general delivery be releasedly available and condition that is imposed on the developers before it is approved thank you. >> thank you. >> call a few other names paul. >> yes. >> okay. >> i'm paul w of the post office patrons we request a
8:34 pm
continuance 101 hide street project description begins requests for the termination of pursuant to the planning code with expectations to the requires for backyard are rashlgdz pursuant to the sections none of them deals with the rear yard i did find is it under one 34 so someone heard what else is wrong with that project well, the proposed construction of the positively building by an los angeles 85 apartment building causes significant environmental harm not the dust and noise of construction and added traffic congestion it will disrupt the lives of postal patrons we need
8:35 pm
a continuance my official address is the box in that post office many box holders that don't think on the mail for their livelihood will hence lose income and the city is general deliver window is not there a post office can be included in the plans the post office promised the patrons full service the neighborhood needs it trees will be destroyed that prafrnd region can't afford the loss of trees a work of art called humming with life pained by joanne and 5 other aren't in 2011 would die it should be preserved or redone didn't the tenderloin deserve any beauty and into that low
8:36 pm
income neighborhood includes luxury housing it threatens seniors monotony typical off it should be affordable among the planning codes purposes per section 101 are protecting the general welfare and the character and stability of local areas this project misses the mark on top of the social and physical one exemption from the law their plans are out of harmony with the dimension requirements for the bay windows one room of any apartment overlook a street or courtyard they don't want to follow for 28 apartment and the rear yard requirement in the section percentage someone failed to cite to use the code words it's
8:37 pm
unclear what the exceptional or extraordinary circumstances especially, which saw sir, thank you sir, your time is up. >> we say no. >> thank you. >> i'm alice my name was called i did not realize i was supposed to stand up. >> go ahead. >> i was a postal clerk working general delivery and made office box from 1966 to 1990 on and off as a window person that circulated among the retail stations were placed in san francisco at that time it was important that the boxess and the general deliver been coordinated the same people went back and forth and a lot of children and things in between important in the same building
8:38 pm
to buy stamps and the clerk circulates there was adequate staffing that beautiful building drawn for the public some of you anyway recall it the post office was pushed ousted by the circuit of appeal and it kept moving and moving and move and the post office was pushed out of the that building the building was saved after the 1906 earthquake after the doing so the building and climbing on the roof until the fire went past everything around it was burnt the circuit court of appeals took it over but hardly anyone gets access to the 9 circuit court of appeals
8:39 pm
if we could get it back the court of appeals all they need is the top floor but on the subject of the current situation i hope that interim until by get back into the building the post offices first of all the owner should not have taken a clue when the posting or post office put that that meant that the post office was going to get away with the closing the saved it post office and doing it again, this is because it is important to have a post office in the tenderloin that movement was the closet the possessive could get to the old main office at 7 and mission and fox plaza is a long way for people that are handicapped and to make that trip violates the understanding so have full service post office
8:40 pm
both places, however, that can be worked out thank you. >> thank you nick (calling names). >> gang commissioners i request a continuance on this matter because box holders have not received any, no, sir, of closer or replacement of their post office boxes i've been a box holder over 15 years this continuance should be until the planner abstained to this has been notified by the united states people of the state of california of the guaranteed replacement for those post office boxes and all box holders should be notified of the replacement of their post office
8:41 pm
boxes the documents on the screen now is the original preliminary mitigated negative declaration it was defective i filed a letter with the planning department and i'm going to read from that on the subject of the preliminary negative declaration for 101 hide street please note this documents converted to the page is defective the phone number is a non-working 41555 - please recirculate it mitigated negative declaration for 101 hide street to all concerned participants in the above mentioned defect navigation regarding the public services quoting from this document quote
8:42 pm
that the project would result in adverse impacts associated with the need for new or alternated government facilities unquote please note i rent one of the 2 thousand post office boxed and have more reason 15 years no plans to replace or relocation demolition of hide street results in a enormous disruption to any business and personal life i get virtually all my mail this domination should not be permitted and the fox post office is to be demolished at 101 hide street means there's a period of time general deliver will not be available to patrons on hide street or fox plaza that
8:43 pm
is another reason 101 hide student have not be demolished all the box holders will be directly effected by this thank you. >> hi i get my mail at 101 hide street general deliver mile i ran across the sign on the lamb post that wasn't adequate because they post on that april 15 and april 15 a lot of people are doing their taxes they gave us only 20 days to comment you were opponent to submit a check
8:44 pm
over 5 hundred dollars i forgot the agency that's ridiculous a lot of people that get general delivery can't afford that kind of money to comment i'm commenting and macro my opinions known here i don't want to lose hide street i vote that that's the address to the department of the social services in order for me to get survivor benefits like calfresh and medal has that office, too i think i'm probably not the only person that relies on that address i don't have any more steadily address a lot of homeless and transients need 101 hide street this morning i
8:45 pm
contacted nancy pelosi's office to see if they knew anything about the demolition of hide street they only got 4 phone calls and were told me told the post office didn't have a specific you know firm place for people to get their mail at they were thinking of carving a window at 1390 - at the place that is mentioned fox plaza that was mentioned earlier and then i heard from nick that that place is planned for demolition to too so if you demolition where will the poor people get their delivery mail no ceqa no environmental impact report so it seems a rushed job not well-thought-out and communicated to the people effected so i agree with nick we
8:46 pm
need a continuance. >> good afternoon commissioners i'm john nolte i'm going to decide some of the things we're not brought up in the presentation this is the square block here's golden state we have right here open space that is open space for 4 properties then we have a across the street this is the y this is also a 45ig9 property another playground and open space nothing was discussed about the shadows open this open space right now which was right now as you can see a basketball court a voel court and open space on, on the side of haelgdz law school
8:47 pm
is open space for the students and again, this is open space they have planters there and tables and that's all going to be impacted by this 18 months process for the demolish of the property and nothing has been talked about in our packets about that so i have a problem with those then we are talking about the post office this is the actual number again misinformation in your packet how many box almost 8 thousand boxes underutilized well 8 thousand and 8 hundred boxes for packages that's a lot bigger facility than discussed and misinformation given when you use round numbers that's an exact number so - the current
8:48 pm
property anothers golden state hide side behind that were discussed you're taking away the parking spaces and the proposed ground floor 3 proposed spaces of the 18 most construction affects the traffic for 280 and fire department and dignitaries to the city that is impacted for the 18 most while the construction is done that will be effecting the major corridor one way of hide street the loss of the post office with no plans to replace that with 2 - 7 thousand plus box and 3 hundred storage spaces general delivery and packages picked up for the zipped at that site that not not discussed until the relocation plans for the post office is in
8:49 pm
plan a place and signed lease by the post office he suggest a continuance newly until all parties are solved. >> good afternoon. i'm with the haelgd college of law we strongly support this project the conditions see along golden state avenue are still extremely undesirable and dangers the post office facility has been problematic in terms of crime drug dealing and violence i think the possessive has not done the city or community service we're in full agreement
8:50 pm
a full post office in the tenderloin that's the pressure view of the post office they don't have that as a priority but the current conditions at golden state and hide are extremely problematic it is even for drug dealing and the crime activities extremely high is one of the worst blocks in the neighborhood that puts eyes on the street this project increases the safety and liveability of the community and increases housing stock and supports businesses and will improve the liveability for haelgdz we support this project and willing to do whatever we can to move forward thank you very much.
8:51 pm
>> thank you. next speaker, please. >> my name is william that concludes my report aura disabled veteran and historic affirmative i've got to post office box at the civic facility i he's hesitate to call it a post office it is only that in name you can receive mail if you have a box you can't mail a letter not a blue box outside so it is - the reason i have a post office box i had a studio in the tenderloin couldn't receive mail i had it after they closed the main post office i had one in 1973 and 99 they pulled that one i thought the post office was more stable than that it was the one institution that you didn't have to worry about going out of
8:52 pm
business or closing in any case i'm concerned about the address changes that will be involved as part of this i called the post office representative today, this morning when they were announcing they might close it as the general factor in 2012 and they didn't know anything about it didn't have no idea it was going to go to fox plaza my concerns my invoices and letterheads cvs has that he'd and my veteran benefits are listed there my car title even my dmv there has that address on that. >> and there's didn't seem to be any concern are anything in place although if so not necessarily your purview who or if they'll compensate what the
8:53 pm
costs of changing all this stuff all your letterheads and entries invoices it effects me 24 the second time 9 post office is doing t this if they can move the post office four blocks and keep the same zip code and number i think it is ill-advised they haven't communicated to the box holders what they're facing in the near future. >> thank you. >> thank you. >> can i have the overhead please overhead please this is the official name of the location civic center post office box unit in san francisco
8:54 pm
anyway my name is michael nolte i am here to speak on behalf of several organizations each one has a different viewpoint that's why i had to fill out different cars the alliance is neutrality and concerns with design changes the unit, unit don't meet code placement and open space, the amount of bmr units and the displacement of a postingss for the city as well as the tenderloin the north of market is in support for adding 3 retail spaces and the tenants coalition of san francisco is against building housing units not not majority of tenderloin tenants and not enough bmr units
8:55 pm
and displacement of units creating a construction zone on to a busy two-way - two streets that are busy in the tenderloin i personally would like to thank the project sponsor and the architect for providing far more outreach for that projects happening in the tenderloin i'd like to thank kate connor for her assistance with this project and also want to point out that several of the organizations i mentioned are also box holders and there was an article in the examiner on june - second about the concerns about the relocation of the post office site and even a reporter from the chairman couldn't get answers out of the post office i've contacted perp several
8:56 pm
people at the post office different downstairs departments and don't get correct answers and contacted pelosi office and talked about with the sponsor on the thoughts with the post office buses as a box holder that maintains two different boxes i have for over many years and i actually have a book in the library main library about the daytime of the 7th and mission facility because of the 1989 earthquake those in the reserved stack i don't know a lot of information about the topic the post office we want to see a continuances until the post office is being frank with the patrons thank you. >> thank you. is there any additional public comment. >> okay public comment is
8:57 pm
closed. commissioner antonini. >> thank you interesting questions here i think this is a good project in regards to the postal facility most of what the discussion has been around the postal facilities move frequently in the small town where i grew up they only had postal boxed no general deliver and moved to a full post office and moved two or three times that's over 50 years also out in 94132 they've moved again 10 years ago post offices do move the important concern is keeping continuity for those who have post office boxes particular for general deliver maybe i can ask kate on the update i think in
8:58 pm
your presentation you said the general thought the possessive boxes were going to be relocated to fox plaza short working class walk from this facility this is the case as far as you know. >> that's the case the environmental planner was in contact with the united states post office and did receive an e-mail they're planning to create a 5 to 8 hundred square feet location within the vicinity of 101 heidi think an will actual location has not been determined. >> okay plans but haven't figured out where it will be you said this is the only general delivery for san francisco. >> i'm not positive but i'll not be surprised i've heard but
8:59 pm
i can confirm and that's important and as long as i'm fully supportive of the project i want to have insurance from the post office that will happen and general in a close proximity so thank you those answers my questions i believe and i have some other comments as far as the location someone said that was a couple of blocks away i forget to go to fox plaza it depends on where you live very few people live in the post office some live further away the actual danced to working class walk will vary depending upon the individual the other things that was brought up did number of p. o. boxs some are
9:00 pm
only 50 percent and some are actually, i don't know if anyone has any information how many boxes are actually relative to the full number i can get it answer later yeah 10 onsite affordable it as good distribution of units some larger and some smaller ones and it provides eyes on the street as the gentleman from the golden state university said that- hastens i'm going from haejz college a corner that has a lot of problems this will putting put eyes on the street and the retail will revitalize that area and provide retail services lack
