[inaudible] on february of this year. because my apartment was flooded in november and once again in jan. the landlord refused to do repairs. 10:13 am
the flood [inaudible] nob helped me a lot because they are a organization that provides services bilink bilingually and always support it. and from the bottom of my heart i request assistance like [inaudible] because they assist families like my own to have a decent place to call home. i believe that it is your duty as supervisors to contribute to these organizations so they
10:14 am
keep providing these surfb services to us because it is necessary and also because this is the right think to do. thank you >> thank you next speaker please >> good morning supervisors. i'm kate sorenson with just cost [inaudible] and the budget justice coalition. i know that you want to give your people what they want to have dignity and to feel safe. wree your people and we are not asking for police, we are asking for homes and jobs and respect. i want to appreciate we have one protection for tenets in san francisco but many are not aware with their protections. the hes paproposal includes hout outreach to spread sth wurtd
10:15 am
about these protections. the plan is a multilevel approach to keeping san franciscan housed and housing our people. you can give all of us the residence of san francisco the homes, the jobs and a san francisco wree asking for by supporting the hes pa proposal and justice budget proposal. thank you >> thank you next speaker please >> good morning supervisors. i'm happy it is still morning usually by the time i get up here it isn't. where i'm deborah etalman and deputy director of programs for hamilton family center and cochair of the homeless emergency services providers association. you heard from many of my colleague already. first i want to thank you for all of wrour past support of hes pa proposal and justice coalition proposal. through those we have been able to keep
10:16 am
many san franciscan housed and house san franciscan over the years. the support had tremendous impact from supporting the provision of safe and dignifyed celter to successfully housing seniors and disables results and provide legal representation for evictions. for the next 2 year budget cycle hes pa is seeking to expand the housing substy programs we have seen change lifes to house families, seniors and disabled adultd said as well as transitional age youth and single adults. we are also seeking fundy to educate the community about their housing rights and prevent thousands from becomes homeless in the first place. as a provider of shelter and fam housing for families for many years and as a parent i have seen the effect
10:17 am
homelessness has daily o. it disrupts their tunlt sleep, learn and long term development. i therefore for urge you to support the request for invest just over 6 million in one and [inaudible] to keep san franciscan housed in san francisco and help those experiencing the trauma omhomelessness. thank you >> thank you next speaker >> good morning supervisors jacquie [inaudible] we are here to support the asks of the budget coalition and just wanted to talk a little about there hes pa propose lt but first want to acknowledge there are good things happening in the sit a that folks in this room have worked long and hard for. jazzy's place was
10:18 am
monumental project, it took a long time to get there. i know the navigation center is having a lot of success because there are a lot of resorts. the investment from the past are paying off now, but there is a lot more work to do. i don't think anyone in the room disagrees housing affordability is the biggest issue that san francisco is facing right now. literally thousands of homeless people are languishing in drop in centers and shelters on the street waiting for a exist and waiting fraa opportunity. hospitalety house is kafed to get [inaudible] that only seemed to come along every couple month said and that is because we have a shelter program so our shelter is housing 30 people a night and we only have 1 or 2 housing refurls every now and then

coming through the city that we can send folks to. hes pa presented with with a proposal. at this point it is about the will to make it happen. the budget is a statement of pripories, we all know that and we really hope that your priorities are in the right place this year so thaupg very much >> thank you next speaker please >> good morning supervisors, good morning everybody mpt my name is [inaudible] i'm here representing the [inaudible] united collaborative and i'm here to request your support for the hes pa proposal for the 5 year plan to end homelessness and also request support for additional fund frg
10:20 am
collaborative. yesterday and dropped the proposal to your haoffice [inaudible] as you know there is is a affordability crisis in san francisco. the average income for a family that is working is under 1600 dollars and we see so many nob nab in the mission that go for 1100 dollars, we are talking about rooms that are 8 by 8 that do not have a batch rth or kitchen and we have families of 4 sometimes 5 people living in a 8 by 8 room so i ask for your empathy and compassion to put yourselves in the shoes of these families trying to raise a family in san francisco. we are perhaps the most affluent city in the united states wree dedicating under 2 percent on housing. it is important to put priorities in place and request your support for the 5 year plan to end homelessness and for the
10:21 am
budget that we are wequesting. thank you so much for your time >> thank you, next speaker please >> good morning supervisors. my name is alan cregy and will keep my remarks brief. in addition to affordable housing for the low income and the middle class, i would also like to see there be more money put into shelter squz transitional housing. i think aerfbd wins if the homeless people have a place to go so that is something i would like to see emphasized. thank you >> thank you next speaker please >> good morning supervisors my name is dan dona can hill and here to support c pack priorities and early childhood education primarily sustaining grant. i wanted to make it clear to the supervisors that even if the state increases gives a minuscule percentage

this year for our contracts, it still will not put us at the standard that we were at in 2007. this is 8 years later, costs have sky rocketed, my fund raising has gone from a decade ago between 200 and 250 a year to having to fund [inaudible] that is a program that the next speerk will speak about regarding our staff and what we pay our staff and how little. i can't continue to fund raise at that level and i can't continue to increase it. it is sky rocketing. my sister organization in san jose rks saint elizabeth day home closes next friday. they had 220 children and they are closing because the subsidize are not
10:23 am
great enough and they couldn't afford to fund raise 850 thousand to keep the program going. we are all devastated. the program was 109 years old. thank you for listening and i hope you make young children a priority. thank you >> thank you, next speaker please >> good morning my name is david craten kern and administration director at holy family day home. i'm the hr guy. i would rather be at the warriors parade but it is more important to be here. we served the needs of low income in san francisco for over 100 years. early childhood and preschool needs. as the hr guy z to deal with the needs of our staff. we have over 40 teachers who make on average well below 18 dollars a hour which isn't a livable wage in san francisco and these are
10:24 am
people with a bachelors and masters degrees. most of our #250e67ers represent the target market we serve thx low income people on public assistance. i don't invee your jobs you have to make tough choices and as all the speakers before me indicated they have very real needs in the city but i can most guarantee that without additional funding for early [inaudible] in the sit a you will see the closeier of more facilities such as the one my boss referenced and that will exaszer bait a already serious problem the city faces. thank you >> thank you next speaker >> good morn supervisor, my name issera hosen [inaudible] hunger looks different in all parts thocity. in the richmond

district the large senior population is there most effected. there are only 3 food pantries in the neighborhood all at capacity or on the weight list. growing the food pantry supacity serving 150 neighbors to 350 on oo weekly basis and partnering with the richmond center to [inaudible] which serves 60 seniors. we have 37 people on the wait list and hundreds waiting to become the home delivery program. when a neighbor calls in a panic a 3 to 6 month wait list seems like a poor solution to a dier prp. we want the food pantry to be the first option for those in need of food who are able to attend and want to save those spots in the home delivery
10:26 am
program for those in needs. by matching the needs we built a strong network of support and we as a organization and community are ready to increase our service to includes another food pantry. thised would allow for eniminating the wait list and [inaudible] as we continue our fund raising efforts through seeking funding from corporate and foundation grants we are left with a budgetary short fall of 43 thousand dollars to pay the pantsry coordinator and home delivery coordinator. as you deliberate the budget you remember your promise to end hunger by 2020. we at the richmond [inaudible] >> thanks next speaker please >> good morning supervisors my name is [inaudible] the

development director with has putaelt house and i'm here to urge you to support the full proposal of hes pa who has a comhensive aproch to keep san franciscan housed and get implemented immediately while we wait for affordable housing to be built. in preparation with this i did a internet search with cost less for homeless. there are many examples and studies and programs throughout the country that shows that it is much more cost effective to provide affordable housing to the people who are currently struggling in the streets right now. it cost on the average 40 to 50 thousand dollars per person to leave folks on the streets where as each person you can save 16 to 20 thousand per person if you were to
10:28 am
provide them with housing. that is a huge savings so i trully believe if you were to fund the hes pa proposal investing 6 million in the first year and 5.3 mill-in in the second to fund the efforts and keep people in [inaudible] people moving into market rate and non profit housing this can help tremendously and make our city a better place. thank you >> thank you next speaker >> good morning supervisors. my name is tess dairfbs and former srf resident and work as a housing [inaudible] i'm here to express my concern befr the amount of funtding put toward the [inaudible] i can appreciate the effort we all know that 900 thousand dollars
10:29 am
simply is not enough. as i'm sure everyone in the room knows, this room recognized the number of folks sleeping on the streets has risen and as we continue to [inaudible] we continue tew low our number of homeless to grow. avenue day i am overwhelmed with eager faces at my office door reldy to fill out application squz have to tell them there are not anymore. i also to tell [inaudible] if they plan to stay in san francisco that they will be waiting well over 4 years for something they can afford. i have to tell them this and somehow remind them to keep hope and remind them life is worth living even if on a alley way or side wake. try breaking this news to is a 65 year old woman who [inaudible] born and reaed here and now on
10:30 am
retirement and sleeping in shelters. i have to tell this woman while she cries she may not make it through the night. i said if you are lucky maybe you will make it [inaudible] while it sound hopeless i believe there is hope i have a opportunity to address this directly. we can give more funding to the hes pa proposal. it will keep thousands of individuals and families in housing so we don't continue to expand the number of san franciscans on the street. investing in the proposal is a true invesment for the people in san francisco. thank you >> thank you next speaker please >> good morning supervisors. my name is avon vera and program manager for community arts program part of hosputaelt house. i'm here in support of the proposal. i believe affordable housing in san francisco is is a real
