development is a diverse community they're now part of that we're asking you if you can delay and include other neighborhoods and the represents from the planning commission they ask no for the political supervisorial district but the neighborhood to make that happen and maybe if we have more time we can decide that the bayview needs more 40 percent but let's have the time and the this will have an impact in the community for the grassroots is happening in the mission and the bayview it is all over the city and take the time to address that you. >> thank you. >> thank you. next speaker, please. >> >> yes. good afternoon supervisor president london breed you can supervisor cowen supervisor wiener and supervisor kim
10:01 am
my name is dr. verna honeycutt a long time residents in san francisco i have i'm a retired educator and administrator if various institutions and a member of the cpa shipyard it is good to see you i want to be be succinct heave heard the various arguments so which make sense and others do what we don't need to have done we need and need an increase from 25 to 40 percent for all the reasons you've heard neighborhoods to be defined by supervisorial district to insure we're not including any eligible participants in the program number 3 studying neighborhood
10:02 am
preferences for years this is two important an issue to delay people are being displaced people will have not feasibility other than to leave san francisco they don't have the resources to make that possible for them to remain in san francisco it is just simple please move forward this forward observing it will take time because of ramifications over time and make those adjustments over time move that forward thank you very much. >> next speaker >> hello board of supervisors i'm michelle a super bowl 50 in the bayview district and the associates the real estate on third street i was one of the sales brokers that worked on the development
10:03 am
and at armstrong a low to moderate housing along with the development on mission block that we completely in 2012 i'm here because we had such a small percentage of the population of the original population of bay area i want to see that change if 25 to 40 percent i think if we had the opportunity to get all of our buyers and everything together we'll definitely see an increase in f this development not see the same thing happen as armstrong but a fair chance was not given i wanted to see it go from 25 to 40 percent thank you. >> thank you. next speaker. >> thank you, supervisors my name is jackie wrought a
10:04 am
resident in san francisco and i also i am an elderly over 60 years old and have piloted different times to senior housing i'm not been able to get in it is urban justify my father died in vietnam fighting for this country i can't get into any of the housing that i should be able to get into what their foreigners that get into this country and easily get into it, it is an enjustice in the advisory committee of the fact i've worked inform the american red cross and the san francisco execute and working for microfilm and working with the nonprofit groups so with me being a hard worker and being also an elderly with me brown-bag an officer several areas that san francisco has mad projects promises to and i'll
10:05 am
not fitting in i think the 40 percent is the minimum i think that should be his or her and probably 100 percent until some pain and suffering that can be done concerning charge was done especially the african-american community where businesses and homes have been december made by policies and once again i think that is important that the policies that you put in place now will make a difference so 40 percent definitely thank you. >> thank you. >> thank you. next speaker, please. >> >> good afternoon. i'm from the mission collaborative i'm here to call for a continuance and shift the district the current district to the neighborhood preference as the person before me said the current policy is unfair and unjust no disagreement on that,
10:06 am
however, we must not fight each other our communities are december 345i9d i was born and raised in the tenderloin i want to the same school as the president most of my friends were born and raised who grew up here don't live here in place for them this is why you know none it saying we shouldn't increase the population 25 percent is okay people are saying 40 percent is good but perhaps it should be for more and san francisco is a city of neighborhoods it is not a city it is a city i have district only politically each district has various neighborhoods if here and this legislation is needed and it is for the timing of this is that i haveal, however, a continuance is not going to change the reality obvious being for detailed on the legislation is
10:07 am
not going to end up displacing more people st. mary's there are not hundreds of affordable housing onto the math in the next few months making sure we do that is important, however, making making sure we do this correctly with each neighborhood need being address is important pivotal to make sure the city remains a city of diverse neighborhoods thank you. >> thank you. next speaker, please. >> bayview hunters point and multi purposing simplest and a long time residents of bay area the time is now we've already missed the boat and behind that the eight ball 40 percent now is a good start in the right direction for something we're
10:08 am
already behind the eight ball on where it is neighborhood and we work with in our districts to get to a neighborhood preference but 40 percent now is better than still waiting and waiting and waiting how many years 1960 to 1970 the redevelopment and how many years for the ellis act if we don't act now people will be displaced and thousands of unit in the wings waiting on a legislation the time is now to act and then we'll still go back to the draugd at the attention of everyone i praise the board for looking at this issue and also commend you in advance for making that happen thank you. >> thank you very much is there anyone from the public that wishes to speak please come
10:09 am
on up or after this speaker we'll close public comment. >> we need to do the 40 percent and grater the certifies 22 percent have been used. >> thank you, very much. such ms. hallway kidnaps that's public comment thank you very much and supervisor president london breed has a few remarks and as well as i and supervisor wiener. >> thank you every members of the public that came out and start by saying ms. not perfect legislation there have been times this board of supervisors has passed legislation and we've gone back and made chances and made that better we're far behind in this neighborhood preference and as or as far as i am concerned we can't continue to delay delay means denial to those folks that are still trying to hold on to living in
10:10 am
san francisco and just to be clear i'm completely happy with the supervisorial district i know that the western edition is not the same as the inner sunset i understand that there are a lot of unique neighborhoods all over san francisco and people are proud of their neighborhoods they're proud of their city and want to to be able to have a place at the table as i said earlier today rosa parks is about to open is one of those places that the neighborhood is asking for preference people in the western edition community they want access to those units yes. i realize we're talking about supervisorial district which are larger than the neighborhoods again with no neighborhood preference the possibility of those residents having even access to those units is almost visually impossible and so i
10:11 am
don't support a delay i support moving forward i support not only moving forward but looking at it and analyzing it and possible making more changes to it in the future i want to say i had an opportunity because housing is one of the most important thing to the board of supervisors i visited new york and homes in new york i talked to housing advocates and folks in new york who gave me a area full of information the fact that as far back as they remember and document they've been doing neighborhood preferences since the late 1970s in new york and housing advocates and elected leaders have known that and have chosen to pretend like neighborhood
10:12 am
preference never existing we couldn't do it because of laws it makes me more upset and determined to move this forward as soon as possible yes, we can work with anyone in trying to make that legislation better but the time to move that existing legislation at the table not perfect is now more specifically i want to address the issue around the lawsuit that folks have talked about in new york i had a had an to talk with the hud secretary and i understand along with supervisor cowen to meet with leader pelosi and talk about the things happening in san francisco in clarion to what is happening in new york two different things they haven't had a lawsuit for what we're dealing with in terms of displacement of members of the community the lawsuit in new york specifically was around
10:13 am
folks feeling like they had been left out of the process it is a different thing than what we're trying to propose here they understand that there is is a real problem, no san francisco especially leader pelosi who basically, had that communication digital with the secretary in front of me at a public housing development that said look we have to do something different lost too many people in the community and need our support with that legislation we're taking a chance of federal funding we take a chance oftentimes with all kinds of pieces of legislation if in particular case we need to move forward and make that better i think that it is important we continue mayor's office of housing has continued to work with hud and continued to work with leader pelosi and other elected leaders on the federal level we don't perceive
10:14 am
significant amounts of money we'll still work with those leaders and those folks to basically get as much money on the table to build faster we deserve this preference yesterday and i think it is important to move forward to get it passed and to continue to work with these who are part of the decision-making process in order to make it better legislation the time is now i ask my colleagues no more details let's get this legislation moved something is better than nothing at all it is happening for far too long from the city thank you. >> (clapping.) thank you. >> supervisor wiener. >> thank you, madam chair and thank you to everyone that came out on both sides of the issue i know that affordable housing also brings out strong views
10:15 am
from all of us. it should be that way it is the positive important issue facing the city i think we should move forward today and i think we should send a strong message that neighborhood preference legislation is incredibly important in terms of moving affordable housing policy forward as supervisor president london breed indicated other cities have been doing this for a long time it is way past due it is time sensitive we're having more and more affordable housing coming online in san francisco and the last thing to do it delay this legislation so that we continue to have zero neighborhood preference so that's the status quo zero and this delay keeps it at zero we continue to not have any kind of structure to make sure that people who live in neighborhoods have a fair shot
10:16 am
of getting into affordable housing built in that community i do want to correct i i know there was and a i miss statement from the cal community organization this is a live with work neighborhood preference that is not true not about work not the case that anyone works in district 6 will have the same apprehensive is inadequate that about are people live and not purely about supervisorial the other aspect the supervisorial plus the half of mile buffer around the location of the affordable housing project that is precisely indicated to make
10:17 am
sure that the surrounding neighborhood at the edge of the supervisorial is included that is important to me i pushed for this when the legislation was being drafted precisely for example, the 55 laguna project is at the border of district 8 and district 5 and as noted before lgbt seniors for example, don't just live in district 8 but other places even there is a concentration in district 8 i think we need to take into account in terms of flexibility around supervisorial district but i want to take issue with the notion that supervisorial district are somehow on inappropriate shot at getting into affordable housing in the neighborhood kwh we know when supervisorial district at the election and been that way that supervisorial districts are intentionally designed to keep community of interest together and we can see that from the way they're drawn yes those are political boundary by boundary that were dawn in order to keep
10:18 am
community of interest intact and to make sure that communities have representation on the board of supervisors so it is not the case that somehow purple heart political and inappropriate to use supervisorial district that is a decent proxy for the factor in drawing overseeing districts colleagues this is time sensitive i'll continue to support in legislation i move we forward item one the neighborhood preference legislation to the full board of supervisors with positive recommendations. >> all right. thank you very much before we take that motion let's hear from supervisor kim. >> thank you chair cowen. >> just wanted to make a couple of comments i had a lot of questions about this organization last week and thank you to the mayor's office of housing and authors of this legislation working with our office to answer many of them
10:19 am
i overall support of concept of the neighborhood preference i understand why so many community members wanted to see this this is frustrating to see the affordable housing built in our neighborhood and feel that that may not be housing for you this is important to allow that to occur i'm not confident this legislation whether address that in its form i support moving forward so we can begin the process of what works in terms of getting our neighborhood residents into the housing i certainly know in the district i represent that our residents need to win housing in the district and do so this is a state of the art i want to say around neighborhoods we should look at a mix of different concepts that for certain parts may work better anymore tailored in assuring that neighborhoods
10:20 am
get the avenue, i have to say in the district i represent he perch a preference in the tenderloin and south of market i want our residents to get apprehensive for this project i don't think our district is that big and want our residents to try to be able to qualify more affordable housing in the district as well we're not certain how the development will go in terms of the timeline and financing so i'll be supporting this out of committee today, i want to you say i want to working closely with the stakeholders in terms of redefining this legislation hopefully over the next couple of weeks with the authors that are here today and hopefully, we'll continue to find the legislation not to months to come or a year when we evaluate this but much sooner so thank you, again to everyone that is involved that is an important
10:21 am
discussion and glad we're now supporting the policy implementation to make that a reality. >> thank you, supervisor kim we appreciate your support in moving that item out of committee ladies and gentlemen, i just want to take a moment and recognize the mayor's office of housing that have put their time and energy what you see today, the culmination of frankly a few years worth of work and due diligence from the departmental level oftentimes miss framed when an item is in the planning commission and comes to the board we're rushing there this although we've been working on this for a very long time and the members of the public that have been advocating through black lives matter that same spirit of urgency and the desperation wear crying and bringing this legislation surfaced to address with
10:22 am
immediacy the current crisis that is at hand i know this city gets things done in a smart and good way i want to see this board move with the urgency as the lgbt community remember 10 years ago the same sex marriages were not considered legal and, yes, that was challenged and it started here in san francisco. why should we not be at the forefront or affordable housing it issue in san francisco is not unique there are major urban cities that are addressing similar challenges and we've done our due diligence met about leader pelosi's and castro street and the mayor's office of housing and with the legal advisors and that didn't 3450e7b be that the meetings stop it means they continue to go
10:23 am
forward to continue to forward the beautiful thing about legislation it is fluid if we don't get it right we'll come back back to the table and advocate for it there are real legal constraints please, please trust us and said that 100 percent more certainly sounds nice not feasible and i sure that you that 40 percent is aggressive i want to correct the record there are thousands of units that have already gone to market and thousands of unit that are keyed up and more tens of thousands in the future we must address this right now if it is urgent or we'll pies it and we can't because the people that have been pushed out of the city the urgency and immediacy of our attention so madam clerk there is a motion that
10:24 am
supervisor wiener made and let's do 0 roll call vote please. >> on the motion with a positive recommendation member kim pursue supervisor wiener supervisor cowen and madam chair, i have 3 i's. >> ladies and gentlemen, this motion passes unanimously (clapping.) >> all right. let's transition to the chamber as soon as possible we have an aggressive agenda for the land use commission we've got to get started for items 1 through 4 please leave the chamber quickly and quietly. >> all right. madam clerk call
10:25 am
items 2, 3, 4 together. >> item 2, 3, 4 are ordinances amending the general plan planning code and zoning map for the fifth and mission inform reclassify the height and unbelievable with the 5 m leonardo da vinci for the fifth and mission project. >> thank you very much all right. ladies and gentlemen, we're going to hear opening statement from supervisor kim and then we'll have a short staff presentation from the mayor's office. >> thank you chair cowen. >> earlier this year up worked with the giants to establish 40 percent affordability for housing on public school land we're setting a new standards 40 is the new 40 whether your building on public and now day public lands i've been a proponent of the growth and development in san francisco we have to insure we're building for san franciscans when the majority of san franciscans
10:26 am
qualify more affordable housing 60 percent of our residents qualify more affordable housing it is who we should be building for we're building more affordable housing not just luxurious housing i've heard incredible frustration into san franciscans is it are excited about the housing being built but in particular my district then when the unit came online we were sdointd they unity forward to rent or buy i'm proud tocy say is forest city is going to build 40 percent as part of the 5 m the first project to make that k30i7b8d commitment and 200 and 41 affordable and middle-income housing this is the previously negotiated 71 units of sfrntsz a project which has been los angeles gish approved in 2009 but lack of
10:27 am
fund to move forward for many, many years this one and 3 unit of single-family units is shovel ready and 5 m will provide the funds need to insure that project move forward and excited to announce that thirty of the units dedicated to formally homeless familiarize as many of you may know families are part of homeless population in san francisco and throughout the nation and like cities of new york and la to make sure we are building housing for the demographic this project will sure 83 units of senior at 967 mission land owned by the project sponsor they'll deed the land to the city and make sure all the construction dollars to build this project and finally i know i annunciations an increase of obesity affordable units to 87 which will be permanently
10:28 am
affordable each union will be dedicated to the households and 17 unit dedicated making one percent of afternoon medium income and thirty percent of average medium and 35 anothers one hundred 50 percent of ami and assurance there will be 2 bedroom unit at each income bracket the afternoon medium income covers a broad range if homeless families to restaurant hotels and other industries to nonprofit workers that are displaced from the neighborhood to t-shirts and nurses and middle-income office irks i've heard from hospitality house they're reaching an emergency point not gus because of budget cuts the workers are leaving their locate jobs they can't
10:29 am
afford to live here and moving so far away not just to oakland but so much farther couldn't commute to san francisco to give an example who we're building for i want to give a number so people understand for households of 3 for two parents and one child we're building housing for those households that are marking 45 thousand blue to 9 one thousand plus to one and $10,000 up to one and thirty thousand what is 12r50er8d we live in a city where their high wage earners cannot afford to live in san francisco it is important probation officer build a wide range of housing san francisco has deny a december sent job but a dismal for middle-income i'm proud those projects 5 m will be committing to assuring for a
10:30 am
board range of families in san francisco i want to acknowledge for a city and first corporation to reach this deal and, in fact, i should add the project sponsor was eager to get to 40 percent and didn't fight us on it we're spending a lot of time on the details but working hard to insure there was a range of income bracket for eligibility for the 5m not just the highest income that would have been eligibility as affordable and appreciate their commitment one the sud that comments the deal committing to building 2 bedrooms at the middle-income bracket and thank you to the mayor's office of housing and workforce development and in particular ken rich and ann who insured before this project came before the planning commission the development included 33 percent of affordable housing as the mayor and my office have put
10:31 am
forward to the voters in praukz last oversight and getting us to the goal from the get-go eased the negotiations over the last month to make sure we got to 40 the 5 m site with the large footprint and collection of historic and non-historic structures presented e presents a unique opportunity for the it downtown public transit that brings me to 5 m next commitment cutting one half the parking ratio for the rental buildings and the residential offices in line with the transit first policy that makes the concept a reality by building the project next to transit that reduces the number of car spots and 24 helps the neighborhoods we want developments that are in alignment with our goals of residents and workers that have
10:32 am
safer modes of transportation including walking and biking and public permitting transit and healthy car and bike sharing i'll be making an amendment reducing the total number of parking spaces or approximately, one and 32 from 4 hundred to less this is an important element in supporting vision zero and sherry that streets in the south of market prioritize the cyclists and transit riders hitting the 5.2 parking ratio i'm sorry in the rental housing unit is a strong commitment to insure we have more residents not career drivers in the neighborhood finally as the mayor's office of housing e mayor's office of housing and community development will be presented there is a myriad of public benefits that serves our
10:33 am
organization youth and family organization through open space and community organizations and south of market only public school betsey carmichael k through 8 and along with the filipino cultural district and the old mint because there will be a lengthier presentation i'll not glow this i'll be submitting a series of amendments at the end of the hearing codifying the demonstration in the sud this insures that the critical benefits described are tied completely to the rezoning the site i site this insures along with the new zoning controls the south of market is insured a benefit like front loading the affordable housing fees so mary ann taylor can be built and building that contribute the contribution of the dumpster building to the affordable
10:34 am
nonprofit art space and new open space and public safety and transportation improvements i'll add that 5 m has committed to change the exciting tdif and paying 50 percent for the residential building insuring their commitment to our capital improvement for the transit improvements throughout the city so with no further comments i'm going to turn it over to i believe to decorate john ram and the mayor's office of housing and community development but supervisor wiener has some comments. >> thank you briefing bra the staff report first of all, congratulate the project sponsor in and the city and communities for the increases in affordability and prairie for having affordable housing program that has a great mix of
10:35 am
low income moderate income and low income a major win to be moving in the right direction and particularly it was a few years ago that it was considered controversial at the board of supervisors to even talk about moderate or middle-income housing we had housing advocates who were telling us we shouldn't be talking about middle-income housing and had a debate where some of my colleagues contend wyoming and sro percent of ami low income housing should not be called middle-income that was above mediator income housing a ask him i wish to talk about middle-income housing and the fact over a few years later we're 92 not just talking about
10:36 am
middle-income but delivering middle-income housing it as tremendous step forward a big policy in san francisco but i also want to note i think another groundbreaking aspect of this project which is that this project will be paying full freight when it comes to transit inch development fees at the level the sustainability fee that is not the case in the past in fact, of course, last tuesday passed the transit sustainability fee for the first time every will require in the future that residential development actually pay transit fees for the last 35 years also a development agreement and an agreement no requirement for any transportation fee related fees
10:37 am
this projectile would not have had to pay full transit sustainability fees because it is up for approval and the tsf will not go into effect for some time this is very important and in fact, i early on i had conversation with the developers and with city staff to make clear that project absolutely needs to pay full twrit sustainability fee a series in the south of market area and 40 of mission project they were not paying any transit impact fees i sat down with the city staff maybe a year and a half or two years ago i said it was going to be very, very hard for me to support any projects that don't
10:38 am
pay their transit impact fees i want to thank the aide staff for taking this seriously and bringing forward 24 it is paying it's impact fees and thank you totes developer for alleging to that that is a step forward i think this sets a great tune going forward to make sure our projects in the city is paying into 24 fund we know that any kinds of housing creates transit impacts and make sure that public transportation as well as access to pedestrians and cyclists all keeps up with the development in the city so with that, supervisor kim i think this will go through the economic & workforce development. >> it is john ram and i should notes and appreciate over comments on the middle-income housing this project is commit to building 32 percent of madam
10:39 am
clerk, any announcements? >> that is on top of that there is still hitting the praukz commitment to make sure that the 1/3rd is reasonable for the population and knitting to the 37 percent what we considered any other city higher middle-income households because of the crisis we're currently, we have in san francisco we need to be building subsidize units for this class and should mention that you know as we talk about years past in years past controversial to get the developers to build 15 percent affordable housing onsite we've come a long way to get to 40 percent is really been a heartwarming thing to get the developers to make sure we are building housing with half the units are for residents here in
10:40 am
san francisco thank you director ram. >> thank you good morning, supervisors john ram with the planning department supervisor 40 is the now thirty having turned 60 that maybe that's the new 50 when it applies to age i'm there with you there is a number of speeches that want to speak you'll not go over the details but want to talk about why the staff and the planning commission support this in the form it was in when the commission saw it weeks ago as many of you may know one of the unique elements 40 percent in legal ownership that is unusual for this part of town and the proposed project is 1.7 million square feet and specifically open space at ground floor and on the roof of the chronicle building a number of public
10:41 am
benefits, of course, embedded in the agreement you'll hear if oewd i'm not going 0 into the details but significant friendly contributions and other benefits that the project is proposed most important my comments today given the size and scope of that with the planning commission why would they support it i want to other people that there are a number of members the community that have's people to us we're very concerned about changing the zoning to allow the projects of this size we don't consider that a signal task changing the cladding in the downtown we've don't do often i want to other than this their concerns and talk about where why we think that is important and necessary and in fact, desirable a project first i've mentioned earlier the site is consistent of larger
10:42 am
unutilized parking lot in single ownership of 4 acres that is lou gehrig's disease u allowing us to master plan for a site of this size and it allows greater flexibility in the arrangement of buildings and allows us to amazed open space in quantities more useful and pub assessable secondly, we believe that is compatible with the surrounding building form the emergency hotel is across the street it is nearly 4 hundred feet in its form and it actually allows us to amazed the buildings near 15th it is aligned with building of compatible size and height and third close to transit a block if the station for bart and muni and the central subway station as well of the foyer stations on market street is not one that is having capacity like
10:43 am
the capacity for further growth and fourthly this site is a contribution on the edge of the western edge of downtown and designated most of site designated as c-3 by represents the western ends and the arrangement of buildings on the sightly and the location of open space and the adjacency of lower historic building to the west helps guarantee the buildings of this size will not continue to the west until we get closer to van ness and fifthly it contains affordable housing and supervisor kim mention now 40 percent and that through a combination of oust land dedication and offsite in a quarter of a mile and next the project does have very detailed design guidelines that will be adopted as part of our package the d-4-d
10:44 am
incorporated a high scrutiny and you'll get in projects of this downtown and allows us to make sure the design excellence is maintained the public benefits you'll hear in a moment are will exceed under current zion and the under current zoning we're po to pay attention to the telephone pens onsite it is important to recognize the change in the stone and the increased density allows us to increase the affordable housing numbers on the site next item i want to mention in relationship to the central selma the project predates the work on the central selma but absolutely supports the goals and includes transit orientation and development impacts fees and
10:45 am
in kind improvements o improvements it is consistent with the dowels of that plan and there is very little consistency within to those documents obviously the project adds office and retail space for the employment because of the city and boosters the downtown and a moment when the office building is reaching the capacity and the open space will provide is a very steven open space and there are large enough spaces and available to both yours of the project itself so for those reasons the planning department's and planning department staff has supported that project and the commission voted recently to do that i'd like to introduce kevin the project manager and pub thank kevin he's no longer with the department but as alleged to
10:46 am
come back and make his as you thank you during that time i'm kevin guy good morning the in a nut shell are the legislative components associated with the project this the general plan and the planning code and the development agreement that are necessary to complement the 5m project for a brief recap demolishes existing buildings and remain 3 existing buildings and four construction 3 new building inspections with roof from 250 to have hundred feet 6 hundred plus 8 hundred thousand square feet and 68 thousands of ground floor retails and sf moma and bike parking and public improvements and pub available office space for incorrectlyly in 2013 a series of mercy
10:47 am
housing we are held to solicit comments and provide informational updates on the status of the projects evolution on september 17th of this year, the planning commission and the rec and park held a joint hearing for the supplement at that hearing the planning commission safeguards the eir and proud of the office logos and the office allocation and approved an office design and recommended the approval the legislative action before the committee today and the rec and park department also took action for raise this shadow in the parks and determined the shadows on that park will not be adverse to the use of the space on october 19th a petition was filled the the office allocations for the project those are phenomenon o on calendar to be considered by the

full board of supervisors next thunders or thursday the mravrgs made recommended changes to the project wfrptd to the special use and is zone map i'll summarize those recommended change the first to amend the language to clarify the active use and the cultural used for the historic building and the h1 on howard street the amendments will have clerical changes with the zoning maps and add conditional use authorization for the use of identifying the conditional use in the selma and family sud except rations are not required to seek the conditional uses within the proposed sud there will be reminder for the kwufbs for the retail use and the individual buildings with residential uses meet the 40 percent to bedroom or 3 bedroom

requirements the commission recommended several changes to the promoted development that will require the payment of $300,000 for the adoption of filipino cultural heritage district, require that the planning department issue a periodic analysis of the displacement around the project and recommend the board offers a stable fund to prevent and the displacement and remind for the small site acquisitions and finally the sponsor continue to equip the incorporation of the child facilities that concludes my presentation. laura will presents an overview and the overview site and design principles for the project thank you. >> thank you very much i think we have a presentation?
10:50 am
>> hello, i'm laura with the site lab let's see. >> the slide. >> ohoh - there we go. >> thank you. >> so this project was begun in 2008, and i've been fortunate enough to work on it since 2009 in that time we've had one hundred 86 community meetings and tours the first community meeting started in 2009 and the first time that is masking and design was a shop to the public in 2011 just in advance of filing the e e a it's been a collaborative process with the stay planning department and the mta and the office of economic workforce development as well as the stakeholders we've spent 78

years understanding what can happen on the site and meet all the goals with the stakeholders and i would say through the iterations of seven years the item before you they have been four focused areas that create a phenomenal open space that really nufl and prioritizing the alleyways of the transit location through a balance mixed use program. >> as john mentions it is a really unique site particularly in this kind of location of downtown it is four acres with half that serve as parking lot no residential units and retails one small could have shop in terms of the context and the future of this part of san francisco it facilitates e fits into the overall city plans the

height peeking with the transbay tore and tapering down this project in and of itself creates part of the transition if the downtown to anymore western selma we imploded into the project that transition we literally will i he devout half the site to the new construction this site is also interesting in that is it is location of converge of many different neighborhoods and area plans this means that this project it needs to perform to align with those goals and embody it's roles at a crossroads that is part of what drove the project from the financing we looked at what it means to develop a project that used the downtown

femur forum and the surrounding context to the west so the variety and grain and mixed use and as you can see immediately around the city of the continental hotel and the streets. >> in terms of the explaining we gun into the mission street coordinator and their embedded with the historic buildings they seem to fade-out and not as much open space we were interested to build off of that around the old mint specifically we first started with the society to protect the chronicle building and protect the alley pattern and build off the chronicle building and the old mint and create actions that turn the alleyways into pedestrian
10:54 am
assessable areas with the public realm surrounding those historic buildings to create that network of open spaces through the site then when it comes to shaping them to the site there are a couple of drivers first from the unprospective we wanted to locate the largest buildings vanity to the largely street 6th street and howard street the site allows a contribution from the downtown to the western selma scale at the same time, we also were managing and refinancing to make sure that we were responding to all the climate conditions and improving wind conditions in the area and maximizing the daylight on the open spaces we came to the proposal that was analyzed in the eir that you see here
10:55 am
as a result we got quite a bit of feedback through the strerldz including groups like hi co-and that we heard a consistent threesome the desire for the element in ceqa and less density and space we studied the different ways to respond to this we look at option that reduced height and options that removed the city building in the end that reflect what is the revised project as you can see the middle building is removed allowing us to maintain the line of the historic building and double the. >> (speaking chinese.) on the ground there is an emphasis on the ground and is connections between the public elevator that will be at to the chronicle building and the access to the rooftop added to the project since that time was also the emphasis on
10:56 am
affordable housing in particular being able to dedicate a parcel that is two doors down for senior hours and that's been established for the development through the mayor's office of housing. >> so as i mentioned the site is 50 over 50 percent down zone, if you will, to basically store which the open space and to map to the historic building so that those are guaranteed to be retained and up zoned for the new building but creating the public realm is not just about the open space but the evergreen for the d-4-d john mentioned we have a number of controllers beyond what is standard in the planning code around the building empties and the storefront design as well as the uses that were mentioned altogether then they create a

at walk sf we are really grateful for the developers studio cut the residential rental unit and building and the commercial building cutting the parking unlawful so there meeting what are the most progressive standards in terms of citywide they'll be fewer all trips to and from the 5 m building and in turn the streets will be safer fewer opportunities for accidents and people using healthy transportation modes to get around and selma is within of the most dangerous places for people to walk in san francisco this is a critical neighborhood for a strong public safety improvement the other things the project delivers are wider

facing a problem in the rapid increase affordable housing crisis making the working-class families and communities this is not about building affordable housing and filling a quota all the community benefits that is about generously doing community planning with people in this planning pr the problems that will come out of the project can't be curd through a development agreement people power and planning community is possible and the selma community has been pro-active we need this city hall to insure that basic needs are prioritized including housing and jobs and necessary services to serve the community we need to slow down the process and more importantly for the city to invest in the community and understand the investment for the 5 m project that project should not be approved the board
