need training because of the homophobic and other text messaging and the department needs to move aggressively in terms of anti bias training and other types of trains but to delay the hiring of police officers and this will have the effect of dlaif much needed police officers you have to ramp up to get to a police academy class the mayor i strongly support the mayors proposal to increase the numbers of police academy classes if 3 to 5 that is basically the most that the academy can handle we have a desperate shortage of police officers in the city even in the hearing when at land use we considered the resolution that supervisor cowen and i authorized to increase the minimum staffing to 22 hundred
12:31 pm
is appropriate even in hearing i thought we had consensus that the 5 academy classes this fiscal year and next year should perceive this has the effect of undermining two of the 5 classes i'm like i said in the hearing i'm sick of hearing police captains he will my constituents they can't put an officer on xyz beat because they don't have the officers this will continue to undermine the neighborhoods in san francisco i'll be voting against this. >> supervisor yee. >> first of all i wouldn't want any delay in the academy classes to start up you'll have 5 there that are happening concurrently it is important to make a statement that the police
12:32 pm
department to have this anti bias curriculum as quickly as possible and i'm willing if the author of the amendment would like to change it to the fifth class to getting give more leading lead way to developing the curriculum to me if they haven't developed the curriculum on timely they're not making a serious effort. >> mr. chairman i'll accept the revised amendment that means it is supplied instead of $2 million plus only for the address on the thought fifth class it expedites everything that reduces it to one million dollars and what is that 50 - or
12:33 pm
$48,000 in salaries and fringe benefits in a simple delay it will not holed up but keep up the pressure pressure on the anti bias and supervisor mar a revised motion we'll continue this discussion on this so to be clear given those are in this current fiscal year you'll talk about the reserve if they want to consider to put them given we're running 52 weeks the two classes on reserve and visit them on the next budget season. >> commissioner tang. >> thank you just respectfully i disagree with the motion that was made the amended version and first of all i want to say i appreciate the maker of that motion in supporting the diversity anti bias training it is incredibly important and done
12:34 pm
as quickly as possible i don't see that i guess as maturing exclusive i know there are reports coming out that may take time i hope with the pressure of academy classes it puts pressure to speed up up the anti bias train i don't see it as we have to delay a class to achieve both goals i surely agree it is an important component. >> thank you, supervisor yee. >> can you make the statement you've just made and i think i'm not advocating but an alternative to put the year two classes on reserve to reinvite this during budget season if we
12:35 pm
set it up as supervisor yee you're setting up a local show down seemingly like to budget terms in reserving or putting one class on reserve we can put the second year classes on reserve and again, i'm not advocating but an alternative that way the decision is part of the budget process season negotiation as opposed to a mid year i'm not advocating but identifying that as an alternative we're lgbt splitting hairs but at some point you want to it be is not a political thing at one committee. >> i appreciate our explanation and hopefully my support for the
12:36 pm
amendment is not seen as a political move or anything but i think is something i want to support and i value i believe in the police department no delay. >> supervisor wiener. >> thank you, mr. chair you know, i think when we talk about the otherwise bias training that is incredibly important let's be clear that currently in the police academy anti bias training i'm glad their looking at it and i'm all for that but i don't think anyone to come away from the discussion that the police department didn't have anti bias training but when you guys look at the police academies physically look at them even
12:37 pm
though we can always do better of the diversity but it is pretty tremendous and i think last year, i was at an academy graduation with the president of the academy classes was a transgender woman i was thrilled and couldn't imagine that happening a few years ago so to really undermine your police staffing plan like this i don't think it makes sense and we have a we're in the middle of a 6 year staffing plan putting two years on the staffing but not a class to plan for and start putting those classes together towards the ends of this fiscal year i appreciate the creative thinking but i don't think it
12:38 pm
makes sense to put those classes on reserve we need more police officers and need them yesterday. >> supervisor mar. >> i appreciate the dialog with my colleagues i do think that the implementation of new cadet programs in the lower-income communities is important i think we need to do better with the diversity of the academy given the demographics the awful things in better recruitment but remind the committee we had a plan for the police academies and this year accelerated a hiring plan that includes classes that is a modest request because of the homophobic texting we have insurance from our chief suhr and department chiefs and 0 others of reestablishment of the anti bias
12:39 pm
trainings within the academy we stopped it because of the loss of fund but the sharing of the curriculum for the anti bias in the community and the anti byes bias programs but chief ali and chief suhr the unconscious racism training their command staff and captains have gone through that training be extended to the full force it is critical especially given the what happened in many different places from ferguson to charleston to make sure our city has a police force as free of bias and concrete plans within the police department i know that executive officer and others will share this is one key way to insure we're implementing it right and as it
12:40 pm
comes to the public safety and budget committee to how allows us to have more discussion with the anti bias systemic forest so we can say our city a do everything we can to have a justice that is for justice and free of bias historically as we moving forward i know there is not the votes but i'll restate the motion that as amended by supervisor yee that we place on budget & finance reserve one what was it - and and 40 - $48,000 pending the sharing of the anti bias training for the full force of police department. >> okay. >> thank you supervisor mar.
12:41 pm
>> to be clear just so i understand i was not part of the hearing this is going to happen outside of police academies. >> there was a discussion only for the academies or the command staff and what chief suhr and i have been talking about the full force whether 21st century 71 through a bias or unconscious training. >> when it this schedule to happen. >> the chief has not think outside the box specific. >> okay. just from my prospective i think with the sentiment everyone shares with the committee having that type of training not only exists today but take that incredibly
12:42 pm
seriously for the things that have come to light with that said we need more police officers in our commercial corridors and streets he appreciate that supervisor mar wanted to make sure this training is not only as promised but increased forward compared to years past in terms of the motion i'll not be supporting that i believe i believe i have faith in executive officer obviously city of chicago to the training as discussing with you and will make that happen and i do again want to make sure from a planning prospective we're not having delays we have to few on this time on our streets despite the political deduction into the future so supervisor wiener you have comments on the mike if not
12:43 pm
supervisor mar has made a motion is there a second to that motion. >> second by supervisor yee madam clerk a roll call vote. >> supervisor tang no. >> supervisor mar supervisor yee supervisor wiener. >> no supervisor farrell no there are 2 i's and 3 nos. >> that motion fails supervisor wiener. >> may i have i had to walk to the committee if we could resend the vote. >> could we resend the motion on the dem and we'll take that without objection. >> then a revote including supervisor wiener with the recommend cuts motion by supervisor tang and seconded by supervisor yee on that motion and all of us take that we'll take that without objection. >> colleagues a few items first

of all a technical adjustment to items two and three. >> good afternoon supervisor farrell and members of the committee kate howard i've provided a copy to the clerk as well as to a technical adjustment to the mayors proposed budget for both fiscal year 2015-2016 the changes excluded in the technical adjustment for the balance of work orders moving funds for capital projects as well as other expenditures to allow for more accurate tracking of the expenditures moving funds through work orders between departments to allow for consolidated contracting within one department
12:45 pm
correcting expenditures related to previously armed to contract and substitutions that were left out of the proposed budget and moving the fund for inflation on certainly personnel in the 2016-2017 from the central reserve to accurately reflect the costs their opportunity by the technical adjustment reserve but do result in a $438,000 cost in the first year and a 6 hundred and 73 cost in the second year i'll report back to the committee on wednesday to advise you how much money is in the technical adjustment in the reserve for the committee to use. >> colleagues, any questions i understand we don't have to make a 0 motion thank you marry
