project. to provide them with short term capital that has lead to about 43.of their workforce of d ten rets as well there say rental assistance grant listed as pending that is to slow the displacement of family specifically black and pacific islanders in particular in d ten that grant is still pending if i can take a couple of -- just a minute or two to describe that process that grant grew out of that housing retreat that occurred in 2013 the ic used that old process that led to

discussions and the housing sub committee almost quarterly where the rfp framework was agreed upon the outcomes and activities were agreed upon a maximum dollar amount were agreed upon. in around august of last year we sent out the rfp we got responses back in september october the ic met as a whole and agreed to accept the bid that was received then instructed the foundation to go about putting together the grant agreement. since then there have been several meetings between the ic sub committee and the vendor that grant is on hold because the ic has not reached an

agreement on the special conditions they might want initially they put out an rfp for $800,000 they are recommended it be reduced to 200000 that you could achieve the goals of the grant >> i got to say it's appalling in this housing crisis when people are looking for resources this is one community has ample resources when it comes to rental assistance grants to see pending in this column is really heart breaking i hope we through this hearing will be able to break through whatever the abinstruction currently exists because this blockage is blocking people from remaining in the community and thriving

are somewhat basic. looking at the ending balance of the dollars committed to the community benefits agreement i'm surprised how much is in there that is not spent down i know supervisor cohen expressed surprise in particular about the line item for rental subsidy i assume this program is similar to the wasn't that the city also runs which is that we provide small to large subsidy to help families meet their rent needs in affordable housing or market rate units to provent them from homing homeless is this a similar program or different? >> its different. in vetting this idea what the ic did they're with the housing consultant looked at this program and the city and housing program when they discussed in

their meeting is there gaps if you are below a certain income level there are subsidy available. but if you are at a certain level there is nothing available. when they first put this together and sent out the rfp specifically designed not as a rental subsidy program so much as program to help renters get prepared for now housing coming on board in d ten but it provides the funds can help a one time emergency for a family who runs into a parabola of some type >> how do these family apply for one time? >> i can tell you what was described in the rfp and applications that came back -- >> this is rfp is nonprofit organizations or entities that

run the program >> the nonprofit organizations that run the program and it will send out to 40 housing related organizations in san francisco. the and the organizations that won the bid had proposed that they would put together a coalition of eight different organizations who would assist them in terms of the outreach to the community and range of services they felt would be needed >> what is the name of the organization that won the bid >> the san francisco housing corporation >> when did they win the bid or were granted the fundses? >> november they were approved. >> november of 2014. >> yes >> so the program is starting to get ramped up? >> no. we have not -- the foundation has not received a resolution from the ic with the specifics

organizations you just mentioned was here the other day telling us we need to stop housing construction and put a moratorium on housing because people are are priced out of the city i don't think that is productive aproch now we have money available to help people stay and be successful contributory members of our community and the money is sitting there. are there account ability i don't want to broad brush the organization what are the accountability mechanisms >> the way the funding decisions are made on the ic it's written into the agreement for any funding agreement we must have an affirmative vote from an ad

ten members either the pac or the cac and you have to have agreement from all three groups in order to occur. >> is that structure that voting mechanism i apologize if i missed this i had to step out to speak to one of my aids how is that structure come up with? formulated >> the kor commune benefits agreement the cca was executed between lenar and the alliance for district ten they concluded in that there would be an implementation committee established and they would have rules governing it and those four organizations developed the rules for the implementation committee in those rules is that voting structure. >> and again i'm not suggesting

anything supervisor cohen has my 100% support on this i don't want to get out ahead what would it take to perhaps have a different voting mechanisms if one were to want to go down that path? >> well one route would be to renegotiate the ccba or the rules governing the operation of the implementation committee. unfortunately there are no rules governing amendments to the ccba or the implementation committee rules in those documents. a second one might be to somehow force a reopening of the whole conservation i don't know if there is an appetite for that. you know i have to keep on my
