as possible. >> presentation to the board of education and superintendents report be superintendent carranza. >> good evening to everyone just a couple of thoughts inform this offering we all know that fifth graders face anxiety as they transition to middle school making must friends and homework and managing lockers etc. but for approximately one thousand 8 hundred of our soon to be 6 graders many were affiliated in the step up program a week quote/unquote boot camp students learner around school and get to meet teachers and learner the in and out of school even though school is out and they went straight to their middle school.

6 grade and beyond we know in the tremendously beneficial program for many of the transitioning fifth grade they took part in an final comboobl global course they had to navigate approximately, one hundred students racing through on global course the recycling and compose and quickly opening the concession lock we're happy to announce no one was hurt this is the fourth year we've had the step up program this is offered in all the middle school so for all the fifth graders look for it when you transition i want to annunciation our school year-end that explicit mean the learning stops this brings up something to our parents and guardian you are your child's first teacher

committee to present patent voices and perspectives to the board to to the policy discussed this report highlights a recommendation for the district to strengthen it's accountability ability plan around the budget process and to address the frequently asked questions that were adjacent during the campaign for the local accountability from the spring at a report we shared several recommendations and district staff for the other will plan we're pleased to say that several the integrations have been there's an appendix which shows where it is integrated and any questions or comments nevertheless, the pack would like to see the following recommendations incorporated as the plan continues to be developed over the next two

weeks and those are recommendations that we actually shared a couple weeks ago it is important to highlight and emphasis their importance to make event that what is being increased from year by year with resource allocations and detail of program services and supports that are opportunity specific with the supplemental concentration covered in anticipation a that will benefit our english learners and quality formal reduced lunch and in foster care and also we would like to see the multi tier resources are allocated and organized for the underserved students who have additional needs those recommendations uphold the state regulations that are

required under the new formula that grants the district flexibility in seeing 0 how the funds are distributed at the same time it calls for and requires greater accountability and transparent how to serve the students our english language learners and youth in foster care anymore over those recommendations support the transparent and other but they also facility parents and other stakeholders understanding the budgeted tradeoffs what's funded and not funded? a crucial piece for families to engage meaningfully and able to have the resources when the discussions are made when the resources are limited throughout the community conversations and mr. clarifying conditions how the new funding

chapping for the resources and accountability participant appreciate the opportunity to xhes express the concerns and ideas plus the resounding questions that continue to emerge first there are questions how the districts allocate the fund why is it different from the local control formula and the fact given the weight of the factors for example students the number of students its and also how who qualifies for free and reduced lunch meals it is used for the distribution of resources what the input data to determine the allocations for each of school site and how their weighed and prioritized another questions about the title one funding what exactly is the justification or so requirement for the type 1 fund as

all-or-nothing to the sites that look at the strategy rather than the number of students is it qualify and what factors determine how much money schools allocate there recent questions about fund for the serviced to students ref the special annexation he education our participant want to know how the funding for the services where does this money come from and where it goes and did it follow the students to the transferred sites are those fund included in the formula as well and finally the questions about the lc ss concentration grant they wanted to know how the funds are district to there or improve the services so for the low income students and foster care what's the process and who decides this

all in all families want to understand how the budgeting services are made and support of the equality for all students many of the o questions will it increase the level of transparent how the resources are sdrktd so critically serve all students and explain how they align are the goals and facility the stakeholders understanding of the mechanisms used to determine the budget allocations overall and in conclusion we look forward to seeing the revised plan hoa's as a evolves including the numbers reflected in the grant we hope the recommendations and questions will be seriously considered this is a unique opportunity for the district to demonstrate it's vision and our public schools in san francisco for this 21st

submitted a recommendation that they arrived at after reviewing the first local control accountability plan that was released may 20th address as they've submitted the recommendations may 27 tonight we have our board member joe low with us she will provide you with another a few ideas about the latest version of the accountability plan that was rolland released friday evening so quick turned out and she's ready so ms. cal soms. cal.

>> (speaking foreign language.) >> specifically we see there's a goal for the english learnerers spanish speaking english learners 17 percent of those students will be reclassified in the year 2018. >> (speaking foreign language.) >> we also see that the el cap needs won thing in particular to achieve those goals which professional development of the teachers

>> (speaking foreign language.) >> therefore with in respect to what we mentioned we would like to see that the el cap will be more specific regarding the goals and the strategies for to support the englished learners specification. >> (speaking foreign language.) >> and we have noticed there is a goal of 60 percent for those english learners that are moving forward or van in their level of achievement of the language during a pictured of year after after year.

>> (speaking foreign language.) >> we also see there is not a specific goal for the english learners of the long term english learners. >> (speaking foreign language.) >> permanent data has indicated that this group is important group of students that's not been receiving the supported they need abused without that goal we'll not be able to know if that strategy is being successful.

>> (speaking foreign language.) >> in when it comes to the strategies besides the professional development for teachers we want to suggest one more for the el cap to include the greater increase in bilingual staff in the schools and to better the general curriculum in english and in one each one the pathways in the district thank you. >> thank you, very much. is there additional comments?

>> the on thing i'd like to add question didn't see mentioned of the recommendations that we have in for goal 4, 3, 4 5 with each new version of the el cap we see more and more of the ideas written and i think that the most regarding part of my job this year was when we shared the el cap may 20th i'm invited one the parents to run for office next year we're electing our board members i said, "yeah you have such greatest ideas to janitors the conversation he said wow, i was surprised to see any ideas written in the he will cap that's the best way to keep

know by seeing the budget and el cap which of those recommendations all of which we modest wanted to implement is not within the realm of realty about the remedies we're stacking and why and what the fiscal impact is for us and the delack and the public and the intermittently audience that reads the el cap and understands and begins to understand how this process is going to work we could know that i know i would like to know that some of those things are not specific enough to have a very detailed fiscal analysis but whatever we can do didn't have to be now during the budget process but rather that i would think would be useful not delack i'd like appreciate that or talk about what it takes to do some form of that i presume
