>> thank you. >> sorry about that. >> two of the 3 findings and recommends we are schedule to discuss this afternoon numbers 8 and 9 deal with the important issue of independent oversight over city construction projects the city's 10 year exceeds $25 billion that's blood line not million it is construction spends finding 8 deals with the lack of independent oversight of the construction projects within the city the department of public works had 5 hundred and 35 open projects with the budgeted costs of $5.7 billion with when we issued our report the department of public works has no commission oversight the board of supervisors plays

no roll in the approval ongoing reporting or oversight of any city construction project a budget of legislative no relevancy report the construction contract are not subject to the board of supervisors oversight whereas the professional contract over $10 million do require board of supervisors approval and the board of supervisors must approve non-construction change over over $500,000 it differentiation for the brvndz board of supervisors to approve professional service contract and not major construction contract or large construction changeovers i served otsdz on the civil grand jury representative to the journal bond oversight committee for two years and occupied that go back

meets 6 minded a year for 15 hours 15 hours of work by them didn't provide meaningful oversight over the city's multiply binders construction realizing there is is to internal independent oversight of city construction projects and observing that the cities like los angeles have full-time extinct professionals monitoring their construction projects the civil grand jury is recommending that san francisco book it's construction management super against others cities the finding number 9 is the inability of citizens to independently monitor those the city didn't make the final reports available to the citizens of san francisco

the city in its response to the civil grand jury report said i quote the jury is correct that the city departments does not issue final reports on construction projects when completed findings and recommendation 9 is related to findings and recommendation 8 because the issuance of final project construction reports 19 has the potential to mitigate the lack of independent oversight projects within the city from the final reports were available san francisco citizens could provide some of the independent oversight over city construction projects that is currently missing the civil grand jury recommended the board of supervisors should require each city adopt to issue a final project report within 9

months of project completion and all project reports to be posted on each time departments website the city issued a consolidated letter of response on the mayor's letterhead signed by the mayor and signed by the director of public works and the city controller stating that the recommendation b will not be implemented because it is not warranted how can it be that it is unwarranted for the citizens of san francisco to receive a final accounting of construction if the city departments are preparing final project reports it should be noted the city controller is the city auditor that was to promote efficiency and transparency and

accountability in city government recommendation 9 is similar to the budget analyst and report that it will change order for large construction and professional service contracts in 2011 their recommendation was the board of supervisors should request that all city departments maintain contract information and in a furthermore, e uniform manner reporting the original contract announces u amounts and change in contract value and final contract to be summarized and regularly report to the board of supervisors i recognize not the role of gao committee to get involved in the operations, however, it is the reality of the gao committee that the board of supervisors establish supply policy that

promotes city transparent and accountability as city leaders are unwilling to be held accountable finding and recommendation 6 deals with the city's one thousand three hundred and 24 construction employees that are spread out over of city departments with construction authority we estimate the salary costs using the annual salary orientals to be one hundred and $20 million without benefits the list of inefficiencies that certificate of preference holders with 6 different city departments managing the same process is very long there are very few citywide standard operating procedures for managing the projects for example, rec and park did not have a written change over policy each the 6 city departments with the

construction authority uses different computer systems to report the construction information the current lack of a comprehensive set of operating policies in a citywide construction management system is an is having 6 city payroll departments with payroll rules and payroll systems from the city had 6 different payroll systems the data between the systems would be inconsistent with and the city enable unable to issue reports this is the current situation for city construction management reporting the civil grand jury didn't find any comparable city with a management procedure close to this this is why the civil grand

different but briefly add some context to the response that i think you know for the record so number one the the civil grand jury focused on construction citywide only through public works so this is off because there are other chapter 6 departments i don't want to pretend i'm puc for all so number one and number 2 as you may know it is kind of a multiple choice you have to respond to when you submit those responses in terms of whether you a or sometime not as flexible as we like i don't want to present the idea we are in opposition to everything this was said we agree with what the

findings and recommends and working on a lot of them as we speak it is not we're necessarily doing exactly as laid down in the civil grand jury report and number 3 we're also working on a lot of the things that are recommended you've mentioned i want you to be aware that because again from a spirit of the grand jury recommendations but it is also not for a precisely framed in the same way so a couple of examples i have a feeling this will come up later we're working on chapter 6 department a shared database for reporting an individual jobs and saluting
