(clapping.) >> good morning, everyone i'm joe robison from the district 2 and i'm the director of hazel health serves we're pleased you're here with us today to help us launch that much awaited program i'm very honored that 3 and 4 could be here with us he's been incredibly structural and helping san francisco become the fifth county if san francisco, california to implement this program mayor. >> well, good morning, everyone and welcome to one of our important sites in san francisco where a lot of important work is being done this is happens tobacco a large division of our department of public health particularly focused on our psychiatric and services and thank you, david for giving us
12:36 am
the tour and joe for allowing us to see the staff at work seconds this morning that is a lively group of people that are seeking services but what we're now and then today is something that supervisor farrell air force been working on for sometime as soon as we knew we were going to get passage working the in a nut shell in a nut shell how to work with families and victims e individuals that went though the criminal justice system and our emergency medical systems more than once to allow them to play a row w role with the and i and the judges perhaps to offer yet again, a i think a more compassionate prauch to people that are dealing with mentally
12:37 am
ill r mental illness and love people use our newly refreshed 311 app as well as our connections to our public health department facilities to report people in to get health checks and particularly focused on individuals that does not will look like their handing themselves in a situation they can present a dogger to themselves or anonym and certainly what a lot of people may call or so as abnormal behavior or behavior that on a regular person basis niece attention is i'm happy not only to be here on the site but to know that is part of our extended level of services our city is providing an additional $28 million this year in services that are needed we have
12:38 am
over 2 and a half billions a year that are dedicated to social services out of a $9 billion budget within the public health bill we're more than schajd particular by those individuals that happen to be in contact with the emergency services well, more than ones law schools we want to make sure people know what that stand for that is moment after a statewide effort in it came to california everyone jurisdiction and continents passed it's on approval of law schools law schools and state and federal agencies how to remove with the involvement of family members of those that might be experiencing
12:39 am
those health issue the new roles with laura's law medical professionals working with the fathers and mothers can actually focus on their individual relatives and provide input of patterns and practices of the individual such a judge and the health professional can service that particular individual hopefully with a more sustainable approach it does not require medication at all what laura's law did it allows a system rather than depending on the individuals call of what his or her might be are personally experiences but calls into the involvement family members and others that weigh in so at a hearing with a judge where some of this might happen there will be some more assessments that are made with the hope that the
12:40 am
individual involved can get the right and sustainable treatment for that person to be more successful and at the center is not only medical treatment we opened the door to the library on a daily basis people are trying to assess jobs we know that first hand having good jobs can oftentimes allow someone to recovery just as powerfully as family members and people are really is their interest at heart and along with mayor their medication or whatever the health professionals can aspirin that is what laura's law does it get that avenue and we everything that there could be very good successes but not saying this is the answer to everybody i've got to work with
12:41 am
sxhaefrl and the entire board not only having healthy budget towards the health challenges of our individuals but i also have to make sure we have tear housing and sustainable long term housing we are around the corner at the end of this year answering the call on the veterans the chronic homeless conveniences nine hundred additional units for those coming to the navigation center we'll help the individuals and groups of people hopefully ends their homelessness on the streets and signaling to everyone to take advantage of this city's opportunity whierld we have a strong committee get for people off the streets and into proper services and supportive services as well as into long-term housing we intend to are at navigation center backed up you, you h up by 5
12:42 am
hundred additional units by the end of this year and continue to work for more housing to be preserved and vibrations it to be less and more housing rehabbed in the next 5 years. >> so with that, we want to introduce someone i had a chance to work with on the board very effective and was the leaders on the conversation at the board about laura's law not only did he get the support that was needed by i think the conversation was done in such a respect way that we have been in the city asked how can i be participating into laura's law to make sure that works properly and make sure that continues a representative of what has been and continues to be the tradition of san francisco we lead by over compassion and the deeper compassion allows us to do more to pend more of the city dollars and make sure we're
12:43 am
doing it smarter and eventually get to more people on the street do the right thing but not interested moving people from one corner to another wearing to take every opportunities whether conferences or the super bowl or our need just the focus for health rebates and the safety of neighborhoods i want to introduce, of course, over supervisor of 2 mark farrell. >> thank you, mayor ed lee and everybody today marks a day after ether a year of preparation a dye to celebrate of the beginning of the sawdust outpatient in san francisco but the hard work is yet to come i want to thank mayor ed lee and the colleagues on the board of supervisors and the talented
12:44 am
individuals and families organizations both nationally and locally that are instrumental in passing laura's law in the legislative process now will be structural as wesz roll out aot versus the outpatient entertainment in san francisco we have a mental health crisis we see that on the streets everyday from my prospective not enough to do for those individuals and families and our city to get those individuals the help they need and put them on their own two feet and a path to a better life that or started about two years ago when i was approach by approached by a number of families in san francisco that had loved ones sandra fewer from millions and loved ones unfortunately after years and years couldn't help no tools or resources to help them arrest
12:45 am
talking for a while and talking with the wilcox family where this law oriented we introduced laura's law they board of supervisors with the support of mayor ed lee we were able to put it through and it is so important for those here in san francisco and when we think about families to make sure they have the opportunity resources that they need and they feel their supportive by their communities and doing everything we can for those families to make sure we help them ultimately it is giving a choice and maneuvering that we get get those individuals the help they need and the reality they're off medication and don't realize they have been mental health issues it is a changing situation for everybody around this the poushth treatment. >> is one tool in the tool shed to get the people the help they did medications and others
12:46 am
treatment and wrap around services they'll receive in this year facility to put them on their own two feet i want to thank so much people that were involved joe and barbara garcia from dpw and so many people a number of national and salvation and nominee and nominee sf and a leader on this issue and the countless families that step forward to tell their stories to open up to the community to not only help them but the next generations that deserve this help not a panacea from mental health in san francisco or anywhere it is but a tool in the toolbox at the city of san francisco but i'll suggest a very important one someone that everyone in the city deserves and looking forward to it being
12:47 am

specialists and family liaison are unique to the project programming and feel are for the first one we feel that will help us in engaging the individuals in the community and therefore reaching the goals of maximizing treatments fallout we feel those positions and bodies recovery in the program and all the services that behavior services over based on recovery and wellness we believe that people can get better and a tool to help the unique strengths and needs of individuals of they are pact to recovery in other words, to quality for an assistant outpatient treatment an individual needs to meet the criteria they're an adult with a known mental illness not fwaemd with medical care and must have a lack of complaints deemed by the every or statements eir their mental

12:51 am
in place should someone nobody held in dmment or sent to the hospital unless they meet the hospitalization criteria, however, the care team will be working diligently to engage the individuals and offer them services and monitor them to see if they need hospitalization further individual which are court ordered into treatment will be receiving the treatment here this is well known for the respected services within the community while the services are occupied in the law it is important to note it san francisco has a hifthd of hefty of a robust mlk system and the services that are for the outpatient clients are also available on a voluntary basis to get ahead of crisis and in
12:52 am
line we don't have to have people get worse this is a new tool tool in the tool belt for hospitalization or incarceration and off them alternatives before that level of care it is a great privilege to work with the team without further ado, our team charles will be speaking about the roles of the team (clapping.) >> i'd like to thank everyone for being here i'm cedric and my roll in the care team to be the specialist i have a message to share withdrawing it is very, very important for everyone to understand that living with a mental illness is a constant struggle in the life of the customer it is very important to understand that stigma is one of
12:53 am
the many obstacles to overcome when seeking care what is it we're 2r50ig to do the goal to reduce the limitations of mbt at the same time 2 had been instrumental in engaging the consumer and on the road to recovery bans their strength and uniqueness also at the same time it is important to upstairs that trauma is very real and common in the face of mental health one of the ways the fact that in terms of trauma and it is very, very does the to seek care to really gadget into recovery so what is it we're trying to see with the team we're industrial in tackling issues of stigma and
12:54 am
establishment in support of consumer and get them to the road of recovery by sharing the resiliency and late last the message we want to share the fact that recovery is not a designation but a journey it is important to know that recovery happens and it creates changes in people's lives what we want to do what is to understand it is recovery it will be instrumental in supporting and saufrt individuals and engaging to their road to recovery to repeat benefit of care i'd like to ends this note by saying we do recover thank you. >> (clapping). >> hello, everybody my name is
