11:00 pm
s tape recorders or taxpayers we agree with the capital planning the hall of justice needs to be closed we continue to disagree with the controllers and the department of public works that the two jails at the hall of justice niece to be replaced or to do so given the trends even though that at practice to the it's overbuilding need as delayed by the option have not been vetted as supervisor kim has indicated we need consensus with you and the communities as well as the department of public works and capital planning before this is authorized to go forth. >> the other point that c.j. 2 has not been thoroughly
11:01 pm
discussed for remodeling and arock renovation and qualifies for the application of part of the $80 million if not the total we agree that c.j. 67 should be closed and i mean and 4 should be closed and that the money if we have to use cop should going to the next stage everyone out of the hall of justice earlier so the other thing is the discussion we had today, i want to share one statistic that relates to is it space and the public policy can i say it. >> real quick we have a lot of speakers. >> you need to look at the the burns report on 46 percent of african-americans that fail the y g c in the jails that's
11:02 pm
horrible and not acceptable. >> thank you very much. >> thank you. next speaker, please. >> good morning, supervisors my name is donna i'm here representing the senior disability action an ax that opposes the construction of p a new jail is a seductive presentation for the cage i'll remind you is still a cage people talked about the good conditions it is shameful the statistics about who occupies the jails overwhelmingly poor people people of color and mental illness issues as roma cited the study about racial disparity is a shame for the city is all black people
11:03 pm
represents the prisons population of the city 44 percent of people booked into the jail you've heard 80 percent of the people and the san francisco jail has a form of mental illness 64 percent serious mental illness and that 25 percent of the people in jail are homeless i feel and the organization feels from the city were serious about addressing the marines for people in jail the jail population will plummet and there is something that just really, really disturbing about not when we can't think outside the box and feel like san francisco, california do better than build a new jail there's a lot of creative all of the elements to crackers incarceration that has been offered in other places i think we can do you know do work that
11:04 pm
is based on values of justice thank you thank you. >> thank you. next speaker, please. >> reverend glancing district attorney 4067 i hope that wasn't my time limit (laughter). >> i've retired over fyi years working in the tenderloin and 17s as the founder of the save house for homeless women that's ass age ultimate to incarceration i want to offer look at of folk wisdom never buy a pig and polk it could turn to be be a pet in a bag i think this resolution is asking you all to buy several pigs in a polk for example you're being asked to kind of say there are really not serious environmental issues here you don't know that dollar so many
11:05 pm
things not examined that is the first pig in the polk, and, secondly your authorizing or asked to seek a huge outlay of taxpayer money to ask for state funding for a building which obviously people don't believe we need we have the most underutilized jail systems in the state we can be proud of that and we're doing everything we can to make that increase that's the second pig in the poeng polk and third asked to agree request so many urban answered questions especially the one raised by supervisor kim and supervisor mar you're asked to agree to go ahead with this project with all of those unanswered questions that's the third pig in the polk you'll hear a lot of testimony here today that will look at
11:06 pm
this and essentially let the cat out of the bag i'm asking you to remember this bid of tried and true folk wisdom with the negative comments about this resolution (clapping.) thank you. >> thank you. next speaker, please. >> >> hi, i'm mohammed with the critical resistance a part of california invited for a responsible budget i want to start off with two quotes jails have become the largest psychiatric institutes in all the states this is a horrible statement and the second quote when you think about a jail environment that is the worst possible place to hours or attempt to treat the mentally ill one statement made by the sheriff in kent county in chicago and the sheriff of los
11:07 pm
angeles now as been mentioned as supervisor kim noted in the nationwide trend not going to change based on building new or older generation types of facilities we need out of kid treatment another point i appreciate supervisor kim talking about the controllers report is like a paradox looking at forecast not taking into consideration the possible alternatives and what that investment can look like and how it effects long term population forecasts and so when you take into consideration you actually see a dramatic reduction in the jail populations i'd like to point out that the b fcc funding is not a grant it is a loan that has to be repaid back it leaves san francisco taxpayers footing the bill and the issue with the outside
11:08 pm
exercise space in the negative declaration is that in order to receive the funding the county has to be in accordance with the bs cc rules includes the outdoor space and it didn't include currently, the outdoor exercise space and the 444ers of no bail. >> thank you very much thanks very much. >> thank you. >> thank you. next speaker, please. >> >> i'll call a few more speaker cards (calling names). >> i'm laura thomas with the alliance and a member of taxpayers for public safety first of all, thank you for holdings this hearing and giving us the opportunity to speak i want to echo one of the iventd
11:09 pm
or findings ♪ the controllers report the biscuit driver of the drop in the inmates is the shift there are additional policy shifts that took place at the county level and at the state level that has a bigger impact on the county jail population if we leave those policy shifts on the table we don't change the way that bail is operated for example in this county we're not take advantage of everything we can do to reduce the jail population before we commitment commit ourselves before building a new jail we would a facility 3 times as big as the population we're 0 holding now we built for the past and not the future i wanted to encourage us we're at
11:10 pm
a moment in criminal justice reform yes president obama gave a spectacular speaking speech around reducing our reliance on the criminal justice system we got great leaders in the reform here we need to be building for the future and not for the past we need to be looking at investing in alternative and mental illness alternatives before we build a new jail we can be a leader instead of a formal we have a long history of being a leader a proud history and continue with that thank you >> good morning. thank you supervisors i'm jessica a member of san francisco taxpayers for public safety i'm speaking in favor of more fiscal and cost fiscal alternatives to building yet another jail in san francisco
11:11 pm
specifically i'd like to suggest that this board amend the resolution in 3 ways one, to require that c y-3 and 4 be closed down as reasonably as possible i want to commend the sheriff's department for emptying c.j. 3 in emphasizing and ask to permanently close the facility there is nothing that - second i'll ask as you the in the 2013 resolution to approve that that grant that you include an amendment that that board has the ability to approve or deny this project sighed from the capital planning that be noted in this resolution third suggestion i have regarding the ceqa the reducing instructions for the rfp for the grant proposal does not require
11:12 pm
that anything related to ceqa be included in this resolution i want to be clear you could split the rest have one go forward with the approval of grant and work with the time under local and state law and in order to address the concerns around ceqa a priority for ceqa compliance that provided can be documented in the grant proposal not to be documented in the board solution thank you. >> hi, i'm with the critical resistance i just wanted to make a technical deal that pains any the jail project is clearly out of the owner occ title 24 all
11:13 pm
type two and three facilities must be housed with outdoor facilities with the primary negative declaration that the proposed rehabilitation this is a quote the proposed rehabilitation in the facility will not committed the outdoor space that would be enclosed at our appeal hearing they've respond to our complaint and they're looking the code for recreation facilities to be clear the recreation and exercise space are not the same and regulated differently in title 24 and a moral there failure on the past should not be a failure now it reveals they have no interest in the people and if they the our communities need the health care and free education and jobs not a jail that hold our people next to 0 freeway without the
11:14 pm
ability to exercise does not let them apply for state fund that spc says their ineligible and this illegally keeps people discolored. >> i'm jamie with the critical coalition one of the people mentioned a drop in jail population there's no need for a department is in the process of hiring 2 hundred and 50 new officers and chief suhr that are hire new officers will make more arrests the san francisco jail capacity is 50 percent capacity
11:15 pm
on june 11th and the city puts resources towards the criminalization of certain people like the criminalization of homeless people they need homes and people of color specifically black and brown they need resources we're talking about trance women of color who don't need a trans pod that further institutionaling remember wlu when you say the word inmates you're talking about human beings san francisco is a leader those resources are here and the knowledge how to use them does not approve that funding application you can't make a jail more humane instead vote to
11:16 pm
move ward from institutional listing our people it will never solve the problems. >> thank you. >> thank you. next speaker, please. >> >> thank you for having me, i'm the program at sf james we oppose a new jail in my work at seven years i work with people that are formally carted and drug users and sex workers the effects of incarceration leads to barriers limiting housing and physical and mental health from the city prioritize the criminalizing it will push for community accountability through the diversions that ends this the bail increased services we have b have less people in cages
11:17 pm
and end a system by social services spend most of our times mitigating the harms of incarceration there's no such thanking thing as a humane jail mental illness is x batdz by the concept of improvement building a new jail is a - it forces survival strategies that encourages bad behavior you can't go to a shelter only exercising many rapes in jail or not being able to get a job and continuing to depend on sex work for survival you went to jail for prostitution arrests and after a violence arrests or a that prison garden abuse you i
11:18 pm
ask you to imagine a healthy society and caring go about the lives of all san franciscans thank you. >> thank you. >> thank you. next speaker, please. >> >> hi, i'm pipeline pipe i'm here in my capacity as the 19james i have a background if mlk work and public safety i agree the current jail is horrible i work right now in c.j. three and four every other week that are considered the vulnerable pods in the prison i hope with the education of those people and everybody i encountered don't need to be there they're poor or from broken vibrant background or not having the outside support and yeah, they
11:19 pm
have no other options; right? so i really want to commend frail you for taking seriously critical resistances report and work it is extremely heating egging egg to hear you and not rubber stamp a proposal and i really want to encourage you not to approve the new jail but take the h and 60 or whatever millions and directly invest that that will heal the wounds that cause people to be in jail in the if i were to is hard work and takes a lot of money a lot of effort but i do believe we can do better i think actually san francisco, california set the standard for this thank you. >> thank you very much. >> thank you. next speaker,
11:20 pm
please. >> hi, i'm andrew what the san francisco tenants union we're completely opposed to the new jail including the housing rights community is opposed to the new jail there's been a lot of talk with the sheriff's department how the jails are homes for the homeless for people that have been demand from their homes due to the evictions that is no way to deteriorate folks that have been here a long time in the community that is problematic that jails are seen as housing it's been 25 percent of in the jails where homeless and many of them through the jails will be homeless instead of spending the $240 million coalitions would agree that supporting more affordable housing and in support of housing for those who have been incarcerated is much
11:21 pm
more important and meaningful than keeping them in the jails. >> hi good afternoon. i'm gesturing the director of freedom for homeless in thinking about this issue i'm drawn back to one of the kids preschool teachers told me about child behavior and sometimes a child with special needs their behavior is like a train heading for a brick wall and that it is really hard train to stop that really is what we can do is turn the train and try to get the train to avoid hitting the wall i think about this this is a construction project that has a lot of support by policymakers increased a lot of money and you'll this stuff behind that we
11:22 pm
start on something and heads towards it ever it has no common sense we have this tremendous opportunity to turn this train we're concerned about the folks with seriousness and sauls we're deeply concerned with the homeless people that are locked up we can do it differently and redirect the resources and build up our mental health systems we can provide housing for people that are streptin need and do so much better let's turn this train and do something much better thank you. >> (clapping). >> my name is woods i'm from
11:23 pm
t.j. i i'm here to oppose the negative declaration and in opposition of san francisco k34i789 $24 million of taxpayer money for applyingfor a jail loan from the board of during the course i work with trans and non-conforming people of color on bryant i'm aware of the conditions been terrible given the points mitigated with negative declaration conducted on the project there are flags about the rebuild jail construction plan as it stands will violate the bs cc building regulation and results in the recreation of states funds when thinking of the
11:24 pm
people that t.j. i serve primarily transgenders and people of color we're talking about a vulnerable population the black population in san francisco and the population is 4 percent black in the jails they've released the report black people will be 7 times more in jail and trained women will be incarcerated at some point if their life transgenders are vulnerable and jail is no place for them they deal with the stress in society as well within those facilities i urge you to consider our appeal to construct no build options and trains women need a place to live not a jail.
11:25 pm
>> i have several cards herens women need a place to live not a jail. >> i have several cards here (calling names) come on up and anything else. >> i'm with the no jail coalition i want to do clean up i appreciate the strong questions that have been asked and the strong community input those are the sort of venues we value because as someone said it is two years of trying to get those opportunities for dialog and transparency so long overdue so i want to ask what the feeling and floor that the sheriff's department shows you one the presenters said there are 12 hundred people in alternative programs and 12 hundred people in jail that's
11:26 pm
not the feeling that's the floor and we can continue to decrease the jail population i refuse to accept a one-on-one ratio we know that kamgz are not humane and not the solution and don't create integrity and health and to answer supervisor tang's question about the current populations that is 51 percent of jail capacity of the jail system is 12 thousand plus you didn't get a direct answer but asked we went to a number of hearings that were presented on this application process we asked about outdoor space specifically that he they said they'll reject a proposal not within the regulations those other facilities that were built under different rehabilitations
11:27 pm
were built in different years and to follow up on that not having outdoor space is go back to represent cat the solidarity confinement to outdoor space and air is torture by the united nations the california - >> thank you thank you. >> thank you. next speaker, please. >> >> (clapping.) good afternoon, supervisors i came here for another topic we're here you've heard a lot of good feedback about this jail i'll read a little bit frtd history from the farmers registrationer 1837 on the management of slaveries from the marijuana in which masters treat their slaves theiring for the
11:28 pm
right of the folks the most common arrow unestimating to learn they're very grateful for great treatment and if authority is keep over them in the management of negroes to give them a sufficiency of food and the next is the slaves holdings huge log cabins 16 by 18 makes it comfortable and the old go fashioned cabins confined by logs keeps the gun floors wet i'm sure that is one thing that termed in negro consumption it is hierarchical effective that the dirt floors should be raised
11:29 pm
the huge log cabins out last 3 sets of housing 1837 we're in 2015 and things don't change very much pursue pagers and similar sound-producing electronic devices are prohibited at this meeting. mr. can you identify yourselves. >> i'm fernando i'm here to support my friends of the jails thank you. >> thank you. next speaker, please. >> hello, i'm with critical resistance and the western regional project i think a lot of the things i want to say have been said by other people a lot of the things about the health of people in the jail and putting more facilities more resources into putting health care inside the jail it is absolutely ridiculous the biggest health care concern is the jail and that no matter what you put inside the jail the jails are a health care
11:30 pm
conditioner and create mental illness issues for people i also want to say that i know that part of plan to put a transgender pod in the new jail will help to keep transgender people save as a transgender woman i want to say that will not keep us safe what keeps us save is access to community and things outside of jail jails will not keep us safe. >> thank you. >> thank you. next speaker, please. >> >> good afternoon. i'm harriet davis a member i appreciate you giving mia chance to speak first, i wanted to say wes we don't need an increased space for the jail part waive we need is increased services for youth and prison to school pipeline i want
