represents the prisons population of the city 44 percent of people booked into the jail you've heard 80 percent of the people and the san francisco jail has a form of mental illness 64 percent serious mental illness and that 25 percent of the people in jail are homeless i feel and the organization feels from the city were serious about addressing the marines for people in jail the jail population will plummet and there is something that just really, really disturbing about not when we can't think outside the box and feel like san francisco, california do better than build a new jail there's a lot of creative all of the elements to crackers incarceration that has been offered in other places i think we can do you know do work that

specifically i'd like to suggest that this board amend the resolution in 3 ways one, to require that c y-3 and 4 be closed down as reasonably as possible i want to commend the sheriff's department for emptying c.j. 3 in emphasizing and ask to permanently close the facility there is nothing that - second i'll ask as you the in the 2013 resolution to approve that that grant that you include an amendment that that board has the ability to approve or deny this project sighed from the capital planning that be noted in this resolution third suggestion i have regarding the ceqa the reducing instructions for the rfp for the grant proposal does not require

please. >> hi, i'm andrew what the san francisco tenants union we're completely opposed to the new jail including the housing rights community is opposed to the new jail there's been a lot of talk with the sheriff's department how the jails are homes for the homeless for people that have been demand from their homes due to the evictions that is no way to deteriorate folks that have been here a long time in the community that is problematic that jails are seen as housing it's been 25 percent of in the jails where homeless and many of them through the jails will be homeless instead of spending the $240 million coalitions would agree that supporting more affordable housing and in support of housing for those who have been incarcerated is much

more important and meaningful than keeping them in the jails. >> hi good afternoon. i'm gesturing the director of freedom for homeless in thinking about this issue i'm drawn back to one of the kids preschool teachers told me about child behavior and sometimes a child with special needs their behavior is like a train heading for a brick wall and that it is really hard train to stop that really is what we can do is turn the train and try to get the train to avoid hitting the wall i think about this this is a construction project that has a lot of support by policymakers increased a lot of money and you'll this stuff behind that we

people that t.j. i serve primarily transgenders and people of color we're talking about a vulnerable population the black population in san francisco and the population is 4 percent black in the jails they've released the report black people will be 7 times more in jail and trained women will be incarcerated at some point if their life transgenders are vulnerable and jail is no place for them they deal with the stress in society as well within those facilities i urge you to consider our appeal to construct no build options and trains women need a place to live not a jail.
