okay, i'll go 33 the next couple slides on the path forward and we have met with lots of groups including ada. for the potential path forward we have to keep in mind the framework which is makes this more complicated. the blending system is not yet defined. there needs to be more community planning and environmental [inaudible] right now we vaconceptual idea of what the blended system is but we do have is the early investment program and it is actually call thd high speed rail early investment program. that is a advanced signal system and lect fiication projenth. that is environmental cleared and do have it defined. what we have been asked to do is make a decision on the electric trains so it will not proclude a future common platform with high speed rail so we are

trying not to proclude a future that is not yet defined. what staff is recommending is that we choose the car with more doors thaz option. there are challenges with that option. there is a seat loss when you have both sets of doors open and some passenjure circulation issues. as you saw if you are a bike passenger you would board but need to transition down steps internalally so there are chlgs there but think there are short term solutions we cimp lment. first wie ask the car builders to design the car with 2 sets of doors. we keep the high doors sealed and only use the low doors initially. it would be similar to what the emu's would look like and feel we originally proposed but have the flexibility later to open them when we have further definition on the blenlded system and look at does it make sense to have

car interior configuration. we are asking high speed rail to fund those modifiications to meet the blended system. when you do think about the blended system and hot needs furlther definition it is service plan system up grades. if there are passing tracks, maintenance facilities, what each station looks like. we have plans when the null build was proposed sechberal year uzgo but dopet have the detailed planning today so there is more work needed and don't need to make all the decision today ewe keep the future open so we don't proclude different optioness in the future. we had many public meetings over the last couple months. we released a draft rm rks fp to the car builders to conform information with them. we asked a variety of questions and will get those answers back later this month and be able to

provide that information to the board. we are going to different groupwise this proposed path forward and getting feedback on that. we have a separate presentation that deals with internal configuration. the balance between seats, standing ibikes and bathroom squz happy to give that presentation as well if you want more information. for this topic we know was of great interest to the board so want today come back to it and the plan is release a rfp in july to keep the mile stone frz the 2020 date. we need to upidate the regional funding plan before we go out with contracts especially with the design build on that. with that we are happy to take quigzs >> thank you casey. thank you. supervisor kim do you have questions >> iment to make a few comant. it is great to see the progress over the last 6 month said.

know thisf a complex engineering issue and nice to see it is moving forward. we'll still continue to explore it. the lift and ada issue is probably whatsemes the most prominent with the bilevel boarding being that at the 50 inch, those that need wheelchairs or unable to use the stairs are going to have a more difficult time accessing the seats on either level, that is probably one thof big issues i see mpt but it is great to see design engineering solutions to see how we can take into account the needs of multiple systems on this one rail. >> thank you i just have a comment. i think for casey or lieuese, it is my understanding there is no money for level boarding which makes the conversation very interesting with the high speed rail administration. how are those

line which wasn't mentioned is how do you accommodate different thrains at the end of the line at the transbay transit center and that is the driving issue as far as we are concerned. if you remember the front of market street in the early days of muni metro with the stub end and not enough ability to move trains beyond the embarcadero station, it was a operational disaster and we believe that we need to make use of all available platforms at the transbay terminal for all systems using the station. that requires common level boarding and we believe the solution that was outlined to the committee today is appropriate and the chamber will be happy to work with the city, cal train and high speed rail to make sure this solution is fund #d and the project

moves forward as quickly as possible. the worst thing that can happen is a lectifyed cal train and station. we have another problem and that is getting the tunnel built from 4 lth [inaudible] to have that station there without trains would be a great disappointment >> thank you, next speaker please >> sfgov tv, there is a overhead >> i covered this when i closed my remarks. this is the transbay terminal. what really happened here i think is very unfortunate because none of this conversation should ever have happened because everybody quitely forgot about the federal railroad administration [inaudible] last year i

basically said this isn't a big deal. the high speed [inaudible] just forgot to change the system [inaudible] when i did further research i found the fra is following the same approach as europe and made it clear high speed rail must be compatible with tear one which is everything that runs in north america. the [inaudible] height and weight must be compatible and they don't talk about level boarding what they talk about is they are looking at ada strategy. but the thing i want to show you on closing, this is a transbay terminal so the discussion about platform height and all that stuff it is basically outside this arena. it belongs at the national level. you have 2 issues with the transbay terminal that those have to do with the second [inaudible] line ment. the first one is it impossible

for her incredible work (clapping) and deborah as well and thank you valerie for all your work she went to the baseball game go giants i'd like to address an issue that is in our community so on may 26, 2015 the board of education unanimously passed the school board resolution 143 that was created arabic and vietnamese pathways i as well as members of the board of education have engaged in conversations with community members concerning the needs for the organizations contained within the resolution i want to thank everyone for their engagement and he expressing your views so clearly i want to assure all members of our community the board of

education and i have listens to our concerns and advise and feedbacks, however, in the various conversations i feel that is important we clarify what the districts approach to following through with the adapted resolution number one the resolution directs me the superintendent to begin the process for assessing whether or not we'll be able to implement arabic and vietnamese our portfolio involves 3 distinct phases first phase is program feasibility under program feasibility there's a cross departmental staff team that needs to study and discuss the feasibility of the program in terms of the alignment to programs and policies and assess why there was impact by the school and community and assess whether it addresses the historically under

addressed students and add value to the school and have a positive impact and assess the school district is if there are teachers with relevant expertise to implement the program and access whether there is a curriculum to implement the program all those are critical to our departmental feasibility study from the proposed program meets all the criteria and i have to emphasize all the criteria the assessment then moves to the next phase of the protocol it is a phase that the district staff i emphasis school staff have deeply engaged with the community members to fully develop a proposal along with

the supporting documents that the following areas are addressed it must be addressed the program design is accounted for and staffing needs, facility needs accounted for and fiscal impact only programs like 9 english language pathways for the special education etc. we're looking response from students and community in terms of their sport for the proposed program and timeline for program implementation it is important to note that if every single step sfusd have educating the curriculum development once phase two is completed it moves to phase 3 in that phase the program approval there are additional checks that are in place

during this phase of the proposal that sounded strange during this phase it is presented to the deputy superintendant and all staff to identify the - based on the components in the proposal which i have mentioned the proposals require additional work raise additional questions must be resolve before they move forward to the next step the next step is a vet before the superintendent certificate schools along with the executive leadership team with the staff we access the potential impact on program placements and physical impacts once a new program has been approved a modified state and federal is developed and an evaluation of the new program is required after the first year of pilot

implementation i want to note the resolution adapt by this board directs the superintendent to beginning or begin this process it is important to note once again the sfusd controls, monitor and improves the entire process we may solicit input the sfusd is the sole determiner in this board of education in its capacity are the sole determineers of the curriculum >> what is taught in strike adherence to the california state standards and the sfusd policies and procedures given the feedback i'm also a superintendent requesting the names of other organizations that maybe of help in our development of arresting bic and vietnamese language pathways in

addition to those community-based organizations in the board resolution in addition as with all curriculum development by the sfusd we committed to assuring that the final curriculum i emphasis the language pathways it pubically vetted and finally it is the sole intent of this board of education and this superintendent to engage in this process for the feasibility of establishing the arabic and vietnamese pathways so that students that wish to study the language and culture may do so in our public schools we're not interested in engaging in any geopolitical discussions or providing any group of people who feel disparnld or unwelcomed this resolution is about studying the development of language pathways and that's all thank you my final comment is with an
