time i was sworn in as a new member of the board of supervisors and became very an acquainted with uncle ben. this fund is in honor of his life's work to raise money for promising bayview use aspiring to their higher educational goals. on an annual basis we have from friends -- while a community mourns a giant, we have many memories of uncle ben and his memories will live on so many who will up lift and move forward our next leaders of our nation. with that said, madam clerk, i want to recognize the family and community members here in the chamber who have come to celebrate mr. robinson's memory with us. please stand, thank you.

thank you for joining us. i would like to have a motion that we close out the entire board meeting in honor of mr. ben robinson. thank you. >> thank you. >> i think at this point we can all agree that homelessness in san francisco has not only reached a crisis but an emergency. our overall homeless population has stagnated for many years. we have far too many families and children which are starting to be addressed specifically seniors and other people suffering from mental illness in our streets and other situations that need our help. during a time when our local economy is growing and strong, i do believe we need to make investment now in

terms of programs and services to have the best outcomes. one of the best programs we have seen is the navigation center in the early mission district. early data and analysis on the effects of the navigation model have pit falls of the model to learn and adapted to as needed. as you are aware, the navigation center is not set on location. the center will close it's doors in june in 2016 once construction begins. during that, i want to expand the navigation center across san francisco. to date the controllers office has released three reports. they have provided an overview of the model itself and over our traditional homeless shelters in san francisco with interviews from stakeholders

and clients at the navigation center. a look at the impact the navigation center is having on homelessness in san francisco and a look at how different city agencies and non-profit partners are creating better outcomes for those in the navigation center. i would like to thank supervisor london breed: for her legislation today and look forward to seeing how the money is spent around homelessness. the final report is to be released later this month at the end of december. i will plan to bring the mayor's office of hope and homeless agency and non-profit partners to report for this hearing as well. i look forward to hosting this hearing in mid-january and look forward to the expansion early next year particularly when the existing navigation will close.

we want to make sure we will not skip i beat and provide the best service for our homeless. the rest i submit. >> thank you. supervisor mar? >>supervisor eric mar: thank you. i have a couple of items. this is lou as last week in civic engagement. he has jury duty this week. he grew up in the richmond district and went to graduate from urban planning before joining staff in the youth commission. during his tenure, allen has been part of the youth empowerment. he's worked with youth commissioners and been the leader to young san franciscans and worked on free muni for youth and thank you to

supervisors for that as well. he's also empowered immigrated youth and thanks for that and also equitable housing and justice issues for youth and transitional issues and also a key point with the commission on the public education enrichment fund and in the 2014 campaign as well. allen has brought a deep sense of mutual respect with humility and quality and insight in his work and i want to thank him for his support of the youth commission staff. i also want to say he's gone on to work with the cal center. i wish him the best of luck. today i'm introducing a hearing request

on hunger and food insecurity. as you recall, 2 years ago, december, we passed a policy to drastically reduce or end hunger and food insecurity in san francisco by 2020. it involved analyzing data from the food security task force and the tenderloin security task force that said 1/4 of san franciscans up to 225,000 people of in danger of food insecurity and during the holidays we are more aware of how many people, lots of seniors and family are going to bed hungry at night or waking up in the morning not having enough to eat as well. i think the reports from the task forces really brought to light the real suffering that happens. i know our board resolution and the city is committed to developing plans and setting goals so we are gradually reducing and dramatically reducing hung er in our city. in march of 2014, we held more

hearings in our each department's plans to advance progress in achieving recommendations for ending hunger by 2020 resolution. we also set out concrete city departments steps to get us to the goal so it's been 2 years and this hearing would help us assess how far we've gone and how far we have to go. i also want to acknowledge that we've committed millions of dollars in the last several budgets. i want to thank the budget committee and colleagues for committing money for critical senior nutrition and health programs, but also significantly impacting hung and -- hunger and food insecurity and how we are ending hunger

by 2020. also we are creating legislation for increasing culture and safety. supervisor yee and kim and wiener all attended with me as well walk sf moving memorial for traffic systems 2 weeks ago where i'm really understanding for walk sf for base of systems for traffic killings. i think it was very moving to hear the stories during march and gathering along market street. our community will see that as a district level. it's about enforcement and engineering and education. reducing speeds and really looking at methods is a tool we have. speed reduction is a strategy

and will look at how of we done in terms of reducing speeds and in district 4. patrick yee, the 87-year-old richmond district hit by a car in the crosswalk. the first traffic killing in 2015 along a high injury corridor and kelly senior, killed around the corner from my house as well on cabrillo. these stories were brought out on walk sf memorial. as we look at state streets and other programs that we are telling the human stories of

the families and loses and how we need to do what we can to advance vision zero more aggressively. this budget item report will ask for assessment and evaluation for speed reduction and strategies in the city and reports on the recent calming strategy and reducing speeding and speed limits, updating on all streets where the city has street limits and examining the data and preventing collisions and improving safety. secondly it will look at safe streets for senior strategies reports on recommendations where seniors congregate such as senior centers and care facilities and study models and best practices such as new york's senior zone along chinatown and places in manhattan.

this will develop best practices and models for traffic calming measures that involve seniors with disabilities and creating safer streets as well. another issue that's very important to me is developing a water access for all. agua for all in the central valley as we look at how to increase water fountains and tap station in their community. we looked at updates from from our cities not just from the public utilities commission but school district and other departments on achieving new water fountain drinking stations. we are almost there. we are up to 69 and next week i will be working with harlin kelly and from the health improvement partnership and communities to acknowledge that we are getting close to the 100 mark.

but the 69th will be on clement street near the park by the farmers market that the community has set up. as you know, access to water is a great strategy to curb obesity and diabetes by discouraging sweet drinks and discouraging the use of plastic water bottles. i think that water has been one of those ways and if we have access to it, it will lead to healthier lives. the fountains we will have next year are necessary as well. as we counter the soda issue

and we counter the water problem going on in our world and the rest of the community. as we have clean and hetch hetchy water is critical to the new fountains of youth in our city. next september 4th, at 10:00 a.m. join us at clemente street at third avenue. this new drink tap station will be again the 69 as we are trying to advocate for 100 in our city by next year. it the collaboration of our school district, the public utilities commission and the parks and recreation department and where the drink fountain station will be unveiled and it will be opened in 10 days. there is many coming to the district and district one but also throughout the city. i want to thank from the public utilities commission from natel

supervisor mar. supervisor tang? >>supervisor katy tang: thank you. colleagues, last week we had a pretty lengthy discussion in regards to neighborhood evictions where they currently reside. i said i was going to tac on that legislation. it requires the board -- rent board when they are providing notices that they are going to be evicted and to provide information what housing resources are there offered by the city's mayor's office of housing particular in below market rate and the program they maybe eligible for. i think it's pretty important as we are doing as much work that we can to strengthen our programs to allow for more affordable housing especially for our tennants that they actually know what is available and what they

are eligible for. then per our existing language access ordinance, these notifications will be provided in the various languages spelled out already. secondly, i'm introducing a resolution today that really reflects some of the work of the shelter monitoring committee. they had adopted a resolution at their last meeting to urge the human services agency to amend the eminent danger policy for the shelter systems. i would like to thank all of our female cosponsors and of course our male colleagues are invited as well. thank you supervisor's breed and kim. those involved in domestic violence incident are denied shelter admittance or not allowed to remain in a

shelter for 30 days if they are in a dangerous situation that might cause harm to the family themselves. recently fsh and the monitoring community did reduce the timeframe to 15 days. while this has been put into place, out of concern for the protection of the individuals at the shelter, it doesn't provide assistance to the victims of domestic violence who are in dire need of protection and services. as we all know domestic violence affects the thousands of san francisco resident s and one of the most under reported crimes to transitional housing to provide that support that they need during domestic violence situations. in fiscal year 2013-2014, city funded emergency shelters provided 3500 bed nights and one permanent supportive housing program providing 11069

nights to services. there needs to be a change in policy. so adopting the shelter monitoring committee recommendations would most importantly prohibit the denial of services based on being a victim of domestic violence and being a self disclosure of domestic violence and no victim of domestic violence should be turned away from shelter or services. furthermore we do not want to discourage victims from reporting. in addition the changes would require assessments upon intake to assess all families, establish protective order to contact law enforcement and updating manuals for staff and improving policy to renew and establish shelter providers. so as we all know victims of

domestic violence are already facing difficult battles. i want to thank the shelter monitoring community members and domestic violence advocates for their dedicated work on this issue. 1 person in particular, nicholas is part of the shelter monitoring committee. he was really key in bringing a lot of these issues to our attention. i think actually when i was sitting on the gao committee and unfortunately he will be leaving the shelter monitoring committee very shortly, i think the end of this week is his last week. so i just would like to thank him for everything he's done and all the members who contributed to this particular change pursuant with the hsa w that i will submit. >> thank you. supervisor tang. supervisor wiener >>supervisor scott weiner: thank you very much. today i'm introducing a reoccurring oversight hearing request dpor

a quarterly hearing so we can have full transparency on the city's enforcement effort around short-term rentals. prop fchl , of course during this ballot measure and those who are opposing it and those who are supporting it, we all want strong enforcement regarding show term rentals. we know there are short-term rentals occurring right now violating the law that are causing problems in neighborhoods that are really not in the spirit of the regulations that we passed late last year and in the middle of this year. we need to make sure that we are allowing those engaging in legal and appropriate short-term rentals to do so and to their lives while cracking down on the short-term rentals that are violating the law.

this summer, we passed legislation as you will recall creating the office of short-term rentals, we also significantly increasing the important resources providing to that office so they can enforce the laws. we've seen what appears to be an increase in enforcement. in my district there are properties for violations of the law were occurring and city staff stepped in and enforced an imposed significant fines. it is important for the public to have confidence that enforcement is happening. a lot of times there is skepticism in san francisco in various aspects of city government. when it comes to short-term rentals given importance of this issue to a lot of people on all sides of this issue. the public needs to know what level of

enforcement is happening and needs to know that people are being held accountable when they violate the law. the hearing request an oversight hearing to occur every 3 months and every time the short-term office for rentals will come and determine how much enforcement is happening, how to enforcement is happening, how many registrations are occurring in terms of short-term of rental properties and the properties imposed and what the trend are. colleagues, i look forward to this quarterly hearing to have full transparency on this important enforcement endeavor. i also have two very tragic in memoriam today for chris mitchell who passed away suddenly saturday november 21st. he resided in san francisco and

employee of fitness sf, the gym. known for his amazing smile and wit. he was an invaluable colleague and friend to all who knew him. a memory at the oasis december 11th where friends can celebrate his life and reflect. the second in memoriam, dennis nick, an avid diver and skier killed. he was part of the social fabric and participate negative local groups and often seen in the neighborhood. a dear friend to so many people. dennis was involved in many civic and social organizations in the bay area and nationwide. dennis reveled in his new york up bringing and styling

his new york accent for all in san francisco. his death comes as a shock to his family and he will be missed. i also want to acknowledge mayor lee that today is world aids day. to really reflect on the progress we've made in addressing this epidemic when we look at the number of new infection in san francisco last year, 302 which was lower than before and dramatically lower than 10-15 years ago. we have been collapsing infection rates in san francisco. we've also been reducing the number of san francisco who pass away from hiv. we have significantly expanding access to testing, access is to all prevention tools, and access to medication, quick access to medication for people who

become hiv positive. we really do see a light at the end of the tunnel in terms of in the not so distant future eliminating new hiv infections in san francisco and eliminating deaths in san francisco and making sure that everyone living with hiv can do so in a healthy way and full support of our community. we also need to recognize that many people in our -- continue to struggle with the virus. we have 2 million new infections throughout the world and 2,000 infections in the u.s.. there are people here in san francisco who struggle to access healthcare and struggle with mental health and substance abuse issues who struggle to stay healthy too many people with hiv and aid struggle with housing.

hiv is still unfortunately alive and well and we need to recommit ourselves to ending this epidemic and supporting everyone living with this virus and the rest i submit. >> thank you, supervisor wiener. supervisor yee? >> thank you. madam clerk. colleagues, today i'm assessing the impact of coyotes in this city and the city's response plan moving forward. over the past several months we have received dozens of calls reporting coyote sightings. the office is working with animal control with experts to better understand the issues. wild coyotes have been in and around our neighborhoods in the past including

in districts that represented by supervisor tang, supervisor wiener, supervisor farrell, i think coyotes in your district and supervisor's christensen and probably supervisor mar's also. it's nothing new. however it seems this year, they are moving into some neighborhoods that never seen before and that's become an issue. there is really a lot of considerable concern for our households. there is really concerns for our dogs and other pets and cats and so forth. there is especially when two dogs with attacked recently by coyotes this year. several neighborhood associations have taken it upon themselves to conduct surveys and organized neighborhood meetings to better understand coyote

behaviors and mitigate their impacts. animal care and control and recreation and parks have dealt with this issue. however there is still a lot to learn about coyotes in our city and how we as our local jurisdiction can manage the impacts to ensure the safety of our residents, pets and wild life preserving too. i look forward to working with the departments and our neighbors on the citywide plan to see what we are do with this. the rest i submit. >> thank you. supervisor yee. supervisor avalos? >>supervisor john avalos: colleagues, with the world watching on the current climate, it will not be sufficient to limit global warming as

predicted in the copenhagen conference. in cities like san francisco must lead the way. we have a really strong climate action strategy in san francisco and we point out in that that moving to 100% clean power is the single biggest step we can take to reduce our carbon emissions. as a delay we are close to launching our cleanpowersf in the spring of 2016. it's kind of disappointing to see that while the ceo of pg & e is jetting off into conference in paris, pg & e is looking to undermining our efforts to promote climate change or prevent climate change with our cleanpowersf program in san francisco. the california public utilities commission will be making two important decisions to affect our

cleanpowersf program's ability to compete with pg & e energy. pg & e wants to increase the monthly exit fee to cleanpowersf customers and increase solar charge for customers. allowing pg & e to increase the exit fee will hurt the ability to compete with pg & e. those fees will go to increasing pg & e's profits instead of enabling us to build new renewable power abilities. pg & e's proposing changes from solar will discourage our residents from building solar panels and will cause jobs. today i'm introducing two resolutions opposing the pg & e's fee

on cleanpowersf customers and increased fees for rooftop solar. unfortunately we saw in the november election that pg & e's employee union local 45 is continue to be to try to sabotage. they put on the ballot our ability to compete with pg & e and when they came with prop h instead of prop g, they spent thousands of dollars and -- yet i b appears to supporting pg & e's attempt to sabotage solar. they have submitted comments. if it does agree with local

power, i hope it speaks in favor to these resolutions. we will be scheduling a special public hearing at lafco probably december 11th in order to vote on these resolutions before the california public utilities commission takes action later this month. i want to thank the cosponsors on the resolution related to the exit fee which includes every member of the board of supervisors and on the net metering fee, i haven't had the chance to talk to all the colleagues about it, but i want to talk to the cosponsors on the resolutions before lafco later this month. >> thank you. supervisor avalos. madam president, that concludes the introduction of new business.

the january 2016 march for life in san francisco. allowing this march will be like allowing the kkk to come after the charleston massacre and march through the streets. the anti-choice people want to take people back to the middle ages. they are the kind of people who oppose and call for violence against the legal abortion providers of this country. this is hate speech. it's not free speech. women have the right to be liberated from these back ward ideas. women have the right to choose their own health providers when it comes to our own bodies. how can this so-called progressive san francisco government year after year allow these 50,000 women haters to march through san francisco's market street against our rights. i

the duties to serve certainly not as your board president. my sincere when eric returns to this chamber, that one of the earliest opportunities you remove president breed from the presidency of this board. she sets a bad example which supervisor farrell has passed. he's been found in violation of this ordinance twice in respect to my public records request. i concur with supervisor's wieners comments that many of this city have a lack of faith in enforcement of law. as the sunshine ordinance this board has done nothing to be of blatant force and violating the public. >>supervisor london breed: thank you.

[ applause ] >> thank you, so, what is muni mobile? right now we basically have two ways for people to pay for their fare on muni. we have cash and the clipper card. the clipper card has been a wonderful benefit for our riders and used well by our more frequent riders. it's a card that stores cash and passes. a very easy way to pay and nearly half of the people who ride muni now, nearly half of the trips are paid for with a clipper card. so it's really been, when the people who use it love it and it's been a great advance for regular muni riders. that said, we still have about half of the riders who are still paying cash. these are folks who are fumbling for change and dollar bills when

they get on the bus or the train they are stuffing their dollar bills in the fare box which is both an inconvenience for those folks and it also takes time. the whole muni system is slowed as people are digging for change and stuffing the dollar bills and coins into fare box and there is cost for us because we have to process that cash. we have people running around emptying those fare boxes and counting the money and moving the money to the bank. there is a lot of logistics and cost associated with that. what muni mobile does is for those who don't have a clipper card and those who choose not to and maybe because they don't ride muni often enough or maybe they are visiting. what it will enable people to do is use their smartphones.

most people have a smartphone. they download an app from the android store or apple store. it's a free app. it's developed by globe sherpa to bring muni mobile to our riders. you will see how easily they will say what kind of rider they are, a regular fare, senior, youth, disabled fare, what kind of ticket they want and they associate it with a credit card or pay pal because not everybody has a credit card and they pay with their phone. it's a flash pass. they don't have to touch the clipper reader. it's not paper. it's on your device. it's secure. it has significant security protocols to make sure nobody is going to be able to hack into your phone. it's

safe and easy for our fare inspectors or station agents or operators to see. there is animation that you will see in the demonstration that let's them know it's a live ticket and not just a screen shot. it will make it that much easier for the folks who don't have clipper cards to be able to avail themselves of modern technology to make it easier for them to get on our vehicles. it's good for us but most of all great for our riders. i wanted to acknowledge that. i want to acknowledge john, our director. his folks that are trying to keep the buses and trains moving and the fair boxes maintained. so anything we can do for them to get less cash on the system is good for the system and the riders. i want to acknowledge sue, our communications director and her folks are working hard to make sure

i couldn't be more proud with the partnership with the mta staff to make muni mobile a reality. i want to give a shout out to the ambassadors and all of those that made this possible. we are going to make it the best that it possibly can be and we really appreciate that. muni mobile is incredible. it's the leading technology in the capital of the world. for us innovation is about simplicity about buying a ticket securely and quickly at the palm of your hands with this phone. i will jump right in and show you a little bit about this. as you are watching this, i want you to think about mobile not just being here for the day but long-term. this is going to allow us to add new

features in san francisco. in the coming months you will see increased functionality like spanish language support, cantonese language support and enhancement for accessibility for vision impaired riders and that sort of thing. muni mobile is more than just about buying a ticket, but about making it easy to get to the places that matter. with that, let's walk through the basic experience. i will start from the beginning. i open my transit application and i will select muni mobile. am i in the way, by the way, is this okay from where i'm standing? all right. i'm standing to the side.

we can do this again if i'm in the way. okay, all right. basically muni mobile is as simple as buying and using a ticket. all i have to do is come into what we call a navigation drawer where i see my options laid out very clearly. by selecting buy tickets i'm drawn to a selection menu where i address two easy steps. i select what kind of driver i am. i'm an adult and we can have reduced patrons, senior, disabled. i select regular adult and select the fare that makes sense for me. you can see we have the muni bus in rail fare all the way to bus pass fare. you notice when i select fare it pops up in the cart.

globe sherpa utilizes the cart. all i have to do is checkout. in this case i have been using pay pal. my preferred account. thank you to pay pal for their support. i appreciate it. these guys rock. as you can see i have got my visa card and i checkout with pay pal and the app tells me it's purchasing on the fly. this will go in realtime to the back office to purchase the ticket and here we are with the regular adult cable car fare. so you can see i have been purchasing quite a few throughout the day. here is my regular cable car fare and when i'm ready to get on the cable car, i select that fare. it asks me are you sure? let's do it. i use the ticket and this launches my ticket. this is the version of the digital ticket on muni mobile. applause is welcome. thank you. mobile ticketing is it's fun and exciting and beautiful and add ed mentioned this is a highly secured system. as the animation shows this isn't just a picture, it's a screen shot. by tapping my phone you see the color change components on the tickets. this isn't a rerecording of the animated ticket. likewise you can see my fare at the bottom corner and a blinking expiration time stamp. we take a level approach to security to ensure this is a valid fare. once i'm done, all of my tickets live in the my tickets screen of the app where i can come back and use the ticket again. if i wanted to hop on within the expiration time, i simply relaunch and there it is. the great thing about mobile ticketing is you can purchase tickets in

advance so you don't have to think about it. you can store it for future use. one thing, if i'm talking too much, give me one of these. one feature we care about is that transit is a social experience. we know people ride together. if you click multiple riders. i can use two tickets and use them together so my friend and i can travel as a group using just my one phone. [ applause ] >> you will notice a lot of people have asked the question, there is a little code in the bottom right hand corner, a qr code or quick response code. this is a security measure that global uses to ensure high security. payment officers will be equipped with a special device, an app that allows them to scan, decrip and see

the qr code. it's a way to make sure the ticket is in fact valid. let's go in and we'll show you a couple of the other features here. if we go back to the navigation drawer. we have handy tool that lends us to the mta trip site. i can see the arrival time and when my bus is coming and when it will arrive. that's the beauty. you use buy ticket, use ticket. that's where we are. all right. so one last feature. this matters for people who want to keep track of their purchases. if you click on the bottom at my account, you see the profile here. i can manage my password. i can come into my billing information and any of those pieces but very importantly i can look at my transaction history. in the case that i can

requisition my purchase with my employer, this is a great feature where i can come in and see just what i bought. another piece and i will wrap, there is also a website for muni mobile. i will encourage everyone to visit it. on your mobile you can purchase from your home computer and it will show up on your device. for people who have fast fingers, boom, you can do it that way. i will stop there. ed, anything else? when i downloaded the app, i went to the android store and download td app and the entire experience took me about 15 seconds. for a teenager that maybe 10 seconds. it's really really easy to use which is phenomenal. it also works for paratransit. it shows you the type of rider you are. at the bottom is access, which is our paratransit service. it not only works for buses and trains but for paratransit fare as well. i think the multiple tickets on one screen is phenomenal. particularly for visitors. there is a lot of visitors and parents and teenagers. if you are buying fares for the whole family. another great feature. we are very excited about this

also are a safe city and being a safe city i also will be the first to say that is not just on the shoulders of our police men and women their have their responsibilities you'll all have our responsibilities do the great community policing we've engaged in but forthcoming we have challenges and we have challenges that we're going to meet in the very heartfelt way because our citizens require us to be more transparent and have the body cameras that challenge us i think the public finds out more that happens on the streets than sometimes recorded we will also have the challenge of having more success a growing

population but i'm excited for every single community corridor that will support and have our more officers on the beats as well as officers working computer systems and greats technology we have as well as officers and all of our different areas in the city that will do great work seen and unseen at the same time and complimenting the additional officers and he had a chance with the chief the other day to welcome in the new recruits in the academy what wonderful recruits we all right. have that will have some 4 hundred more additional police officers that join us along with the 200 firefighters and 50 pharmacies and including some additional 359-1-1 callers this is an

incredible time for our city but we know that we can't just don't think the officers that we hire the public safety is a variety of things we have to do a city i want you to recognize the city will do it's part as well that means not only the hiring but means a good environment for the people to work in a city that is successful a city that looks to the future and says let's resurrect that police academy program and make sure that the youth we want that they want to have a safe city also see potential crazy they can enjoy in the police department or at least be exposed that that to the cadet program to be eligible

to go to the academy a city that vests in a program that reaches youth that are already in trouble reaches into their lives and suggested to go them we can interrupt the patterns of activities if drawings them into challenging lives and pull them into job saving lives with career paths i pathways lives they, see better education we're all increasing those opportunities from kindergarten to college we'll be supporting our youth all of our youth and particularly emphasis on the youth in poverty strictly community i get to do that as the 43 mayor and begin in public housing that people have a way forward for themselves and their family through all the programs

community in san francisco folks are questioning over intentions and action as we perform with the new video painting the law enforcement in an unfavorable light every year as fbi director spoke you can turn up the music on the radio or choose to have an open and honest discussion about the relationship today what it should and could be and needs to be if we took more time to understand one allocate across the country serious a debates how law enforcement will relate to the community about the appropriate use of force and the bias within an outside law enforcement we need to have this conversations similar conversation are being had within every police department as well or should be
