to say thank you. taunk for 2 reasons. first thank you for your continued support of the 93rd program which is celebrating the 25th year in existence and still the only organization in san francisco offering free on hands on emergency preparedness training to anyone who lives and works in the city. the instructors are san francisco fire fighters so the program can't exist without the support hof fire department and during a disaster we support the fire department as first responders in the neighborhood by being eyes and ears. the second thank you is for thetown r continued support of the fire department. thank you for recognizing the city and residence deserve a strong and well staffed department. u.s. census figures from 2014 show the sit eas over 850 thousand residence and the [inaudible] reaches 1.2 million continuing to grow. jun 1 of mayor lees

the medical res pit program which serves homeless people coming out of had hospital but too sick >> student go to the street or shelterment we unfortunately lost a major program [inaudible] this laest year in the competitive processment we also in the same process did [inaudible] sobeing center but as a rut of the loss it resulted in 40 percent reduction in indruckt funding for infrastructurement we benefited from 6 months of [inaudible] and one time assistance from hsa this last fig fiscal your. we face a funding gap due to the non continuation of [inaudible] this next year nor the non continuation of hsa one time funding. woe have a small staff that is difficult to cut. we are involved in the expansion of medical respite included enthe mayors budget and proud to host the program. we are asking for 130 thousand dollars. thank you.

>> thank you very much next speaker >> hi, my name is [inaudible] i am a instructor at the sylvan learning center of robotics teacher and coding but i came here as a homeless youth immigrant and lgbt. from jordan the middle east. for me i am here to represent the transitional youth. when i first came here i came here without a home, without anyone to know and the first building entered was the lgbt center and over there i was able it get connected to many services like larken street, hi 5 rfx lyric and a few other services and during my time i had to live in a shelter, i had to actually also live on the streets for a couple of days. it was really

hard and i was also a [inaudible] and during that time it was really hard, i needed these services and someone to help me out and needed someone to give me a place to actually sleep and without the transitional housing programs and the connection from the will ask gbt center i wouldn't have been able to sleep or find food to eat because as a silent seeker i didn't have a work permit or didn't have any kind of income or even food stamps i could get at that time. i wanted to say i really support the transitional housing programs and support the services that are for youth because a lot of us have a hard time and sometimes we do need someone to

have-to give us a safety net and allow us to survive. thank you >> thanks very much, next speaker please >> good morning supervisors. my name is erica mi[inaudible] and organizer for [inaudible] i'm here to speak in support of c pack 5.7 million dollar budget request and here with the budget coalition requestment today you'll hear from early educators, title 5 [inaudible] and parent [inaudible] our title 5 cracktds serve over ailth thousand of the city ezlow income children in every district. weef urge you to maintain the current level of funding for the grants. this requires a 2 million dollar investment. when the city is doing well and the state rate doesn't cover the cost of care the centers in the district shoulden experience a reduction

of funning. the proposed funding in the mayor budget currently only covers those in the city wages program. c pack remaining request allow additional 35 low income service centers. if funded the c wages serve over 1 thousand staff serving 8600 children. here to support the c pack request and as a board member we received these letters from staff asking for a raise increase and it makes me really sad because i worked in early childhood all my life and knewe can't give them what they deserve. i read a letter, it starts with, rerespecktdfully request our need for a wage increase, the addressed with the same care and importance woo bring to the cheern we teach and the families we serve. my name is, i work for 13 years and 11 muckts. i'm a single mun and my son is in high school. we live with high people, weshare rent and can't rent a room on my own because my sally eisn't enough to pay. we don't is a car, we travel by public transportation. i can't buy uniforms for my son. i had a fall at work and since have a

worked with the last year with knhunty based [inaudible] that receive subsidize from the california department of education. these executive directors of the programs asked me to join them and advocate for the state for higher rates. frankly out of a growing fear that some of the members may not be in operation in the coming eryours. these programs called title 5 childcare are often the only center base provider that offer the services they do in the low income neighborhood. there are places fmlies can go to find quality service for the children and are a critical link for supporting low income children in san francisco ichb urm y years and through the effort to help reduce the achievement gap for k 12. working with them i learned a the market cost for operating in san francisco is close to 50

percent higher than the reimbursement they receive from the state. the city of san francisco through the office of early care and education has throun the program a life line in operational grant. you'll hear from [inaudible] and sthaf that the cost is rising in san francisco and what this means for them. mean while the rate they receive continues to be a single rate for all programs in cl regardless of the cost of operating in high cost urban count asies. urge you to restore 2 million for the operational grants and we'll keep doing our part working at it state level to raise the rates. thank you very much >> thank you next speaker please >> good morning. my name is [inaudible] preschool teacher for faces of sf. we need to continue to quality to keep our teachers in the classroom. if we have no teachers we won't be there to help the children. we

because we haven't had a increase for the past 7 years until last year and with the minimum wage law go into effect in may, we need to be able to attract and retain good teachers but without the good compensation woo are not able to do that. public school teachers get more than the ece teachers. who can afford to live on 35 thousand dollars salary in this city with rent going for one studio for 4 thousand a month, no way? we are asking that we help to invest in our teachers in the students and children. for example let's be creative. in new york they invested 16 million dollars in early care

and education with 1.5 million going to the salaries of the teachers which was equal to the public school teachers. in san francisco we can't let new york get ahead of us, we have to be creative and find the money to support our children. let's build a strong foundation because after all, our children are our future. thank you. >> thank you next speaker please >> good morning supervisors i'm robin roth cochair of san francisco help titeing c task force and here with shurly [inaudible] representing and advocating for the thousands of people in san francisco effected by the help titeing c virus. we want to give thanks that the proposed budget for san francisco has for the first

time specific monies for the san francisco department of public health and address the help titeing c epidemic. this is a wonder fm start, but only half of the modest request is short sided and respectfully request more funds be allocated. every dollar spent on help titeing c awareness prebsirenss and treatment will save money and lives in coming years. this is a pivotal time with a new effective and easy to take helpa titeing c cure yet the majority of people don't know they are infected with this disease that cause cancer and need for transplant so they can pass this to families and friends. hepatitis c effects 1 out of 30 people. we are constituents in every san francisco district,

every ethnicity though people of color are disproportional effected. we are every gender and [inaudible] [inaudible] quarter of people with hiv coinfected. all ages and habits from the co that snorts cocaine to the young people injecting drugs to those effected immediately. [inaudible] sheeds needs a budget to be effected. we ask san francisco invest additional funds in cost effective help titeings c activities. [inaudible] i want to incorporate how important us to youth are. we have great programs in san francisco, larken street, e services, the

lgbt center and the list goes on and i want to put just having somewhere safe to go while you are homeless. getting into your transitional housing is very important while you look for your job because san francisco-you need to make 100 thousand a year to live in san francisco and when you are homeless and struggling having that safe space where maybe you are watching a movie and having popcorn is-having that safe environment to just feel saif outside of the streets because as i know san francisco has a lut of struggles and funding [inaudible] youth would just be great. >> thank you. next speaker

divided by site. this is the first time conered house has requested a target add back in the twebt 20s years i served as executive director. we prevailed through one difficult budget season after another. over the past decades we leveraged federal fukiny and medi-cal money and initiated practice that save the city money, we raise private dollars, we emaiminated more than professional positions and laid off half as many workers, relied on [inaudible] workers and non union staff to work for wages well below parried and when these measures are no longer sufficient we have elim inated programs and hope not to do that again. i'm here by myself not with [inaudible] of lots of people because they are not going to lose their

plan for department of public helths to increase opportunity to physical activity and prevention to chronic disease. [inaudible] to increase youth and senior programming movement and walking activities and with the ta to increase mode shift and air quality. over the last 2 years we reduce thd city birden so that includes reduction of pco and police officer staff and increased outreach and taken over logisticsism we increased collaboration with department of environment, mta, ta and dph. we request 210 thousand dollars in the budget to support the program staff. that is logistic outreach and
