are 52,001 $38 for the -- for a total of two man dollars $2 million. measures 71 invoices were sent out to property owners of which 1697 opry owners paid the city to recover $1,213,000 the balance of the property owners elected to have the city -- drive the cost of the sidewalk repairs based on their property tax or otherwise copied the city to timely manner. in this report we are submitting to and 57 properties with outstanding invoices, totaling $235,000 to be placed as an assessment on the property tax rolls. as of

efforts to use non-potable water for public uses the policies we could increment to improve water conservation or reuse inner-city. at the hearing, weird about the qcs on-site water we use program.. through this program developers work with the puc to voluntarily install systems to capture gray water from sinks and laundry, rainwater foundation wanted to use this water for non-potable uses. the legislation before us today would think this program a step further by mandating the systems and new developments of 250,000 ft.2 or more. developers can choose to get either install the systems in their buildings, join with other buildings nearby street a so-called district 1 reuse system can serve multiple buildings. initially, the legislation only budget buildings in the reclaim water zone, so-called purple pipe zone. as the developers were already required to install purple pipe for water recycling

and had been required to do so for many years. after conducting a significant amount of outreach, we stated the legislation citywide. regardless of the location of these new developments, we need to conserve water and make efficient use of the water we have. so does make sense to only apply this requirements some parts of the city. however, to recognize certain developments in the pipeline outside of the reclaim water zone have not been planting to install purple pipe we created a two-tier compliant system. development in the purple pipe some i received building was a permit by november 1 of this year will be required to comply every developments outside of the purple pipe zone that receive the building or site permit after november 1 of 2016, they will be required to comply. the legislation will also require the moment citywide of 40,000 ft.2 or more to go through an on-site water reuse analysis by the public utilities commission to

determine the feasibility of implement such a system and those opponents will then be able to decide whether to do so. the savings from the systems are real. mixed-use development can offset 100% with nonportable demands toward the systems. residential development of 500,000 ft.2 can reduce it potable water use by 2,000,000 gallons a year. in addition to these requirements for new private moments, the city needs to do more to increase its own non-potable water use. the legislation will make the city policy that no more cleaning or irrigating our parks or sidewalks or the public spaces within five years water recycled water, will be required. city governments will have to report back within two years on the feasibility and cost of implementing this policy. we conducted significant outreach in the development community to

solicit feedback to answer questions about the legislation. i want to thank the many many developers and other professionals engaged in the process, and i particularly want to thank housing action coalition and -- for helping us to bring as many developers as possible into the process. we have worked with these developers to answer questions, and addressed concerns to the extent we were able to do so. we also have been working with the public utilities commission to try to lighten the burden on developers in terms of the stolen these systems. we pass the puc and the legislation urges the puc to reduce certain sewer fees in recognition of the reduced impact on the sewer system when the building has recycled water system. the pc has examined this issue am cautiously optimistic that the agency will make up right

decision here produce these fees. we also are working on follow-up legislation to waive certain impact fees for the square footage, occupied by any recycling system. through this legislation we convert any piping that goes under the street to connect buildings together to form a district, we convert them for major english into a minor encroachment or to make it as easy as possible for these buildings to do so. we are also considering follow-up legislation to require within a certain number of years that existing buildings in the purple pipe zone find the recycled water use probably by hooking up with another building in the district. colleagues, this is important legislation. it is not the last piece of legislation we will see. we have a lot of work to do to address the water rises here practice in san francisco
