years old there is voter turnout an increase in the voter turnout i'll talk about the personal experience and as we all know when our 16 in high school you're taking civic engagement u.s. history or american government because of that exposure our more prone to alone about your local news and statewide news i want to reiterate what mr. david mentioned his comment if you extend the voting rights you're more prone to vote because as an 8 transitioning to college i'm focused on what is happening in my college but i'm still focused on the city as well but it makes it more - it is easier for a 16 and 7-year-old to focus on citywide issues while your transitioning.

perspective i'm david we have a mission of permitting an action education to all youth in the country and one of our sites is based in the bay area to create a more activity engaged citizenship you learner civics by doing services we started with before a university and new york city and in the bay area we see a huge education growth parents educators and students realize we have to be doing something different to get our democracy on track there are voices across the spectrum that agree with educating youth around civics is a good thing we building that one way to get the generation invested provide them a tangible and relate way to do

so we've seen our youth this year over 7 hundred and 50 students across the bay area to take action on a range of issues one school one class addressed the infrastructure and one clalsz affordable housing in their neighborhood several classes address did youth homelessness in the city i can give you thirty other actions that our students are taking on those communities issues so while generation citizen is work hard to provide a vehicle for students to get involved in a meaningful relevant way this initiative takes it to a whole new level to take the message to our community and country and most importantly to the generations thank you. >> is there any public comment?

municipal and school legislation you commissioners are looking for the possibility of having this before the voters of the i november 2016 ballot in the supervisors so do so we think that vote 16 has a ring to it, yes we're interested in hopefully engaging more youth around this in the coming school year and fall and perhaps having ann offsite rules committee at a school sited where young people will come out. >> i think that will be great to do i appreciate you're asking about that my staff has been working with the commission considering angle, offsite rules committee meeting we've done those inform budget committee and other committees with the board of supervisors we have a place that actually has

technical you know infrastructure already in place it is easy like a school uniform or something like that i'd like to do that and invite my colleagues and the board it have a special 0i67b9 community meeting on this issue would be great to do i've made amendments to the charter amendments look at the 2016 legislation this is based on our recommendation and the youth commission happy to do that we'll actually - we also have a whole expansion of this municipal right to vote for the 18-years old to the school board and the community college board elections we would like to keep

this charter in committee and move it to the call of the chair when we schedule 09 hearings offsite and the public education work to inform young people about their potential rights to vote but the greater public how we can show this really does captains the overhead participation not only for young people but for all the population as well so thank you. >> thank you. >> okay. so before just some closing comments my reactions to today's hearings before accepting the amendment as can whole this charter is really about franchisement actually it is so hard to say the word franchisement i'll saying it in a negative franchisement but we're moving forward how to expand the right to vote to 16 and 17 year-old

we're doing this in honoring the great work that young people have done around the world in civic graement and young people have made a huge difference in the city to insure we have counties that put young people into how we craft our services and programs and schools and how we vote is another part of expanding the civic participation really we're not looking at how redesigning adulthood but civic participation that is key would like to actually want to you haven't closedpublic comment but anyone else that wants to speak we have public comment still

open. >> hi supervisor avalos if you for having me i was a former youth commission representing district 11 i want to speak in support of the lore the voting age to 16 i've definitely seen the civic engagement as transformed other cities and local government and helped me engage in our san francisco politics as a young person you know, i went to balboa high school was the local resident of district 11 didn't know what was going on until i applied to the san francisco youth position as a 10 grader i moved from china to san francisco was barrel speaking worker and my opportunity to be part of the commission was helpful this
