was expensive to raise money for this and there were a lot of delays. a lot of it was just the mural, the sprinklers and we didn't have any grass. it was that bad. we worked on sprinkler heads and grass and we fixed everything. we worked hard collecting everything. we had about 400 group members. every a little bit helped and now the park is busy all week. there is people with kids using the park and using strollers and now it's safer by utilizing it. >> maclaren park being the largest second park one of the best kept secrets. what's exciting about this activation in particular is that it's the first of many. it's also representation of our city coming together but not only

on the bureaucratic side of things. but also our neighbors, neighbors helped this happen. we are thrilled that today we are seeing the fruition of all that work in this city's open space. >> when we got involved with this park there was a broken swing set and half of -- for me, one thing i really like to point out to other groups is that when you are competing for funding in a hole on the ground, you need to articulate what you need for your park. i always point as this sight as a model for other communities. >> i hope we continue to work on the other empty pits that are here. there are still a lot of areas that need help at maclaren park. we hope grants

>> good floon commissioner jz good phonoto the member of the public. thank you for joining utas you knethe former redevelopment agency was ininstrumental in revitalizing the yerba bena center area in particular the central blocks known as yerba bena guard nls that have a number of childrens facilities and open space. the proposed permit to enter with 24 city through dpw is mu koneyx pajz is partnership with sf twavl and dpw. the owners [inaudible] entered into and in order to [inaudible] the modifications that will result in enhancements to the childrens facilities in yerba bena gardens we proposed for your consideration a permit to enter to the city. with that i would like deniece [inaudible] to walk you through this proposed item and i believe she'll be joined by

representatives from the city including department of public works >> thank you director brohair. good afternoon. my name is deniece [inaudible] in the real estate development division at ocii. oc oorks ii owned and manages yurka benny gardens through a contract with [inaudible] management group. the gardens include a large area above mu sconey center south located on central block 3 on this map. this area is used mostly be churn. the area includes children creative new seem, ice skating and bowling center, child development center and public open space referred to as the childrens garden. the childrens garden has 100 thousand square feet of

outdoor space including grassy areas, a learning garden, a child size labyrinth, a small circle and play circle and sand circle, a large outdoor amphitheater, and lots of playground equipment including a 25 foot tube slide. sf twavl, the city and web core construction which i'm going to refer to as the expansion team, have started construction on a large mu sconey expansion center project. your commission merer andums has detailed information on the expansion project so i won't do that presentation today but representatives are here to answer questions you may have. as part of the larger mu sconey expansion project the city wishes to make modification tooz the childrens garden in order to create a new public

[inaudible] correcting 3ered street to the childrens gaurtden. these modficaigdss will result in new permment improvements but buffer i go into the improvements i want to talk about community outreach. a while back the expansion team worked with garden stackholders and parent groups to design childrens garden, the new redesign. this original design included new balthroom jz community room located in the childrens garden but recent design changes relocated the bathrooms and community room outside the childrens gaurd across the per seo in the ground floor of the new mu sconey center building. sevleral parent groups opposed the change due to the access issues and so the parents group met with representatives of the

expansion team, occii, and [inaudible] at the end of june to work on a solution to this problem. as a result the expansion team redesigned access with the new stroler friendly path of travel through the childrens garden to the bathrooms and community room in the new mu sconey center building. the parents were happy with the solution and approvered the access dein zoo. the expajss team will continue to work parent group jz the community to finalize design changes. sorry, hang on just a second. that order is a little off here. i dopet bow what is going on. there is a slide missing, i'm so sorry. let me talk about the new childrens

improvements and what they'll include. the new taught lot, there is new tot lot for babies and toddlers with specialized tot friendly surface, age appropriate play quilt. a new tot lot has a metal gate and secure so little ones-you can't get in our out easily without the help of a parent and a new section of the learning garden. this tot lot will occupy a area improved with lawn and landscaping close to the ice skating rink. a new expansion of the fot lot is expected to start in august of this year and be completed in a few months. also the new improvements include a redesign learning garden with larger specialized planning areas a sloped lawn amp theater with

seat wall, new fenceic installed to separate the larger childrens uses from the mu sconey use. the new walk way will connect the childrens gaurd toon the alley or per seo from 3 street between howard and folsom and third street is on the right side of the map. you can see where posayo starts and also see where the new restrooms are in the corner-the left hand sorn-corner. construction of the new improvementicize expected to get underway in 2018 and completion is scheduled for the same year. i have a few [inaudible] to show you of the new tot lot area and new learning garden area and ampa theater. the expansion team has requested long term access to the childrens garden through

a permit to enter and ocii's consent tothe new childrens garden permanent improvements. ocii requires a approval for a permit that exceeds a year. the permit duration is until the long range property-the property is transferred under-to the city under ocii long range property management plan or december 31, 2018, which erfb comes first. this was approved by the board in 2013 and under review by the state department of finance. construction on the mu sconey expansion project started in late 2015 and due to a very aggressive construction schedule the expansion team required access to the childrens garden in april of

this year. to acamidate that construction schedule mgm as ocii's owners issued a short term permit to enter the childrens garden. the permit-mgm's permit grants access until the earlier of the final approval of the permit you are looking at today by the state department of finance or the end of november 2015. currently the expansion team financeed off and removed the old learning garden and sun dial garden. here is a map that shows the 2 permit areas. you can see area 1 includes the learning garden with flexible lawn amp theater and section the new pusay o. area 2 includes the tot lot and a section of the learning garden

as well. this map also shows the location of the new restrooms and community room. the city completed the environmental review including the permit improvements to the childrens garden. pursuant to the california environmental quality act or sequa it was that process was completed in august 2015 when the planning commission certified the final eir. based on the analysis contained in the final eir, the commission in its capacity of a responsible agency under sequa will need to adopt environmental findings pursuant to sequa that the childrens garden permit is considered a implementing action through the construction of the maus sconey expansion project. next steps include, a approval of the childrens garden by the

oversight board and department of finns review and approval which is required because the childrens garden is subject to transfer under ocii long range property management plan. since these slides were presented the oversite board meeting has been rescheduled to august 10 provide there'd there is quaurm that day. [inaudible] 5 days to request a review, if it doesn't request a review the oversight action is final in august. there is 45 day review period. dof indicated it doesn't plan to review the childrens garden permit. so in conclusion, staff recommends authorizing the childrens garden permit to enter with dpw, sf travel and

longer that, as a business man and communications of fact waelt. let's go down the lane of in the past to where we are now and these players involved with usual business here in san francisco. only ones i have anything good to say about is mgm with their good work in the western addition in the past. i look at other what i call violators. there is no mystery, all you do is check the history. i'm not up here to impress you but to impress on you, this is a new era ladies and gentlemen. i don't have time for eras. we have department of public works in my community. some things they do don't work and it is a little gray area of would you say are they violations or doing what they want? you also have web core that built their

building on eddy and fillmore which is into litigations right now with another company that is violating our community. come in our community and do whatever the hell they want. begging tom dick and harry to work. you is the tourist groups which our black organization had to send [inaudible] naomi kelly thetening to use our race to go against the city to talk about their lack of funding african american blacks here. we have a circle that needs to be involved with community outreach and if you go to [inaudible] there needs to a mechanism and there will be a mechanism to study on how they go here on out because without a doubt these 3 here in my book of community are in total

through area commission meetings you held previously. i think it is overall good news. as you know, this commission set the bar very high for participation for professional services, construction, subcontracting contracting, supply jz work force. it is 50 percent which is different from the city requirements but to the greatest extent through your direction we are seeking parody for ease, for contractors and always looking for ways to improve so with that, raimened lee who is the end of the contract compliance division of ocii will walk you through this item and also see members of the aufs of economic and workforce development who we contract with for work force employment services for construction permit are here as well >> good afternoon. thank you. this as mentioned recallier

this is 6 month review as a [inaudible] we took the opportunity since the meeting is held in july to incapsulate figures from jan to june. the purpose thof report is review the performance of participation work force and highlight areas that we could improve upon. quite hewnestly in looking at the statistics and trends. very briefly i'll walk through the sbe performances. talk about the workforce performance and some of the recent update tooz the citys lbe program. first, i like to maybe just step back a little bit and talk about the sbe program in termoffs the overall policy of enforcing a 50 percent small business goal through the redevelopment

commissioners. they saw fit to instill on aggressive 507 percent goal that requires developers and contractors to exercise really sincere good faith efforts to meet that goal and what those good faith effortss mean. it called for contractors and developers to engage more business 3 with a number of means. when there are solicitations they go out publicly. granted some of the projects are private in some sense but through the sbe policy solicitations that go out are publicly advertised and competitively competed for. we work with the gep developers to insure attempts to outreach to small business is conducted through both the city of san francisco contract mantering division, lb database and other

databases they may retain. we look at the insureing efforts on [inaudible] give sufficient time for the solicitation process to take place as part of good faiths so we ask a minimum of 30 days is grant frd solicitations to be advertised and made aware to the public, for the public to make a opportunity to [inaudible] meeting of which ocii staff is in attendance and sufficient time for the prime cracktder, general contract, who ever it may be to solicit subcontracts as well and sufficient time for subcontractors troorespond. at the submittal meetings we encourage contractor tooz aurf opportunity for networks so prime contractors have a opportunity to inengage with subcontractors. and then we also work with the developers
