the city in its response to the civil grand jury report said i quote the jury is correct that the city departments does not issue final reports on construction projects when completed findings and recommendation 9 is related to findings and recommendation 8 because the issuance of final project construction reports 19 has the potential to mitigate the lack of independent oversight projects within the city from the final reports were available san francisco citizens could provide some of the independent oversight over city construction projects that is currently missing the civil grand jury recommended the board of supervisors should require each city adopt to issue a final project report within 9
