1:22 pm
units i was gopher old files over the holidays i ran across a particular project where we discussed the pros and cons of micro units back in 2012 and at this point we approved the project i think that was 1321 mission street we went ahead and approved the other micro units with the discussion of affordability we'll revisit 24 for its general broader benefits i'm not talking about community but bringing units to the market that have a certain kind of paging idea where the com unnecessarily substitute for kitchens and living room the larger the project gets it is rather than micro units that falls within the square footage
1:23 pm
of affordable housing we made a condition prior to looking at other units looking at the success so rental lease and ownership who is in it and price point and see that as baseline as we look at the future i'd like to remind us this 9 action list or something for which a special report is being prepared i appreciate that so we can put it in our ongoing discussions. >> commissioner antonini. >> i wish you all a happy new year and happy to report that for christmas santa he will visa didn't come and but they got me a china watch from detroit it keeps time. >> what did you get for

1:25 pm
if we need to refer to the attorney. >> commissioners you have 3 options under robert's rule of order you can suspend but make a motion to temporarily. >> can you speak a little bit louder so temporary suspend the rule and do a followup motion that is scheduled that hearing the second option is to schedule the hearing on over and over after and commissioner johnson could participate 55 tell conferences after the 15 and the third schedule the hearing after the commission returns with a full commission. >> so i'm open due to
1:26 pm
commissioner johnson's request it would warranty think suspending the roll but i'll see what my fellow commissioners have to say and we may need to take public comment on this i don't know. >> commissioner richards. >> i support the idea of suspending the rules and having the election on the 15 and have the meeting on the 22. >> commissioner antonini. >> i agree i think that is the course we should make i will make a motion but public comment is - >> i support the idea in follow-up to sxhoukss comment i'd like to remind the director we had scheduled a hearing foyer february 28th particularly around sxhoshsz last time we

1:28 pm
order rules and take a vote on the election of officers i don't think those need for a vote today. >> commissioner wu thank you. >> so it's just advise to the commission secretary then. >> yes. >> so if is okay i'd like to advise the commission secretary to schedule those to suspend temporarily suspend the rule. >> thank you. >> commissioner richards first a couple of things in the examiner about the budget cuts i've seen he talks about not having to actually start to make cuts unless a raise in revenue or some type of reorganization i know this organization is part
1:29 pm
of the mayor's office of housing looting accident process including things their might be certainly terms of efficiency that we might be able to in a gait but i'll bring that up and the second thing i know georgia is here from noah valley she comes every week, we had a meeting with the zoning administrator and the building inspector that handle innovating i apologi i apologize duffey we went over examples which look like decisions the 4 we found 2 that needed i think some for training for the planner the calculations were exceeded that the zoning administrator was going to take that back and make sure one was
1:30 pm
bona fide and the other one clearly exceeded the envelope of the house, however, from the pictures they have kept the right pictures it appears after the when the photos were taken i think got everybody thinking about how to define the motions in the future it was a really good meeting i think the zoning administrator and mr. duffy and i thank georgia for doing that one last thing i hair the word vulnerable and open to it but we have venerable businesses yesterday in the paper leading san francisco my fear i'll bring the letter to the editor here it is here somebody called san
1:31 pm
francisco rapidly successful and entitlement and prestige from the chronicle from san francisco we keep hearing about the businesses going away and start wondering what is going to be like in san francisco the san francisco we know or building successful so have to go do oakland to get a flat commissioner hillis. >> i wanted to point out because we got a lot of as my position as the director facts opened a new office but they've got a 5 thousand square feet store not as big an the 1 on market street but remains from the city and come to visit it. >> commissioner moore. >> thank you commissioner hillis for clarifying that
1:32 pm
driving by for the mason everybody knows that and quite a few months kudos you are able to get a 5 thousand store. >> okay next item, please. >> >> on department matters item 8 directors announcements. >> thank you, kristin happy new year everyone try to make the transition for smooth from recipient calm to one hundred mile-per-hour and so two things to report on one the mayor's office of housing task force you know the mayor reconvened the housing systematically 3 weeks ago and as a result asked me to chair two working groups olsen
1:33 pm
will be chairing and looking at the inclusionary rates and i'll be chairing the pooichl projects how we should be doing the pipeline projects with respect any changes that might be coming we're convening the first working group a week from tuesday and ms. rifkz is joining us i'd like to report back on the activities and let you know we're starting a initiative related that is related to project reviews for nonprofit organizations the staff is for a long time identified issues with nonprofits in the knowledgeable about the project so we sought and received recently a grant under friends of city planning to hire facilitators to talk to
1:34 pm
small nonprofits about the process and to try to identify specific improvements we can do to our processes related to processing for the applications one of the timing from the nonprofit is timing relative to their budget they have deadlines to meet with respect that don't often coincide so we'll be having a series of focus groups i invite the commissioner if you want to join us we'll be more than happy to accommodate that concludes my presentation. thank you. >> item 8 review of past fended at the board of appeals and historic preservation commission there are no reports for the board of supervisors or the board of appeals, however, the historic preservation commission did meet yesterday they reviewed

1:36 pm
as i promise i'm here to report on the status of the response to the coalition of san francisco neighborhoods december 3rd letter and 50 questions to the staff regarding the ah dp program we were told last night at district 3 meeting that the responses would be out this week which presumably means tomorrow or sometime next week and the date to be heard is rapidly approaching and so for nothing no responses nothing secondly, i want to report on last night's district 2 on the program candle had the flavor of a check
1:37 pm
the box meeting there's didn't seem to be a lot of engagement and i had the sense that many of the people looked upon the are program as unvifbl regardless and many had different views but that was my view secondly, i felt the staff was making light of any option that made a blanket condemnation of the fire that was left in all the chairs further there were some stretching of the truth an certain issues which i'm giving us my personal views some of which were corrected by the vocational advocates at the meeting that led me to a
1:38 pm
exclusion that ought to be done why not have a televised debate activists and represents such as coalition of san francisco neighborhoods to present their issues and why not let the staff respond all in the same arena and the same ground law schools u rules this that is much more accommodating form that appeared to be pro forma a meetings thank you very much. >> hello happy new year to you all thank you, commissioners for arranging that meeting with the deserve it was helpful i was going to talk in the new year about raiders and store poles and the jurisdictions in the bayview and get them in san francisco and but over the
1:39 pm
holiday i got that map that i don't know when that came out but proved or disproved by the hills article by the article that mr. weber talked about the people in noah valley were sxriepd when i heard about the program it was sad around 24th and church, i think people have their brain wrapped around the idea that park and 24 will change the real site and other in fill housing that maybe available when you look at the map for noah valley along church street the whole let of church from 30th to 16th street up zoned all 24 pockets along throughout the neighborhood up above home instead up there and 29 around st. pauls church
1:40 pm
the people of noah valley are concerned and probable wanted to have a meeting is it so too late for a merging the other area with the rh north of the street it is a huge area i mean, i looked at the little pictures you know the picture of what you know the mass of buildings could be like oh, here it is here on the website here it is kind of like a leg so 0 thing on 25 foot lot on noah valley there are questions about decisions and lot mergers and all kinds of things people are waking up i don't know if we can have a noah valley or a district 8 and people should be concerned about
1:41 pm
jay church, i call it j for jam if you're talking about developing all along church street from 30th to 16th street that is a major increase on the ridership on streetcar that is what i wanted to say and some. go back to story poles and comblaigdz and rear yards that are in the in space this one says inside and outside all one you know like they're taking yards and that's an ad thank you happy new year. >> let's hope we can have a meeting in noah valley thank
1:42 pm
you. >> good afternoon, commissioners rob pool with the action coalition welcome back i hope you enjoyed time off with family and friends i thought this would be a good time to bring some transparency to our project review committee as you may know one of the organizations main functions is to project you review and advocacy when people are here speaking on behalf of the projects interesting is a process determines what we'll say last year 29 prongs over 5 thoit thousand units that body, of course, more than any other group in the city that that will be helpful to give you guys how we look at projects and what is good housing that influences what we say here we've you can't can i have the overhead our project review report cards
1:43 pm
which we've been meeting the last couple of years everyone or every time i speak you'll see the project we use 8 different guidelines and a system of 1 through 5 if you get below a 3 we'll not support the project land use is the first one it is this a good use of land vacant lots and parking lots and use and second density is the project taking advantage the envelope all the density we want it to be windshield thought-out and well-designed affordability that is how the one that will interest this group and everyone in the room the most we're encouraging projects to be innovative and the bmr and the are market
1:44 pm
serves we've been talking about the inclusionary dial and the affordable housing bonus program but those are ideas and not legislation we can't be using those but 12 percent they're up zoned or suds the overhead went off parking and transportation another fun issue there were urban i was we love walking and biking we're not encouraging more career ownership and car. ridership we're fishing for less pipeline and preservation one or two projects a year we see issue but don't want to have the resource environmental features i've discussed often at the body but with the water recycling we want green promotions in the city and finally community input
1:45 pm
we want the developer and the project sponsor to reach out to the community it is hard to reach contentious thanks you're invited to the meeting as well. >> is there any additional public comment? >> general public comment? come on up >> hello, i'm judith i live in bernal height i came in look at late because of overflow the director made his report i wanted to note it came up earlier there is a very big impact of this affordable housing bonus on mission from we used to call it south of chaels the area from cesar chavez to
1:46 pm
randell at the bottom of bernal height and there is no community meeting that was schedule in district 9 as far as i could tell this as tremendous impact on that neighborhood both sides of mission apparently will be impacted significantly i assume higher in terms of the building that is allowed and i would appreciate it from the planning department did outreach in district 9 it looks like you also didn't do district 10. >> thank you. >> is there any additional public comment? >> general public comment? okay not seeing any, general public comment is closed. commissioner richards >> the first question georgia asked about the meeting no we've not held a district after the accident meeting we've approached the commissioners we had one yesterday and 3 more coming up in districts 7, 3 and
1:47 pm
1 we certainly can have if necessary to the noah valley. >> there was a speaker ahead of you had a request we got fifth story letters from people in noah valley. >> i'm happy to talk to georgia. >> one other comment it is interesting when we have people on both sides supply and demand housing common promotes one or the other it bothers me when there is a credit ability gap you're focusing on one housing issue in terms of production we're producing a lot of housing and chooerldz but a lot of loss of housing from through the academy and blah, blah, blah i'd
1:48 pm
like to see some of the organizations that are cheerleading for production stands on the lots as well a it would help out the situation and give a lot more credit ability. >> north america. >> that places you on the regular calendar and item 3 record number mission street a request for a conditional use authorization. >> i'm coming down the pike listen staff my apologies the staff has requested to ask it be
1:49 pm
taken off the calendar 3 changes a vacant street on mission into a ground floor retail formula on the basement and levels this project is through the business priority program commission we distributed inform you a revised motion to clarify that the proposed ground floor will include no office space and only retail space and this will make it kroirl we understand that the patrons may use laptops in the ground floor go retail space as the place of the cafes to date the department received 7 letters of support and one e-mail in support of project the department has received no opposition we do remain supportive of this project the coworker office
1:50 pm
space this will serve service the community that has been dormant f 5 years that concludes my presentation. and i'll be happy to answer any questions you may have. >> also the project sponsor is here to answer any questions thank you. >> thank you. >> project sponsor. >> do you want to say a few words? >> i'm one of the co-founders that will be going into mission thank you for hearing us and really appreciate all you're time i'll just tell you plus a company i've co-founder with my sister and brother-in-law i've been in soma and wanted to put together a company that creates a space for everyone in the community to be part of that's
1:51 pm
why we came up with the proposal that has greater to be cafe and other businesses the idea is to make sure that everybody can be included from the community we'll be hire and work with this solutions to make sure that happens it is important to us and make sure that everybody can afford to use our company we're giving student discounts and putting together slipping and other programs so people that can otherwise afford this can do so and provided free space for nonprofits as well we are focused on the design community and find out a lot of the architects are being pushed out by rising office rents that is important to work with the urban fabric and several others local businesses to make sure we
1:52 pm
can create a space for architect and other people that will really help keep them in the city doing amazing things that's it that's about all thank you. >> opening it up for public comment we might have questions for you later we may opening it up for public comment on that item if there is any. >> you can take - >> thanks. >> okay seeing no public comment public comment is closed. >> commissioner moore. >> i'm glad to see coworker space coming back we're using it on the examiner building that proved to be a lifely operation i appreciate to staff and the zoning administrator sanchez
1:53 pm
clarifying the real issues and did idea that the ground floor might under go other planning to dbi i feel comfortable as a cu we'll do what we need to do i'm going what we need to do but it is a great idea i don't see a motion although it is in front of the me say i don't know what - to support or approve if anyone can tell me what i'm supposed to do i don't see a motion in the typical way the verbiage that spells out would you help me, please. >> yeah. so we'll revise. >> motion for approval.
1:54 pm
>> commissioner antonini. >> i have a question the entire building is 18 thousand 741 square footage what part of that is being rezoned to office and what part remains retail. >> it is 2 thousand 4 hundred plus on the mess in a that's office and retail on the empowering is 2 thousand plus an additional office use of 7 thousand nine hundred plus square feet of seary storage. >> i'm curious of it were all office blow the threshold it is 25 thousand square feet for having to approve so i think that is below that is that right.
1:55 pm
>> no allocation is required and councilmember downey. >> thank you thanks for the classifications on the different floors i wanted to ask for more detailed the cu is for the office use on the basement is that the required cu? right so in the c-3 downtown commercial district the cu is required for a non-retail and service at or below the ground floor >> clear that is the basement he not the ground floor and the messi messina. >> you mentioned with coffee
1:56 pm
shops poem use their laptops so the project sponsor will not rent out ground floor space and coworker coworker is different how do you define the office space. >> dan want to chime in on that. >> sure claudia director of the planning the ground floor open space an open for the general public comment so any person from the general public comment can walk in other office space this is other protocols so that's not open to the general public comment in that sense you can walk into the mess in a. >> so anyone can walk in and use the coffee shop. >> there is a motion and a second. >> yes. commissioners there is a motion and a second to approve
1:57 pm
with condition on that motion commissioner antonini commissioner hillis commissioner johnson commissioner moore commissioner richards commissioner wu commissioner president fong so moved, commissioners, that motion passes unanimously 7 do zero. >> which places you on item 5 record number 2014 plus dehow far a request for a large project authorization. >> planning department staff you have before you a large project authorization on the west side of mariposa and 18th
1:58 pm
street and 40 x in the potrero hill neighborhood the large project authorization is required to the planning code for a industrial building on a lot and the new 40, 41 plus square feet residential building with 17 go dwelling units and 16 off-street parking and 17 class one bilk parking spaces it provides the mix consisting of two or more bedrooms units and two, one bedrooms with 6 thousand pollute of open space provided in a combination of terraces and a common roof deck the project includes streetscape improvements loan the street as part of large project authorization large stations to
1:59 pm
the planning department the proposed project requests the rear yard permit obstruction pursuant to the planning code respectfully since the publication of the commission packet on december 30th the department receives one letter in support of project and staff received a phone call from a neighbor requesting to review the docket and for the staff that the are project sponsor proposed changes submitted to you today also staff substantially received a phone call from a representative from the adjacent church expressing concern on the north side and an assess of light through the clear story windows a letter from the church director was received by the department this morning with a request that the project be
2:00 pm
reshaped prior to project approval the department also received two other letters in opposition of the project specific regarding the removal of existing pdr space that is occupied by motorbike e motorcycle repair shot and one e-mail for clarification regarding the legal use on the adjacent property to the south commission the department was prepared to recommend approval with the minor altercations to the stair and penthouse however, given new concerns raised by the neighboring church yesterday the department defers to how to proceed i'll conclude any preservation at this time i'm available for questions. >> okay project sponsor
2:01 pm
please. >> good afternoon steve on behalf of the project sponsor the 17 family unit is in the zoning district and prelims the policies of the eastern neighborhood plan the project proposes 15 two bedrooms and the two bedroom is 88 percent ratio it is less than permitted and no exception for the parking only two minor exceptions one for the location of the rear yard on the second floor rather than the first floor because of the steep up sloping nature of the site and second for the bay windows and the balconies overhanging the wide sidewalk the building
2:02 pm
is into the steep slope of potrero hill with a maximum height of 40 pete e feet not obstructing the light including with the church and the plan that was distributed finally some concern about the displacement it has occupied the property and they knew it was a development site and short time step outside the boxcy they've secured a new location south of market but this does not impact the pdr uses. >> a i'll introduce the residential design team to walk you through the plans. >> benjamin with benjamin architects i think kimberly described the
2:03 pm
project pretty completely so i'm here mostly to answer specific questions i can tell you that our office has been working on this project since the spring of 2014 and we held multiply we had a neighborhood meeting in may 2014 and had various immediate neighbor meetings so was surprised to hear something from the immediate neighbor yesterday the project itself is a multi family residential and one of the again kimberly distributed one of the changes was a concern of the various penthouses and in this project because of the multiple roof we were able to eliminate all the penthouse from
2:04 pm
the roofs that's the revised drawings you received elevator were removed and all mechanic penthouses we are remove and placed on the lower roof or completely eliminated recently i'm not sure if that made it to our page we were made aware of the interim guidelines to potrero hill and our office made a formal response to them hopefully they're in you're package thank you. >> can i get it projected new good afternoon, commissioners i'm magnetically fry with the landscape society in san francisco we were brought into this project - we have from
2:05 pm
curbing to building face thirty feet in the public right-of-way and it offers an opportunity for us to develop a more eloquent straight and enhance the residential character we've developed a streetscape inclusive that the tree line and 21 landscape footage it enhances the character and provides a gastrobuffer between the units and the public realm this is a dpw property but maintained through this department through the life of the project i think the architecture all
2:06 pm
rhythm of the site with the staircase and the stoops, if you will, the simulated scoops we're act send that with small-scale planting and the under story throughout the project we have a slight elevated planter wall it's been developed in order to keep this landscape that is vulnerable frontage environment keep and maintain it and elevate it from what we see it public nuisances along the frontages the private residential staircase rise from in escape that enforced the stoop character we have private terraces and upper recover terraces that are private and common those will be landscaped
2:07 pm
utilizing the required stormwater planter and providing screening and spanishal divisors with occupiable rooms as you can see the scaling the street trees and this is elevational frontage that is packed prospective but you have the packet we think that is important to accentuate the main library from the parking we'll done that with a 7 foot 6 wide liquor and the trees are 4 feet
2:08 pm
wide in dimension the appellant was robust drought tolerant and withstand this kind of frontage planting so we're here as benjamin to answer any questions that you might have regarding the site and landscape development. >> overhead. >> on the overhead is a picture of sf gregoryries church the assistant building on the left the proposal for 40 feet in height the window in question on the church with the clear windows their setback a minimum of 5 feet from the property line and has it on all 4 sides those
2:09 pm
windows will have 5 feet of light and air and we don't believe a 40 foot structure needs to be redesigned in a substantial way to take into account of the windows thank you. >> opening it up for public comment (calling names). >> hello commissioners i'm peter with the culture action network i am here to speak in opposition to the project i think it is one of a long list of pdr conversions we're seeing reality attack on the city at this point
2:10 pm
an easy cash in of converting you know it is eyes if you look at the database this where we convert that in line with the eastern neighborhoods plan particularly in mariposa now here two anymore projects that come online in the mission we have the one on brilliant that is part of this a lot of the same people involved i think there recent tools you example use going off script to protect the character of our neighborhood and populations those are displacement machines they're moving out communities of color and causing arts groups and manufacturing groups to discriminate age for the same spots yes pdr coming online we know i have in the commission
2:11 pm
alone done 3 million square feet of pdr and the mission the is that you we need to see the numbers no numbers on the eastern neighborhood plan i'll ask you to say how can we go forward with those ideas this might be part of the eastern neighborhood transition plan; right? especially in the police chief if we have no numbers how are we are doing those numbers will come out soon we'll not like what we show but we'll understand what we are there recent a new understanding; right? we're getting what is happening and protect the neighborhood and our blue-collar jobs and they talk about the neighborhood serving businesses about to go to berkley; right? yes a lot of heads shaking a neighborhood serving businesses people will not take their
2:12 pm
broken bike to berkley to fix it if i can have the overhead >> i'd like to that the to the mayor's office of economic workforce development just set of priorities that is number 4 to prefer the industrial space no question we're moving to luxurious housing and number 5 to grow and remain pdr business i'd like to have this stay here look at this plan and i would ask you to deny it those kinds of plans until we are ready to figure out this massive problem we'll see dozens of these this year if you don't help us thank you. >> thank you. next speaker, please. >> alison heath happy new year there's been a notable lack of
2:13 pm
community outreach for many of us it was pretty sure under the radar until tim wrote about it you need to know that the potrero boosters were in the identified i understand that 19gregoryized got something new nothing approaching the robust engagement generally encouraged by the planning department had the neighborhood been involved we may have had the opportunity to advocate for the neighborhoods serving small businesses now 100 percent market-rate residential development forced on us we're witnessing a death by a thousand cuts this is a relatively small project but a part of a large problem the loss of the kind of things that make your city interesting small businesses and
2:14 pm
neighborhood services and job for a difference workforce we have urban mixed use zoning intend to promote a different type of activity and accommodate the unique characteristics of different neighborhood i am sure that sound like god bless good but akin to the work the debacle of the 90s with the developers giving free reign to take over there is nothing urban or mixed use about many of the projects lacking adequate zoning controls has a potential to turn us into a suburb where residents must travel to everybody with the adapted businesses we lose a little bit more an art supply store a bike shop or a motorbike
2:15 pm
repair shop so it goes as commission you do have the power and responsibility to stop the bleeding and insist on responsible development that builds community rather than destroys them. >> thank you. next speaker, please. >> good afternoon my name is burton edwards an architect and a historian i'm here to speak on behalf of the 19gregory to the 540 d how far streets as a matter of record we were contact before christmas a couple of days before christmas not the best time to reach someone at the church we meet with them on tuesday the first
2:16 pm
one on this process slides here whoops so that's a picture of our wore shop space and with the sun pouring in i'm not here to speak against the project per say but to speak in support of 19gregorys and the detriment that cause on 19gregory's and ask the commission solution to eliminate this i'm speaking of light this is a site plan the yellow is the proposed project the red is our building in the orange circle is rotunda - this is an

as the manager as member of the church, i had no opportunity i was not aware or invited to any information meeting i have no knowing about the building i heard plans to destruck to the building next door four months but until 5:00 p.m. too days ago i heard this meeting was happening the first one i've seen plans the communication with our congregation and the leadership of our congregation has been minimal again like burton i'm not necessary for or against the plan i'm concerned how that might impact our space and lease of if particular in two ways one of the light the light is remarkable this is a key like living part of the why the space
2:24 pm
is beautiful how the says that a beautiful and how people experience 3 they walk in and see the direct rays of light coming down into the room the one of the project proponents had mentioned that the light from the other disconnections is okay. but the direct light not a big impact i differ on the building property on the south side yes, we get ambient light from the north and west but the south side sunlight is i think direct it comes in the photos we've shown shining at an angle at the alter while we're worship and a part of our experience of the beauty of our building i'd like to mention the building after the accident is
2:25 pm
not only locally known but internationally known it is sited in academic tellers or articles an sacred i space gets regular international visitors the other thing i'll mention in any role as building manager we also have concerns about water issues we've had water a damage on the south west corner of the building that is right up against the motorbike shop with the queer and i have not yielded gotten any word about how the water situation may impact our building from the back of their lot thank you. >> thank you. >> hello commissioners good afternoon. i'm macarthur an architect an artist and a member

of saint gregory's community i think the biggest thing you should be hearing from any perspective a real short coming in communication from this project i don't know where the breakdown was but most of us here learned about the project and saw the drawings this morning so we're skraimg my strongest recommendation and my feeling simply not to approve the project as proposed any recommendation would be to reschedule the project to continue it so have a chance to meet with the project sponsor i would like to if we could use the overhead again - its hard to overstate how magical the light ♪ place is i want to underscore what the colleague said the

saturdays we're usually busy with workshops and holy seasons the church is open everyday of the week and have some kind of understanding that is a time when we'll want quiet a throughout the day and into the evening and finally one of the real challenges of having built in a recognizing rock query there is a lot of trouble with the heavy rains that will wlaek into the building we're not sure where the underlying ohio drainage is but i would certainly want to understand - i

bring that up as well as the beauty of that place and the incredible piece of art we've created that art was built around having light coming from the four story windows thank you very much >> thank you. next speaker, please. >> hello, i'm 1y50ug9 i actually didn't know about this project until i came in for public comment on something else i will talk about what saint gregory means to me a church right next to live oak school a church my friends got married a church that serves the community the live oak school you've heard about 1601 mariposa and ini

imprincipally on community space has a graduation at that church and the light in the ceremony that's where they do the presentation of the eight graders and the nature light is for the people hang out in the court and in the lower grades they come on friday to learn about community service the school regularly has the food bank with the students that hand out the food that is an important space for the community that is a beautiful space and the light and the backyards to the church are very important and the art is beautiful and someone made remarked about the sincerely 10 and natural

asbestos so i wanted to take issue with the characterizations of how the project proponent will alter the dpw space so she talked about putting up sealed planter barriers the space in front of the church is used by itself people that are lining up for the food bank it's a gathering place in the community after services to have these still ugly barriers hemming in this group kp out is a disservices just a continuous taking of developers of the formally public space like a 10 foot right-of-way in 1601 mariposa that is in the department of public health public space access to drainage and the department of public health space why not keep it as open for the members of the

community that needs access to the food bank and to the services that the church offers thanks. >> next speaker >> i'm sorry margaret go ahead if you're ready. >> good afternoon go commissioners my name is bow i'm a adjacent neighbor to the property to the rear of the property and we did express concerns back when was think an environmental assessment to the project we assumed those concerns carried forward so i'm not sure if they were or not i wanted to speak to our concerns as neighbors we have several other neighbors here as well the property is pretty large
2:34 pm
from you're stand point as most of plain clothes is single-family dwelling and this is a 17 unit property that will impact our backyards and create a lot of shade on our backyards so it is an impact to the adjacent neighbors we did have an opportunity we find out about this recently and have an opportunity to talk with 9 developer last week, we became aware of the removal of the penthouses elevator shafts that was not initially in the packet i had an opportunity to talk with the planner we think that is important that if this project is approved that it is
2:35 pm
approved oufrn the base of those penthouses be removed we have concerns about the you know just the physical construction this is going to be a big excavation something like that throwing feet adjacent to our property line and the neighbors we want to work with the developer from the project is approved to insure there is no damage to any of the residential units adjacent to the property and there is adequate fencing aesthetically please carry on conversations out in the hallway. we have a 4-year-old daughter this is the backyard property have those concerns with a public record that the developer work with us to address those concerns. >> and just you know add that there was a lot of talk about
2:36 pm
the existing use of this it appears that the urban mixed use apparently is entirely residential this is what's going on i don't us the motor shop but the scoops outside i use i support that mixed character so that's how i'll end my comments thank you. >> is there any additional public comment? >> on this item? >> commissioners ron miguel in the public disclosure i've lived at 40 years on this street and any lack of notice on the part of the fantastic church is there
2:37 pm
their, their not at prey apt meeting not any other meetings others in the neighborhood have known about this and by way of as far as the potrero boosters i've talk about to mr. kelly and so many large projects his opinion the 17 unit project couldn't get on the calendar it is not the boosters were not notified regarding that i worked on two meetings with the architect the developer rather for the removal of the elevator stair tower mechanic stair towers i appreciate that work the east side of the dehalf-hour is pdr the west side works for residential you will be having on february 11th a corner project of 9 homes that will complete the west side of that
2:38 pm
block i am very familiar with the church investigating it in been there any many times the architect was my architect for my own congregation a similar thing they're duplicative of the two buildings and my personal opinion the light is fantastic the amount of impact on the light is minimal i know they're having been no shadow studies i can't give you statistics that's my personal viewpoint the east side of the block is pdr but this is a residential area as well as testified by the woman that spoke from live oaks schools and also half a black away is the major san francisco high school
2:39 pm
so this is very much a residential area this is exactly what will work on the west side of that block the church at the corner and come into 17 condos and come into 9 single-family residences which will round out the rest of the block i'm on sincerely 10 potrero hill the city should be able to stop the fears of how you build an sincerely 10 rock that should be approved thank you. >> insure you have the most
2:40 pm
recently plans that shows the reduction to the penthouses and the elevator shafts that will important and helps with the shadowing shading in the neighborhood we're looking forward to working with the developer and that can be accomplished i wanted to say that the plan landscaping looks at mayor ed lee very good if there is a way to insure what is shown in the plans comes to fruition that is consistent and none it scaled back that is gridlock appreciated as well that's it. >> thank you. is there any additional public comment on this item? okay come on up anyone else wants to speak line up on this does it saves time >> hello, i'm chris i live directly behind the
2:41 pm
church that has concerns about the light in this project i had concerns about this project i where i live i've seen the hill change and lots of changes and lots of development first and foremost it is positi but that project i have questions the lot is surround by residential single-family homes so not put 17 unit in our neighborhood it is not positive i've lived there a long time second a light issue i have a garden that is adjacent to this property i know that is going to effect any gardening and the light and nobody seems to care. >> and i have trees that are
2:42 pm
especially growing into the adjacent property nobody cares about those trees are we're going to be disturbed i have a mother that lives 50 feet from the construction site she's been taken to the hospital 4 times the last 6 months this is in bed can't be moved this project will disturb her that's the first concern and you know, i really don't think the project of 17 units with this height is appropriate for our neighborhood and have lived there a long time thank you. >> is there any additional public comment? >> on this item? okay not seeing any, public comment is closed. commissioner moore. >> to carmen appreciation he appreciate the staff asking for
2:43 pm
this permission to discuss this in a more robust way based on the input is a wise discussion i'd like to thanks the public for a large number of thoughtful and thoughtful comments i'd like to start with asking the gentleman two questions sir, is he still around sir, tell me when this project was initiated for about pb a in the department i believe that was 2014 the application was in 2014. >> okay in 2014 that was just the beginning of expressed concerns about pdr i'm trying to get a timeline for myself to put it into the proper prospective relative to the comments today,
2:44 pm
the other one is the motor groups store being relocated to san francisco or oakland or berkley. >> my understanding san francisco. >> the staff report indicates it is berkley i received letters for it saying oakland what is it. >> my understanding it is san francisco that's as much as and know they're not here but they have advise my client south of market is there any additional knowledge you have about what the discretionary between those 3 locations i'm trying to inform myself thank you, commissioners what i handed you today was an e-mail from a neighbor stating they were going to be relocated not in my staff report as far as and know i have no
2:45 pm
direct knowledge what where they will relocation. >> obviously thank you if they relocated in san francisco it would very much express to one-on-one replacement we at that moment, no position to enforce or condition the project on that that would be in san francisco would indeed stabilize pdr locations in the mission and where they are and should be is it would help us to not see as an argument i think continue to be in support of a one-on-one locations that's other story 9 next questions for mr. benjamin two of them as far as i, look through my package i don't have disagreeing that should the before and after any roof modifications i'll not
2:46 pm
be able to discern them i'd like to wrap the second question into that when you were looking buildingseding and massing do you - in order to avoid the impacts into spot sanctuary i'm a believer to light so important i'd like to move forward traditionally to the procedures in i mentioned areas and that we are procedural and the most contemporary earth all that the the can get of light why we go
2:47 pm
to place of worship so i'm asking you okay to respond to our first question i'm not sure this is drawings is in you're package but essential the street elevation of the project in question in the middle the proposed project uphill and the church downhill. >> excuse me. i can't see the drawings our screen is flipping and flipping i can't follow. >> on the overhead. >> i prefer to see - is. >> is the conditions prior to remove of the various penthouses. >> i can't see. >> and then after the removal of the penthouses is this. >> so it the essentially the
2:48 pm
167 foot for the penthouse of the elevator is removed and two, 10 foot one more mechanic room and one for one of the stairs is removed. >> excuse me. are both of those drawings in our packets. >> i can't follow. >> yeah. i'm sorry, i didn't receive that from the project sponsor adam. >> i know it is the straight elevation of our package. >> of the wedding of the church. >> may i suggest you put the drawing on the overhead and draw in where the drop is in removing the penthouse.
2:49 pm
>> so. >> i can't see. >> over here on the penthouses - that's the prior rendition with the stair penthouses (inaudible) and along then the view the rendition they're all removed and for a blade required one set of stairs to the roof we're accommodating from the lower to the higr roof inform penthouse for them. >> that part i appreciate mr. benjamin the removal of the penthouses something the commission is consistent on van ness and we approved that as we
2:50 pm
are identifying the city those additional roof deck building don't help us with the neighborhood concern or shadows but from a private decided roof escape i appreciate the question i'm asking have you considered a step section on the portion of the building as that meets the church. >> i have a side elevation it meets the church that i can put up this is after the stair penthouses were removed and because of steep slopes of the lot if street face the lowest grade and the on the
2:51 pm
highest the building does 40 feet and the rear portion is raised with the love of the land. >> i would have liked to see the silhouetting for us to judge the distance and the effect of the facing light and hours of worship i believe the common nature of the light requirements in the church hair not codifying they're kind of like european you might look at it is first place designing the building. >> ituropean you might look at it is first place designing the building. >> itean you might look at it is first place designing the building. >> itan you might look at it is first place designing the building. >> n you might look at it is first place designing the building. >> you might look at it is first place designing the building. >> ityou might look at it is first place designing the building. >> it didn't have a - >> for clarification that i'm not a member of the congregation it's a common sense question.
2:52 pm
>> i don't know if this helps this the google map photograph this is the existing actually slightly higher than the neighboring windows of the church that's the existing building connection to the church the new building at the highest point at the rear will be about 20 feet higher than this existing corner at the street phase about 10 feet higher the building sets up towards the left. >> i assume that i would ask that the one initiated discussion between the neighbors that being the congregation, the person that manages the building including us having an idea how
2:53 pm
the light is effected that's what i suggest for the commission to do i'm asking for continuance on the project with an ability to hear in the next three or four weeks if humanly possible i know based on the directors introduction of work. >> is that a motion. >> yes. >> second. >> commission. >> i believe the next open date is march third? commissioners you're next available hearing date is march 3 >> i ask we continue to march first. >> third. >> i'm sorry third and i do like to ask that the sidewalk landscaping and the need for food bank gathering be reflect in the approached landscaping i do like the landscaping. >> can i respond to that
2:54 pm
actually. >> not at the moment i'm talking to the other commissioners i believe that the commonest nature of the sanctuary next door requires some form of acknowledgment the sidewalk is the public realm and if we have a circumstance we need to find a creative idea not to say the landscaping in front of the property moves up can be done but too much privatized given the solution to the jane property i ask that being discussed and cafe resolved i don't know what a the answer is but the department to take that as part of the discussion. >> commissioner richards. >> project troubles me own several fronts that are outreach
2:55 pm
number one i think that still questions on the physical effect of the project on saint gregory's both in the front and there's a congregation on the sidewalk from a light stand point and the question it appears lastly there is nothing mixed in urban mixed use it the residential that promotes a mix of activities a transition between residential and all we're getting to residential i have a hard time reconciling the mayor's building thirty thousand units and hard time encouraging mixed use and i liken to 15 years ago, i can't august that with it sounds like
2:56 pm
a big will that as i look at the zoning map and the transition between the industrial and the residential in the green and the blue and green i look at these parcels i see we approved a approved a project 8 percent of housing gone 100 percent housing gone i'm going to go back and looking look at any packet from 2014 and coloring in these to see how many are mixed i'm bother this is 100 percent residential i support a continuance for 3 reasons one i like the project sponsor to work with saint gregory and understand the shadow study ensue incorporating a pdr replacement from 7 one hundred plus to other square footage that is a 7 time - 6
2:57 pm
hundred percent increase for the maker of the space do something with that. >> a clarification actually about 29 thousand square feet. >> that's the staff that included the open space. >> got it there could be any incorporation of the pdr even a fraction of 77 i could support in project more fully. >> i'll agree with my fellow commissioners and i felt sort of sympathetic to the church that is a beautiful one of a kind whether a tourist or born and raised initial san francisco you drive by and we look at that where did that come from as commissioner richards talks about the need for the push for housing is important we understand but certainly the
2:58 pm
cost this church deserves the light and air next to if t it i'm supportive of a continuance and want to be specific i'm hopeful the redesign is coming back with a roofline a lower level and steps back up the hill and open deck space to save some of the light it may mean fewer units but a way to design i don't want to make a examine that commissioner richards will not support but those developments are fewer and fewer that we actually give for weight and thought how we design around those popping down more housing and scare building is not necessary the right answer we'll pay the price later. >> commissioner antonini. >> i agree with many of the
2:59 pm
things that is a very good project for a lot of reasons we asked for projects with multiply bedrooms of 15 and 167 units have two bedrooms and we asked for density and you know when someone tries to maximize the number of units their critical of that or someone builds too many we're building morbidity homes you have kind of strict a happy medium this project does he have concerns of the make sure the lighting of the church is addressed and make architecturally changes the light is an important thing we see the picture of the light is this in the winter or in the sum there are days when there is fog but any case we want to make sure we make as little as possible alter the light into
3:00 pm
the sanctuary of the church that seems like a good thing i'll ask that the project sponsor and staff try to get a clarification on where the motorcycle repair shop is relocating and if that is the case it not relocating in san francisco i think ron miguel said it best we work for 10 years for eastern neighborhood zoning we zone parts of potrero and all for industrial use and zone parts for prop m housing but a possibility you can build no pdr like affordable housing not built until someone funds and agrees the same with pdr someone hospital to agree to put in pdr and so this is a good use for this site but needs skup so
3:01 pm
the stuns will be a good thing and pointed out that this area has 91 percent auto ownership they have one-on-one parking is a good thing enough problems with parking and most of the residents own cars they've downey done a lot of the right things but it is why it is before us for a large project authorization i'm supportive but want to see it sculpted better. >> commissioner moore i want to say that architecturally in the family of residential for potrero this is a good project a well-designed project and a high-end luxurious that's a separate issue architecturally i think the variations and the request for potrero and boosters has made within the league of what is
3:02 pm
expected. >> commissioner hillis. >> i want to echo a couple of the comments i agree it is a well-designed project better than the lots we've seen i appreciate that i have concerns about finding the impact i don't think we fully understand the impact on the adjacent church - we see that with the lot line windows the neighbors enjoy and it we are beginning to understand the impact and what could be done to mitigate it i - we all see people building those mini walls outside their homes
3:03 pm
they're not the most inviting i don't know if so getting rid of of that mini wall but maybe to make it feel a little bit more inviting and as far as we have added back pdr space i'm not sure that is appropriate i don't want to add a tolling pdrs space i want to see the affordable housing on site than adding some maker space to this i think the site is not numerous enormous i like the way the building feels i'll support a stuns. >> commissioner johnson. >> thank you real quick i'll not be supportive of a stuns this is a project that does meet many of the goals in the eastern neighborhood apron planning i feel the current space even
3:04 pm
though the pdr is for businesses that have been there it is underutilized i'd like to see morality or pdr but this was something that was envisioned for this space this project is in between a rock and hard space someone will be unhappy we talk about affordable housing 17 units is hard to get offsite so if you reduce the number of units to have it is not or otherwise earthly screwed up so it is almost like the building is not there nixon to the other buildings that means something for the plans for the residents that are there and how that building operates so i'm not going to be supportive i feel like no changes that will
3:05 pm
address all this sort of valid concerns someone will be unhappy and what is presented the best option for what was envisioned for the area where we want from the space and so that's how i feel i'll say in regards inform commissioner richards comment certainly there is maybe an opportunity to open up that conversation about you and you and pdr space and what we are talking about when we asked for mixed use but for a project for two or three years i don't know in the right forum to have that conversation. >> commissioners there is a motion and a second to continue the item to march third 2016 commissioner antonini commissioner hillis commissioner johnson no commissioner moore commissioner richards commissioner wu commissioner president fong
3:06 pm
so moved, commissioners, that motion passes 6 to one. >> okay. the commission will s francisco planning commission regular meeting for tuesday, december 15, 2015. please be advised disruptions of any kind please silence any devices that may sound off during the proceedings. speak directly into the microphone. and when speaking before the commission, if you care to, do state your name for the record. commissioners, we left off on item 10 record number 2015 plus the hastings master plan and presentation. >> commissioner president fong and others dan department staff i'd like to provide and brief introduction to this next item as you may know 89 institutional master plan process the i mp is intent to have a discussion between the commission and between major institutions
3:07 pm
regarding current. >> anticipated campus growth all post secondary institutions and all hospitals must have an im p on file and up to date, however, unlike most of the processes you see here not a formal approval or disapproval action that the commission takes rather a public hearing and as soon as that public comment is claims closed the institution move forward with pits proposals the uc hastings is different because it is an intermit of the state the i p m didn't apply the planning code doesn't apply hastings like a state or ucsf is a state entity for the subject whatsoever 0 tour land use regulations so as a staff wear
