approximately 7 months ago a senior friend of mine extracted me to healthy seniors program (laughter) i went protesting and saying eave learned nothing i learned something i stayed in the program and found that i can do things with my health that i didn't know i could do have a better way of communicating with my health care providers but the bonus after it was over he was as i said you up for this voucher program you might not, about but the most valuable foods in the tenderloin is a banana because most food banks don't give out ban nasal i need ban nasty have a po attach problem -

unlivable to answer the door when we delivered the groceries our volunteers at the saint episcopal church when they delivered the groceries they were leaving them outside that was the only way if they left them he'll retrieve them as long as the volunteers left he volunteers astound continues to deliver the gorgeous and above and beyond the opened the door and stuck his head out when the volunteers knocked the point it the groceries the home delivered groceries program is helping to create relationships amongst the people everything that food a great lead but leads more than just nutrition our targeted

community association those are a handful of our residents as well just here to support me i'll speaking on behalf of all of us we live in sros in the tenderloin with no kitchen and no access to a kitchen and each one suffers to some degree we have an individual story of food insecurity and each one can tell a different story but my story the article in the chronicle that said those people the poor in the country can life a fuel decade shorter lives than people with money because of food i think security we suffer in the tenderloin my story i was ref meals from open hand at one time because of funding cuts those meals were cutie no longer receive them and i've gained like 15 pounds but

the volunteer noticed the senior has an extension cord in the living room so the next week he brought electrical tape with the bag of groceries and taped down the cord the simple ac act from not wanting this elderly planning man to have a dangerous cyclist fall this connected two strangers of people that are showing care of and concern to one another the second story highlights the connections within the home deliver about a month ago a volunteer called us concerned about a gentleman he delivered to every week the gentleman was not answering his phone or door we permitted training to the volunteer prior to them starting and encouraged them to talk about any concerns of a person's well-being before came back dos

academy planning 150th an versery, special events i outreach to other government agencies and public and report from operation onall field operations including greater alarm fires, emergency medical service, bruro of fire and investigation and airport decision >> thank you. >> good morning. before i start my report i want to acknowledge battalion chief victor worse who is sitting in as division 2 and usually i'll do so when it isn't a regular division chief. he works out of battalion 2. this report covers our last meets of march 23 relateed to the academys. there is 109th in progerize in the 12 week and anticipate graduation june 9.

we have 52 members in that academy. we started with 54. we are planning to have 120 comprised of 54 members june 20. i'll conduct meet and greet brief interviews this week. i believe we invited approximately 64 candidates of which 61 have responded and i'll sit down with them this week. we will in the coming weeks offer background for those on the list and haven't gone through had background process. that will be coming latter part of the month, early part of may. we did start april 4 what we call a bump up academy. it is sthose we hired as h 31 emt 3 to level 2. we have 20 members going through that training which is

approximately 3 weeks. we hope to do the same at the ends of may with 24 members of the department that will take advajt of that promotional opportunity. april 25 we made conditional aurfbest officer to 22 hires. like to acknowledge assistant deputy chief myers has done a great job screening candidates as well as [inaudible] and for processing all the candidates. that will be a 6 week academy for h 3 level 1 class. we are keeping busy with hiring. we also are planning in may 10 titatively may 9th bring in hopefully at least 30, we are interviewing about 45 people to take part in a h 8 process which is

perdeem paramedic hiring to grow that rank to be able to provide support in times of surge capacity and so forth. that covers the academy. i'm not covering the budget because that is the separate item mr. corso cover. there was a meeting march 28 where we reviewed the draft put together by jessica kennedy and decided there should be a subcommittee put together to refine the layout and format. i would say that all components are covered but it is a matterf osynthesizing the information and making it consistent. we have a subcommittee that met twice since the 28 working on that so we'll have a draft for your review and members review. relate today the 150th

there will be a captains exam held in june, dhr is indicating that there will be two component, administers in june. that announcement went out in the closing period in order to get your application is in is april 22 and that is open to all h 20 lieutenants. a over view of the outreach we have done since the march 23 meeting. the budget committee had a meeting with theintsroom budget director on march 25 to talk about our priorities and enhancements we feel we need for the budget. the biggest priority that there is huge consensus around is funding of the fleet and equipment plan, not just this year but to mirror what we have done with the

hiring plan which was a multi-year plan. we are very hopeful that will be funded this year and beyond. you will hear more about that from mr. corso on that. on march 28, myself and chief lombardi and [inaudible] london breed had request of status of station 5 and that station will come down and be replaced with a brand new station so she wanted a update on that. the interior and facade so we met and briefed her on that. then on march 29 we did have a press conference highlighting 150th with the partnership with academy of art university. met with supervisor peskin march 31 to talk about

his concern about the possible sale of awss spare parts so we have a ongoing conversation with him related to that recognizing that those parts are now under the control of the public utilities commission. april 4, several of us participating in a meeting mayor lee had with the mission district at city hall. on the 5th the department of public works came to headquarters and discussed ongoing projects related to the close out of easter 10 and project associatesed with the earthquake emergency response bond and the projects we have taken care of and the roadmap for the future relate today the expenditures on that bond. also, on the 5th and 6 i like to acknowledge ramona williams i designated

her as the point person along with [inaudible] we did host two members working on contract for department of labor and they came out related to us being selected as one of first responders in the country. we were able toprovide provide giving long history with the commission and the department talked to them about some of our strategys and a host of representatives from employee groups and also had a tour of the training sites so we welcomeed them. participated in walk to work day april 7. earlier this week on the 11th we met a budget committee met with-we had commissioner hardeman and

>> good morning. my name is ray crofered assigned to station 49 as senior captain. i represent myself and captain holoy at the back of the room. he is on duty today so not at liberty to discuss anything on the commission. i had something gnaw on my since the last fire commission meeting and the commission asked a dweckt question about something and the response was that the ems officers are logger head with the administration. this is inaccurate. in order to be a logger head there has to be no resolution and there is a resolution and this is rc 4 placed back in the field and station 49 receiving the [inaudible] i think it is great we are asking for things

from the budget committee and city hall to fund position but they are funded and we don't staff them. i'm perplexed and don't understand why. i speak about rc 4 in the south end of the city as well as station 49, the 4th ems captain. that station spoke at great length here and everybody in administration as well as the union agreed we can have more administrative service and yet have a ems captain funded since july 1 but it isn't being activated. the ems officers association feel that we have tried for the last 90 days to move forward on these processes and there is no movement not for lack of trying. we feel we have no choice but have to file

we actually had about 13 h 8 medics decide to take advantage of coming i moving into a full time status with us so we have about 25. hopefully we'll train another 30 but over time we would like a pool of 100 people and it is working very well. some members were able to evaluate and bring them on full time so it is a stepping stone, if you will. there are members that are h 8 that don't have a desire to work full time. this is supplementing their work assignment >> we deserve congratuless on this. i know [inaudible] that was very

is currentsly 3 that work in the field at various stations in the city. we did as a temporary solution a band aid solution move rc 4 which is the typically the southeastern section the city to oversee the staffing and administrative work that exists at station 49. >> alright. are there positions at 49 that have been funded but not filled since the beginning of the fiscal year? >> that is correct and we brought that to you in written and verbal form asking for support related to what we feel is a important position that does need to be field. the type of work is distinct and independent from fire house work where there is one roll call

at 0800. at station 49 there are multiple roll calls. there are members coming on duty all hours of the day and the temporary solution is unatinable because we have members on shift and getting off shift and not having a sfr visor on the floor. the safest and most efficient model have the spuper visor position mirrored with those they are supporting. you need them there to support the members coming own and off duty so we envision the budget positions to be 12 hour shifts. >> and so because the shifterize not 12 hours shifts you haven't hired anyone for those positions? >> correct, we have 24 hour shift rescue captains doing that work and find we have challenges with

that >> howmany positions are there funded and unfilled? >> we asked for 6 and budgeted for 4. this goes back to letters, conversations from the-the funding became available in october and this is something we have worked towards and seeking support and solutions i say since november we have been working on this. we feel very strongly that when you have employees that have narcotings that need to be monitored and face to face exchange at the end of the shift, if that isn't happening we are concerned about that. we feel very strungly that a 12 hour shift is much more conducive to be able to mirror the members working 10 and 12 hour shifts. >> just so that i understand,

are you waiting for everyone to be 12 hours or 24 hour jz that is why you left the positions vacant? >> so we have-we have a supervisor model that is twhour hour shifts and we believe that for efficiency sake and best practice it needs to be a 12 hour shift. not only do success at the h 8 deputy chief [inaudible] is continuing to work diligently to try and insure we have a safe working environment and supportive working environment for our members and community. we are working with department of human resources on developing creative solutions to the problem we are currently facing. >> in a nut shell what do you see is the problem?

>> that the 12 hour shift isn't just preferable but it is a shift that needs to be put into place because we have members coming in and out of the workplace at all hour s of the day and there are occasion where they are not supervised. they need that support. i think any workplace should have a model that has supervisors there at the beginning and end of the shift physically present on the floor interacting with the employee. i very strongly about that >> so that is the preference the administration? >> uh-huh. >> and in conversations with the captains as a body are they in agreement with your assessment how to fix the problem? >> that is where we where at, they are not in agreement at this point.

[inaudible] between mission and bartlet. the cause the fire is still under investigation. the commander that night was kurt richardson. he did a grood job. he does what i like. he pulled the third alarm i think at the right time when i like having people behind me. you need people behind me. i like all my members inside and strike a next level of alarm. you want them there

when you need them. you don't want them not to be there when you need them so he did a good job. i'll read chief richardsons narrative. upon arrival heavy smoke and fire condition from the third floor the left of the building. the building was damaged from the fire in 2015 [inaudible] chain metal gate. once the entryway was opened [inaudible] blocking the stairwell between second and third floor make tg impossible to pass. redirect to third floor fire windows and other stairwell on the mission side. all windows and doors were boarded shut with ply wood and required effort to remove. [inaudible] heat from the fire damaged the

building on the left mptd water from the hands line [inaudible] prevented the fire from spreading to the bravo building. units made their way to had third floor and [inaudible]ope squn exposed structural component from theprieveiate fire the fire had a foothold. after overcoming obstiicals got the fire under control in a little over a hour. i like to cu-mind members that fire. march 26 as you may have heard 11: 18 rescue boat capsized during a training. all 7 members were displaced in the into had water. due to the rescue swimmer involved in the drill all the staff were pulled out safely. u.s. coast guard provided air

support. also a private boat was nearby and also dropped a couple off at china beach. i'm told our best technical jest ski riders did a excellent job. very treacherous area and happy the membererize healthy and safe. we initiated a safety investigation lead be deputy chief [inaudible] put out a report available for you . another incident of note march 7 we respond today a report of working fire 1350 mason. contained in the basement generated a number of media calls. members did a grood job at that fire. march 14, 1027 respond today a fire in treasure island. training so we'll try to work with them but the end goal is have 100 by the end the year. academy prep class agreement was reached with local 798 for members of station 49 that wish to join the suppression force in the h 2 academy is proved success ifal. the one they did give the percentage rate of those doing well in the tower is much higher than the previous class and like to thank [inaudible] out in station 49 to explain how the agreement is and hot it will be going forward. bewan the h 3 level 1 on april 4, 24 members. completed the classroom phase of rc training who [inaudible] members are participating in field operation jz communications, department of

emergency communications training as well. the ems logistics, recommend the commissioners go out to station 49 and see what is going on. [inaudible] materials that were in the weir house, they cleared it and how a lane the balances ambulances can drive in and restock them. it is imprevs what they did and hope this will get the ambulances back in service than we have now. i will touch on the 12 hour versus 24 hour shift at station 49. you want it in a nut shell, i'll say this, to me it is insane to think you can work a administrative position for 24 hours and be efficient.

there have been i would say members that have worked out there that says the amount of work they have to complete is unattainable, so that is it. as far as the positions, i agree, i wish we could do something with these positions so we are looking at alternatives and continue to do what we can to come to a agreement. happens with the job. in training or operations or viewing the area, whatever they call it, it wouldn't be necessary to do it if it wasn't dangerous so there has to be something involved. i attended a conference a navy seal speaking not too long ago and to my amazement he is one of his-survived a recent episode they made a movie out of. it was quite amazing to listen to this guy talk to 45 minutes. more seals have been killed in training that in combat. it shows some jobs and even our fire fighters in h 2 class we had a couple injuries and that is just the nature of what happens this profession. it is impossible to eliminate all the

job related catasraphies including the-i know the chief and you are good about putting notice about -[inaudible] even on the vehicle fires or whatever. that is really good that that is just the danger the job. getting dumped in the water is just a example. i hope there are no finger pointing because it is a example of what happens, that is why they are out sthr. they are out in in a dangerous area and getting prepared for rescuing somebody else. i certainly hope that works out. then you talked about second street. i don't know if you read the chronicle but carl multi, the person who writes about neighborhoods in last sundays paper wrote on second street. he failed to include and second

february 10, 2016 >> good morning. mark cor skoe and here to give a update on the next item is department budget process. the department submitted the operating budget request to the mayors office in late february. the department requested to submit budget reductions to the tune of about 1 and a half percent of general fund support. given the needs the department as discussed previously and will continue to discuss, the department didn't submit deductions and requested additional allocation frz the variety of unfunded departmental needs identified totally 70 million dollars. also the department as reconvened the is

committee of the budget cycle. the committee met twice. the first is march 25 where the committee sat with the mayors office and acting budget director melissa whitehouse who give a update on the cities finances as they had updateing the cities joint report. after the committee the committee had the opportunity to discuss the needs and priorities of the fire department. it was clear from both the administration side as well as the committee side the top priority was the need for the department to have a vehicle and equipment replacement plan. vehicles were identified as a clear need for the departments and discussed as previous meetings and administration recognizes that as a top priority. the establishment of annual funding source for the department would be of benefit
