study. it's seven agency partnership that includes mpc, part, caltrans, and am forgetting one. ac transit. it's focused on understanding transit crowding issues in the transbay court o as well as muni metro system and not effort is not half-light underway. this where everything from the very initial planning the second transbay rail crossing is being considered as well as where we need major muni rail investments in the city beyond the central subway. as well as what are the incremental steps to get from where we are today to something we can do in five years or even next year before we do the big capital investments that i think a lot of people think are warranted in the long-term. >> our last question and then
2:41 am
i should see the floor to my fellow commissioners. i guess in terms of the water transport tubes are your future plans, i guess in terms of of always been an advocate known for that , in terms of including we have water taxis that is not a i guess a major sort of transit solution beyond what we have enough etiquette what other improvements besides that? >> you want to know what- >> thank you. were working both with san francisco and golden gate. will we know the next ferry terminal will be written. they're looking at berkeley and their increasing the chance to go from oyster point in san francisco. that turned out to be one of most lucrative one. there's a real demand on the pendant. azure island opens up pretty soon. that's only part of the development of women tied to the opening certain number of units. and then they depend heavily on the extension of the ferry terminal which is a cooperation of the poor. now, i
2:42 am
don't know what to say i don't know what's happening with the -service. i think you look at golden gate probably taken it over because marin county has a service so that something were tracking because that is a transit service that operating until recently so there's a conversation about where that ends up. one very important development is the smart bill, even though you might not think about as a ferry service, just recently in the budget, the congressional budget approval, $20 million to extend the train from sonoma county always to the -terminal. that last part of it wasn't funded until just recently that means now you have a whole corridor of people driving from marin county sonoma county to san francisco because they don't have that seamless connection. because they would have to do all these
2:43 am
multiple transfers. you bring the rail right to the ferry terminal in the ferry to the front door of san francisco. there is a whole generation of transit users who never have to worry about highway congestion. sometimes the best you can make are in connections rather than new extensions of systems. >> to sound like a broken record. in answer to some of the questions raised by commissioner woo ho in terms of interim planning, i think would be useful to use geographic information system and to see what is coming down the pike. i think we used to use it for excavation. but i think as we see all the construction coming in these areas and traffic patterns changing, albeit temporarily, but significantly, something tells me the guys that send out. with cars around the
2:44 am
barriers and other things are not exactly thinking of the implications they are having blocks away. the downside of all that is around us added pollution that we have with cars idling could it goes on and on. there certainly in environmental basis for trying to figure out how we can, if people are going to be driving, and they will continue to do so, buses as well, we need to figure out how to keep them from sitting stuck in traffic jams and idling. i think we can at least coordinate a note that is been quite as much coronation using this kind of system, which is city built and spent money for, to coordinate the different departments see you can see where cranes will be and where construction will be blocking streets.. you can anticipate traffic jams and we certainly seen all the construction coming down with what we discussed today, i would hope we can start using that system
2:45 am
to get the building permits. we get that permits are pulled for dvd and others coordinate sedo have to simultaneously black one way streets making sure they're not out there during winter what used to be rush-hour and seems like all one. at least taking advantage of that system to try to do more planning. they be useful as you look at that traffic patterns to take that system into account and really see how some of his construction impacts on the traffic patterns if you do the overlays that it allows you today. i said it before but i take every chance i get even though you're the one sooner >> first of all, i appreciate get one message i'm getting very clear from this commission to focus on the construction impacts. it's one thing to make sure the development agreements line up with these investment. is nothing to manage the actual construction and we feel that right now because of this boom, especially in the s. of market st., especially as wiz and erin pointed out, run the bay bridge
2:46 am
approach, so that is good for the next-generation planners. i think will focus on that and i want to call out one partnership that's usually instrument of his office of economic and workforce development. it was with the permits and projections of economic growth. there was with the development agreements themselves. so we can work with the projects before there approved to make sure were thinking smartly about the construction. b2 plug them into the g.i. system. >> yes >> then, using an acronym i ot but internet sales, one of the things we can either were looking at the ports and solely applies to all of this, is using some of the capabilities to track and be that much smarter as we move particularly larger vehicles about buses and other forms of mass transit through. i think i'll be helpful. we could probably use it for others as well. i know you do this, but it would be helpful in terms of bike lanes
2:47 am
and new develops were looking at and how, and thinking ahead putting in the bike lanes as we have the luxury of designs in these new areas. i know it something you're phenomenal on prostate it publicly. looking at what's been done in other countries, but it had that dedicated bike lanes with a raised, slightly raised, that seems to been a factor in this might be a good opportunity to glean some of these new developments to work with them to get that put in place ahead of time rather than after the fact. then, along the lines of all the new construction we know what's coming in. at the same token, i think it's got a little faster to plan new routes but there is a lifetime in putting the new routes. perhaps we can also take a look at where we see new changes in
2:48 am
density and with the impact is going to be there and get a new bus routes already to go in place so that people will be used to using those when the increase starts. >> a model for that would be the agreement with the warriors to their opening in 2010 we can tell you in 2016 and 2017 and 2018 what's happening incrementally to get ahead of that price. >> thank you. used to be good 6-9 months once we decide we want one-rugby hitting the gridlock. withdrawal i want to thank all of you because i'm excited we are thinking about this and the coronation that's been taking place. thank you all for coming. >> peter, thank you liz and erin for such a great report. peter, were going to miss you. i don't know what were going to do. which is so used to seeing
2:49 am
you whenever it comes to something related to mva but congratulations on your retirement. >> thank you. it's been a pleasure. >> i was wondering, and this a lot of things for rate information but it seems everything stops at mission bay and the central waterfront. i wonder if the assessment if it took into consideration the shipyard candlestick point in all the new construction and development that could speak you are explained a little bit about it. when my first projects when i came over >> it did. we actually got the forehead. that's exactly where commissioner katz's getting development ahead of the project. will get in the transportation ahead of the developments. iraq's rebuilding the very busway, the bikeway and all that to even for the units themselves are opening up that's kind of the model. we should be building in the very dna of the project the network we want based on community feedback based on capacity
2:50 am
state. sooner graphic in the first product they alluded to the work already done in the southern part. as was pointed out, she's been focusing this last year or what's happening with the warriors area appears 70 because, as you know, that's a big new gravity of development happening. we need to be nimble. they sure were working looking up down at one front she could've easily put the magnifying glass on any parts intact in. >> i am wondering some of the things that you're doing at 16th st., habits can affect the southern waterfront >> that's a good example of a needed east-west connection. there isn't very many of those blue similar investments happening at india based. in your basin is another project going through major development looking at this street connection to cargo way and connection to hunters point boulevard. there transit plans for those streets part of the development agreement. the shipyard itself, a few mini
2:51 am
lines hope to connect that to the group increased frequency and that the operation of the 24 line. the new bus rapid transit line comes in from the south of picks up cal tennant goes to part. there's a great map while these east-west connections jiving with these north-south connection such as what were doing. overcoming isolation of that part of town and connected to the rest of san francisco. >> commissioner, i would also offer that one of our water taxis has been granted permission by the not the developer of the shipyard to begin beta testing water taxi service. so your you know they offer live support but do some beta testing on water taxi service between the ports winning side in the hunters point shipyard. i believe there dissipating starting that in spring of 2016. so hopefully they'll be well received and can lead us i think both you and commissioner katz pointed
2:52 am
out to something more sustainable and bigger. >> thank you. >> thank you. peter and liz. i'll be very brief. by commissioners have done very well. going back to commissioner woo ho summed up the problems and solutions and appreciate your support. with progress sometimes your problems and were second to new york right now in congestion. we've got to do with this. i wish commissioner woo ho was here last month we talked about the super bowl all the measures that can be taken for the super bowl. she missed that but maybe she can get a copy of the presentation, but i think this is good. also, the warriors are they doing a very for the warriors also >> we would have loved it if we had a terminal environmentally cleared however we are working with the port tonight was speak-the planning staff but they're working on the possibility, the feasibility of a terminal at
2:53 am
16th st. that we showed we could move the crowd of people even if we didn't have the ferry terminal goalie know from the giants is very scary 20% of all the transit riders going to at&t park. that's a big number. they carry smaller number of commuters but special events and event centers like that, they do a yeoman's job. >> so everything you said was correct except location. we're still studying potential locations. >> one more comments. i think i was struck on to think. one i know when the warriors came to us a long time ago in pure 30-32 whether mitigations was to have people i don't finding a parking space when you bought your ticket be assigned at father was a smartly. she would know exactly where to park acetyl gold driving around the
2:54 am
block. i did notice the giants in our last report for the yard mention there is accident less usage on game day for the parking lot maybe it's because of the construction or whatever. people smile on not driving as much. i'm just wondering if there's a way-i know there's probably some smart applications out there- it's probably got its problematic operationally but to think about instead of having people driving around looking for 19 m somewhere the technology of identifying which meters are available. it just strikes me to put it together.keep driving around to look for parking space or in the case of an event you want preassigned seat don't spend the time looking. you know exactly where you're going to park if you can use your card. i don't think were going to eliminate the car. that's also part the whole strategy some of these techniques that's commissioner katz do not people idling creating more emissions but knowing exactly where to go and making it easier and convenient for everyone and everyone wins. >> transact question the
2:55 am
warriors have pushed that idea and one of the absurd iraq-with china due that's really smart to try to intercept those cars before they get to the closest if you're coming from and they know their stakeholders is a northern live. they come to work out assignments based on the lookout for the pennant saw been intercept with a parking lot south of the marina. people coming from and what they intercepted at the north. so last part of the trip is completed on foot he does a terrific job of keeping the congestion outside the perimeter and not anyone neighborhood is overwhelmed with a bunch of cars coming in. so that's part of their strategy. it's one thing i have learned technology changes so quick lee that what they'll have in 2018 and what we can envision rainout might still be far apart but we can't does show ability because parking spaces that are free people have that real-time information and geographic assignment of where you can park him and him from your origin before you get to your destination. >> any other questions? thank you very much. next item, please
2:56 am
>> item 11 b informational presentation on the port northern waterfront transportation survey. >> i guess it's transportation day. diane the planning staff again. again just providing some introductions. it was actually quite opportune for you to be able to get the presentation on the waterfront transportation assessment and i must say i credit you for really been able to start digging and to understand the implications of it. but, as the sfmta pointed out, a lot of the work has been focused on grappling with south of market mission bay, central waterfront southern waterfront because that's where the biggest proponents of growth is coming. yet, at the same time we've all experienced the difficulties of getting up and down the embarcadero. so, as part of an inspiration begging for the
2:57 am
waterfront transportation assessment, the idea of going back and making sure that fisherman's wharf on down to the south a neighborhood that we were not forgetting to pay some attention to that area and so the port decided we should take some steps to get a handle on what our own tenants are really experiencing unmet transportation network, what insights they have to share with us so that we can kind of turn that into the whole machine here to figure out what other than the transportation improvements at mta is putting on the ground might we be able to supplements. the bike planning for the embarcadero enhancement project, that also is an initiative coming out of the waterfront transportation assessment that we think would be benefited also by transportation survey. so, we are very happy to have, thank you, the team conduct this
2:58 am
transportation study and so they have nelson nygard who worked on parts of the waterfront dissertation assessment-starts getting a little incestuous at times-but the transportation consultant davis associates were actually administering the survey and the group is analyzing and putting together the results to share with you. there still some remaining results to be completed yet so we'll have a final report sometime in the next month or two, but i want to also think susan reynolds and jd edwards. we worked with our port came to inform this desperate patient survey. with that, i believe josh carlin is going to be coming up first
