>> for hearing this meeting to the public every time we meet let's start with the roll commissioner frost commissioner lee commissioner joseph commissioner president tan we have quorum concept indicated he is on his way but going to be wait and commissioner caminong will not be here this evening. >> all right. we have not yielded a full house but we have a fairly short agenda first is general public comment for public comment on any business as that pertains to the entertainment commission you don't see agendized any. i don't see any public comment is closed. move on to item 2 approval of
5:37 pm
the meeting minutes for february 22, 2016, i'll move >> what time no multiple sclerosis are working yet. >>mike's are working. >> i move to approve i move to approve i'll second there is a motion and a second and any discussion any public comment? >> all right. let's take roll a point find order i'm not looking at the minutes the people that are present we have enough folks to vote on - you do. >> commissioner frost commissioner lee commissioner joseph commissioner president tan. >> with that the motion passes we'll move on to item 3 report from the executive director. >> commissioners i'll be brief tonight and hopefully, you have a copy of this piece of
5:38 pm
legislation that was introduced what i spent a couple of minutes that is annual clean up up of 1060 our bible schools everyo year we find problematic that was introduced a wagon by supervisor wiener are that and co-sponsored by supervisor breed and basic it does 3 things one thing it creates a waiver process for our filing fees to this point we've had a waiver process not codified and that is the problem for the dissatisfy a city attorney and everybody involves this is allows us to do what we've been doing to insure that people can pay like the nonprofits and neighborhood groups have a way to have fees
5:39 pm
waved and the second thing we're doing is trying to you gupgrade notification requirement put in in 2009 requiring issues the mixed use vacadistrict and leavt the language the code was pretty much like best efforts not strong and not very up to date we basically mirrored what the planning department does with the 312 notification we're giving the option to the applicants that have outreach to neighbors and this is in addition to the outreach policy that you guys also enforced in this hearing and so that's that and hopefully this is not going to be a problem for anyone that is more and better outreach and
5:40 pm
the last thing is a change in the 9 month window you guys are familiar what you achieve a continental grant for the product you get 9 months according to code you've seen many times where you know due to construction delays or some kind of black hole bureaucracy or funding that simon's someone comes to us and that footstep a lot longer than 9 months we need a way for the commission to allow an extension for that because otherwise the consequence for a large project starts all over again. >> i have a quick question this is introduced to the board. >> yes. >> what happens does it go to committee. >> it sits for another 20 days this is a thirty day wait and on to committee yeah.
5:41 pm
>> and ludicrously. >> what committee. >> i think that is land use. >> uh-huh then what. >> for the board and i don't expect it to be of substance boutique changes. >> thanks. >> just a question about the mirror of the 312 is many then mailed out by the applicant or by the entertainment commission and the applicant. >> they have to get the list if the us or planning. >> uh-huh. >> or a list then. >> great. >> right. >> okay thank you. >> then my another questions. >> that's that one the only other one to yubt a copy of the agenda has a fabulous for the 10 b legislation which is the code word for this administrative code chapping introduced off god years the
5:42 pm
making from supervisor campos office and of him to hearing last week and so at committee nothing but positive it is almost no input by the police they've seen and read it and given comments and representative from the police department indicated to the community inform issues or comments their fine with that and it is basically creating a much more like obviously system for the application of the p10 fornix special event timeframe for the folks who want 10 b and for the police officer t to have an appeal issue and not necessarily agree with what the outcomes are and kaejz this dependent on in terms of reporting we live in theory starting when the legislation
5:43 pm
gets signed begin to get how much the 10 b was assigned i'm not sure how to implement it is the police department change not us we will be the loop according to the legislation in terms of what happens after so i thought that was interesting i think that is call the roll certainly the outreach the discussions we had literally years ago that will improve things and lastly the new position that is no longer new but still not filled is moving forward we have 24 applications during the posting period there being vetted. >> 24 they're beiir been vetted throu personnel preys and test that meets the minimum qualifications and you know there we're psyc
5:44 pm
psychosome supplemental questions and scheduling interviews liend of the march i you cross your fingers tightly behind our back hiring is a long process but that this will be the last hire i do as well and it will be a good one. >> so i don't have by corrective action 0 i'm going to turn it over to jordan if you have any questions. >> commissioner lee. >> how is shawn doing. >> shawn is gfine and he is record to work as of this date tomorrow. >> a question about the 10 b legislation i know that kind of a schedule of fees was one of the requests that the nonprofits or for profits or whatevoever can pred
5:45 pm
and not get charged is that part of that. >> i don't remember i'll send you a copy of that. >> yeah. back and forth from the police department so the end results might be different than you saw. >> great. >> thank you. >> all right. inspector pauley. >> good evening commissioners very busy couple of weeks i'll start with containment received on the 13 about the tunnel it up u top again, this time a applicant sent me pictures three or four people standing in front of the venue not causing problems but nevertheless, a complaint. >> same gay guy. >> same guy the owner responded because the complainant attached the owner to the communication or whatever
5:46 pm
the owner responded with his her and a i passed by that looked like not a lot going on improvements the venue and another complaint i'm reporting it so we got a complanth oh, my gosh on the 6 of february friday night into saturday morning it was in regards to there's been a lot of complaint on the the last few months i responded immediately to the complaint i pulled up to the back of the genui venue that is what the complainant lives no sound escaping the venue he lives in a building that adjoins the venue but nevertheless, i didn't perceive a violation and litigation on the building not
5:47 pm
up to code it seems like it was fine i had a walk through the night before they were in complains bcompliance but nevertheless, did a bunch of inspectors the most notable are the playboy party abused they had a lot of - like a tent at the time set up and booming speakers so 3 blocks away you could hear a base that's serious so i don't think that is an issue going forward the director talked about that the legislation came through and changed a lot of the development but nevertheless, that was probably the most serious of any of the cases we saw this past super bowl event weekend did a walk through it was fine
5:48 pm
they were look a little bit lou an issue for the rest of the weekend but fusion lounge had an influx of people a line that wrapped up the block i've not seen it like that but no issues were recorded but i've yet to talk to the general manager about it we'll trying to get to the bottom of that and see if this is a trend or something as far as the promotion public utility did a couple of sound tests last friday pretty uneventful a limit of it they know to talk to the management go pretty much the only establishment that complained they deal with them and dealt with them already you know made changes to they're building or whatever they've done stuff not to get complaint
5:49 pm
from the hotel across the street i did a sound test at aaron peskin at&t park there was not a base heavy kind of situation no complaint about that particular events any i'll be happy to answer any questions you may have. >> self-assures the tunnel top the same guy. >> yes. >> over and over didn't want that place there any way to just - >> i at this point it would be 100 percent speculation on my part but given what i've seen maybe something personal i don't want to you know. >> the playboy participaes wa parking lot it was extreme sound escaping but are they planning any more parties there. >> not that i'm aware of i don't think so.
5:50 pm
>> super bowl weekends. >> another mesna across the street is a hotel. >> yes. >> driving e driving counsel that additional they put cones on the street or whatever and don't have a legal white zone as far as i know on jessie did you notice the cones from the street a . >> at the hotel. >> white zone is our mission not on jessie as far as i, it will tell i wasn't looking for cones i was pay attention to the side of the street at the venue i mean, i see they use it street. >> you said the hotel was complaining about noise they had gotten complaint the venue dealt with them and the venue abodid an abatement work
5:51 pm
the ceiling to limit the complainants and it wasn't many but mentioned to me so i was paying attention. >> okay. thank you. >> commissioner frost. >> and the guy on the tunnel top lives in a residential building ovther windows face tht corner we don't get any complainants. >> probable the people that live in that building and mofor more building to the immediate west of the tunnel top and across the street i mean there is a lot of units in that area and we never get complaints from anything else and on you're telling me that there is a shared wall. >> there is. >> to the one guy or other residents. >> that one. >> one unit. >> and i've been in there we did the sounds like tests their expensive i knextensive i know
5:52 pm
wh when they're loud at the super bowl event inside vethey have a door like the supervisor tang area their alcohol and people are out there that don't opens and shuts maybe some of the sound was escaping during you know times but really i mean, it was quiet outside i mean again, if at their limit i can clearly hear at the limit the neighbors agree that was okay. i could clearly hear the sound outside and we aheard nothing not a lou night commissioner lee there was nothing not a peep again i don't think the neighborhoods are totally making it up but again, it's not a compliance issue. >> do we know how many complaint we got from all the parties and events of super bowl
5:53 pm
efforts. >> a good question. >> there was normally couldn't are more than 10 like total which is not terrible and a couple were out at the playboy party error anger people because of at&t park that we got directly i'm not sure we checked in with 9-1-1 we haven't received any we get 311 and check that ourselves but certainly with the at&t we'll check things might have council so we get a good sense people railroad ready so that speaks in preparation. >> and you think you got some complaint from the playboy and from the metalica.
5:54 pm
>> there were one or two people not happy with the noise. >> spiral. >> oh, the concert and excelsi commissioner mccray right 5 of those were other specific club related complainants at all. >> not bad. >> you know some people may not like alicia keys. >> how dare they. >> or the republic or all the people for concert ticket. >> the issue of spiral was those where earlier. >> they were very early. >> alicia keys were late they ended at 10 no complaint that i know of from fireworks and maybe train people that don't tells you it's not our issue it is
5:55 pm
pretty - i don't know relatively speaking light or heavy but mana manageable. >> you're right the residents where a were lent to they were ready for the new thing knew a, week or too long and live with that, i heard the fictitious i thought my next door neighbor was in that but again, i think that the residents were like super bowl it's great we'll live with that. >> i think people complapined bye about traffic and transportation and everything commissioner perez. >> how about valentine's day weekend i think not normally a big event and any complaint or incidents. >> short answer no again. >> long answer nope not that i saw (laughter)
5:56 pm
one final question about the at&t parking lot do we have jurisdiction over permitting that. >> we do give amplified sound for things that hoappen like cirque de soleil it requires a certain amount of yes and no but, yes it is rented and the land is the giants. >> right. >> they say there's a party happening there is probably a party happening and got it i mean, did you - didn't sound like you made adjustment to the sound or endorsing. >> i think the general consensus was supervise weekend that will be over and pretty much because of the ineffectiveness of sound they turned it off i didn't want to be the guy no, no we didn't -
5:57 pm
make them 345ik and adjustment but let them know about the issues. >> right. right >> okay. that it brings up a point the sense that regular loudspeaker the tent might be good and their sound system is huge. >> you can't contain sound in a tents they're made of vinyl or clothes at&t's and they are tied together and not possible. >> they'll have to turn it off it is as simple as that i don't want to that. >> you don't want to be a party pooper is there anyone from the public that wishes to speak on the staff report not seeing any, public comment is closed. item 4 police department questions or comments i don't
5:58 pm
see any police here we'll move on to item number 5 heari hearing and polk action oh - oh for conditioning existing permits for the seller we'll be continuing this item but i'll let the staff report. >> right so as the president said we met with the seller the office they requested a one meeting continuance and in the meanwhile have sent me an e-mail the they'll remain closed until that time i ask the president and owe concurred we push that to the march first meeting so i'll need a motion from you it was agendized. >> i'll make the motion and sorry push out another meeting. >> you're moving to continue the item to the next meeting.
5:59 pm
>> yes. >> is there a second. >> per the request of the seller. >> upon the where of the seller. >> is there a second any public comment? all right. let's take a vote. >> commissioner perez commissioner joseph commissioner lee commissioner frost and commissioner president tan that motion carries and we'll see them next time item 6 is hearing and possible action regarding permits we only would withone tonight. >> okay good evening, commissioners this is the change in overflow room fror the prae s appendplaces of entertainment on connecticut street i'm sure many of you heard in this long-standing sports bar the new owner is here tony

6:18 pm
interest the hardware stores from $20 it the the clean up itself single thing to do what necessary look like. >> this is what you'll find in our kit a inch and a half wide strap to attach to the wall around the water heater and so you want to compare this in some garages around the city and state which is called plumbers tape innovate as strong and we need to brace the water heater if you find this you'll want to replace it with a streetscaping kit. >> we've put blocking so that way we streetscape the water heater a nice fit it is important and important probation officer mention you need to move our water heater to strap is it talk about to a
6:19 pm
license plumber they'll come out with a firm once we streetscape those obviously we want to follow the manufactures instructions. >> typically the instructions will require the strap one strap be installed to fit the top third of the water heater and the bottom on the bottom 1/3rd away from the controls if it is above a certain size 50 gallons a third train e streetscape in the middle of the water heater. >> a lot of time i see older water heaters on the ground obviously explain why this is required and the mr. chairman is required if you pa a water are hereto in the garage gas fumes can accommodate and the pilot light will ignite the fumes so
6:20 pm
you want to above the grouped level. >> so why not go ahead and he get started with the bracing. >> we're joined with peter from construction he'll help us
6:21 pm
>> there you have it for not a lot of 340e7b in a short time we were able to reduce the risks as you can see secure and even in a big rumble bell not going to come losses thank you for watching we'll give is one more big push as you can see with

sfmta now had an opportunity to take advantage to accelerate the procurement schedule in the reduced costs by immediately pretty much the next vehicles we worked with sfmta and a mtc to get those vehicles as soon as possible there the pralth schedule because they require less fuel and better to ride this option maintains the bus quality the bus driver will not have to start over and we are working closely with sfmta and mtc to accelerate the loibltd of one and $47 million to purchase the last vehicles the contract including committing to prop c prukz prop k that covers the balance next is fire and life safety

supervisor tang they request if there's a big interest they want more information we have focused and high turn around to look at what might be appropriate next steps not trying to solve the problem but for this strategic 234568s again, the topic was improving the access to west side transit at the specifically supervisor tang indicated interest the west side transit hub daily city and west portal in particular so you know we take into account that and wanted to just frame the issue in a kind of a broader context why is access to hutchings important west portal one reason a key way for people to get adopt it is a
8:30 pm
top designation for people heading did you not you can see as you can see the south bay is - the second distinction is downtown san francisco san francisco and again what are we going to do has a key way the hubs go out to the periphery and it is a bigger picture to illustrate with this graphic showing the different colors how long it takes to get to downtown the blue i showed transamerica but the blue who can assess that location within 15 minutes on transit green 15 and yellow it 35 and orange an hour if you're coming from the west side it is a long trek everybody knows that it is important to call your
8:31 pm
attention that's one of the enernex of this study a tidbit of information how many people are taking transit if the west side to downtown versus if the east about a higher share that come from the east by a so 80 percent take the downtown and only 50 from the west side that is context to the issue that it is a long trip downtown and we could do better in getting more people on transit downtown and obviously address that by providing a one ride people - it is possible to do that and continuing of getting people to the rail hub but it is a pretty fast trip downtown from west portal if everything goes well, it could be a 20 minute drive is
8:32 pm
a key strategy to get people downtown so the remainder of the study how do we focus and have access to the hubs and trying to encourage assess by transit and bicycling and carr pooling as opposed to driving to the hub i know part of interest i've heard schaung mention people driving to west portal the city ideally we want people to take others modes to go downtown we looked at the assess kind of assess considerations i'm talking about the methodologies to address this question how to improve the access to the hubs a number of interviews from staff from the mta and bart and some of the private go mobility providers we see do a faculty existing conditions whoor the current modes today and the quality and
8:33 pm
a community focus group inform talk about their issues and a survey to prioritize what i'll get into the survey results and recommendations in the interest of time i want to jump into the recommendations and provide context one thing to note. >> wait i'm not clear you say the hub what is the hub where are they like - the stations. >> i think i glossed over this graphic here so. >> forest hill and west portal and we focused an west portal and daily city it is kind of showing 4 main hubs i mean rail hubs and again, we didn't preliminarily west portal and daily city. >> okay. >> okay
8:34 pm
going back to methodology i'm going to get into the recommendations but wanted first to state that the way we approached the recommendations the existing conditions review the inventory of every possible issue that may not be on assess bare for someone that wants to assess the hub and quite a few of the of these issues we needed a way to prioritize them and survey the hubs and household survey to prioritize which issues to emphasize the most and we found when we did the survey we asked those currently driving what alternates their consider and we asked this of people driving all but way to their designation or the hub we asked them what to consider amongst transit with the modes
8:35 pm
or buena vista we found that transit was strongly preferred by most current drivers so around 60 percent said they'll consider transit as an alternative our memorized o recommendations starts with transit and improvements recommendations and the second priority shared carpooling and 0 drive so the second level and buena vista biking was the last so i'll present that again, this emphasized the improvement of transit assess points to the hub and followed by the shared modes and bicycling so i'll start out with the transit and again, we focused primarily on what could be done the near term we have long term recommendations but we wanted to highlight sort of lutz the near term opportunities getting into
8:36 pm
the transit recommendations you you know there is a lot of approaches we can take to improve the transit and wanted to briefly share from the survey we found when you asked people what kinds of transit they'll value thai most vail the transit reliability and the travel time improvements so that's something we've heard consistently from other surveys throughout the city that transit reliability was very, very important so when we get do the liability and improvement of travel time i dlaert on that it is important to note on the west side we have frequent schedules transit services so a lot of the lines that run have scheduled temple minutes or less but when the route are unreliable
8:37 pm
vehicles get behind schedule and people foresee not enough transit so i know i hear from mta they hear people want for frequent service that is tied up with the reliability so getting into the transit recommendations we're suggesting first is to complement plans that are in the pipeline for travel time it is things to do but a robust set of projects that are already addressed and want to flag if not an inconsequential task their documents and all the areas are documented in the report you guess so look at them there and want to highlight for example, a study to improve the travel time and this is to west portal we looking at the ongoing and found a few gaps one is the
8:38 pm
29 sunset i don't understand if you're familiar runs and connects with balboa park it is the part of sunset to balboa park there is some changes on that line but no kind of immediate plans to do significant changes and that's in part historically not a high ridership line but 40 percent in 2007 so section of the city is utilized and connects to bart and travel time is fairly slow to take advantage to see what can be improved and look at it the context of the other work in terms of priorities that needs to be determined but currently a gap we found. >> excuse me. what the 40 percent ridership is contributed to. >> that's a good question.
8:39 pm
>> yeah. anecdotal we heard students using that route and yeah actually, we didn't investigate that not a lot of land use changes in parts of city so we didn't try to investigate that. >> the other point i wanted to mention is that that daily city itself is present a constraint so daily city kind of maxed out with ref receiving more frequent bus services that has a lot of connecting bus service but that is middle-income out if we want to add more frequent services in that, etc. there needs to be a plan to provide space for the bus for dropout and brought to your attention we need to start thinking about 3 is potential a
8:40 pm
major plan the low-hanging fruit is plucked and it will be coming in next month for funds to do the circulation funds and beyond that there is potentially a major capital project we can figure the station and provide for space for the bus service we wanted to know the importance of west portal through interviews and we found west portal is a major key for travel we know that reliability is the number one issue that can effect whether or not drivers choose transit and west portal is a key source of rieblth your paying attention to west portal and sfmta is aware and doing a study this year if you want to flag that and support that as a way to solve the problems and one example one morning the day of
8:41 pm
west portal you have you know almost like and pedestrian scramble at the intersection people going everywhere i have a video but not time to show it it needs work to try to make that more rationalized and trade operations within the station itself so this is one example of ways that muni can be detailed and trains currently the train behind has to wait for the train in front of the it and how the trains approach one at a source of delay and delays with you know the stairs and the mechanic stairs and the doors don't work and some of the replacement should hope but you can get the cat tropic delays i can this is on sfmta radar but bring those issues to you to be looked at and also talking about w6r789, west portal lacks bike parking
8:42 pm
and daily city has plenty but if you want to bike a west portal and leave your bike for the day you can't that's another issue for the wrments circulation and assess and i will just to wrap up sfmta is aware and be looking at this the context. >> there's an issue there. >> there is like some space. >> uh-huh. >> yeah. no, i know i've heard concerns about where the site is to not to increase the circulation the nexus in the intersection is part of that you have to find a place to put that one the furtherance ofes probation. >> we agree that will be challenging okay. so just moving to the next recommendation the final transit recommendation we heard during focus groups we know that
8:43 pm
reliability and travel times are really the most important and during the community focus groups people are interested in who to get more routes to connect to the transit hub and one way to approach take into account the routes that are currently you know not professionalism as well and whether they have the capacity and become better utilized to serve the transit hepatitis b and one example is this graphic illustrates the average utilization of the west side in the morning as you can see the 66 is the least utilized of the transit routes and kind of just a little schematic of the service of this and you know deferring a further study not going from and connecting to
8:44 pm
(laughter). >> i. >> i think this is a small route. >> a minor route and this is on the west side that are lower frequency route not utilized so we're suggesting maybe for sfmta to look at that and how the route can be deployed that connect with west portal or other changes we know that supervisor tang is using her fund to look at this wraps up the transit the most important i know we're getting low on time but the recommendation as i mentioned driver interest in parking and ride sharing we have documentation in the report and mention the bicycle assess the bike parking at west portal we think that daily city is
8:45 pm
deferring the access study for the freeway overpasses there are issues with steep grades to the station and kind of fraying e789d connections to so a followup studies with that recommendation the report and finally want to mention two longer than term recommendations our focus on short time but acknowledge that the gold standard for providing fast travel time to downtown is to extend into on the west side and that you know could - will be looked at as part of the long term transportation plan for the county wide and age opportunity to revisit it does it make sense for that the extension the long-term and, of course, see how they compete with other opportunities the city and the m line central subway and this is
8:46 pm
important as well. we think that providing hov lanes on i 280 could be looked at and for example, if you ray have a dedicated hov line where a bus can go downtown this could be a faster way today they get stuck in traffic not a competitive alternative but south bay is one of the key designations wen't touch on that but worth looking at the constitutional process because that's where a lot of people are going and 90 percent of people drive so as compared to people going downtown around 65 percent of people taking transit to the majority driving a huge number
8:47 pm
of people driving so this needs to be looked at within our focus suggested for the future with that, thank you very much i'll be happy to answer any questions you may have. >> thank you so many i was interested in doing this it didn't only touch on this a basis but highlights neighborhood and actually residents have difficulty in assessing different hubs thank you. i look forward to working on how it is that we can repurpose underutilized lines and better serve our residents and so thank you for all your hard work any other questions or comments from the colleagues opening it up for public comment landlord/tenant seeing none, public comment is closed. >> item 8 introduction of new items this is an informational. >> no introductions seen none,
