we'll have a mutilate services authorization next month as sooeps to the short time measures the house and senate passes the reformation and overall the house bill is better than the senate that is less transit funding for the bay area our staff at the transportation authority and the mtc are both working to avoid any reduction agency those bills are reconciled the congressional leaders want this before the 2016 expiration and more fun and games in washington, d.c. through the detriment of transportation and other critical needs interestingly an amendment during the house floor debate

will provide extra $40 billion by locking down the capital reserves this is in conference and maybe possible to fund for 5 years rather than the of years that is a plat funding level i want to applaud the 40 major organizations including the american transit association the u.s. chamber of commerce and labors and trade used that are recommending the higher level of funding of it means pga a shorter 5 year bill and keeps up with inflation and as noted in the industry groups quote holding the transportation at or blow the power levels will not create the york congestion in the transportation and the we

urge the congress and president obama to get that passed the mtc this month has the best way to coordinate the sustainable strategy in the bay area we agreed to look at a full mtc abag merger this will bring our region into a similar structure of other metropolitan organizations across california but requires a careful thinking how we in san francisco are recommended in the framework and i've made clear i will not be supporting any 3450erger that jeopardizes or undermines the need of our large city in the bay area that process is ongoing we need to have some sort of inclusion by june of next year and at a local level i'm struck

by the progress our transportation agrees are making in planning and project delivery both small and large last week, a meeting for the environmental review that process has taken far too long we are nearing the end the construction of van ness pedestrian underpass sfmta opened the section for cycle on market street and caltrans will counts is the bay bridge peer and next week the groundbreaking avenue one of the anticipated one by the way, o bag it is important to see those agency work in addition design lastly commissioner sugaya attended to conferences for the past couple of weeks the submit in los angeles and in the last week of

from minnesota from we wisconsin and she's bringing great ideas to minneapolis including a light rail that goes to st. paul and others major groups i'm learning from a down to earth elizabeth and other city council members a highlight of the trips i also wanted to say that two besides commissioner avalos other leaders of local process from seattle and from brooklyn new york and many others are leading the economic justice and jobs work citywide and local process is a great place to build those relationships in the cased studies i also wanted to say that policy link angela blackwell organization i had no

idea 3 thousand people if government sector from university researchers to grassroots activists in the community of color and it was 3 thousand people in la lots of intersections he wanted to key part of transportation equality caucus how people don't just seek transportation isolated or justice isolated it is enter tweend the grassroots if the bottom-up was excellent in looking at an equality less than not only transportation but many other policies and development without displacement policies the cost had the black lives matter around the country it is inspiring and it was important i also began to see san francisco

schd happy to report for this past months progress the federal bill as supervisor wiener mentioned i want to make sure that the folks understanding of that understand this is an authorized bill for the proimthd funding hope the 5 or of year bill comes to fruition only a 3 year funded bill we will keep track of that good news locally the parcel f site that the transbay tjpa has been overseeing did become finalized with an offer being expelled for the crescent height with a second site with two parcels combined into a project that project is 35 percent of

affordable housing component and the funds that the tjpa adopted it is one hundred $65 million allows the interim budget for the work for the project and avoid financing costs that will be helpful with that said, the overall cost coming in at a higher level with the cost review for the confidence level of 70 percent by the time we finish the project we'll have enough cushion in case unforeseen circumstances but with the additional budget from the f and additional work we'll before doing with the city we'll close the gap above and beyond there will be a one and $35 million gap we'll address that by the end of the year thank you supervisor mar sea others for mentioning the geary

brt we had a good turn out one hundred and 20 people taking public comment with the environmental document and it's been extended the period from responses from the community and happy to note that folks have a couple of weeks until november 30th to provide the comments and by e-mail or in writing i'll be happy to to take that we were pleased to see the response of doing outreach we'll have great view finding on geary people see and visualization of how the potential future brt project that 4 thousand people have taken the time for the devices 17 thousand to view the images of the improvements and we've received a strong response from folks that take a small

survey they believe that the project is going to be a benefit to the community they support the proposed amendment with that, i'll highlight a few more outreaches tonight in fact, in district 2 the lombard transportation improvement project has a third outreach at marina middle school at 6:00 p.m. folks are invited to conduct with the tjpa to make progress on that design resurfacing of lombard and the utility work we continue it work closely with sfmta and schairz office in district one and schools district 7 and other districts around town turning to the western edition community basis transportation plan that is a robust process and sfmta the identification of safety and security and street

accepting the audit report. this is an action item . >>supervisor john avalos: we have a presentation. >> good morning from finance administration. what i have before you today is the results from the fiscal year 14-15 annual fiscal audit. we have had a challenging time. we have procured new auditors and indicated how well we did with implementation. i have before you here available to walk you through the report and answer any questions and afterwards i will come back an answer any questions you may have. >> my name is amad, i'm the partner in charge of the audit. what you have here is the financial report of sfcta. we as your

department auditors are to issue the financial statements because you receive funding you are required to undergo an audit for ab 133 which requires your auditor to oh pine on the compliance requirements with respect to further grants. we issue opinion on these financial statements and as part of issuing these opinions on the fair presentation of the financial statements, we audit these balances are reported to you on the financial statement. we confirm to external sources and we make sure these numbers are reported to the financial statements are fairly stated. i'm pleased to know that we have issued the clean opinion on the financial statements. as part of the audit we also look at your internal controls in the manner you process receipts and contracting. and at the back of the audit you are going to see an opinion with

the compliance of the federal laws and regulations and they relate to the project which is funded by cal trans by highway planning and construction. i'm also pleased to let you know that under no exception with respect to the compliance with weaknesses with respect to the internal control. we are your new auditors this year and it's a new transition for us and sfcts staff. this year is the year of implementation gas 68 which requires recognition of pension liability on the financial statements. the liability is measured as your proportionate share with calpers because sfcts participates with calpers on the pension liabilities. you are going to see quite a bit of some revisions. the numbers are not that significant when it comes to the

pension liabilities. although cta is and the payroll expenses and the number of total expenses they have is not as significant as you would see in the city or the county. the impact was not very significant in a financial statement. it's a reporting requirement , not a funding requirement. these amounts are paid through the annual contributions that sf cta provides through calpers. again, this is a transition year. i do want to thank the finance department for making this a smooth transition. we were able to complete the financial statements on time. i believe the financial statements are sent to the city and county of san francisco who uses these financial statements as a component within the financial statement. they report on these financial statements. i want to thank sfcts staff. we have no difficulties in the performance of the audit, although it's a transition year we were able to complete it

from this underground way. coming in to the library is awesome. very good for the library to show this writing community that they are welcome. at first, people were like, you want me to read at the library, really? things like that. >> as a documentary, there are interviews -- [inaudible] >> radar readings are focused on clear culture. strayed all others might write about gay authors. gay authors might write about universal experiences. the host creates a welcoming environment for everybody. there is no cultural barrier to entry. >> the demographic of people who come will match the demographic of the reader. it is very simple. if we want more people of color,

you book more people of color. you want more women, your book more women. kind of like that. it gets mixed up a little bit. in general, we kind of have a core group of people who come every month. their ages and very. we definitely have some folks who are straight. >> the loyal audience has allowed michelle to take more chances with the monthly lineup. established authors bring in an older audience. younker authors bring in their friends from the community who might be bringing in an older author. >> raider has provided a stage for more than 400 writers.

it ranges from fiction to academics stories to academic stories this service the underground of queer fell, history, or culture. >> and there are so many different literary circles in san francisco. i have been programming this reading series for nine years. and i still have a huge list on my computer of people i need to carry into this. >> the supportive audience has allowed michele to try new experiment this year, the radar book club. a deep explorationer of a single work. after the talk, she bounces on stage to jump-start the q&a. less charlie rose and more carson daly. >> san francisco is consistently ranked as one of the most literate cities in the united states. multiple reading events are happening every night of the

year, competing against a big names like city arts and lectures. radar was voted the winner of these san francisco contest. after two decades of working for free, michelle is able to make radar her full-time job. >> i am a right to myself, but i feel like my work in this world is eagerly to bring writers together and to produce literary events. if i was only doing my own work, i would not be happy. it is, like throwing a party or a dinner party. i can match that person with that person. it is really fun for me. it is nerve wracking during the actual readings. i hope everyone is good. i hope the audience likes them. i hope everybody shows up. but everything works out. at the end of the reading, everyone is happy. ♪

pedestrian vision zero network. a complete listing is included in the request in the agenda packet. the project is coordinated with public works as gough street paving project which will be completed early 2016. that paving project will complete the installation for the conduit for the signals that will be with these funds. the project will up great the existing structure and installing pedestrian safety measures along the corridor. the design is expected to be completed october 2016 and the construction of the signals early 2018. the next project is the balance boa area transportation management study. requested by the planning department. so building on several recent public participation and analysis, this project will incorporate

coordination projects and supervisor yee's office. with the measures and plans and developments for this area the area recommendations analysis will serve as short and long-term transportation planning in the area and ultimately identify measures to minimize transportation demand impacts of current and future developments. the project in these outcomes can result in a model of institution base for transportation and efforts as well. the project levies for $37,000 in project area planning funds for metropolitan planning commission and will be completed this summer. >>supervisor katy tang: i think commissioner yee has a question or comment? >>supervisor norman yee: i will just wait for his presentation to finish. >> sorry. >> the last project is ensuring the transit service equity to

engage in the project from sf mta. they are requesting funds as a match that would allow mta to do a few things to form with some based organizations and engagement methods and collaborations and gain insights on the public engagement process to help sf mta and muni serve as a more equitable system and found more muni for engaging. sf mta current data base tools are not necessarily appropriate for assessing the needs and concerns in the communities and don't translate to the experience of being a muni rider. the objectives in the screen identified challenges impacting selective neighborhoods and implementing strategies to help social related and environmental issues. this project will be completed in mid-2017.

overview of the san francisco long range transportation planning program. information item. >>supervisor katy tang: thank you. we have multiple staff here available. >> yes, i'm with the transportation authority and joined from the planning department which represents this project from the collaborative effort. we want to call this to your attention because this is going under way and you are going to hear from us over the next couple of years. there has been a lot of planning and funding efforts throughout the city dating back a number of years, we talked about the four corridors plan and the subway master plan initiative by our board chair wiener. bullet in addition all the transit agencies have their own strategic plans and capital plans. we have our own general plan and transportation development and all of our efforts to think about the longer term in san francisco. and here at the transportation authority we have a

transportation plan which pulls all the different plans together. the first plan in 2003 outlines our sales tax expenditures and identifies the priority network which later became the rapid network and now moving forward. and in 2013, we adopted our most recent countywide plan and a number of key representations working around the city and region including significant investment in muni as well as regional transit and really identifies that we are in need of transit expansion planning in addition to maintenance on streets and roads and non-motorized transit and networks and identify projects and tdm as well as freeways and mandating freeways in a new idea in that plan and our new revenue sources which is something that has come to pass in the last couple of years. since the plan was adopted, there have been a number of new

initiatives that we know we are going to be driving some of our planning work. the obvious in the room is there has been a tremendous amount of growth with employment as well as visitors and what that has results is crowding and congestion. this is across all modes from regional transit to local transit and we have biking and walking which is great and we need to make sure that they are safe and comfortable out there. in addition there is all of these new transportation option that we are getting started along the way but the scale and number of them have increased with things like bike sharing and scooter sharing and in addition to cart sharing. we are not seeing them on the streets yet but the autonomous vehicles and the landscaping is shifting and we need the know what the local policies are and how we want to shape those. in addition we have seen great product

mrems -- implementation and it's construction and central subway and fleet is turning over, bike projects. this is very good unprecedented level of construction and around the city. that means we are getting near the end of the ideas that we have to implement and talking about what is the next set of projects beyond that are taking the next number of projects. the other one is change in revenue sources. we have passed props a and b last fall and the transportation sustainability study this afternoon and recent statewide cap and trade funds and changes at the federal level and lack of changes with this grid lock unable to get a break through from our traditional sources with respect to federal funding. also going on right now are a number of studies really things --

thinking about the future when it comes to transit capacity. so bart, sf mta are all leading different ideas for how they want to expand this capacity to meet the demand growth of the network and how this fits together. that's where our study comes in. it's the long range transportation planning program an it is a number of different aspects all knitted together. the very first piece being a vision that help us look into the longer term to where we want to be going with the land use transportation and a couple of modal studies that look into somethings that are signature significant -- as well as our freeways and how we best manage traffic as it comes through the city and especially projects

including how much capacity we can provide. we can begin our transportation san francisco plan looking at the time horizon in time with the regional transportation plan and finally an update to the transportation plan of the general element which has now been updated in the last 20 years. i'm going through it very quickly what they entail. the very first piece we are going to call a vision. in the 50 years pull out some of the funding constraints. if we had our way, what would san francisco look like and how we want people to get around. we'll use the time to set the goals objectives by the value networks to evaluate all the projects and ideas that come through. we'll also be doing an existing conditions and needs assessments to inform those moves. the other piece is that we'll be looking at land use in addition to transportation and we'll run
