cowen. >> madam president supervisor cohen. >> thank you. >> colleagues today i'd like to recognize the san francisco affairs veteran affairs commission and the friends of the that concludes my report chicago memorial for the awareness and remembrance the port chicago discharge and they're ongoing survivors of this terrible incident that occurred in july 1944 now for you who are unfamiliar with the port of chicago incidents i'll explain what happened on jill 171944 crews were working in the san francisco bay area loading two pacific bond vessels when the explosive ignited in a terrific series of blasts

explosion destroyed both ships and killed everyone on the waterfront and today, this tragedy ignition the sources for bombs and guns are loaded separately on carriers that caused the greatest loss of life on the home front during world war ii 3 hundred and 20 men died and almost 4 hundred oversees were injured another 3 hundred and two-year killed 2 hundred and 2 were african-american in the nation then integrated military inless and draft african-americans could only work in kitchens e.r. as steve discovers loading and unloading ships the steve discovers lacked training and thought they were handing in active missions. >> working to load bombs

equipped with warheads after the explosion african-american survivors were then sent to a nearby basis to resume loading the ships many of the military men refused to continue their work without safety training and the united states navy charged 50 of those men with quote conspires with mutiny that was known as the port chicago mutt i didn't trial they were tried and convicted and in prison they were after the war allowed to complete their military services only one person was pardoned and noting none were x-rated this case supported by marshall as well as eleanor ramon hotel led to the desegregation of the entire united states military

and originally sponsored a jail bond that was a large maturely of money but want to go into negotiations with the mayor's office marries to increase the size of the bonds for affordable housing in san francisco originally the mayor came up with a $250 million housing bonds that was important we take big steps but really felt it was not large enough now the $310 million housing bond i want to thank my owe you staff jeremy for working closely with the controller's office to look at how we could find better financing that could allow us to go up to $310 million and staying with the mayors guideline he wanted to stick to have not raising property tax we've achieved that i want to thank the work the controller's office to help to crush the

numbers to get a larger amount ways we got there and also work with supervisor farrell from the budget & finance looking at the $25 million that are available then based on the finances along the lines of the housing trust fund we have 3 leonardo da vinci and $35,000 for affordable housing so all of us pulled to see that happen i've now in my name other than the measure i believe most of us all of us are on here i want to make sure my intentions on this heirs bond i want to make sure there are parts of san francisco that are not experiencing a lot of development that are in great need of improving our infrastructure especially along the transit corridors and promotion corridors can benefit from this bond that is what we

have senior housing from the mayor's office of housing for the sdriblthd that are left out like district 11 and the sunset district and possible other areas of the richmond and outer richmond could see benefits from this bond and see equity how it will be distributed there's a huge economic benefit not only justice a housing but age economic benefit living in parts of san francisco where the probability transmitted corridor is that i would anti whether will blow that what is in the excelsior and the outer mission is built up to two stories it can go up to 4 in some plays 56 so the housing bond will enable some affordable housing projects moving forward to actually happen if we vote on it and from
