welcome to everyone and everyone watching at home inspecting. >> presentation of certificate of appreciation action to angela rodriguez and please council and dan and michelle colleagues opportunities this commission has to mr. farrell recognize certain officers for doing exactly with we expect them to do and above and beyond the call of duty but it was really important i know to this commission that we actively recruit folks from communities that don't typically see themselves in community of color we've talked about that a lot i was impressed impressed to get a
7:33 pm
role that rodriguez played with one person seeingism in law enforcement dan and michelle tells us what happened. >> so my name is michelle an covert with the forensics the urban forest we green team an sgrirm for high school students from san francisco we get to learning urban forestry sclerosis as part of this last semi tar officer rodriguez talked about the career in law enforcement. >> what that means and we had one student ms. smith was interested in pursuing this and sergeant rodriguez expended her you know here all the information she could give and mentored her into the sfpd and

questions by the public but may provide a brief response. any individual and police should refrain from debates hold your comments to 3 minutes, please. thank you. >> good evening and welcome. >> ladies and gentlemen of the audience and commissioners good evening foreclosed i'm mr. lawrence i've spoken before this commission and been a recipe been 0 residents 40 years to emily one reason i'm a avid reader i don't
7:40 pm
throw anything away we came up with the san francisco examiner the city takes a hit but the first page item i've been a proponent of the police department hiring more policemen to take overstaff and put more officers on the street and keep them trained better and a an article in the newspaper relates to the fact this police department attempts to hire more policemen but they have a lot of them sitting in chairs at the hall of justice doing administrative tasks and i think that is a mistake by training those officers to sit on their butts they do the paperwork one of our finest officers for the secretary of
7:41 pm
the police hearing was more qualified for a better job as my take. i think this commission should push to get the police department hire upwards of 1/3rd of their payroll to be administrative staff to take over the paperwork related to to the police department especially them to be better police officers and put more minute open the street without bloating over bloating the payroll i think one of the problems the police department payroll is the fattest in the city there's no police making less than 3 hydrothousand dollars a year i think this can change by puttingadmonish administrative staff in positions of police officers don't need to do and put more on the street you should honestly
7:42 pm
push this before the board of supervisors upwards of the thirty percent of the police department to be turned over to private administrator and that's all i have there's been enough in the news i'll not make any other comments of any other departments i think the cleaving /* police excessive is good. >> i'm michael a government accountability activist i made a mistake and took 0 picture in the men's restroom added city hall with supervisor wiener i'm going to show this photo i hope you can get it well, you can see the supervisor is at a sink and
7:43 pm
he's holding a toothbrush i found myself arrested after i took this picture the issue is i don't believe that justice is blind in san francisco if i'd taken a picture of an average joe and put it on my blogging i don't believe i would have been arrested after that arrest low and behold photos were in the photos of folks using the room the top photo is the public library at the main branch those photos appeared on august 5, 2015 in the chronology the fester was not arrested for taking pictures of homeless people washing up in the restroom the bottom photo
7:44 pm
the man the gentleman using an urinal this photoer was not arrested and more photos were in the chronicle from the public library again, a man using a urinal the credits we're talking about the men's room at city hall the chronicle wanted a crack down of homeless people washing in the booms it is illegal to take a picture in the lobby library 9 chronicle didn't get permission in march 9, 2015, more photos in the chronicle showing homeless people changing their cloths in the room at the library other photoer from the chronicle
7:45 pm
not arrested why did i get arrested and went 0 through a whole process of being charged i believe that what happened was because the supervisor wiener has control over our budget when we said arrest the gentleman for taking a picture the police department jumped which the chronicle does it sea repeats the problem of taking those photos nothing happens this is one small example i believe that justice is not blind in san francisco. >> thank you. >> thank you, mr. pa trellis. >> next speaker >> thank you, mr. lawrence welcome and good evening. >> i'm homeless because this faceish police the

7:49 pm
san francisco police department. >> it was done without proper communication of this body and community the police budget is bloated at offer half a billion dollars for the one fiscal year i believe the figure is $548 million the chief makes over 3 times afternoon of police chiefs the gentleman earlier spoke on the high wages for the staff by private civilians beyond this look at the record we should look at the fact the same week money was blocked for a training on racial sensitivity the same day a report said san francisco police black people are 7 times more likely to be arrested by san francisco police and ten times more likely to be courtyard and convicted while we
7:50 pm
live in the city with the fast golden state and the text messages how about the recent exposed police assassinations of the jar for the text messages the lopez was shot in the back i have 4 less serious thank god complaints about san francisco police i've witnessed in the last several most we don't need more police people in our neighborhoods are over policed all right. and abused by law enforcement in this city we need more accountability for where our money goes in the city, we need more accountability for the actions of officers bay less than 50 percent resolution of homicide is not a success we need more
7:51 pm
cops and get rid of the bad ones i can't impress this point this city is bleeding and dying forerunner to some sort of assembles of morality coming from the public officials and it's public servants i get calls from crying family members all the time you know what i do and last note he was personally assaulted by the san francisco police a couple of months pepper separated awhile breaking up a fight between teenagers go in my neighborhood with no weapons and successfully. >> sir. >> arrested and attacked by police. >> we need. >> sir. >> thank you, mr. miller. >> next speaker >> good evening ms. brown.

started another pay off crass at the academy that is i believe thirty young people high school kids that go both our cadet program our summer jobs program is one thousand kids 90 percent are kids of color and 50 percent african-american and while we've made an impact we have a disproportion violence playing out in a small part of san francisco in hopes of without or our way out we're trying to do this to education those people in the a back are great testimonies and real quickly we close out the u.s. conference of mayors
