5:38 pm
the department it can't be recorded not a slap on the wrist that is important but substantively not occ case in traffic stop information not been part of the report but the last time commissioner president loftus says there's a pattern and commissioner president loftus suggested perhaps it is time to issue a reminder bulletin i appreciate that important to recognize the bulletins was recognized in 2014 perhaps time for a punishment but more importantly you suggested the e certification process thought this might not - each certification will capture whether is traffic stop did he
5:39 pm
tense an a-49 b detention a number of stops are the classic racial profiles for the contextual stops the officers are using minor traffic violations for fishing expeditions do result in servings are the sp 49 and unless i understand it is important to think about what are those containments nobody it filing a complaint at the front end he angel this officer is not showing up with the traffic stop data those are traffic stops for the complainant is skernldz they've been mistreated and racial mistreated and over the course of the violation sometimes the occ can sustain those but sometimes it is and
5:40 pm
said she said and the traffic stop data is not collected that is the pattern usual seeing not twice but several cases you rightly postponed last time i appreciate the chiefs stand with common sense management task management enforcement it starts with some discipline a paper that has continued i hope you'll continue thank you. is there any additional public comment general public comment. >> good evening ms. brown and welcome. >> my name is paulette brown and i like to use the oldest as usual concerning any son aubrey abrakasa who was murdered august 14, 2006, he was shot thirty times with a

5:45 pm
take care. >> any further general public comment. >> good evening and welcome. >> hello, again thank you for what you're doing i looked at i hope it is a current copy of general order i think 5.20 are firearms and lethal force i find things that are very, very hopeful in f this including section 3 subject armed with weapons other than firearms and the rule that states a human life is paramount 23 in situations like the last one says officers that precedes accordingly in delaying taking
5:46 pm
public into custody will not be fast forward of neglect of duty but fulfilled that is really powerful i will urge and suggest that that's another definition when the department recognizes officers for the conduct this showcase included preservation of life should supercede anything i want to brought to your attention to c handing and drawing firearms c i'm sorry, i didn't bring copies i'll make up the copies and give them though the sergeant an officer shall not mayor quan get the firearm for to give the first shot i'd like to suggest not limited doing this to the department
5:47 pm
issued handgun officers legally have other weapons from a time with secondary weapons that may not be the departmental issued weapon i can we can imagine someone saying it is not my department issued weapon i ask you to look at a narrower definition an escape hatch for a brilliant lawyer on section 3 drawing and otherwise prohibited again that mentions the department issued firearm i'll suggest to you broaden it to any firearms that an officer can handle and then on the bottom of that reasonable care for the public to the extent of practice officers reasonable keeper in discharging
5:48 pm
his or her firearm someone can say i borrowed that from the other officers not mine i suggest you put a or every firearm they handle those are just a few suggestions today thank you. >> any further general public comment hearing none, public comment is closed. sergeant, next line item. >> item 3 reports and amazements 3 a chiefs report to allow the police chief for the police activities and make reports status update regarding the early intervention system. >> good evening chief. >> good evening, commissioners and commissioner president loftus and we have two presentations tonight i know it is just the beginning of march but starting off into the youth
5:49 pm
engagement program for the summer 40 those people watching if you have interested young folks interested in a job? the time to apply are have our council apply anyone wanted to reach out to the police department we can connect you to the 7 thousand jobs the mayors is doing every year and on top of next season p l academy and internship runs for 4 weeks during the summer for kids 34 to 18 but a good way if young people are looking for something to do and through the summer those young people a ends the school year you'll see at department fixed up and gives
5:50 pm
them an leg up on a paid program we are also hiring at that program at $16.50 an urban design hour anyone interested pretty much 8 to 24-year-old in school taking 12 units with a valid california driver's license those are very, very good grants and one of the reasons we had success with gun violence in san francisco during the summertime is so many young people are otherwise engaged being employed so certainly we want to be that vehicle to get kids to that. >> just can you say how to applies from 16 to 22 - 18 to 22. >> 18 to 24 you are to go to the city's main website www.jobs
5:51 pm
apps.org and find that tolerates sfgov website and apply more information on the p l is unpaid www.sf pa l.org or call the police any district station or police department they'll have that information and point you the right direction with that, our first up is deputy chief chaplain have the second listing section on the acholic beverage initiative reform yes, at mission high school and today deputy chief chaplain will give updates on the initiative in place moving forward. >> good evening chief chaplain. >> with the doj program we have several session we're now
5:52 pm
participating and there was one last night in mission high school the session went well, that was issues outside and quickly addresses graffiti the male bombardments and theizing section will will be at gateway for the security without having anyone from the police department there so i am in conversation with the doj folks we're sitting behind me we'll try to have the security thank you. next site for this particular session and then after this week we'll return and sit down we'll be going over the goals and the other things especially 9 areas we need to look at we've identified ourselves identified the police department so we'll be going over that with the team
5:53 pm
they've attended some line-ups and again tonight and going the tenderloin and northern the line up will be bayview station let's see as far as the training did immersion program at the academy has been in place we're trying to retract it to make that more directed at places to get the cadets and on that note i reached out to reverend brown we have tent baptist church for a confidencecy oversee by reverend brown we invited him inform invite pastors to sit down and at that particular time as well as people from the community to basically explain to the cadets guess as far as policing and give them a prospective of some of the issues we've been dealing with historically and the
5:54 pm
african-american community and some of the things are occurring let's see and moving on to the organization the unit the staff and build out continues i know that jack heart he's going to week at the mandated one week course so i don't have access to him his in and out and we picked the lieutenant the training at the police academy shields be part of team and that's it for the organization and as far as the use of force we have a meeting with the stakeholders that is move on on with the different groups and they view to be the desired changes to see on the policy that is being reviewed right now and try to hash out those things and where we are going forward. >> questions.
5:55 pm
>> if i could add there was also when we were as i mentioned to commissioners offline some of the training on the range our day long training that was pointed out to the officers to have two locations as a range was a place of a muscle memory so perhaps better for the deesclation and all the training to be at the academy with 2, 3, 4 firearms so no reference sometimes location makes a difference we discussed i think two years ago we were talking about conducive energy devices to put those on this officers because the mission is different the academy has defensive tactics and no firearms at that site that was actively pointed out from the officers who sense
5:56 pm
wife made the adjustment are finding it is a better way to do the training is one group to one site and one the afternoon so we switch with a complete 8 hour day. >> commissioner dejesus. >> your meeting with the group the communities group that was put together they've asked for changes you said the changes are considered what is that process by whom. >> so we put the first track out and now everyone after the first stakeholders meeting submitted comments these comments with the first draft a lot of those comments that many of them with common think citizen california they will go to the stakeholders tomorrow with distribution. >> that's what i want to know you're taking all the common
5:57 pm
things and putting them into a second draft not competently sized that's your problem. >> i want to know the process it was the same way as the last time but something. >> right we make our best attempt it going back to the stakeholder we'll post the next reverberation and the stakeholder will say no, that is not what we meant or some want after the rationed we will get to that point as we did in this braerm if there are a difference of opinion we can't assimilate it into the order then both of those or whatever those positioned will be left what's the word they use what you highlighted in a.
5:58 pm
>> - >> i'll suggest the last time i got a lot of changes and it took time to go to the back what does was making changes i would like a copy of the changes i wouldn't mind following along with the draft so i don't have to go through that. >> that's what the second version will be and if it is not if we get that wrong we'll do it with the third version. >> i want to get a copy. >> the purpose they're asking for mandated by post we can't change so a that's going to be part of progress and maybe things that people want out we
5:59 pm
can't take out. >> i don't want to participate in that process as it is evolving i want to see how it is evolving. >> there is commenty making the comments some people like as one speaker spoke to which really is not a change on a comment so the actual proposed changes will be incorporated. >> that's what you ask. >> really fast can i go back to the cpi it is also beginning the expertise of the sfpd staff and doing the scenario based portion for the cit wrarmdz to the firearms portion they're also speaking in cit component when we had had firearms training and police academy and in previous years anywhere from three or four cit classes there
6:00 pm
are we have 11 classes for a total of 14 for this calendar year of 2016. >> can i is that a abbreviation did you say cit. >> oh, our physical training staff that teach them the physical training. >> pd d t. >> i don't know what that meant we're doing something the case of cleveland shooting there was an issue where the dispatcher mother communicating information we have with the communications training and they're going to start moving their people to go through the cit planning to get the 9-1-1 calls and pass on the information so maybe a family
6:01 pm
outside of the residence get a breakdown before entering and commissioner wong. >> i remember captain yee mentioning jack was in charge of the academy if you take him now as someone will be fulfilling his spot with the training. >> we'll still leave that the shop and hesitate working closely with the academy with the piece of the new view it is implementing change and the training portion of that we'll work hand in hand with the academy and we discussed that as well as a find for grant to allow to expand that blue encourage training it is important it is hard to send an officer out and that's what the blue courage addresses. >> one of our professional standards responsibility is to
6:02 pm
oversee the implementation of the 21st century task force on training the 6 piller is courage and the blue is under that. >> my same question i got feedback from the working group that peace officer groups felt they needed more time to have comment a little bit of ramping up of time and getting used to the language i wonder if we're on schedule or more time to comment on the different a draft. >> you're speaking of the use of force policy. >> yeah. we talk about that last week the one thing they wanted more time we have two additional meetings for the deliberations and change the calendar accordingly. >> i guarantee their probably not enough time but we're doing
6:03 pm
the best we can. >> i just have a couple of questions deputy chief thank you for those updates and the immediate steps how long have you been the deputy chief. >> 2 1/2 weeks. >> great job in 16 days one thing that is great on the calendar reverend brown did training for the entire academy it will be great to come back with the number of entertaining changes and in particular noting this is the academy is great but obviously the question is what's itself global plan so that you know if you come out of the academy with those great idea and work with a sergeant that is not imposed to the same content maneuvering we have a training plan across the department what you've been able to accomplish in 16 days but we'll have you back the other thing as you pointed
6:04 pm
out great progress the cit maybe bring some of the working groups folks it is such a volunteer led program we're quad dripping it folks are donating time we have ongoing xhchgsz but the data transparency and the item is a huge part of reforms so peculiarity the next time to give us a sense of timeline for those goals and how we can be supportive i noticed the locals owners we have to comply with and other things colleagues the plan there is so many proposed reforms we're trying to track them out that the deputy chief we'll have you back on a regular process to track all the
6:05 pm
progress. >> on the initiative it was talked about today and progress and folks from the mayor's office to address the data collection and the cit issue i'll definitely take that and invite the volunteers to come in and presented present to you but just as an update on the said about the field training officers the department is increasing the cit team members on all watches and the team members require two hours to be certified they need the 15 hours but our goal to train the academy classes and good evening to the f field program on march 11 of 2016 to that end concealed sitting but the 246 class
6:06 pm
consensuss on the 31st but we have number u amuse member the folks on the ground and pushing out the recruits if we train everybody coming in to demonstrate the commitment there is a class that graduated was of the training scheduling calendar with the holiday they missed the training portion so their held until they get the cit training everyone gets it coming in fresh and the officers are community college on the back ends for the cit training. >> commissioner dejesus. >> so i know you have a lot on our plate i know when we did the occ there were many recommendations on a spreadsheet and there were i can't remember what it was one way to keep
6:07 pm
track we see all the goals accommodating and what is implement and waiting tobacco implemented or any problems that can't be implemented that way we have something tangible and follow the progress and a check list for you and us. >> i see the occ document we plan on doing that we wait for the doj folks to get done to get the things identified identified and what things need to be done we'll check. >> a suggestion i understand you have a lot on our plate but that some point. >> great any further questions for the deputy chief. >> thanks deputy chief. >> our second presentation will be an update dr. marshall asked for an update on the intervention system.
6:08 pm
>> good evening sergeant. >> one second to set up here. >> dr. marshall do you want to introduce the subject. >> well, no (laughter) no, i think that is timely we've had thees for a while so great i think that is time especially, after going into the new round of policy michael it will be great to take into account it. >> so i of the asked to give you an overview of the eis system and if we can have the power point presentation. >> so basically what the the
6:09 pm
early intervention system a system that identifies the members who performance exhibits at risk behaviors it provides interventions to correct those behaviors and identifies the members that are performing exemplar for the recognition of those members it is important to note it is not about warning supervisors of problem officers but a way to for officers to be identified before a problem occurs all right. so the two main factors that will probably be talked about are the primary indicators and the associated indicators when it comes to primary indicators we're talking about use of forces officer-involved shooting, officer involved discharge and mcd or e o and civil suits and
6:10 pm
on duty. >> sergeant can i stop you, you know we have acronyms that are not familiar we and e i o equal employment opportunity i think that is it. >> and occ office of citizens complaints so for the associated factors we have such things as the compliments and accommodation and captains accommodations and awards factors that should be taken into consideration or arrests by the officer citations by the officer, vehicle stops and pedestrian stops and their training history so the thresholds that we are talking about are within a 3 month period will be 3 or more documented use of force within a 3 month period within a 6 month
6:11 pm
period 5 or more incidents of the associated factors we're talking about 3 or more occ complaint and within a one of or more incidents or more occ complaints and anytime an officer is involved with an officer-involved shooting or officer involved discharge and that multiple indicators are are one point if there is a use of force of officers are involved in and that involved into a tort claim that had been one incident not two separate ones but each evident is one i have an eis report example this is what our station receive
6:12 pm
this report oriental any officer in their station that triggered an an eis alert - they'll get the use of force report and the complaints complaints and basically assess it for any type of at risk. >> what's a pick up sergeant. >> i'm sorry it is basically the supervisoring for that particular officer so that sergeant was assigned to that officer will go through look for any type at risk behavior they look through everything if no at risk behavior it is sent to our
6:13 pm
office we weigh through the reports and see if we concur with at risk behavior or not from the sergeants do building there is some type of at risk behavior then we monarch to an intervention when there guess an intervention that is different aspects of whether it is coaching or counseling doing the 5039 follow-up of that officer and training there is voluntary referrals mental health and we have peer support as well as for the officers the over officer can request a temporary transfer again that is something that when they're going over this with the officer it has to be agreed on by the
6:14 pm
officer as the supervisor is going over it eis didn't effect motions it is a tool that the sergeants on the street that supervisor the officers use to identify a problem behavior before it becomes a problem behavior the web-based version currently right now we use aim is the program we use for eis that stapled for administrative investigative management it is provided by on target performance system that's the name of the vend that created the software the aim we use are the clients but we are trying to switch currently switching to the web-based version is a robust
6:15 pm
version we're using right now and hive customizedable and using fields we're not able now to put in as far as tracking we have indicators as much as we are looking forward to try to track down and narrow down exactly where such is use of force the under surveillance we track the district time of day the type of force was that effective or not effective any contributing factors like narcotics anything that needs to be take into consideration we are able to customize within the program to put into a tracking and make pa a report of so that's basically an organization o overview of eis and where it is coming any
6:16 pm
questions i'll be happy to answer any questions you may have. >> thank you, sergeant yeah. we're lining up commissioner mazzucco what in first start when doctor marshall and commissioner dejesus were first on the commission there wasn't the technology basis you talked about the program in terms of tracking we heard from deputy chief chaplain he visited with the oakland police department and they call it a dashboard and put officers names into the system and immediately know this information and other information regarding traffic stops and breakdown of that officer stopping is that part of system we'll see here again, we started this process but gathering the data there is a lot work for the newer commissioners there was a lot of give and take reward the officers and us keeping an eye on on the officers to make sure
6:17 pm
we catch things will we have that similar program and we heard from deputy chief chaplain are you aware of that. >> not that i'm aware of of that program is not tracking like you are talking about not that's a great question that information but more so what the officer is exposed to on the street it is - so like when an officer is having issues whether for example, an officer is going through a divorce and tyler exhibiting any kind of behavior suddenly more occ complaint this system shows this officer is obviously showing more complaints this is a tool for the pit sergeant or supervisor to see okay there is a trend here now we sit down and talk with that officer and kind of
6:18 pm
glow hey this is what we're seeing is there something kwhaepz and speak from the officer and found out what is at the bottom of his behavior. >> one other thing i want to commends you on one of the things we found out and anecdotally a lot of the officers that b did heroic things end up a year later with disciplinary issues i'm glad we're doing this we track and do something positive and keeping an eye on on the officers so we don't see them in front of the the commission with disciplinary matters so i'm good a glad. >> commissioner dejesus. >> wanted to follow up on the vein we didn't have any technology we were trying to
6:19 pm
hire with the right - >> exactly. >> no e-mail nothing so and hear it coming back to me i didn't realize were focusing on the use of force for example, commissioner mazzucco was saying a system that brings up the use of force and any other occ complained and thinking about tonight they were talking about traffic stops that will be interesting to know from the same officer is coming up with the same troolts or several officers from the same precinct any way to broadened this so the sergeants see in their precincts with the particular complaint with 9 profiling or not so i'm thinking it will be good to have a dashboard system not only for use of force but there being
6:20 pm
admonished so you can see - >> i'll bailout the sergeant chief sdhap listen was talking with oakland and we're looking at the tracking systems our bureau is looking at the public defender for the bureau that's a great question a system in oakland again that will be the easiest to see if it fits into our system as far as multiple people officers get one admonishment on a phone call by the deputy achieve a third strict will be time off and that's progressive. >> okay. >> commissioner melara and well sing or since we called this the early intervention system is there anything in
6:21 pm
place that allows police officers to come forth wherever they're facing like a potential divorce or any kind of social issue that maybe in their life they'll not share that with their boss or partner and they keep it to themselves whether we created any save space within the department that where they can go to and be able to talk about those things. >> there are officers that are trained to be peer support for officers that are needing help we have the 8-year-old sign unit they can call unanimously for support and offer i believe 10 sessions a year they're able to get help with mental health
6:22 pm
care with people that did ride along these that are familiar with the officers on the street. >> okay commissioner wong i had a related question is there a peer referral system let's say aesthetically an officer that get a text is there some kind of system that doesn't rise to the level of reporting it to the chief or a question whether or not this they witness something maybe an excess use of force your report that to a supervisor or in neglect of duty yourself. >> maybe something questionable not clear-cut. >> you would go to a supervisor to find out. >> my other questions he
6:23 pm
appreciate the overview can you give us an anonymous example how to works a success story of what you've seen this energy to do and the other do you handle those cases. >> how many are put out roughly yeah. >> how many triggers do you get a month. >> a month? it varies quite a bit so far as for 2014 we had three hundred and 84 members that were triggered an alert of those 6 members were put on intervention 6? >> the others were not put on because the sergeant reviewed it and thought that was within -
6:24 pm
>> yeah. it didn't exhibit at risk behavior. >> i'm thinking i don't want names or specifics but give us an example how to works or maybe combine a case. >> so basically what happens the eis alert they run the program and gives a report of everything that had met the threshold avenue of these are sent to the captains of the stations that give it to the pit sergeant to go over all of the alerts to get the paperwork to recould the use of force report and basically analysis what we see since they work with them one-on-one it is normal for this officer normal behavior once they decide is this at reflex behavior for the officer if they believe it is not they write down that and send the entire
6:25 pm
paperwork back to my office we go over it and read through it from an objective third party view and read all the reports and again think is this at risk or not if we agree it is not we close if we don't agree we'll contact the captain of the station and agree that needs to be looked at a little bit further. >> so one here on behalf of the appellant do you think that is working or recommendations for that more we need to do. >> i definitely - i mean any type of tool that help the officers on the street before anything happens and the sergeants to manage their team and get the officer whatever they need it is definitely worth that. >> dr. marshall. >> is it is good to hear with
6:26 pm
the new system you're putting in that allows you to get a larger profile of what is going on and the officers life that is great how many times will have we heard the disciplinary matter all the officers were going to something at a particular time if you can put that into the field and have a profile what is happening with the officers i think that is great i have the same questions as commissioner wong we put this in it was designed to mother punish one but intervene achieve has been around for a while how do you think is that accomplished anything. >> again, the systems get beggar should we get the dashboard in place and more information i think again, you
6:27 pm
said and the commissioners said you know having someone talk as we build out cit that also builds out the survives units i'm big we can't have a big enough peer counseling when i came in we have a huge compliment for everyone at the station is a peer council they filled out a peer report and maybe a phone call out to lieutenant maling i know this week i got a phone call from a retired member go talk to a current member we were all peer counselors at some point can we build the capacity yes. >> chief executive officer all those things work in concert so any recommendations you have to make that better you know we
6:28 pm
would like to hear them absolutely, because we do want to you know flags things before they get to be serious so any thoughts please let us know. >> to that end thank you, sergeant i have questions i think will help us get to the aspects working well and some for fine tuning because we do the discipline on the back end we see officers i know we worry about there had been an intervention earlier so focused on preservation prevention so we get officers on some level is a failure of identifying earlier intervention so when i see this is about one .5 percent of officers getting intervention he wonder if i compared the officers that end up with discipline case at the
6:29 pm
occ or versus were they flagged earlier was under a decision made in that concurrence process was the intervention appropriate. >> have you done apply of that analysis. >> it's okay if you haven't we're looking how to improve if but do you have that analysis. >> no. >> one thing i'm a say to the commission as you may know heard too from a community prospective this is one of the most important things themes that has come up people recognize this is a tough job and officers are exposed to hardship and young people that have - give a meaningful intervention we included to everybody's topic that commission and the chief and part of what we said to the
6:30 pm
mayor, we definitely wanted to make that program important that he already have as effective as possible if you could look at that data piece around cases that ultimately come to us and if an intervention offered earlier this will hesitating help us that would be helpful and to know the percentage of incidents. >> concurrence between the line sergeant and over office that would be helpful how often those concurrence on that or if there is disagreements that will be another stat that will be helpful the poorr - sometimes t
6:31 pm
percentage of people that are offered an intervention that take it versus decline we have the 6 that took the intervention but maybe you can decline. >> you can decline (laughter) so what about i want to know about the volunteery for mental health you could decline that. >> yeah. you can decline basically one on intervention this is something that has glutton the sergeant has done if they decline to go through we're talking about retraining and counseling giving them a pick up to where weigh walk there if they decline it moves towards a discipline. >> yes. exactly. >> so essentially a

performance improvement plan not an option. >> right so i guess the things i can understand why officers have hesitation it ends up a performances to understand public school spot where we really are purely in intervention and diabetes to encourage you know some support in that fields of preservation to look at this more deeply there are other agencies to identify they're a better way to do that the whole goal to provide that support prosecute before a problem and we're situated to see the problem we're motivated to provide the ports on the front ends and the community repeatedly expect that of us those are any data
6:33 pm
questions the other question i have. >> can and bail them out for a minute. >> no, no - i just wanted to mention though the intervention part no deception that's the part where the sergeant puts the officer in intervene counterpart where the intervention is volunteer the intervention strategy has to be the concurrence so when sergeant youngblood listed the training or the volunteer transfer or the volunteery mental health those are the parts there maybe discretion and concurrence between the officers that maybe where there is a little bit of confusion the intervene part happens that the strategy the
6:34 pm
officer and sergeant will use to get that intervention going is the part that their needs tobacco concurrence. >> okay. >> and they can choose to use counseling as one of the strategies. >> got it that's the part that would be helpful to identify the numbers and where they are and which people are taking the voluntary intervene. >> commissioner. kilshaw ran the eis office. >> okay. >> and she has experience the intervention part so we'll rely on you commissioner wong. >> i want to eagle if we can get into the presentation with more data i want to see if they're coming from a particular
6:35 pm
stations or perhaps particular training officers or other patterns we've discussed after a critical incidents there maybe things i know from the backend we've seen parents generating the discipline down the road and identify patterns coming out and talk with us at the broad level to things to be addressed and that's the new web aim that will provide. >> commissioner mazzucco yeah, he apologize for talking twice on a subject but one of the things we're looking you said earlier, one of the officers were coming back after incidents we we're heaping a lot of pressure on the officers especially with the changes we're michael making and public disdain for one of the officers down the street we need to be on top of this we had a period of
6:36 pm
time one of the reasons we did this disproportionate number of suicides from our officers that is something we were addressing during the financial crisis and financial stressers and work stressers on the streets those are the things we're looking at we had a good presentation and many of us the problem we have in terms of getting the officers in their people that join the police department will not seek seek help but want to help we're trying to hang that mentality to ask for help and you have no choice that's one of the reasons behind 24 my dad is a former partner a psychologist and no police officer is very good at asking for help so we've done a lot of work there is playoff pressure on the officers on the
6:37 pm
street i said to thank you for your thank you for all your hard work and your partner it is important we keep our officers mentally healthy and good for the department and the citizens thanks. >> i appreciate that. >> so we'll bring you back to talk with sergeant kilshaw about the pieces of the next report and look forward to that. >> great, thank you. >> great. >> sergeant, next line item. >> item 3 ocii director's report this is to allow the occ director to make amusements and the presentation of the occs summary of cases received and the mitigation and in just a few minutes of february 2016 and champion reports. >> good evening director joyce hicks and well. >> good evening commissioner president loftus and chief suhr

6:40 pm
an officer failed to have a private persons arrest the officer received reprimanded and retrained the same case some officers arrived in back up officers and failed to contact d b m the higher ranking officer received reprimanded and retrained the second case the officer failed to get the report and other officer failed to get an report and the officer received a one-day suspension and retraining that concludes my report. >> thank you director hicks. >> chief on that one looks like there is two incidents they were a failure to prepare an
6:41 pm
independent report and one got reprimanded and retrained and one a day off do you recall why that was. >> i'd like to that the circumstances were different but i don't know. >> if i might the circumstances commissioner president loftus i should have said i'm sorry the circumstances were very different in the first incidence the individual involved were in an argument and within individual said she had been bearded but there was no physical evidence in the second incident involving the failure to prepare an incident report the complainant had was covered with human waste which she said another person
6:42 pm
threw think him that's the difference between the two where the officers did not choose to facilitate a type of persons arrest within their discretion and but interest was a lot more evidence in the second case and the occ made the sustained report in the alternative failure to arrest failure to prepare an incident report when declining to facilitate a private persons arrest and i'm not sure the first incidents was that a domestic violence. >> no, it was two neighbors in an argument. >> any questions for director
6:43 pm
hicks colleagues. >> okay. >> thank you director hicks. >> you're welcome. >> president's report. >> thank you commissioner president loftus. >> sergeant, next line item. >> item 3 c commission report and commissioners prortd and commissioners report. >> colleagues he mentioned briefly last week that commissioner vice president turman and i attend a followup meeting in the tenderloin you, you recall we say had the merging an january 20th but there was significant public debate at that time, about another incident and not the concerns of general community a young woman came up and talked about the difficulty taking her daughters to school with the drug dealing in the plaza and made a plea for us to help her
6:44 pm
commissioner vice president turman and i went out and had a meeting are a with a small group of neighbors and talk about that what was going on so i wanted to make you aware there was follow-up there will be additional follow-up the captain is working with the assistant district attorney assigned to the tenderloin to identify if there are particular bad actors there would be identifying them and ways to partner more effectively and getting stay away orders for the folks in the tenderloin for folks causing the greatest number of problems introduce the redistricting that are foot patrols during the day they were given favorable feedback things are better and the department is attempting to be aware of when
6:45 pm
school is out 240 and different times i give a lot credit they're trying to deploy and protect the kids but have fallen short and some members of the community were sdaktd and felt vulnerable on the streets we've work with the captain again and get more complete picture of what the plan is given this came up at the commission level i want to share with you all how we can work more collaboratively with the district attorney's office how to address some of the issues a brief announcement i'll have was i was able to have a meeting from the representative the doj i was able to do that and participate in a process identifying the goals their coming up with that
6:46 pm
was very productive and he did check something off any bucket list i was i did appear on street soldiers an one 06.1 i got a tremendous amount credibili credibility. >> thank you chief suhr for appearing on the program i call it for a change for the process we're going through you know a lot of the folks were not at the press conference and certainly want to put the news item on the 6 o'clock or 11 o'clock news but we were able to sit down over a
6:47 pm
period of time we were telling the community what we want to do and the important process we're doing so deputy chief chaplain heard some really, really good things about that from several the community members called the mayor's office and said this was great and, in fact, i left someone an hour ago it was really, really good to they didn't know one thing they didn't know they didn't know thank you basically he told folks that is a progress report not the final report we'll having at some point come back and update when things have been completed but thank you both of i for doing that that was great. >> thank you, dr. marshall. >> thank you commissioner president loftus thank you for meeting with the mom and
6:48 pm
daughter i remembered the midst of things she came down i saw the look on your face she couldn't take her doubt dates to school in the morning i know i saw you go and reach out to her that's part of what we do the community is concerned not being able to take their children to school thank you commissioner vice president turman for doing that i too met with the department of justice it was nice to mediate with the people that were subject experts they have a good handle and were willing to take and max remedies i left and was thankful. >> great commissioner wong. >> briefly he had a meeting with senator leno he asked you
6:49 pm
to take a position on the police officers semiautomatic i think that is entitled with the vice chairman commissioner vice president turman has taken a position i'd like to see this probably if we can calendar for that possible action. >> anything further colleagues okay sergeant, next line item. >> item 3-d economics announcements and scheduling for consideration at meetings action. >> i capture of things we want to circle back in the early intervention and from chief chaplain at least at the first two meetings anything else

colleagues sergeant kilshaw. >> our next meeting is march 16 the richmond the jewish community center 3200 california street room 20 six the monthly commission community meeting. >> great okay. any public comment on item 3 a through 3-d. >> welcome. >> thank you first thank you commissioner marshall for making sure the early intervention was put on calendar i'll request you, please scheduled it separately to the representatives are here when they're talking about it put it the activity reports honestly, i was shocked to hear that the intervene rate was less than two periods if you look at
6:51 pm
the factors it takes multiple incidents for about to flagged and for interventions if i heard correctly 6 hundred plus is very disturbing not a new issue this is something the police officer have focused on in their ascertainment after the policy was around for 2 two years there was a procedure policy that was implemented in so 94 called an early warn system non-disciplinary but progressive for his time according to a the police reform but option in the poa what you have a very detailed three or four years and maybe bring our general order on that 3.19 i'll suggest you schedule that hearing as quickly as possible this is an important policy for both supervision and the officers and the communities as i said if you're introducing tasers we don't know the
6:52 pm
promises to the public policies are kept there is a problem i'll say you don't have the policy in front of the you it is riders for 9 years you get semiannual audits twice a year how to the system is working four times a year quarterly data and if i understood your questions this is the first conversation in a link time. >> we had those documents it is first time we've talked about it but back and forth sorry ged. >> okay my understanding from others you have not yielded received the data if you have the data before the next meeting that should be public information also on public information an eis panel board that meets the first quarter of encouraging the aggregate the board merging
6:53 pm
meeting shall be open to the public the first wednesday every quarter at 8 o'clock in this room my question is are those meetings happening on those schedules are they moved with the police headquarters with the hall of justice and lastly there is one quick way i'll make it quick if you add ten seconds of my time one quick way to ask yourselves if you're trying to identify the problems this department had 8 officers with homophobic texts a number of officers convicted of several crimes and was that flagged by the eis system if so, did that he get intervention. >> that was 13 seconds thank you, thank you mr. crow. >> next speaker. >> welcome back.
6:54 pm
>> hello, my name is silvia johnson. and i noticeed there is not a lot of investigations that needs to be on f p f i there is some police officer gang i'm not too sure it needs to be investigated because this is what caused a lot of the police officers problems with the commissions and neighborhoods watch and also report from supervisors and i don't know why the supervisors didn't clear up this this thing happened and i think has to do with with money that was paid for police department to get more orders stations on that project
6:55 pm
even i think what you call we or you know on this situation just to make me suffer because a lot of people that get the police officer are inclined because of report that i gave on in 2007 which an area that the districts for you know comboment /* enforcement more of a - conversation for the e dr and i still obligate police commissionery at city hall and do any duties to make sure this
6:56 pm
country stays in more - you know this information thank god i found some important to where this - to be more place you know commissioner and i know what the reports for enforcement for training, for course and you know - all of this matters for our group i've already got any sport issues for more groups for sport to make sure that as on that
6:57 pm
issue of the police academy will be you know an extension. more space >> thank you. >> is there any additional public comment? >> is there any additional public comment? >> no okay hearing none, public comment is closed. >> sergeant, next lint item. >> item 4 discussion regarding the sfpd occ general policy reports and discussion. >> colleagues you recall from the last meeting that item was on the consent calendar i took it off so we could have a broader discussion of the policy procedurals the intent of this report was to make sure that the commission is aware of where some of the policies are the collaboration that doesn't happen within the office of citizens complaints after they found either a sustained
6:58 pm
misconduct but a policy failure and then work collaboratively with the department to recommend policies that ultimately come to the commission and sometimes is a unit orders or bulletin or some action that was taken as a result of the discipline as you all are aware and i think commissioner dejesus highlighted this one of the things we've realized the commission the united states didn't have our own staff to monitor this piece and this progress and some of the priorities of the department and you know for people that are looking important homes this is a lot of pages and going back to 2006 i asked sandra and directing i director hicks the hope we had was we can get a sense of how things are going and ideas to make that work
6:59 pm
better and want to make sure director hicks did i miss anything and commissioner president loftus not that i'm aware of and thank you, very much occ attorney sandra a hero this evening to talk about the acholic beverage work that she does with the police department to track policy recommendations that are made and she has prepared a power point that she will present that sets forth how the sparks report which is one hundred pages long works. >> good evening commissioner president loftus, commissioners chief suhr and director hicks and members of the public i thought that might be helpful to give an overview so a give
7:00 pm
you a little bit of background what that means the sparks report is back in 2006 the commission pass a resolution it will be a mechanism for the police department in our agency to put together all the work we do every quarter other than policies 0 can be department general order divisions or policy recommendations i don't know is that working. >> yep. >> so the report right now is a cumulative report since 2006 look at the work and our police department and agency has done with of the charter amendment we make policy recommendations he work with the police department the clerk will take the roll we meet with the pole remedies and when things come up like the 126r policing report or the
7:01 pm
president obama put together and a task force of recommendations the police department works with the agency those kinds of policy recommendations and work on that those are all parts of sparks report to give you an overview how to track what is going on different ways to see what is happening the quarter any of the occ work is done in blue if you look at the one pages that's what happened in the last quarter in yellow the departments input what necessary worked on the last quarter the first 70 pages this is the departments general orders there is a lot of them anything you see the first 70 pages the latter part is the occ makes the recommendations that don't fall under the o go so that's as
7:02 pm
overview why you have this report over one hundred pages you see the work from really now 10 years i want to highlight 3 of the main things with the police department and the 3 things i want to talk about sexual assault recommendations and another thing the cit with great work and advancement and the thirds thing is our agency making recommendations under the 21st century policing and part of use of force data collections to highlight aspects of those 3 projects turning to the sexual assault recommendations one way we make recommendations we get complaints and do the finding and if there are finding the misconduct of officers this is one aspect but one part we look at the cases any thing we recommend the department
7:03 pm
implement in terms of policy or training base that will impact far greater in which the police operate from sexual assault her case was investigated and the communication with the police department so through the case and the investigation we made 3 recommendations one was better communication between the investigators that are investigating under the sexual assault special units we made a recommendation cerebral palsy where investigators are updating the case if it isy stoindz are so i understand to someone else we sat down and workout and recently the unit they issued a work order not just sexual assault but investigators will have contact with the victims to update update their case another
7:04 pm
aspect of that particular case under the penal code he will specific deadlines when sexual assault forensic evidence should be processes within a certain monument so whether our agencies recommended one of the deadlines under the penal code the department protocols right now we comply with the first deadline making sure that the sexual assault cases are picked up within 72 hours and this is fabulous the other aspect it is processed within one and 20 days the police department and our agency are the progress of working through a written procedure it codifies the
7:05 pm
procedure and about the processing of sexual assault kit is he we're the process of working the details of that out the third recommendation about sexual assault cases has to do with with having angle invaluable report at the end of year on a backlog that is great news to have a police department provide the report so the information can be provided as to how many cases in terms of sexual assault kits how quickly have they been analyzed and the data collected a that go information is provided to the commission as well as to the public so that's turning to another way in which we work on policy recommends has to do with with the cit work the cit working groups so last week, i heard about the assess working group and another working group that the police department you are agency and then many other
7:06 pm
members of the public of mental health communicated the cit is a working groups is vibrant we meet every month with mental health advocates and members of the police department and community-based organizations as well as the mayor's office on disability representatives from department of emergency services and we meet every month to talk about the cit training and how to advance many of the aspects of the cit program the last quarter some certifying things we worked on one a cit doj and the resolution passed in 2011 one of the components to codify cit all the components and the general order we worked very hard to get a d go that laws he lays out the components and the deesclation principles many of the principles offer laptop with the d go so we hope that will
7:07 pm
advance and that is a juror project that was completed last quarter another components that was worked on how to provide more administrative and structured it to the cit so one thing the administrative help the chief assigned others to work on that so the paperwork and the scheduling those kind of things for the 14 classes for cit there is enough structure to move forward and have the cit liaison officers to have cit officers their resources for mechanics the station and also able to do debriefly and really provide more structure and support around cit so that's another components that the chief has agreed to and the departments is moving forward on that and the last part another big relations
7:08 pm
the working group has now is the cit website that is - that's - >> the cit website is part of police department website an opportunity to give information internally and extraordinarily about the cit program b a place no award ceremonies and officers that have been awarded resources and information you will have that again becomes a bigger part of department i want to highlight the last thing the our agency made 19 remedies based on the president obama 21st century task force and provided them to the police department and now with the police department started to work through the recommendations some of them has to do with about how to
7:09 pm
incorporate the notion of procedural justice into the general orders that notation that is a challenge of people having the opportunity to be heard and officers are listening and an exchange while the police officers are on the streets one of the 19 recommendations and another one was base training around the youth and interaction other main recommendations with the daylight use correction and many of the i want to highlight but many of the recommends really has to do with with use of force and those are folded into the use of force working group and the use of force right now the crafts that the chief has been issued the recommendations incorporated we feel we're making nice progress around that as well that's a
7:10 pm
thumbnail sketch of the report i know you're here to talk about any aspects you have questions about. >> did you want to join us. >> good evening commissioner president loftus and chief and director hicks i'm here to answer any questions and implemented me recommendations you have any questions you have. >> great the within thing i'll say even came up tonight a great opportunity to remember how the system was set up to work in that to the extent that the occ patterns or issues of concerns or policy failures you work at the level before it comes to the commission with the member of the command staff to say for example, the resolution on the sexual assault case was a unit order that collaboration was dunk amongst the two of you
7:11 pm
colleagues the reason i thought that with obtain level to have this decision and going forward whether those connections are made and they come by a bulletin if the chief part of challenge for us given we have day jobs sometimes, we fail to make the connection an issue has an added we get a copy of the unit order i'm grateful grateful and have going forward we talked about to the stent you come up with those policy solutions we calendar them so all the connections are made on the actions that was taken i do recall on the sexual assault question by point after that was it seemed to take a long time we're glad to see the work order was brought forward
7:12 pm
i'm go to ask we audit that order to make sure we have a sense of how that is working this is helpful information to us duo to do our job and the progress and now a way it measure it. >> most of things we see as a result of the general order this is one thing a lot of good work didn't cross you you know our attention so i think yeah good idea thank you. >> colleagues questions for the folks. >> commissioner dejesus. >> so you you know, i know you have a lot of work on our plat the 21st century policing i guess items to be addressed for the future but some of them are really important yeah, he want to commend you and
7:13 pm
talk to you offline on those are important thank you. >> colleagues anything further okay. so we'll - >> dr. marshall please add one thing. >> the coordination between the department of and the occ is wonderful once you came in (laughter) you have done a marvelous job and probably been through here many christmas. >> thank you for steck it out and making it better and better and better it is great to say your meshing well, it has come a long way. >> we'll have you back next quarter not on the consent calendar but madam clerk, are there any announcements? anything that conforms let us
7:14 pm
know we'll add to the agenda and calendar sergeant kilshaw fewer the annual report on the sexual assault backlog and an audit of the back order anything further colleagues thank you very much any public comment on item number 4. >> commissioners, i want to call your attention to page 19 but compliment the colleagues for putting this on the calendar very important not to lose track on it page 19 has to do with with the use of force data and last week he asked for the recommendations not go forward american people tasers until this information was published the department has a lot going on and the occ by impatience is
7:15 pm
the appropriate response no reason that data can't be produced quickly this department is gastric the dark ages in 2002 was putting out detailed reports it can do that then and now i respectfully ask you set a deadline for those to be achieved i'll ask you do that before you take up tasers. >> any further public comment on item number 4. >> week. >> my name is silvia johnson. i think that the certification i know districts is foot psychological the security rates
