want to acknowledge the budget committee that was formalized and the last meeting that was occurred also had the president covington and commissioner hardeman. i want to acknowledge both colleagues of the fire commission, particularly president covington and commissioner hardeman. i also want to acknowledge the statement by the representative mr. buford for 798 in terms of clarity hearing there is a support in terms of 798 with the commissioners and department in terms of our budgetary requests. i think that is major. i think for us to be successful to the mayors office, to the board of supervisors, with reflection

citizens and visitors of our city safe and a united front is going to help us do that. thank you mr. corso. madam secretary. >> item 8, health bond, 2016. update from assistant deputy chief lombardi outlines the scope of 2016 health bond. >> thank you. >> welcome chief lombardi. >> thank you. i'm here to update on the public health and safety bond that is now on the ballot and i know the director of capital planning brian strom showed up if you have questions on go bond in general. i don't see him now so he may have stepped out. >> that is fine, this is to get the

ball rolling so getting information about the bond and will be talking about it because it is comeic up quickly so will be a agenda item fairly frequently. >> i'll give a brief overview >> you need the overhead? >> yes, can you turn it on? the bond itself a $350 million bond that basically has 5 projects on it. on there is seismically improvement to general hospital for $222 million, south east seth center [inaudible] community health services for 20 million and homeless services for 20 million and 50 million set aside for the fire department. of that 58 million dollars 44 million will go for new ambilns deployment for had

fire department and 14 million will go towards our combined needs, eastern needs are identified in the fire house so 14 million is contribute today modernizing the department 50 facilities. the department passed easter bonds in twnt 10 and 14 as you know and hopefully another coming in 2020. the bonds contributed to having some aging facilities upgrading including making them water tight and seismically safe. i'll talk about the bond at a following meeting. the new site, the $44 million for the ambulance deployment is new station 49 we heard a lot about today in a previous meetings whether the management madal i think everybody is in agreement the union and captains and wurbers and administration we need a new facility. 44

million of the bond goes toward that. current facility right now is a taemperary facility in 2006. most people know or don't know in 1997 about 1996 the ambulances were ran by department of public health and san francisco fire department took them over. we tried that model for 9 years and turned out not as successful as we like so went back to the noddle department of public helths had which is dynamically deploying the ambulances so they go a central location and restocked and out on the street corner squz placed throughout the city. if one gets a call at 9th and castro another comes to 19th and castro. it seems to

work better. however the department in 2006 didn't have a facility to bring them back so this was set up as a temporary facility and that was bureauo equipment warehouse. they are sharing a facility and never had their own so been trying to get this in place since 20s 06 so long over due. current facility ambulance have to be restocked outside no matter the weather. it isn't a safe seismic facility. there is infishants vehicle space and storage and training space. a new modernized building would do the fire department wonders. proposed location for the new place if the bond were to pass would be

on gerered avenue behind our current station 9. the fire department owns a big piece of property behind station 9 and the city owns a piece oof proper that runs parallel with that property from mu kenen to gerled avenue. the new proposed facility is 30,000 square feet with 60,000 square foot 3 story garage and the new buldings would also be 3 stories. first floor of the new building would be warehouse, restocking bay, room for the officer squz the key point is 4 restocking bays for ambulances inside which allows for rapid restock. you may say why is that important? that is important because the faster we restock and turn ambulances around the more on

the streets. it will help our more available units on the street. second floor is mainly the locker rooms and the area separated from the downstairs working area. the third floor would be classrooms and this is a continuing effort for the fire department. we all know in about 8 to 10 years we have to vacate the treasure island training fustillty and all the ems training is done on treasure islands, so this will be a step in the direction to start eliminating that. we already moved off the-people off treasure island and this moves the ems training from treasure island to san francisco. one it is new training facility and to get out of the

old and other benefit is we don't have to put unit out of service for so long. anything with ems we send them across the bay bridge, get trained, anybody who has been on the bridge understanding the congestion. it is a lot of downtown so being able to train and do ems ce's eliminate a lot of down time for us. the finally, the timeline if the bond were to pass we are looking at probably occupying a new building by 2021. it takes that long for the whole process to take place. we can take down the overhead and will toog answer questions you might have. >> thank you very much. any public comment regarding the bond? please come forward.

>> thank you commissioner covington, nakajo and hardeman. my statement is on behalf of president o'connor in regards to [inaudible] 798 is strongly backed proposition 8. we advocateed for a new facility since the start of station 49. we advocateed for a new fustillty on two easter bonds and told we have to wait for future one. in terms of the current bond [inaudible] isn't true. in fact, only phone call we got was to sign a valid argument prior-this was unusual because typically we get a phone call from the consult squnt giveren a plan of action to get the vote budget and so on. so, because we had no received all

of that, president o'connor was leery of putting our name on a ballot argument prior to seeing the strategy. that said, we always had our own internal plan we use the resources we have especially after receiving the information to deploy our members out to use our own literature, but in terms of signing on to a consultant we hadn't met we believe it was unwaiz unwise to do so and ask we get the information brought to us as we had in the past so we can review it and make comments and input before signing the name of our local membership on to it. that is why he was reluctant to sign the ballot measure prior to hearing any of that. thank you. >> thank you mr. buford. any

continue the fire station work as well. we are excited about it and we appreciate you taking it up here today. >> while i have you there, sir, how are we at capacity for not just for the fire department but the city? how much is sitting out there that can be tapped into in the near future? >> i get that question a lot. it is really the-we have pretty much absorbed all capacity under the current constraint in the capital plan. the capital plan says we issue new bonds as we retire old ones. we were fortunate we didn't issue very money bonds mostly because they didn't pass from 200 to 2008 and that allowed us to have capacity to do a lot of go bonds from

08 to now. we are paying down debt service and most are 20 years which gives more room but there are a lot of other needs city wide that are coming into play. the next bond is in 2016 is rec park bond i believe or 2018 is scheduled rec park bond and 2021 i think we coming back with the next easter or 2020, a 6 year cycle . i don't have the gaff and happy to share it with you but loaded frup the 10 year period the plan. >> in revealing the audit which anyone involved know it was well over a billion dollars on embarcadero, they will look for grants, is that what seattle did or would you know?

>> i don't think it is clear yet. in fact, i'm going with the port and mayors office to talk about different financing options for the sea wall. if it becomes part of the go bond that is something we discuss in the 10 year capital plan but looking at a phased project with probably multiple funding sources. >> part the problem the commission is most concerned with and staff, we have 100 needs that have to be met and we are just not probably going to get to $70 million we need and the fire department has been very good in not using their muscle, which in my opinion the fire department has more clout than anybody around because the city loves their fire fighter squz ambulances and emt and paramedics. we use up

all the bond money makes it real tough that that is really where you may want to go. 798 is good not putting in a independent ballot measure to cover some items like the full staffing of fire housing which is something that did pass and everybody is happy that happened but there isn't any effort from them-but there is a lot of disenchantment within the rank and file because there are so many needs that haven't been met since the collapse in 2008. this department is falling further and further behind and we know how have a priority for fleet but there is 100 other things that are sitting there that people on the front line have needs for. i was sad to

hear all the bond money is used up because the general fund doesn't seem to have the resources to handle the needs of the fire department. >> right. i have a couple responses, keep in mind go bond can only go to capical infrastructure so not fleet or the portable water supply system. those things cannot go toward. that is a keep in mind. there are a certain number of things we can fund. the other thing i would say is that yes, we understand and think the capital planning committee is very aware that needs of the fire department and say they have been very effective and not just vocal but forthcoming and have a good relationship. we understand their needs and work with public works to

document that clearly which is extremely helpful to us being able to support those proposals that are brought forward for capital infrastructure work. we had a period where wh there wasn't a go bond for fire department for over 17 years. since 2010 the easter bonds we invested more in fire facilities since the great earthquake in 198. the construction of the awss system. i think if you look at the east r 2010, easter 20s 14, what is planned for easter 2020. if you look at the money the $55 million in this bond, i think you would -you have to also conclude there is a lot of investment, a lot more than we historically had in fire

facilities and i do believe there is a commitment to continue to do that, but part is a balancing act and it is balancing fire department needs with those of the public health system, the sheriff and police department and all those other critical needs that are out there. >> i'm glad i asked that question because that was a wonderful explanation. you are right, what you do it is what has to happen with other funding. it was great you went on about the good things the fire department is grateful for had bond and hopefully it will pass and keep up the good work mr. strom. thank you. >> thank you. >> thank . commissioner nakajo has a comment >> a comment in terms of yourself mr. stom. i want to personally being part the commission thank you and

your department the planning and support to our department. it is good to see the partners within the department and want to thank you. i also appreciate your information in terms of what the scenario is. part of your discussion and i appreciate the history in terms of the bond issues of the priority to the fire department is a gap since 1908 to now. and then just as a point of information and interpretation, if it wasn't for the easter bond this department wouldn't be able to have the type of gangs gans in terms of capital and facility and know you are very aware of that. i will ask that you in your department keep us still in mind in terms of our needs, but also and i know you will, but functionally

bathrobes in a few hours as the fact disaster in two things were really clear the first that tenants wouldn't be going home imagine having been unhoused in a single second without notice and having only one minute to gather a few blorjz imagine arriving in the building after a long day of work with no place to go no food, no water, inform id, no money, no tone phone and no clothes the fact second thing that was clear to me that tndc staff would not rests until all the fact tenants we are safe and secure by 8 a.m. all of the tenants were, in fact, safe and secure while many that few weeks stayed

with folks and family families be doubled up in apartments and adults were the streetcars in the ambassador and cc r the next 10 days at tndc were controlled chaos the fact workers the shelters while property management searched for alternative housing for one and some tenants tndc was a blessing we had amazing staff, we had a lot of building, and we have some really good friends the community to r two of our best friends are he american red cross and by 12 p.m. all one and 25 tenants we are settled in temporary housing and properties and dish properties or with
