>> thank you. >> this public hearing is closed ot this point there are no more speakers. >> thank you, ms. hunter or mr. mcguire, do you want to come back up? thank you. so, i just want to touch a little bit on as we talked about before, this is part of vision 0, this is our safety thing. i think what we heard from the public is just great support of increasing safety on market street everybody recognizes that these proposals definitely will do this. i think as i've spoken to people about this over the past couple of weeks the big thing that comes up is enforcement and i know you've laid out temporary enforcement measures, extra pco's and police officers everybody's experience with the forced right turn on 10th has been that it works well right after about of enforcement but perhaps it doesn't work so

well two or three weeks after enforcement, do you want to talk about what we plan to do enforcement-wise going forward? >> sure, so immediately after implementation, with we go out in a partnership between the pco's and the sfpd to provide some on the spot enforcement that would extend for about two weeks after the implementation is complete. these intersection ares unique because particularly third fourth fifth these intersection are controlled by pco's from anywhere from 4-10 hours a day, there are pco's performing normal traffic control duties who will have the secondary effects of breaking the rule that is we posted so they're unique compared to 10 street in that sense. the other thing i want to emphasize the way we designed the streets and stripe ted lanes ask orienting drivers the way they're approaching

the intersections, to carve out space in the roadbed and to prevent vehicles from turning through those pedestrians, all those will be more self-enforcing from the previous generations of turn restrictions and traffic restrictions we've done, so it's a combination of self-enforcing design and a high presence of pco's because of where we are in the city. >> i don't have any other questions i'm in full support of this and i appreciate hitting on the safety aspect of this and i think this really is an elegant and i would say simple but i imagine it wasn't simple for you doing this work, a simple way to do some pedestrian safety improvements. >> any thoughts? >> of course, tons, vice chairman got the enforcement questions i appreciate the hard work that went into this i'm excite today support this and kited to support it

without any changes in the proposal in terms of any further exemptions. >> thank you for your work, obviously the better market street plan in general is a larger ongoing plan that we've had for market vaoet and the safer market street plan that you puteder fwa*rd is a step forward, the acknowledged number of car related, private car related incidents along market street and the sheer volume of tnc's particularly that we know of even if it's only 11 thousand or it's 20 thousand would not significantly reduce the congestion on malinger street so it would not get do the problem of what we're try dog do, which is to increase transit reliability and increase pedestrian safety as well as bicyclist safety so i think it's critical not to mention if you made any mentions, it would make it difficult for enforcement because how could you distinguish between vehicles and i think the balance you struck is very important especially during these stands along market street. the majority of market vaoet is pretty flat between its

adjacent street sos if people have to be dropped off at other streets, they can clearly walk the extra block. t process to go through, i encourage you to go forward with the process of outreach and i hope you will work with sfmta, and i know there are many issues we need your support and effort on if you can work in conjunction with us, you say you're committed with the city and the agency, so please work with staff. >> taxis and the car-free market street, it's like my thanksgiving maoem of issues, i've pfr been talking about this for a long time and i guess i'll start by thanking the staff and particularly director reiskin, this is i think something i was addressing since the day you came on board and you have always been very good about listening very good about planing and very methodical

about putting this idea, i realize this tames time, so in addition to thanking your staff, i'll thank you personally, yu eve been a huge help in this whole process and i'm personally grateful to it. i recognize this is a first step of things to come ombacker on market street but i recognize this is a first step that's geared towards promoting safety, particularly pedestrian safety and i think that's a goal that we all share as well as bicycle safety and really frankly at the end of the day, safety for everyone because accidents affect everyone. there are additional benefits to this as we've talked about and one of the additional benefits that i hope to see with this and future market street projects is obviously the increase for liability of transit as you and i have talked about many times i would like to see the above ground subway so our bus riders and f train riders have the same impeded path that i have when i ride through the tunnel on the metro in the morning, so it's sort of

interesting from a historical perspective when we first proposed this, many workshops ago and i started advocating for it and cheryl as well started advocating for it, there was a lot of resistance, as we put the first step in here today televising's almost no resistance, the only debate is who gets to benefit from the transit benefit of this and no real opposition to at least this first phase of the program and i think that speaks well to the outreach and i think it also speaks well to the fact that warehouser city is recognizing with the growth we're going the have to change the way we move around this city and promote other modes of transit and that's what it does, so i fully support this as well, i will move it as it is and peekbacker speak tog the one issue of controversy i think it's fair to say thank you to the folks from lift and uber and others representing the tnc's who came to give their point of view. i don't think they should be discouraged from coming here, i would urge those of you who are giving them a hard time

and hissing them, to not do that, they should be heard they won't always be agreed with, but they should be heard the same way you were heard sir i will say i get the irony that was perhaps most best voiced by mr. gruberg but others that we have a bunch of people who want to be treated the same as taxicabs i think on policy decisions like this, we should focus on the policy issues the two main issues are these if we expand the exemption to allow the tnc's we will have an unknown number of car and is that will defeat the very safety and ancillary transit goals of this project and number two, as many people have stated very well, it creates enforcement issues that i just done see a great solution to with that, mr. nolan and thank you for your recognition of my personal work on this and also i'll

groups, unlike many of the other properties, it serves small children with the children's play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. >> the playground and the soccer field and the tennis

fields and it is such a key part of this neighborhood. >> we want kids to be here. we want families to be here and we want people to have athletic opportunities. >> we are given a real responsibility to insure that the public's money is used appropriately and that something really special comes of these projects. we generally have about an opportunity every 50 years to redo these spaces. and it is really really rewarding to see children and families benefit, you know, from the change of culture, at each one of these properties >> and as a result of, what you see behind us, more kids are playing on our soccer fields than ever before. we have more girls playing sports than we have ever had before.
