department coast to coast and the hall of justice and put together a celebration hopefully, a program that continues to grow and finally the police department lost a good friend mr. ben passed away he's a lengthened in the bayview district if not the founder certainly one of the key people that supported us huge late night job development one of the original founder of the scholarships for kids the first kid jackie will be graduating from new orleans in may and on and on just a terrific guy passed away at 93 he'll be missed that concludes my report.

and members of the public and chief suhr last saturday investigator participated in the back to school preparation she staffed a table and ran out of goodies talked to over 3 hundred youth i too attended the recruit graduation last friday and what an nerve class a lot of energy from that class to date the occ has opposed 4 hundred plus and closed 4 hundred plus last year the occ opened 4 hundred and 62 cases and closed 4 hundred and 42 to date the occ mediated 36 cases the same number that was mediated between january 1st and august 31st last year we have the occ are these first

quarter report for filing purposes i won't give you an oral presentation the data is through mark 31st of this year in september i'll provide the second quarterly report that is more current through june 30th and however i i'll be happy to answer any questions about the data that is in the first quarter report now i'll present the june and statistical report the emotion of containments in june, i told you where we are as of june 30th we had mediated 29 cases 4 were mediated between january 1st, 2014, and june 30th, 2014, august was a big month for emotion and the emotion coordinator has been

we're not through august and 6 cases have been mediated in august but moving back to june and the chiefs discipline on occ sustained report 7 cases were reviewed by the chief that the occ sustained first thing will talk about the neglect of duty a officers failed to investigate a bike and failed to process the property the constraint indicated it was his bike a dispute the officer didn't believe the dispute and the officers instead detained the complainant and failed to issue a certificate of release

this officer got a reprimand in the next neglect of duty an officer failed to produce an incident report when failed to take the person in custody that officer received a ralph reprimand and retraining the third case was unwanted action, an officer caused a car to be towed wrong and entered an incorrect license plate number another car crashed into a car the complainants car was pushed the car out into the street and the complainant contended that if the officer had not transposed the car for someone in sacramento the officer was

admonished and retrained another case neglect of duty two officers failed to meet with the complainant and prepare an incident report when the complainant called 9-1-1 a man threatened to shoot him the officers get retraining another cases for a request for a private information not enough evidence to take the person in custody, however, the officer was sfoept to write an incident report and didn't that officer get a reprimand and retraining another case that involved several allegations the neglect of duty and the detention for failing to properly supervisor the plain clothes officers made a traffic stop of a bicyclist riding on the sidewalk the bicyclist did not meet the

expectation for the plain clothes officers making traffic stops the expectations include the officer engaging in different that is related to ongoing investigation or a regulated vehicle like taxicabs or shuttle buses or when an officer seize immediate action to protect public property like drunk driving of the traffic signal stop meets the regulation the officer must call a back up unit officers didn't call for a back up unit and the officers failed to collect traffic stop they get a reprimand and retraining chief suhr said unlawful detention d

failure to properly supervisor an officer used pro of an and abusive language the sergeant didn't intervene or correct the officer the officer get a reprimand and didn't occur that the officer engaged in misconduct that president's report on june generations thirty complainants between january 31st and jill 31st 3 were meetsdz between january 1st, 2014, and july 31st, 2014, i've given you the august interrupted e updated mediation we're at 436 now

and looking at the chiefs proposed discipline on occs sustained complains in july one complaint this involved the plain clothes officers and marked vehicles didn't meet the objections to the plain clothes officers macro traffic stops i've talked about even if the officers met the expectations the officers failed to call for a back up unit and engaged in pursuit when the complainant drove away from the stop the officers received astonishments and failure to notify dispatch and others

failure to collect data. >> thank you director hicks commissioner turman. >> i have - well, i think it is not necessarily a question but director hicks but like the chief the opportunity to respond i'm looking at the neglect of duty regarding the bicyclist and woornd if there is anything to add. >> the detention themselves were laugh it was for a plain clothes officer to make a stop outside of policy they had reasonable pay any attention to make the stop since we reclassified and began collecting traffic stop data on bikes i believe had inu unintended consequence every time a police stops a bicyclist

it is collecting data for a traffic stop. >> well, i think the offices are well-versed they're not supposed to make traffic stops on vehicles we don't want plain clothes officers to have a prudent where we say i did not know the danger to the public is when the bicyclist by definition it is a violation since now stopping a bike is a traffic stop you get a plain clothes officer with good reasonable suspicion to make a detention but they're not supposed to make a traffic stop on a bike get a traffic officer to do this we spoke at length yesterday the stop is not unlawful but outside of policy. >> director hicks so it seems

as though your team found it was not an unlawful detention the chief feels there was reasonable suspicion but you guys didn't find that. >> we didn't find that we found that the stop in the first place was out of policy and the plain clothes officers don't make traffic stops and so it ends up being a policy with no teeth if nolo contendere sequence that's the position we've taken with the prior case that was adjudicated where the

plain clothes officers unmarked vehicle saw an individual didn't have a seat belt on that's the violation they saw but suspected the individual was up to no good the individual was in a late model car that doesn't have in state license plates and so they choose to make a traffic stop even though didn't fit the standards of an emergency situation of the danger to an articulateable danger to life or property it was explained to me that the officers were justified

in making this stop that's how i explain to you and so we don't concur with the interpretation the officers were very clear in their interviews building they were justified in stopping an individual who didn't have his seat belt on they had belief it was a suspicious character that's not standard our concern at the occ is about training how our training on this department of general public. >> so one of the things i do like about the system you get to see the cases they're not serious enough to come to us but potentially training recommendations or policy recommendations because what i hear you saying my question is

reasonable suspicion under the fourth amendment following our particular policy you you know we'll have to follow the constitution every day i see what you're saying in the beginning you found that i upstairs the chiefs prospective if you're violating the vehicle code an officer stops you with constitutional authority if this is a theme plain clothes officers in particular need attention or reminderers that's a way to get the information. >> thank you commissioner president loftus and chief greg suhr and i had a discussion i understand the prospective of but i don't agree similar to from the poison us tree an

suspicion having a marked car make the stop were good the officers violated the policy that didn't negate but we trained them to know you may make a great case but end up getting an oracle complaint you're not supposed to make that stop we talked about this they didn't even call they just the it they clearly making a traffic stop in plain clothes officers their collecting traffic stop data that said they had reasonable suspicion to laughly make the stop. >> commissioner hwang. >> actually, i said want to add commissioner turman is right there should be a discussion about the policy but the occ director spdz those with an

unlawful detention for us attorneys there's a definition of an unlawful detention the chief said a reasonable it is a lawful detention it becomes a problem for the occ and police department we need to be careful about the word there recent are still violation where here in constitutional violation a violation of a policy that the commission police department and the occ feels is new to protect people from characterize of an unmarked car the chief can be - we have to be careful about the wording. >> anything commissioner turman or director hicks. >> in our president your point is that's true

commissioner your point is well-taken but i would further urge that if those officers violated the policy in the way that it was described i would question why in this stance those officers received astonishments and retraining in the other instance of the complainants on the bike those officers received written reprimand and retraining an interesting case because it didn't end with again ends with those officers went on to more and the complainant, in fact,

had much more of a problem than not wearing a seat belt and but i would just say that i would hope there would be real consequences of violation for this policy there's a reason why the policy exists and real consequence would be greater discipline so - >> i think the other just to keep it simple make sure that officers in plain clothes officers the chief is making sure that is not happening not good for anyone loud and clear director hicks it is noted anything further on this thank

which evaluates the political body cameras program in place for n y pd and has comprehensive recommendations on the various aspects of a body camera policy including the officer review of the footage. >> will that provide an working go up. >> yes. it did. >> chief suhr. >> the od's of that coin we want the officers to see the video it was not intended to be be a got you video there are things that support our position from other models policies around the city that are in place i want to reassure the working group recommendations are now at commission and requested that the officer will

be working with the procurement of the cameras they wanted to policy to go to the commission before they got started a lot of things in the policy are they know that are part of scope so to that end director is put a group together of all the experts within the department that with all the mini pieces of the procurement we'll work with that and ready to proceed for the funds to be released from board so we're on parallel tracks so when the policy is done we're ready to go. >> that's great that's great commissioner turman. >> the chief mentioned other part of information that went the opposite direction has that been submitted aid director

class of 2015 worked hard for 4 years to attend the classes to get credits and pass the courses we have students that have scholarships and attended school they're not allowed to attend the universal our school served recently for the english learners and our students some have spent two or three years in the country this can be a stumping block for the universal they said you can't attend the college our students were not given an opportunity to pass this test they were counting on the july administration to get them to college they're ready to go to college we ask you give them the opportunity to get into the college we need a diploma

from the state board of education, in fact, we're going to make sure that a copy of those comments are sent to the board of education at the state level and the superintendent to understand the lingo we had a choice to make that summer with the k c is no longer a requirement for graduation, however, the board of education at the state level has not given guidance or direction as to what we can duo do number two, of not having the k c's in the future so the choice do we go ahead and issue a diploma to everyone that met even though requirement for the diploma yet not passed the k c and a simple answer is yes unto the issue the board of

education says there are not requirement i have to fulfill we'll be required to revoke our diploma and notify every institution we've revoked our diploma that is not something we're willing to do and not something a position we're willing to put our community or students in limbo of so what we're doing is advocating for clarity can we issue a clip and i guarantee if he can we'll issue it on the day we get the note in the meantime, what we're willing to do with the students that have this situation we're willing to communicate 0 our colleges and universities about the communication why we feel we should be able to issue a diploma yet we're not allowed by state law at this point to issue a diploma so we can communicate that it is a bureaucratic mess

we understand that but we're absolutely in audiotape with you in terms of getting clarity and our ultimate goal we'll be able to issue a diploma fourth with having completed the k c and issue a diploma immediately so we just want you to know we're standing with you and whatever you can do to help us to get clarity at the state board of education your help to get the decision about the students so thank you, again, for coming forward. >> thank you, mr. superintendent this is the public comment not a time for discussion but i ask when you forward the testimony that you hear a letter, drafted it on behalf of the board of education asking this issue to be resolved next the speakers on the

i'm a jewish teacher in my experience i've worked with arock in any both in my classroom and school anticipate they've severed as the very, very strong support for my an arab students my students have gone to arock for tutoring and after school work a bull warmth of their every part of their identity as arab students in a city and society very often attacks them and so for me when i heard those attacks over the summer i was very concerned about the braids response i've been happy to hear that the board stood firm in its support not only for theries but in its support for the partnership with

arock and obviously curriculum is decided by the district and by teachers so it is not about the partnership that you have what the community partner but i think in terms of the perspire that arock represents a very significant force in the ash ash community and done positive work with the students and community and i urge you to continue that partnership as i move forward with the ash ashic language pathway thank you very much. >> thank you i'd like the speakers to (inaudible). >> hello, i'm a jewish ph.d students at uc berkley and in biological a head std with the

the plan is and how to make sure our students are faced with a need to stabilize the workforce and as i remind you the last year we're to have contract bails within one year about salaries we want to see our educators come here and stay here and they need to know they can afford to live here just like president my kids were born and raised in san francisco and had the great benefit of the san francisco schools so was i and my sisters and cousin we all that had benefit we want the families to joy that benefit keep them here and support them any way you can and pay them well, thank you.

willie brown middle schools team makes it is way i want to i'm going to turn it over to this over 0 lupe and introduce the members of the presentation. >> good afternoon, commissioners this will be a where we live presentation this evening as many of you may know on monday we welcomed over the 57 thousand students over 2 hundred students to the newly reestablished willie brown middle school and we look forward to seeing them we thought it was really important that on the overview of openly the schools we gave you gave you the progress rotator for the tuition you'll hear about this evening in advance appreciate that this is really been a yearlong across the departmental efforts many folks that insuring not only the physical plant but

the pragmatic workers of the school we look forward to providing for our students much of that provided corporation cooperation and leadership if the projects i want to appreciate her pubically and many folks are coming back to meet with the colleagues today in fact, the carefully hand selected willie brown middle school faculty and support staff have been working throughout the summer under the leadership of the promise in being prepared to off powerful teacher a unique experience so this evening you'll hear a recap of the big picture and the community engagement and the pragmatic features we're share with you principle austin. >> good evening board of

commissioners detrust president of the willie brown middle school extremely excited to be here today (clapping.) just my principle and our stem correspondent we have a two teachers in the audience we have our social worker and correspondent ms. andrew's laura and our e l a science teacher ms. julia and in the back our beacon director so i'd like to begin by giving you an overview of the process and willie brown construction the site is beautiful and this was willie brown middle school one year ago september 9, 2014, you can see the main entrance it is in the rear this is willie brown middle

school today and as we wait for the light this is a beautiful shot it is well-polished okay. we'll see it on the side good doesn't we today, we hosted our step up orientation for over one and 10 of our students to be act made to the school our entire staff was there with enthusiasm to engage all the students and families as we prepare for monday august 17th willie brown middle school is a school destined on the founding principles specifically the 6 at least and dispopulations of our vision 2025 they must be master for the 21st century to for the

skills to be employable and have a global identity embedded in the core of our program the students will have access to world education to extend their education beyond the textbook our students will be supported by pier resources to develop the leadership models inside willie brown middle school a purpose of self the shifts that are listed in the vision 2025 are shifts taking place across the country willie brown middle school in the design of our state and federal consulate personalized pathway and two in the space and time in our mission statement we specifically call out the fact

we want our students to have the skills and abilities to major in stem degrees we wanted our students have the option and freedom in the future to choose stem crazy san francisco economy demands those tool to explore the identity and expand the possibilities and be of service to others our students to be advocates of social justice for the expansion of the rights of humanity with the willie brown middle school so the action into 9 action of willie brown memorial day begins with the in coming sight graders we designed an academic program and a social program and healthy program so when our students leave in eight

grade they meet the 6 dispopulations of the profile our strategic priorities are steward around the academic achievements as well as emotional development that means that the students are the core of our model outside surrounding it our family engagement strategy and communities involvements as well as staff development it is approved monthly and weekly and daily four academic achievement the first to open a ucsf for the standards for the next generation of scientific in sf i was most of complex construction to make sure that every student

is focused on developing math and science teacher at willie brown middle school we expand the construction do our e l a and social departments 3 times a year we'll offer the opportunity to students to be engaged in the hands on learning we'll invite the community to give feedback during exposition week for the design process we're oh, the extended classroom and have a partnership with a local education management organization to support our personalized learning plan so how students will have a plan unique to them and the abilities support if the teachers for the learning task as well as individual technology skills

four our psycho emotional development we're beginning our academic as well as behavorial performance at willie brown middle school we've create smaller class our crews and in our advisors class up to minutes two or three times a week 15 students work to support them into the academic growth as well as reflection on their goals beyond willie brown middle school and as well as college in their career we have a partnerships are stanford university to help us build the acclamation practices so all our students know they're in a welcome place and perform in high levels through sfusd your teachers are dpw the restorative

practices for the learning curriculum and our mission we have the resources as part of the directive supporting our youth development the healthy habits of mind lifestyle we're offering a health class to the saith graders all students are enrolled in a pe course and we'll continue to offer that heartache class 3 to 8th grading grade are a partnership with the public health and this is managed through our partnership i mentioned our beacon director is wanting we're in a position to offer not only family engagement but before and after-school programs we have a student club sports for involving and basketball and boys and girls to attack boys

and girls we're offering anyone else events that was our parents organization aligned with our student organization. >> great i want to highlight the tremendous highlights many of the work streams are in blue tare indicated they're coming to a close and green is highlighting this week a focused on the family and faculties and this will happen as mentioned we really all those directions are coming to a close as wire getting ready to open on monday. >> our fundraiser forevers have been incredible the stem phone call is a huge draw for many companies supervisor yee can spoke earlier about the tremendous support of a the of

us and as you walk the halls of were about to see the support for our students our health and wellness center is supported by the department of public health and we have additional learning opportunities for many in kind supports at this point, we're looking for $40,000 which will go to both students and family programming and the tech and help the elements at willie brown school enrollment we as of this morning have 2 hundred and 15 students enrolled you can see how the wait list has moved forward if round one we have 33 students and parents knocking on our doors trying to get their students into the school we have met the 10 percent and ready to start in terms of gender it is split

evenly slightly more male students but the concern was that initially shared is that not coming to fruition we're happy to welcome everybody our ethnicity breakdown is the most diverse we're 38 elementary schools that are represented. >> staffing model for those schools are based on - the staffing model for the willie brown middle school it bans all of those funding supports allows us to hire a stem corresponded to help with the cooperation of the stem practices at willie brown middle school two math and two science and two social science teachers and one inclusion teachers to support

the high rate of students for the individual listed plans at the willie brown middle school in connection with is have two educators and at the bottom engineering and design class feldz and art class resources are world language is spanish for this year and offer a librarian library class in the support staff one custodian and two security officers and for the health and wellness the wellness nurse and . >> community outreach from ucsf august those are the you mean events some have taken place we welcome the middle school with

the ceremony to support emphasis legacy drive career in san francisco and i believe 75 families came out to the family pioneering engagement and was held at the park it was a success students really had a great time families connecting with the teachers fun building positive relationships today, we started out prooirp as a student step up the parents were there from 8 to 10 and students involved in the orientation and to note the teachers as well as the angular staff august 14th this friday the ribbon cutting term for the community support that event begins at 11:00 a.m. and have the weekend for the staff to move into willie brown

middle school for the first day of school at 815 for willie brown middle school what is so unique about the success of this school prep to open in less than one week than all the support of san francisco unified school district what aligned in a strategic way to insure we were prepared to not only recruit the families from our folks from january but prepared to recruit teachers and prepared to continue to fund all of the instructions from our district leaders to the department and the superintendent we appreciate you beyond words for our hard work in supporting us in our department and for the construction social justice we appreciate you

superintendant guerrero in united airlines our teams to give us the guidance we need more willie brown middle school we have a special appreciation to the supreme court and the board of education for all the commissioners for all the hard work to promote willie brown middle school and specifically i want to shout out the entire middle school support team in the leadership of jamie the site construction manager vasquez and julia for the cooperation of the work we're on our way again, thank you, thank you thank you on behalf of all the families and students of willie brown middle school. >> so just to wrap up commissioner hopefully, this evening is a nice quick summary

if the numbers moved from the waiting list but 40 or 38 ask the specifically all the students will be supported in the directly in excuse me. general education class all the support mr. be given direct support in the physical ed south. >> is it a different model at willie brown that the middle schools that are tweaks and changes you've made or what the district is doing in other schools to support the students in the general population. >> we're using the framework step by step so we have a co-taken care of model for the students based on the minutes they need the support services we're united airlines or openly up clusters in the general classrooms bans the i p so the

are a parent of a fifth grader you better get on the ball it is the hottest ticketed in the attain wait until you see the list it is going to be long at willie brown and get up to speed at willie brown the parents at willie brown this year to actually talk to their friends and their yoga partners and the people in the cubicle carrots the office from them and share the windfall things happening added willie brown i couldn't be more 24r50i68d in the heart of the city in the bayview in the form of willie brown middle school what's happening at willie brown and i'll tell you as a preview of coming attractions many of the wealthy of work that is being implemented is what is coming

for the rest of the school district watch their, their doing we'll not say after this year everywhere we've not side that the faculty will show you we're doing it and having great success having a communities that is saying we expect this in everyone of our schools and students that are well prepared and be able to talk shop at a high-level when they get to high school high school better being paying attention those can i see will come in really, really well-informed of their future i know you probably want me to say a few words i could speak all nights of the efforts and wish willie brown a successful launch we'll be there friday and monday to welcome the students on the first day and principle hobson thank you for coming to san

>> so dr. murase i'd like to ask our chief development laura morand who has been the point along with the deputy director and officer david golden in those open up for public comment this is going to be a brief introduction to the board and public around some of the conversation and the ideas we're engaging in the conversation with the city partners and lennar and for the future the san francisco and the san francisco unified school district but with that, i'm going to turn it over to our chief development officer laura thank you superintendant carranza and i'll be sharing this with our deputies this is an exist opportunity for us as many of you may know the shipyards is under construction and is a really existing

opportunity for the city and i'm going to hear tonight a little bit about what is going on at the shipyards and over the last 6 months our superintendent and deputies chief facility officer has been in conversation with san francisco state university about an initiative partnering for a presence at the shipyards we wanted to present some of the early thinking to the board this is more follow but have next steps how to engage the board more deeply so basically, we're xrrg exploring the potential for shipyard and on the next page in the handout about the existing work going on at the shipyard and this is really an opportunity to have a revitalized waterfront neighborhood with the whole vision for the residential and

entertainment a research and development conveying campus a business gutter situating on the waterfront and as we think about much the innovation work going on there some of that will be moving into the shipyard this is going to be an exciting mixed use space and 6 thousand housing opportunities there as well at different income levels we've not finished our projections around demographics which mr. lee will talk about we know there will be families there one of the things we had some encouragement from roberta to make sure when we think about the opportunities for community space which are generous but limited she encouraged us with exciting partnership ideas with

the san francisco state university to come and present those to lennar urban what are the opportunities for us to have a educational footprint at the shipyard so we wanted to show you that as you heard from our presentation of were about this willie brown is the epic center of the stem educational opportunity zone, if you will, for our schools so what you see think the chart is the educational sites that we have and if we're building willie brown as it's center of education what about precare at the high schools how can we take advantage of some of the opportunities at the shipyard that will then not only benefit the students that lived in the shipyards by broadly benefit the whole areas the two

opportunities is superintendant guerrero will go into the opportunity for a new school that could be a stem elementary professional school that feeds into willie brown and helps to build the capacity for stem at the other pre k elementary sites and the middle school and high school we also have been talking about as many of you may know the high school redesign how to rethink how to allow every single high school students a multiple opportunities so that this is really this is part of vision 2025 from our business communities how do we make sure not only the students in pretech ed but all students have rich opportunities to for dual enrollment and career experiences to have an opportunity to do something

excited with an innovation alley lots of new companies entitying so those are the things from conversation next steps. >> so commissioners this next rendition a high representative in the oranges and yellows so highs that are 6 thousand homes projected in the shipyards and open park area as well as retail and commercial use and some identified community use areas and then one thing i'll be describing in the blue is research and development projects that are being conceptual listed i'll talk about in a moment you see in the high-level along the shoreline with the star is a potential

parcel it could serve as a newspaper elementary schools the sfusd protocol an elementary school that could serve as a key important addition to our protocol that could serve a school like wishing as as comprehensive middle what it would look like in the elementary school students have a similar experience in the elementary years and so what would it look like or how might we create a stem focused elements that might have an additional feature as a professional development school model some preliminary conversations with the college of ed at the san francisco state university what if we had a setting many of the preteachers had an opportunity to develop their practice on a stem focus practitioners that could develop

the models we herald or heard about earlier with willie brown and have to ac mat our educators to the practices in bay area schools specifically that feed into willie brown and marshall an exciting opportunity to how we partner and collaborate with the institutions in san francisco. >> now another part of the shipyard emerging developments here at the intersection of crisp avenue and fishing street is exhibit conceptual listed as a innovation alley a hub of technology that are interested in having a footprint in this area as well as stafshts that

support very different kinds of sieblts in san francisco but in the middle of that all there is preliminary communication around a hub working title systemic accelerate that serves as a place for hub for secondary students in particular regional models around state in the country where high school students have an opportunity to participate in dual enrollment and other pathways that could be housed in a uniquely set up environment in a is it correct accelerate type of model some of the things that could continue to support the higher east side the cb o and other businesses that are interested in being established in this area what is the state of the art technology support not only

high school but college aged students working in calculation clock and developing those sectors could create an interesting opportunity for our students to see some live and real models of tech companies and other no matter industries as a tech base for them. >> and to wrap up this conversation tonight i'm going to address a couple of points around process so this slide this shows probably not an exhale liquifies but an early brainstorming of the entities and the individuals within the various entities it needs to be engaged and beginning to be engaged actually many of the teams that are listed on this page actually

need to share more information about the concepts of many folks listed it is a busy summer in this particular subject area so they have been conversations that have been take place in a preliminary fashion over the course of many months but accelerated over the summer so commissioners you may be hearing some of the ideas and see things are flushed out i want to reassure you this is a preliminary conversation in a moment i'll suggest some possible next steps for boards committees to go deeper and, in fact, with our own colleagues within the district and many of the developments not to mention across the university and city departments as well we have to

expand the circles of communication but evolving all of those and other departments and individuals institutions need to be engaged to come up with both desirable feasible and viable ideas we've been engaged and we're excited getting tieftd of excited about the potential here in terms of ceded next steps ms. morand mentioned we're in the process of updating the demographic projections for the district this is happening in as as you may know a very dynamic context with respect to develop accept in this part of city but generally across the city we've engaged our folks many of you have seen their laptop and global a reported out some of the early finding a bit for work

to do before we schedule a presentation whether a committee are committee as a whole for you to see some of the results of the refreshed demographics that talks about the choices or for the board to give us direction about what seems most adviceable not to mention the specific sites have the most potential and we as staff will give you the thinking about that if you saw some of the maps of the shipyard there are actually 5 community serving sites that have been identified through the combination of the shipyard the hunters point shipyard and candle stick point development areas and we've been engaged in conversation with the lennar urban and the office of

economic workforce development a investment the closet to the redevelopment the city's arm for continuing the development plans work with lennar urban so we've in the process of vesting and learning more about the pros and cons of those sites and what the star that was on one of the slides represent our current thinking about what is desirable so in terms of process we suggest that this topic be vetted fallout and perhaps an augmented services committee a pretty complicated aspects it committee that a preliminary discussion i believe in either may or june commissioner walton and commissioner fewer and commissioner mendoza-mcdonnell were present for that but this

is providing more detail than the committee took up but that is a good place for the committee members and others that are interested to really do i go into those details for us as staff to give you more information in the meantime, several the stakeholders are interested in initiating the conversation or deepening the conversation with the mayor's office about the concepts that have been sketched out in particular around the systemic accelerate idea and a little bit later wear not ready to propose this but thinking that maybe appropriate you may find this appropriate for one or more of you to draft a board resolution or with our assistance can help with that as well to kind of take a formal position of interest to explore those ideas

franciscan to increase taken such wonderful imaginative conversations with the superintendent and his delightful staff we've been in conversation with the san francisco state university's about the collaborative conversation with the shipyards about the stem education for the san francisco unified school district from the pre k and elementary schools level on the proposed - on what could possible be a proposed elementary school on the shipyard that opportunity to highlight stem accelerate for 11 and 12 graders and high school students that can enjoy co-enrollment with the college students on the shipyard campus

san francisco state university is eager and pleased to us be to considering a collaboration ion on behalf of lennar as the president mentions i've been a consultant to la in her for 8 years as we have unfolded the community responsive communities benefits process at the shipyards and candle stick and had the most delightful partner in the form of community representatives such as dr. verna honeycutt who is with us because of her profound and deep interest in the uplift of the shipyards community and the bayview community in general i'll point out it is true that there are 6 thousand projected

housing units on the shipyards 32 percent of which will be offended at the below-market-rate housing so this will be an exciting addition to the housing stock but 45 housing units on candle stick point and 32 percent as well will be offended at the affordable rates so the grand total 10 thousand 5 hundred new housing units alone through the integrated shipyard and candle stick development something that i know your development infers are taking specifically into account and generate incredibly well integrated community of interest, constructive achievement for all of our san francisco residents, for our san francisco children and this educational opportunity the

assignment you know prospective but which do we expect to see the analysis that their completed. >> well commissioners, i think the best i can offer a guess so we have had sort of on it ration of conversation with them pretty recently last friday i believe about some of the preliminary finding based on that we have a number of questions they themselves have a number of questions to explore seismically from status sources is from the city and county holds we're making a judgment how precise we want to be based on those current a.m. guts before scheduling a discussion for a

board of education meeting with that said, it will not be meantime in august we hope we can schedule a discussion with a bit more information in september but there niece to be a couple of more iterations of some of the analysis and really just to put a finer point the major questions or set of questions is about this new development the new how's developments in the pipeline and we want to get a more precise understanding of the unit the mix of the for each development case by case what is the numbers of studios one, two or three plus bedrooms etc. and that really has to be done on a case basis so we have some historical information about the questions like the student yield how many students do we typically see

from a development that has certain percentages of market rates from below market rate and so we have a lot of information in order for us to give specific projections especially about particular development areas like the shipyards or park merced or mission bay better, more precise information than we have so hopefully early september it could be spill over a little bit but we're working as hard was we can to bear down >> i appreciate that i know that is complex and you've been dynamic but the concerns i have precisely around the yield we've clawed there are good reasons to

rely on the historical data traditionally we certainly do not want to over build or plan that is sad which to hear that we you know we basically in the past have thought so little of the students that would live in the market rate housing would become our students and that you know, i just want love us to dig into that a little bit more and see you know what are other similar communities what yields so necessary see if the yields vary what we historically see you know i don't i don't want to see we're only goes to get the students that are low income or few of the middle-income and the higher income students and that may historically have been the pattern but i don't want to see

us completely so those students are going to be our students i'd rather dig both that to understand how to disrupt a historical pattern for the participant. >> thank you those are descriptions the line of thinking we're trying to apply if we were satisfied justin just using the historical numbers we'd have a betterment than trying to get underneath some of the nuances that might be different than what we've seen historically. >> i would close by saying i've definitely heard if the constituents depress about how we are looking at mission bay about the number of market rate developments and maybe this is the best way from a planning

prospective i do want to be overly option but explain to the public why we think the yields in certain kinds of housing are so low and even have a narrative or plan how to implement that going forward as opposed to relying on a historical pattern. >> i have commissioner vice president haney and commissioner walton this is the beginning of a conversation we have a much deeper conversation but if there are areas that the commissioners that 80 want to see pursued this is the time. >> well, i want to echo the comments that commissioner norton say so thank you for making that into a similar question i'm excited about this and thank you for your leadership in getting ahead of it and mr. morand for putting

this forward and thinking about what is possible and having it not signed out we could have done something in the way it happened in the partnering i'm looking forward to the conversation if building the grounds i have one question that is relative to who what commissioner norton the reference the resolution the process in place how do this effort align with or you view it as separate from the conversation around mission bay some similar questions and some similar processes should those those some of this analysis be aligned this is a dwindles opportunity and timeline i want to put that out there with our thoughts and part of is the

demographics. >> commissioner vice president haney i think there are a lot of intersections between our conversation and planning and vetting about this particular opportunities set of opportunities and other parts of city and that's actually been pretty explicitly discussed i'll give you one example of that which is as as you may know we're also making some plans around a general obligation bonds next year that championships some funding for some new schools because we fully expect we'll need to increase the capacity of seats in our protocol at the same time we don't expect to have enough money in the bond proposal to

satisfy all the needs so we do have to think carefully and plan carefully what we will see additional demand at what grade levels in what parts of city that is a question that would, relevant around the shipyard and candle stick point and mission bay and e, etc. so it is all enter independent what is mraift us to propose a resolution specifically around the shipyard is that there are enter agencies implementation and partnerships for us as the school district and the board of education to be clear about what you're hoping to your committing to in xrrg the concepts that would be helpful as our understanding from the university and from

larry more lennar and not close off options but it would articulate the boards current thinking including what say is open to exploring about it and the caveat for the information we will gather before locking into a discussion. >> commissioner walton and i'll try to be brief dr. murase but i'm definitely excited about the innovation additional and the possibility of campuses and the work we can side on the shipyard pause of the exposure i'm up here because of the combrour so having the

opportunity to expose our children and families to the robust program is something that is exist and i get more excited when we balance the entities across san francisco in terms of what we offer and then just briefly if you talk about vision 2025 and some of the things in innovation alley with the vision 2025 plan the stem and the innovation the understanding the education and the academics and education and reimaging the space and time and the extended learning and everything that comes with that ideas i get excited and when we talk about in terms of of the projections who going to be living on the shipyards and bayview because of the development we can, in fact, start to look at how to get more

affluent families excited wasn't we do in sfusd having a true education communities like we're proposing and what is being discussed is something that is going to get any family excited about moving into an area and participating in a school and communities with something like that so this also addresses some of the concerns we have as well who enrolls in the the schools and the choices and the excitement we understand we'll be, of course, proposing a bond there are other priorities and things we've discussed that we know are coming the arts campus and complex around the stifsh area and mission bthere are opps that i think we all should think

about as we move forward and then just one of the last things i don't talk about things outside of san francisco but if you look like the center for advanced research and the things they're able to do being able to how do i word this - being able to bring the ideas and expects is something i get excited about, of course, this is operated by the district and development by the district and the opposite of what cart does in terms of the charter school but excited about what they offer for students seeing the opportunity that is here through that and what is being proposed i think is again, we should take a look at it and oufg you'll see something i'm excited about and

hopefully develop something for the future that benefits us in the future with this type of planning. >> commissioner wynns. >> thank you thank you for that presentation that was actually very exciting and i'm happy to see that human resources i want to and actually, i wanted to respond to one of the things that commissioner norton said i think one of the historic analysis that we need is that we still as far are not getting the yield from mission bay that was projected and that we've - now honestly we shouldn't be happy about this but you're planning was show so we kept saying oh, we have a school site we don't know what kind of school and

level it might be that is still true i'm glad by i've heard a number of reporting that said gave projections that were estimates based on the years of development and those had not materialized so i think we should pubically say one thing that is much more important about the shipyard at hunters point is that the developer also the city has been much more responsive to the demands that we need family housing so the studios and one bedroom apartments the paramount housing partner in mission bay were not going to be appropriate for families and never mind we've not discussed the other issue the market rate so therefore not necessarily those that we have starred to seen in public

schools if there are were any there in the first place that is one example present we need to look at a little bit and retrofitting but in the past the projection we know we're a little bit ahead of the curve from the previous demographic study when the child and public population will begin to go up again based on not only on new developments but more just on the dome graphic curves we have as the superintendent and i were talking about the other day we don't have any room in the middle schools that is something we openly up a new one how do we plan well enough and, of course,

none can predictability the recession so having the discussions like this and maybe this will give us the opportunities to explore some of the things and identify things to look at so that's the first one and is second thing is that i - i'm very interested in making sure we have all the information about what is happening with the plans and what potential projects we have in mind for that the bonds so you look at this and it is fascinating exciting to have those two facilities is great but it can be really expensive so i think we need as much time as we can

get to know all the components that are going to effect that so i'm you know asking for that whatever information we have of - we always have the tension once we say it pubically people think it is concrete but not a surprise to us and the public but particularly so that we're never in the position of saying oh, if we had known of 6 months ago or a year ago we would have had a different conversation those are any main concerns i'm glad that lots of people are moving forward this is what we show should do it could be fantastic and exactly the kinds of investments we need to the city we're by the way, our students like and we really

the city college councils for the math teachers to meet with the math teachers to have the joints enter departmental meetings in addition to providing incentive and support programs for the students during their freshmen year the grants has to the been appropriated they're doing it only to accept the million dollars and you'll start to see things come in. >> if i may i was - thank you that is helpful but i'm - without saying oh, i want every one of those to look like one of these if someone can look at that with the eye does that say third degree anything with an explanation there are a couple of other things i've highlighted

♪ hello and welcome to this presentation. i'm san francisco purrs since that time we've helped people clean up their criminal records. we created this to help you understand how this worked. we'll plan or explain all the steps. after watching this program you'll know what to expect after completing the process. hi, there are i'm deputy and i'm part of the clean slate team. the first thing we will need to know whether your despicable to have our convictions dismissed can't be on parole or currently charged with a crime or serving

a sentence and it must be from san francisco. while your colleagues will get to know your circumstances there are 3 steps. getting the clean slate process started it simple you can get them done in the same day. first fill out an application and they can be opinioned on sf defender.org. next you'll obtain a copy of your rap sheet that's a rap sheet going 80 the hall of justice at 850 bryant street on the fourth floor. the bureau is open monday through friday from 8 to 5. it's located one block away from

doing a special series about staying safe. let's look at issues of water and sewer. we are here at the san francisco urban center on mission street in san francisco and i'm joined today by marrielen from puc and talk about water and sewer issues. what are things we should be concerned about water. >> you want to be prepared for that scenario and the recommendation is to have

stored 1 gallon per person per day that you are out of water. we recommend that you have at least 3-5 days for each person and also keep in consideration storage needs for your pets and think about the size of your pets and how much water they consume. >> the storage which is using tap water which you are going to encourage. >> right. of course at the puc we recommend that you store our wonderful delicious tap water. it's free. it comes out of the tap and you can store it in any plastic container, a clean plastic container for up to 6 months. so find a container, fill it with water and label it and rotate it out. i use it to water my garden. >> of course everyone has plastic bottles which we are not really promoting but it is a common way to store it. >> yes. it's an easy way to pick up bottles to store it.

just make sure you check the label. this one says june 2013. so convenient you have an end date on it. >> and there are other places where people have water stored in their houses. >> sure. if you have a water heater or access to the water heater to your house, you can drink that water and you can also drink the water that the in the tank of your toilet. ; not the bowl but in your tank. in any case if you are not totally sure about the age of your water or if you are not sure about it being totally clean, you can treat your water at home. there is two ways that you can treat your water at home and one is to use basic household bleach. the recommendation is 8 drops of bleach for ever gallon of

water. you add 8 drops of bleach into the water and it needs to sit for 30 minutes. the other option is to boil water. you need to boil water for 5-10 minutes. after an earthquake that may not be an option as gas maybe turned off and we may not have power. the other thing is that puc will provide information as quickly as possible about recommendations about whether the water is okay to drink or need to treat it. we have a number of twice get information from the puc through twitter and facebook and our website sf water.org. >> people should not drink water from pools or spas. but they could use it to flush their toilets if their source are not broken. let's look at

those issues. >> sanitation is another issue and something people don't usually or like to think about it but it's the reality. very likely that without water you can't flush and the sewer system can be impeded or affected during an earthquake. you need to think about sanitation. the options are simple. we recommend a set up if you are able to stay in your building or house to make sure that you have heavy duty trash bags available. you can set this up within your existing toilet bowl and once it's used. you take a little bit of our bleach. we talked about it earlier from the water. you seal the bag completely. you make sure you mark the bag as human waste and set it aside and wait for instruction about how to dispose of it. be very

have the experience of touching leave people's hearts and minds and made sure that those in public office never, never abuse that privilege that very, very special privilege of representing the people who don't have representation this is what johnny burton and the entire burton family represent is that touch that touch that is very special to san francisco and one i seek out kind of like this intersection there are many distracts many things that will throw you off, turn your head and keep i unfocused i know through the council that john has offered to me and so many others he's kept us fudges on the right things when people

come down this highway they'll see drought tolerant you know vegetation, cleanliness all the way but they'll see a sign that keeps them focused focused on the right things with the city and the people in that this is what john meant to me and whether or not it is affordable housing, whether it is affordable transportation, whether it is just holding yourselves accountability to people that don't have a voice and most recently more and more whether paying attention to all of the youth that don't have the voice but want to grow up in the city we all pay attention to that and get very focused this is what john has represented not only his life and work and well beyond the rhetoric that has to be espoused with the state and federal and the local level his

example to all of us so when we come down this highway whether we walk, ride a bike, in our cars or on the public transportation we should spend that very moment not being distracted by see the sign of john burton freeway and focus on the things we should do for others this is what john means to me on behalf of you'll have you friends and acquaintances and staffers that continue to really support his work and vision i present to you john burton freeway the city and county of san francisco

i have done. i might never do another one because i'm not a media artist per se but i have used the medium because it seemed to be the one that could allow me to convey the sounds and images here. memorials to me are different from artworks. they are artistic, but memorials have a function. >> it is a beautiful scupltural objective made with bronze and lined with red wood from water tanks in clear lake. that is the scupltural form that gives expression to maya's project. if you think about a cone or a bull horn, they are used to get the attention of the crowd, often to communicate an important message. this project has a very important message and it is about our earth and what we are

losing and what we are missing and what we don't even know is gone. >> so, what is missing is starting with an idea of loss, but in a funny way the shape of this cone is, whether you want to call it like the r.c.a. victor dog, it is listen to the earth and what if we could create a portal that could look at the past, the present and the future? >> you can change what is then missing by changing the software, by changing what is projected and missing. so, missing isn't a static installation. it is an installation that is going to grow and change over time. and she has worked to bring all of this information together from laboratory after laboratory including, fortunately, our great fwroup of researche e-- g researchers at the california academy. >> this couldn't have been more site specific to this place and we think just visually in terms of its scupltural form it really holds its own against the

architectural largest and grandeur of the building. it is an unusual compelling object. we think it will draw people out on the terrace, they will see the big cone and say what is that. then as they approach the cone tell hear these very unusual sounds that were obtained from the cornell orinthology lab. >> we have the largest recording of birds, mammals, frogs and insects and a huge library of videos. so this is an absolutely perfect opportunity for us to team up with a world renown, very creative inspirational artist and put the sounds and sights of the animals that we study into a brand-new context, a context that really allows people to appreciate an esthetic way of the idea that we might live in the world without these sounds or sites. >> in the scientific realm it is

shifting baselines. we get used to less and less, diminished expectations of what it was. >> when i came along lobsters six feet long and oysters 12 inches within they days all the oyster beds in new york, manhattan, the harbor would clean the water. so, just getting people to wake up to what was just literally there 200 years ago, 150 years ago. you see the object and say what is that. you come out and hear these intriguing sounds, sounds like i have never heard in my life. and then you step closer and you almost have a very intimate experience. >> we could link to different institutions around the globe, maybe one per continent, maybe two or three in this country, then once they are all networked, they begin to communicate with one another and share information. in 2010 the website will launch,

but it will be what you would call an informational website and then we are going to try to, by 2011, invite people to add a memory. so in a funny way the member rely grows and there is something organic about how this memorial begins to have legs so to speak. so we don't know quite where it will go but i promise to keep on it 10 years. my goal is to raise awareness and then either protect forests from being cut down or reforest in ways that promote biodiversity. >> biodiverse city often argued to be important for the world's human populations because all of the medicinal plants and uses that we can put to it and fiber that it gives us and food that it gives us. while these are vital and important and worth literally hundreds of billions of dollars, the part that we also have to be able to communicate is the more

spiritual sense of how important it is that we get to live side by side with all of these forms that have three billion years of history behind them and how tragic it would be not commercially and not in a utilitarian way but an emotio l emotional, psychological, spiritual way if we watch them one by one disappear. >> this is sort of a merger between art and science and advocacy in a funny way getting people to wake unand realize what is going on -- wake up and realize what is going on. so it is a memborial trying to get us to interpret history and look to the past. they have always been about lacking at the past so we proceed forward and maybe don't commit the same mistakes.
