repair, a furchture company, a large wood working business and those are just the businesses i can identify visually from the sidewalk and that is a lot of working class jobs. once there is a large anchor of several tech companies in the redlic building what do you suppose will happen to those businesses and those working class jobs that they supply? even more importantly, the ripple effect after that will effect housing which of course everyone in san francisco is concerned, which is going to lead to a residential displace: with these concerns i support the alturninate proposal by the cultural action network, which i think commissioner hill ishas been e-mailed because it dictates a healthier balance of office and trade shop space due to the third floor being

with the previous landlords and a new lease with the current landlord. we took some time and negotiated something but at the same time i went to look at what market rates were for floor spaus because didn't know if we would reach a resolution and i found in my dealings with him that he was asking under market rate and that we got a pretty decent deal and we were able to accommodate like mittsy said for a couple more years. we have 12 foot ceilings. it is a really nice space and in reference to somebody keeps talking about the dollar store and it being accessible for the sro hotel, there is a dollar store across the street that is still viable. it isn't like people are not able to access a dollar store within 30 feet of

through studio 17 on cregs list and were able to go through and grow the business to the point we have grown to a handful of employees which we provide jobs and livelihood. our lease was ending with studio 17 and were displace today the building and moved to hais valley and after our lease ended we made contact with the building owner squz they were able to find us a place on the second floor in suite 204 where we were offered a rent reduction of 40 percent so we are paying less rent than studio 17. the landlord has been clear, direct, straight fraward, communeative. they sanded the floorbs and done the wall squz increased the security in thebleding. the kitchen and common areas and

bathrooms are better maintained that previously and we are in a happy place now and hope to stay there for a long time. thank you. >> next speaker, please. >> my name is [inaudible] you have a letter from my president. rick hired our company about 3 or 4 months ago to make sure the tenants have a vehicle to see the space. we currently have about 50 clients under structured praurptds and in my opinion rick has been flexible and supportive of tenants i have seen. one example, many times tenant would come to me and talk about issues they had late in june. they said we hear the owner will lock the doors july 1 and grab our stuff and through it in the trash and i say i'm responsible for had building i

won't through out. i mention td to rick and he said, why don't i pay them to move out of his pocket. the problem is these people have viable goods and he said we'll pay for the insurance. paid for the shurns and moving. we set a hard deadline and a number of people accepted it. academy of art universesty in the city and it is my dream to work and create art as a artist and so far i have been fortunate to do so. the new space offered on the second floor is ideal and above and beyond the standards i require. the space offers as much better and more affordable than any other art staudios i have looked at. it is a large space and has lots of space and light. the only difference from the space on the 4th floor and the new space on the second floor of the redlic building is that i have more space and upgrades. being a artist is my full time job and i'm very grateful to be employed. working on the second floor has already helped my business and i thriv. i would love nothing more than tune working in the

our 2 year existence we have given out over81 scholarships in excess of 100 thousand dollars. about a year ago the board decide to do more thangist write checks thmpt s proverb that inspired us is give a person a fish [inaudible] we want to train in addition-we want to train student for possible careers in tech. we want to foster their interest and train and open doors for them. we partnered with qualified educators. we are collaborating with great schoolsism the program is off to a straupg start. my family integrateed here from mexico 50 years ago and it is because of good will programs like this we were able to establish in the city. my mom taught in the mission for over 30 years. we

commissionersism jeff [inaudible] board member of youth sf and founder of youth sf. first, thanks for staying this late, i know it isn't easy. youth sf was started as a scholarship organization. we recently stepped outside of that. that scholarship organization is geared at kids that are living below it poverty line and giving these kids a opportunity to go to school they would otherwise not have. we made this decision about a year and a half ago to try to reach out to the underserved, underrepresented community in san francisco and get them involved in technology. try to get the kids that are motivated and want to do it to have a way to do things like a robotics academy we are doing. we already had success with schooless around the area and they let us use their classrooms after hours.

the first of a series of pivotal projects that will come about the mission and the future in the coming months. i know you appreciate this reminds me of the south of market pdr office conversion projects you heard in the last year with buildings similarly complicated history where the owner now wants to convert part or all to a lucrative office space in those cases you fashioned a compromise and urge you to do the same tonight. there is a compromise here that may be a pattern. the top floor would be valuable office space if it [inaudible] the discresary allocation from the commission, i believe is about 27 thousand square feet. the third floor is a wonderful artist studio space. the

affordable rent at a dollar 50 a foot is the right amount and that could be the condition. the second floor is substandards which is why the artist were offered affordable rent. it is the least valuable space and should host any activity the mission zoning will allow. any economic activity. they may bring back 2 of the non profits organizations they evicted and of course the ground floor is spoken for. that is the compromise. it follows the general pattern of south of market with similar situations and it would be i think a reasonable model for the future of mission where you achieve all the community building objectives, all 4 at the same time in one building. thank you. >> hello again commissioners my

that however what is proposed is a very legitimate proposal. we are going down the wrong roads when we tell business owners who they can and can't lease to, what proportion of the buildsings they have to lease to various individuals. i think it is interfering with owner tenant relationships. however, i think we are in fact rezoning this or going through a situation where we have to legalize so there is some discretion therement this is a building that i visited 42 years ago when we bought our first bed as a married couple at 1973 and at that time the owner was saying how much the neighborhood detear yearated and sounds like it did after that with squatters and so i respect what the owner is doing and want to make sure they can

make it work and make the building safe and if there is a the ability to put more artist in there, but if it doesn't work the proportions they are showing here are pretty evening balanced between retail, administrative and arts and trade shop. i would be repaired to vote today, but think the period of time might help to work out any flaws that are there. >> [inaudible] we gist passed the policy trying to preserve and not displace arts use and i think i met with the building owner and the artist and people seem to be out of place where there is rational talk and compromise so i think maybe some time getting out of the political arena and talking about where space is and where it may be. the first floor, there doesn't seem to be a lot

maybe it is true, but in what -how much space because the numbers don't quite add up. you said there was 10 thousand square feet. >> a lot of artist share space so when we got the building there was a role of 34 people that technically were subleasing. that is the number we were told. the 10 thousand square feet sort of maufed through the ages of adding a little here and little there and some became office and some back to artist so it is a very flewed situation for a long time. 70-you could fit 70 artist in the 16 thousand square feet we are proposing, it is just because people are sharing space squz have been for a long time. >> right, okay. i am not getting the numbers adding up either. i know there are 5 thousand square feet on the

first floor, 5700 on the second floor you are proposing. 3 thon square feet on the third floor. we had a little trouble because we use boma and the planning department uses a different way of measuring so that is inreason of miscommunication on the initial submittal. it smatter of 10 or 15 percent between the boma and the planning department. it is sort of like 3, 6 and 6. >> 3, 6 and 6. you are close. it is great space on the forth floor. it is wonderful space, so can you expand the third floor space more? i dont know what the rules are. awarded a $20 million grant to abag to fund water projects throughout the region. sfo received a portion of this grant in the amount of $750,000 to fund a project at the wastewater treatment plant to work on recycle water in use of landscaping and toilet flushing throughout the airport terminals this. is just one piece of a much larger upgrade to the wastewater treatment plant. the larger project includes pipes, pumps, treatment facilities and water storage tanks as well as new linkage to upgrade airport terminal systems. the contract for the larger upgrade project will come before the board of supervisors for your consideration in the fall but this simply asks for your authorization for the airport to accept and expend grant the grant of $750,000. >> thank you. supervisor tang. >> thank you. can you talk about what the total is costing and the balance comes from?

managed care for the san francisco health network of the department of public health. i'm asking for the approval of this resolution to retroactively enter into an agreement with the department of health care services to receive reimbursement for eligible for the kids in the healthy kids program and these funds to finance the program. this is a insurance program overseen by the department of public health and offers coverage to children 18 and under and at under the poverty level as listed that don't qualify for other programs. it also includes vision and dental coverage. both of which are vital in providing preventive health care for children. as june 2015 healthy kids enrollment was under 2,000 members. the

federal funds are helpful to support healthy kids by contributing towards continued operation and management of the program and resulting in no cost to the city and county to obtain these funds. as affordable health coverage the health care -- the healthy kids program promotes the health of all san franciscans and the proposed agreement require approval of the resolution by the san francisco board of supervisors. as a new unit we think the department of public health. the managers are organizing and reviewing requirements as stated in multiple managed care agreements it oversees and made aware of the requirements from the department of health care services of approved resolution to accompany its agreement with the city and county. thus we
