three and four at the hallways hall of justice if it gets $80 million it offsets the costs of developing the construction and instructing the yale's population reducing the city's costs to 8 hundred plus million dollars the city is not required to pay back any money further in order to get the funds the city must have a match of 10 percent for a general replacement costs the match is $24 million i'm sure you're aware of the board of supervisors has previously appropriated the fund hundred and $90,000 so the board needs to appropriate an additional monies to the project our recommendation on page 10 and we state we recommend our approves resolution we believe

people people of color and mental illness issues as roma cited the study about racial disparity is a shame for the city is all black people represents the prisons population of the city 44 percent of people booked into the jail you've heard 80 percent of the people and the san francisco jail has a form of mental illness 64 percent serious mental illness and that 25 percent of the people in jail are homeless i feel and the organization feels from the city were serious about addressing the marines for people in jail the jail population will plummet and there is something that just really, really disturbing about not when we can't think outside

environment that is the worst possible place to hours or attempt to treat the mentally ill one statement made by the sheriff in kent county in chicago and the sheriff of los angeles now as been mentioned as supervisor kim noted in the nationwide trend not going to change based on building new or older generation types of facilities we need out of kid treatment another point i appreciate supervisor kim talking about the controllers report is like a paradox looking at forecast not taking into consideration the possible alternatives and what that investment can look like and how it effects long term population forecasts and so when you take into consideration you actually see a dramatic reduction in the jail populations

i'd like to point out that the b fcc funding is not a grant it is a loan that has to be repaid back it leaves san francisco taxpayers footing the bill and the issue with the outside exercise space in the negative declaration is that in order to receive the funding the county has to be in accordance with the bs cc rules includes the outdoor space and it didn't include currently, the outdoor exercise space and the 444ers of no bail. >> thank you very much thanks very much. >> thank you. >> thank you. next speaker, please. >> >> i'll call a few more speaker cards

(calling names). >> i'm laura thomas with the alliance and a member of taxpayers for public safety first of all, thank you for holdings this hearing and giving us the opportunity to speak i want to echo one of the iventd or findings ♪ the controllers report the biscuit driver of the drop in the inmates is the shift there are additional policy shifts that took place at the county level and at the state level that has a bigger impact on the county jail population if we leave those policy shifts on the table we don't change the way that bail is operated for example in this county we're not take advantage of everything we can do to reduce the jail population before we commitment commit ourselves before building

a new jail we would a facility 3 times as big as the population we're 0 holding now we built for the past and not the future i wanted to encourage us we're at a moment in criminal justice reform yes president obama gave a spectacular speaking speech around reducing our reliance on the criminal justice system we got great leaders in the reform here we need to be building for the future and not for the past we need to be looking at investing in alternative and mental illness alternatives before we build a new jail we can be a leader instead of a formal we have a long history of being a leader a proud history and continue with that thank you >> good morning. thank you

supervisors i'm jessica a member of san francisco taxpayers for public safety i'm speaking in favor of more fiscal and cost fiscal alternatives to building yet another jail in san francisco specifically i'd like to suggest that this board amend the resolution in 3 ways one, to require that c y-3 and 4 be closed down as reasonably as possible i want to commend the sheriff's department for emptying c.j. 3 in emphasizing and ask to permanently close the facility there is nothing that - second i'll ask as you the in the 2013 resolution to approve that that grant that you include an amendment that that board has

the ability to approve or deny this project sighed from the capital planning that be noted in this resolution third suggestion i have regarding the ceqa the reducing instructions for the rfp for the grant proposal does not require that anything related to ceqa be included in this resolution i want to be clear you could split the rest have one go forward with the approval of grant and work with the time under local and state law and in order to address the concerns around ceqa a priority for ceqa compliance that provided can be documented in the grant proposal not to be documented in the board solution thank you. >> hi, i'm with the critical resistance

i just wanted to make a technical deal that pains any the jail project is clearly out of the owner occ title 24 all type two and three facilities must be housed with outdoor facilities with the primary negative declaration that the proposed rehabilitation this is a quote the proposed rehabilitation in the facility will not committed the outdoor space that would be enclosed at our appeal hearing they've respond to our complaint and they're looking the code for recreation facilities to be clear the recreation and exercise space are not the same and regulated differently in title 24 and a moral there failure on the past should not

hiring 2 hundred and 50 new officers and chief suhr that are hire new officers will make more arrests the san francisco jail capacity is 50 percent capacity on june 11th and the city puts resources towards the criminalization of certain people like the criminalization of homeless people they need homes and people of color specifically black and brown they need resources we're talking about trance women of color who don't need a trans pod that further institutionaling remember wlu when you say the word inmates you're talking about human beings san francisco is a leader those resources are

from the city prioritize the criminalizing it will push for community accountability through the diversions that ends this the bail increased services we have b have less people in cages and end a system by social services spend most of our times mitigating the harms of incarceration there's no such thanking thing as a humane jail mental illness is x batdz by the concept of improvement building a new jail is a - it forces survival strategies that encourages bad behavior you can't go to a shelter only exercising many rapes in jail

about the rebuild jail construction plan as it stands will violate the bs cc building regulation and results in the recreation of states funds when thinking of the people that t.j. i serve primarily transgenders and people of color we're talking about a vulnerable population the black population in san francisco and the population is 4 percent black in the jails they've released the report black people will be 7 times more in jail and trained women will be incarcerated at some point if their life transgenders are vulnerable and jail is no place for them they deal with the stress in society as well
