tv   Police Commission 5416  SFGTV  May 7, 2016 3:00am-7:16am PDT

3:00 am
>> testifier: good evening good i do not mean come today to those walking that my dog is but i don't even know the people that live in those houses but i saw a sign up that someone was going to stick a three-story building on this block in bernal where everything is one story. i lived in bernal heights for 30 years. i'm a big supporter of the community and involved in the church, the committee summer, the rec center and, in the elementary project as well. i can't believe that someone would present this proposed units as being in the character of bernal. this outside of bernal lots are what 25 x 75. dar smaller lot. the houses on either side of the proposed three-story building our single story box. not only what you impede on the quality of life for the neighbors, but people
3:01 am
who live there when we all walk around, we lock along tompkins on her way of two like either wait depending on whether were going to all the bipolar two bernal hill. you can look down you can see scott. if the house were to put right there, you would create a problem. it would make an unattractive you and it's disheartening to hear recently some of said viewed as a matter of you can see a little bit of you. you know, it's a working-class neighborhood. we are a working-class neighborhood. and we don't get a lot of views. so, to have a little bit of to keep to maintain the integrity would be appreciated and commissioner >> commissioner when that project 2020 will was talked about this morning, were earlier today, commissioner wu said he was the commissions like goal to put neighborhoods and communities first. the only
3:02 am
people who would benefit by doing such an outrageous project would be the people who own appeared someone who is making money. i've lots of friends who are contractors, who are wielders. i'm not against development, but within reason. not to the disadvantage of the greater community in the neighborhood. thank you. >> president fong: >> testifier: on the oh recklessly i live at home five anderson, the house on the property to the south of 503. i'm in favor of the building things and i support mr. machen's right to approve the 503. it certainly is not in great shape and could use some work. i also greatly valued community and especially about the bernal heights community where i raise my family there. i really appreciate how the
3:03 am
zoning laws and the design guidelines help preserve communities and protect them from that project. but i do concerns about this project. first, as the presentation showed, the three-story height and lack of setback on streets is really not consistent with the surrounding area. you couldn't see it as much in the packet because it was focused on 501, which is slightly uphill. cc the three-story house towering over the two-story house develop your gone downhill and so it really towers over my house. and i might understand, the resident guidelines goes against this [inaudible]. the second concern i have though, is that while i'm really concerned about
3:04 am
community and the character of the neighborhood, i have the impression that the project sponsor is concerned with maximizing square footage and not about the neighborhood. i can't say whether this is true or not because i don't know but it just my impression from the interactions i've had. by first meeting about this project with him was well over two years ago and he and his architect presented the drawing to me and former owner of 501 was as gigantic three-story box that was like did not fit within the bernal heights special use stuff at all. but very clearly, these were vegan i put into this lot. and i was asked to sign a paper [inaudible]. it wasn't it was clear that might concerns as a neighbor of this property were not interesting. then i heard nothing about it until i saw the permits the application for the purpose i think in december. i never saw any revised designs. i never thought whether any my concern about the original gigantic things were dressed. then, so
3:05 am
it may be interpret this as well, doesn't care. he doesn't care about his neighbors or the neighbors of this property he owns. then i heard more about the mckinney's concerns and how this would affect their family. shaving off their house to get a few extra square feet over there and blocking egress from the bedroom. it really concern me. >> president fong: any other speakers? 90. thank you. >> testifier: my numbers to be seven that i live at 504 elvis. i houses backyard adjacent 2503 anderson do better by the divided by offense. but it was that the majority of our time on the ground floor and only naturally comes from a west facing windows and was visible
3:06 am
from above the currently one-story unit of 503. two stories to the property which completely obstruct any view of the sky and securely document ground floor of our house. additionally, our garden will be initiated almost all day and undoubtedly all of the herbs, fruits and flowers we don't be unable to survive and we won't be able to grow anything there. another concern of ours is that the project of this scale, the amount of debris that is bound to fall over our shared funds or property is a significant safety hazard to our street three small children who play and crawl around in our garden. nowhere of what homes are worth in this neighborhood it's a sellers market mr. machen has a right to add to the value of the property but with the proposed awkward layout the value of three stories would bring over to sensibly laid out stories would be disproportional to the direct effect it has on the day to do
3:07 am
the surrounding houses, neighbors, and the neighborhood. >> president fong: any other speakers in support of the dr requester? not seen any, project sponsor. >> testifier: good evening, commissioner. david silverman on behalf of the project sponsor. i like to first start out with a couple of photos to give everyone an idea of what the actual project is. this is the existing condition.. this is the project site relatively ugly stucco walled. it goes on to the sidewalk. that's the before picture. this is the after picture. that's the proposal. some people refer to as outrageous. it's one-story over a garage with a kind of the developed annex space. i
3:08 am
can imagine a more modest house , single-family home.the property is located in bernal heights special use that should and must clear, would've distractions. for prescribed setbacks, max reductions and height limits. the special restrictions are incorporated into the planning code. section 242 prescribes after cultivation of the maximum permissible height and lot coverage, burn rh one-district a total of 600 feet distant feet of usable floor area must be deleted from the building. causing a reduction of square footage as well as building. the reduction must be taken from the front, the reader or the top of the building above grade. all of the required reductions have been made. the
3:09 am
design of the project is further restricted by the requirements of the residential design guidelines which applies citywide. the process of design development irking with the staff, the project was revised. the car out of light well for the benefit of the neighborhood at 501 anderson, which measures 3 feet wide by 16 feet deep. the light well is appropriately sized and conforms to the residential design guidelines. the well, in fact, will significantly improve access to write for the neighbor from the current condition. i like to just take a moment to show you that on the plan.this is the
3:10 am
existing condition.two properties interface. as you can see there's a 1 foot gap between the two properties. there is currently a light well that exist right here. there are several windows here on the neighboring property the book into the 1 foot gap and by the way, those windows are covered by a roof overhang that extends to the property line. so, while they been informed that removing the overhang would actually give them some access to light, they refused to remove it still exist today. the overhang goes right up to the property, the existing building. over the windows.this
3:11 am
is the proposed conditions it is with the two properties about one another. you can see the light wells being enlarged to go to 16 feet. from the small box that was before, is now attending from here all the way to overhear. so, it provides will provide more space for those windows to look out into. their overhang will still be there. of course. where it is today. covering those windows, but that's up to them. i am not sure that, why the neighborhood bought a house with a 1 foot gap. i don't know what she's talking about with
3:12 am
regard to access. there's no access now in the one for gaps, so i could not follow that line of reasoning. in any case, this is smart info project don't provide a very modest single-family home typical of other homes on anderson streets and it is not correct that this is a streets of one-story houses. there are many multiple story houses up and down the street. this is the right project and the right price. it is not present any feature that it would any be considered >> president fong: thank you. speakers in support of the project sponsor? >> testifier: >> testifier: there's something nice about this project. it's one-story or the grudge garage. this is saying
3:13 am
no good deed goes unpunished and providing a wider late well. they agree [inaudible] way windows that protected. they haven't overhang that basically covers it. there is light will would generate a lot more with light that they currently have. the neighbor has options. the skylights. there's other masses of bringing light to the property. the fact that they're making comments about three-story project, this project is not out of skill at all. it's very consistent with a lot of properties in the area. it's a very attractive design. so i hope you'll note the obvious. thank you. >> president fong: any other speakers in support of the project sponsor? >> commissioner wu: dr requester, you have rebuttal.
3:14 am
>> testifier:this is south facing. we look over the roof right now. it's not were not only looking over the roof anymore. a baton of light rain out. i've ruffled our trade to pull down my children that. so, it's nonsense saying we don't-it's not a lower. they cobbled together the house that's existing it. it has a gabled roof as you can see they put about flat roof next to it that goes underneath are offering. a baton of like. secondly, the 1906 hosted the pop-ups is a 12 foot light will. that's what were doing was on our side. that's what the i'm sorry 12 inches. i'm sorry. that's overdoing with rsi. that's where light always. i just want to reiterate that. arnold brisbane deviancy briefly, as well.
3:15 am
>> testifier: there's one other thing we like to show. it we go to this image here you can see their houses 13.5 feet taller than our house. so, we've rendered it alongside the design guidelines that are published from you and build our own view of what the block looks like seasons he although we done the block. this house is going be double the size in all the other houses on the block. so, this doesn't seem to build the design principle of your own guidelines from what we can tell. thank you very much. >> president fong: project sponsor, you have a rebuttal. 2 min. >> testifier: thank you commissioners. i still have not heard where they have an overhang over the 1 foot gap tween the two houses and i don't know how that could possibly help there like. i
3:16 am
also want to mention that we do have letters of support from neighbors up and down the streets. including 509 anderson, 511, 515, 506, 518, 24, 568, all those around interest that we also of 552 buzzwords and 380 tomkins and over by these to mr. iona in. >> president fong: thank you very much. okay, that concludes the public portion of this hearing. commissioner tony antonini
3:17 am
>> commissioner antonini:, fan of traditional architecture and i was saying these guys finally got it right because everybody wants flat roofs started content great-looking houses and this one really fits into the pattern beautifully. all idea that it's high is a misconception. the 40 foot height zone in the area and this is only 20 5p. which is 15 feet below the height zone. so, many of these other houses are way below the height zone. allowable height there. according to the staff report, there are three two-three-story home on that street in addition to the one proposed. so, i think it was very skillfully done. the lower floor drops down to the garage is and because there is an elevation change to the rear it allows them to have a backyard back in there and then the main floor is just slightly above grade and then you have a
3:18 am
work very well designed upper floor that looks like an addict. it is big enough to be a third-floor, but really it's the second floor above grade as far as the front is concerned. regardless, of how many floors there is how high it is relative to the allowable height. existing structure is an unsound 850 foot dwelling, was joined in. it isn't anymore so there's no question should be demolished and the light well measures 3 x 16 as was pointed out. i was having a little trouble understanding at the beginning of the discussion with the dr request was talking about when they said there were taking part of our house away. only suggesting that you take that overhang out to allow your yourselves to outdoor light on your side, where they have created the light well on their site. if you don't choose to do that that certainly is up to you. but it makes a lot of sense to have that done however
3:19 am
it would create more light for your home there. those are the main points i don't really see anything that's unusual or extraordinary. in fact, this is the kind of house that's modest and only 2200 ft.2. it's a nice family home. it's appropriate for this location. >> president fong: commissioner richards >> commissioner richards: one question for staff. maybe mr. sucre. residential design guidelines were brought up here because houses taller than the other house. can you comment on that? >> staff: i believe that the second they're referring to the resin the guidelines is usually referred to stories that are told two stories above the adjacent properties. the existing building is this 07 10 foot setback it is [inaudible] so it doesn't create a full two-story. so i gave her roof is a reduction in mass as reduce the mass at the rear as well. so, we didn't do it
3:20 am
actually apply to that section of residential guidelines. the records i think to the potential directors >> commissioner richards: the houses were because everything in a store: context and then, two,. evaluation has been a long. i can it really would tease out whether anything about the structure has been sorted i think the only thing left would've been anything important happened there. he maintains no integrity from a struggle want to be visually carried. i completely understand the fact that it is bigger. we are project 02-3 weeks ago 8000 ft.2 dwelling units in rh-one neighborhood. so this at 2200 ft.2 denied with commissioner's antonini. if smaller and much less massive than it could be
3:21 am
and i think is fairly sensitive architecturally as well as to the street while. i think the other thing is, i looked at your house is honorary if it's working. this is 800 ft.2 and i think working out to dinner minds wrapped around and i know this is hard because it happens on my street as well there will be additions on the property at that size. i don't we we think they're maxing everything out. i think it's still fairly sensitive and on the neighborhood guy. trust me. i feel where you're coming from but this one here passes the sniff test me. >> president fong: commissioner antonini >> commissioner antonini: i think the other thing mentioned i believe by staff, this project is about 10 feet in the front and has a setback of 19 feet in the back. the total depth of the is only 40 feet, 6 inches. so it also has setbacks
3:22 am
on the front and the back so against sensitively done and i'll moved to not take dr and approve the project. >> president fong: commissioners >> clerk: is a motion to approve this project did >>[roll call vote]. >> clerk: that motion passes unanimously. >> president fong: this post is on general public. is there nhl general public comment? >> testifier: the plan is not back off the side of our roof? i know that suggestion of a move part of the roof out of the way for windows to create more light and understood already but the plans show son to go up and take off our debtor the cider house? i'm
3:23 am
just confirm because that has not been ours. everything we seems above ours cannot follow side of the road. thank you. >> president fong: any general public comment this evening? not seeing any, the meeting is adjourned. >>[gavel] >>[adjournment] so, same time next week? well, of course.
3:24 am
>> if you are interested in our local city government and would like to work with 18 other enthusiastic citizens committed to improving its operations, i encoura welcome to the commissi

aaron perez. >> yeah. (clapping.) so it's a great occasion to honor karen perez as the employee of the month of may we usually like to honor kearney want to talk about the dodges i think the commissioners are familiar with people from the office on aging he hear them present but not honoring them here in the people prosecute the office of aging if you can stand up so we can recognize you
3:33 am
(clapping.) department of aging & adult services does the work for the department of aging & adult services without them, we wouldn't have all the contractors to bring to commission but we also want to thank all the people in the back it support of office of acknowledging the contracts unit and budget and mr. haney planning and everyone a group effort to get these out of the door one of things that karen has done since the day she got here provided excellent support any of us who have done any work anywhere know that the administrative support is one of the more important functions thank you karen and read when the colleagues wrote about that better than anything i can say from the first day karen race
3:34 am
demonstrated excellence if in all aspects she's the saufbt of the baggage for the monitoring more than 50 community-based organizations in san francisco the staff members are compromised of nutrition i was and karen has supported them with the new dine design to make them work effectively if you imagine o o a as a machine cesarean is that one guarantor that may not be mower powerful but essential to keep the machine workers her can do so attitude and covers a vast of handing calls from customers to corresponding with the cd a to make sure the proper work is collected assumed a lot of the administrative requirements that
3:35 am
they execute their jobs and karen has gone above and beyond the call of duty and truly o o a renaissance person a bright and happy smile a karen smile. (laughter) that sounds like denise a model for professional staff her supervisors have received accommodations for general information and to quota recent comment daasw is lucky to have a person like karen congratulations you did a wonderful job and thank you thank you for all you do (clapping.) >> so karen on behalf of daasw you're the employee of the month (clapping.) 3:37 am
here's the mike yes, he guess a couple of things to talk about this morning the first is that last week i was in washington, d.c. with coalition for the national association on aging policy briefing and visit to capital hill i was there with number of folks from california and formed the california coalition as a team talked about a lot of the issues no california specifically concerns about social security and what will happen in the future of social security we talked about medicare we talked about housing and how we might building that housing is part of health care an interval part and talked about being a nutrition and the food security and things like
3:38 am
that to it was an interesting especially with the people when it was an interesting conversation he in particular is very concerned of the issues with the aging and department of aging & adult services and sent me materials that he is work on how to engage people gave me the american public in raising concerns about working with you know kind of the needs of older adults and sfugz his concern not enough attention 0 those issues we feel the concern it was interesting to here him and take on that issue how we might have better confusion with older adults an interesting visit and i've done this in the past with ann was not able to go and not
3:39 am
always that hopeful on the other hand, there was a lot more talk about kind of funding streams and funding integration things that we're starting to work on in california a lot more conversations about those medicaid and mentioning with the national levels it was hopeful a lot more talk about in the past about elderly justice and the protection of the database so we know really, get a better understanding of the issues of elderly abuse in the country that was hopeful i will be running for a seat on the board of the national association of aging and the election will happen in july there are two seats from california i was asked by some southern california and the
3:40 am
california association to apply to run because san francisco such an important player ♪ california we'll these how that goes >> when's the election. >> july. >> next thing i want to talk about supervisor wiener has put forth on ordinance to draft the language for lgbt data collection and the lgbt senior task force is involved in promoting the concept of data collection around lgbt demographics we can better serve the lgbt population in san francisco there will be battery on the language the supervisor thought all the departments that collects certain demographic information we'll collect that if our prospective since we've been down the road and thought
3:41 am
about what that means milking how easy to get the information and the training needs and those kinds of things easier for daasw and on the departments to figure out the cost and the time commitment will be especially, when people are in the field working with clients there's certainly some training issues especially probation officer people that be inspector duffy rather than checking out the demographic information we as a city wants to make sure when that demographic information is collected it gets collected sensitivity so the staff understands what it is they're asking and the inspection and there will be adequate affiliation work to be done it is exciting and moving forward and certainly something that the
3:42 am
lgbt senior task force has undertaken. >> one of the things i forgot to say about being in washington the president obama finally signed the oldest americans act and that was really a big celebration something that used to be rather performa but not in the paved if you years ago a lot of work on the hill trying to get legislators to really get on board it passed unanimously and went to the president but it was very hard i think that for those of you know the older americans act is the backbone of the speaks for itself the national funding and priorities for older adults that is important for us
3:43 am
it gets passed and it did that's great the department has been working with the dignity fund coalition and the mayor's office around the dignity fund i'm sure there will be someone that will talk from the coalition prospective about that but interest is a real time crunch in terms of the language and i think that is the end of may that needs to be in so the department has a certain prospective on the language should be and the coalition side and the supervisors are weighing in and the mayor's office and the city of attorney's office there's a lot of there's a lot of moving parts to the legislation but hopefully getting closer to finalizing that and then want to say this afternoon at 1 o'clock is the adults budget hearing so it will
3:44 am
be hsa and daasw and office of early care and education and presenting daasw budget it starts at 1 o'clock and the final thing i want to talk about the fair labors standard acts sanctions we talked about that you know the f l s a went into effect a couple months ago i asked staff they're working and getting information to people that have questions and progressing the information but this week the town hall went into effect people that violate the fair labor standards act by misstating their overtime the vision sanctions will go both effect we are waiting to see
3:45 am
what that looks like we're haven't clear information how to handle those we'll know more but right now the staff a nervous we don't know how to handle that so more to come if that. >> i think that that concluded my report. >> any questions or comments. >> commissioiner ow. >> congratulations you are a commitment for what is it the july - >> oh, for the board of the national association of aging. >> how can we as a commissioner and you a nonprofit organizations to fund you and they're working with you for yaers and years incorporated how what walking can we lobby with the association. >> thank you, commissioner for that vote of support i think basically up to the board a
3:46 am
national board so i don't think there is a role i wanted to let you know that is something i'll doing and so i'll just report back to you on how that goes. >> the the nonprofit can write a letter. >> in this case it is not i think that is not necessary but thank you. >> i tried. >> thank you. >> thank you. >> the next item on the agenda is the advisory report by smith. >> good morning and executive director congratulations they choose the right person (clapping.) >> the advisors council met on wednesday april 20th, 2014, and introductions were made to the council of our 3 just advisory
3:47 am
council members taylor and william. >> also in attention what mr. ma angela rajas by supervisor campos a calculated detailed presentation of the daasw 2016, 2020 by staff john the executive director mcfatten and voted on and approved by the advisory council also the council voted to support 184 to raise the allotments for ssi p and the california lover has a vote to support that we'll ask the commission to support that also
3:48 am
a discussion was held on the better system for the site visits i'll have more information we'll have more information to revamp the onsite i can report, however, that a site visit was done at the jewish community center an outstanding detailed report by one of the advisory council members the committee had the last training on the institute of aging around the issues of elderly abuse we want to thank them for their support for allowing us to be there the next training is usf campus on july 22nd with a possible presentation a mental health and aging the daasw the council would like
3:49 am
to thank the daasw staff with apple bee and others for making this possible and last but not least may is senior month there is a large rally being held in sacramento on may the 11 and we have flyers and information about that i think i know that the department is really wanting people to go and support them that's the end of my report any questions. >> any questions or comments. >> just a question on the letters of ab 1584 those will come to us for next month is that - >> yes. we have a reason to write the letters (inaudible). >> in our packets yep.
3:50 am
>> any other comments or questions thank you very much. >> thank you. >> the joint legislative report. >> director i'm going to make this short you have a long agenda and the area plan needs to be voted on the end of life options legislation takes place into effect june 9th and usf did a workshop no restorations were due on tuesday there was one bill that i missed tracking that went into folk january 1st thank you apple bee for keeping us updated and commissioner making my job easier the hospital and caregiver it requires the

allergy was asked r asking for you to help with our conversations with the mayor's office about that and i have flyers about the budget rally tomorrow i'll leave on the table if anyone can take a stack of them we have them in english and spanish and marie arranged for chairs for seniors with disabilities and people with disabilities we don't have to worry about that i want to mention donna on the sedating action you probably worked with her she's retiring we are happy she'll be able to have time to enjoy you'll see things but i'm sure we'll see her a retirement party coming up i'll leave the flyers on that as well. >> thank you. any other. okay. next item any old business? new business

first item is not an action item a review of the community living fund six months report for july through december thank you karen >> good morning, commissioners executive director mcfasten i'm kari with daasw and pleased to update you on the last 6 months report an overall over the last 6 months from july 2016 to december 2016 as you may know the c l f fund supports the aging in place and alternative transportation for individual that my otherwise require care in an institution and using a two 3r07kd approach are case management and purchase services
4:02 am
this program provides needed services not available through any other mechanism to prevent premature institutiontion specifically for adults with disabilities so during this six months report a couple of new items we want to direct your attention the first the lgbt demographics that will we asked about the last time period during this period it was a new field we were polling on at 8 percent and the 3 percent is a typo it is 8 percent of this time period and half of the referrals were missing the sexual organize data we are working trying to get this we're looking at a different way to don't there will be cleaner next week and the two performance measures we're reporting on the
4:03 am
first one the percent of the clients with one or fewer planned acute hospital readmissions within a six months o month period with the ouch the money management cases and the goal of 80 percent for the 6 month period we exceeded at 93 percent of clients having one or fewer admissions this is the first time we've reporting the measure we'll monitor to see from the threshold needs to be raised or evaluate the second performance the care problems resolved on average one year after enrollment and exclude the clients the goal a 80 percent it was 55 percent of the service
4:04 am
items were resolved or transferred after one year and substantive have less than one hundred of the care plans with the ongoing care needs this is the first time we're looking at the indicator it shows we need more training with staff what happens the care managers will update the care plan the year after during the reassessment wear pulling this data we're asking staff to kind of do it on an ongoing basis to so 6 months will accurately show what was going on that's sort of the main two highlighted with this period any questions you can ask now. >> any questions or comments commissioner loo. >> on page 2 oh, page 4 the paragraph submit the changes effecting the co s the second
4:05 am
paragraph for 2015-2016 the money didn't come before december do you have to spend the money can the money be carried over if you have to spend it what kind of programs. >> the money can be carried over so right now the past couple of months building the infrastructure to manage the money effective and building contracts so one of the main things if so down the scatter site housing was updated in february of 2016 so, now there are 12 unit for those and not a lot but we're doing specifically targeting this and really looking at the people that have the highest needs for the skaufrt housing for example, and the other thing ear doing a care
4:06 am
coordinator position that is looking for people having a purchase only need that don't need case management that one person is kind of managing all the purposes and doing it expedited segment so we can spend the money like the whole modifications so we're looking at ways to spend that money efficiently we know in this year this was an increase of threshold funding we have in the next 4 years to kind of manage this money so we expect a down curve we needed time to ramp up and time to ramp down after the contract. >> commissioner loo. >> another one section one one i'm looking at the average monthly climb to donna and look
4:07 am
at the december 15th the number is its that number but down there it is a donna $908. >> are you following me. >> no. i'm not sure where you're at. >> all kind of dollars near the become. >> uh-huh. >> when you look at across december 15th is it $908. >> i had the 55. >> no commissioner. >> other people am i looking at the. >> the spreadsheet the bottom
4:08 am
right corner almost to the bottom. >> almost to the bottom actually. >> at the bottom. >> okay. so what's the question. >> why the number is to high compared to other months. >> good morning planning with the human services agency the number has increased because in this reporting period the transitional care program is no longer active that served a large number of clients and in prior months that reduced the average program we have a smaller denominator and that's why it is increased from nine hundred to $900 a month. >> thank you. >> thank you. >> any commissioiner ow. >> yes. this program initially

giving the patient in the laguna and transfer them to a community home setting now that this program run for quite a few of the years there's not many laguna honda evaluations into a community home setting my question is where is our patients come from you know you taking care of so many patients where you pick up them. >> so the few look at 31 percent of the referrals are from laguna honda it is a different population the folks the population demographics are different and extend to other
4:10 am
places to look at kind of the highest across the board and focus on one specific facility. >> you just answered is it thirty percent of your patients come from laguna honda. >> 31. >> 31 then where's the other 60 percent. >> good morning. i'm laura from the director of the community living fund we transitioned 4 to 10 patients out of the laguna honda to serve those clients we get a large number of referrals so aps and adult protective services and others organizations that have the current clients that need a higher level of case management that's where we get that number. >> does that answer your question. >> commissioiner ow. >> i wanted to remind everyone that so the criteria for
4:11 am
community living fund is that someone be at risk in an institution or at risk of institutiontion so the living fund accepts people from the community as well from a setting like laguna honda or not skilled nursing facility. >> thank you i may be one of those patients (laughter) in the future. >> any other questions or comments? thank you very much the next on the agenda item a an action item requesting the authorization for the grant agreement with the community living for the provision of the aging and disability ad f c during the period of july 2016 to june 2018 from the amount of wolfed and $22,000 plus a 10 percent contingency not to exceed wolfed and $34,000 plus >> commissioners executive

emergency placement services the funding that goes into the contract provide two placement beds with residential care 3 licensed residential care facilities for the elderly here if san francisco and the contract would allow us says the bed on an emergency basis and this is really a service the adult protective services project programming is in need the situation that comes up for the clients might include family violation one of the female members needs to leave the home and on a temporary or emergency basis into a place they can assess care those situations come up when we are working with older adults in particular that have a some i've dementia and live alone not connected to support services

4:27 am
before this contract. >> we currently do place i'll see three to four clients a month on a temporary basis in licensed we don't have a contract we do it on a purchase price basis the problem with the framework when our accounting department prefers we enter sweetheart contract and through the rfp process we need a relationship with a vendor so we can handle places on emergency basis because the vendor we've been working with although they try to be accommodating they don't have a bed that is reversed we're in a mode to find vendor it is have not focus and self-produce effective outcomes for the client. >> does that effectively reduce the cost for by these on
4:28 am
the model. >> yes. the price we've negotiated with the mercy housing is fairy we'll be charged $4,000 per bed when a bed is opted out and negotiated with 3 thousand hold rate i'm not anticipating a vacant bed so, of course, this is a new contract we'll be monitoring and tracking and report back at a later date. >> last question my six include a frail senior in a housing authority they can't assess their home. >> if we're working with a client in an assisted living but they receive help with the detail living with personal care
4:29 am
we might pay and use our emergency services for that individual to be in a hotel for example, or their certain hotels that provide meals or different other services that we can assess if they don't need that level of car they're more cost effective. >> commissioner loo. >> this is a new program how many beds. >> the funds will be up to 2 beds per month two beds okay. and what is you have more so you need more so are there money to help out. >> the adult protective services has on an annual basis wolfed thousand dollars allocated for our emergency special payment fund the welfare institution code requires counties to have what they call

tangible services available although they don't state a threshold that is up the discretion and availability of resources at a local level we have wolfed thousand dollars and this would be additional funding we can use in the events we have other individuals that needed the emergency services if mercy housing has - they'll allow us to use the additional fund and pay them blouf the scope of the contract. >> so the wolfed thousand dollars is for emergency. >> correct. >> explain to me 98 point 63 percent for a bed held but not occupied. >> so the vacancy rate for the beds is $3,000 per month i'm not

4:34 am
didn't get their paycheck basic employee questions like that this new contract would give us two major new technologies that will assist providers and consumers with those types of questions the first interactive voice they'll add this to the existing i was provider assistance call center and it would be able to respond to a computerized voice that would ask questions of the caller and would be able to assess data and answer the caller the second piece would give us the ability to look at
4:35 am
basic employee information like on online account at our bank or any other place you do business so assess it on the computer on a tablet a smart phone and it would be used both of these the call and the telephone and the computerized system will assess the database and give us the answer for the providers assistance did you get my time shoot has my payment been made they're waiting for their pay as consumers this is something would allow them to find out who their social worker or status those systems will with 24/7 availability and will be
4:36 am
available in 7 different languages currently when people want to ask those types of questions they to call the call centers not open 24/7 and have to wait for the appropriate answer as opposed to have the live person look up the data callers will be able to speak to a live person not as if this replaces the ability for providers to speak to a live person it will reduce our need to hire additional staff in ihss provider overtime ihss violations for providers are coming through and that is creating a very big new workload
4:37 am
for the county to have this technology available to answer simpler more repetitive question is really going to be an asset to us so i ask you for your authority to enter into this new contract if you - do you have any questions. >> can i have a motion? >> for discussion. >> in a competitive job market a great deal of difficulty tricking ihss providers it is critical that we make it as easy as possible for them to continue to serve their clients because if we lose them the clients with without someone they established a relationship in any of the individuals live from paycheck to paycheck and any confusion has a huge impact so anything we

affordable housing. much of this happens out of the local spotlight but it is critical. if i can just run through some examples of work that they accomplished in sacramento so that you guys are more wellaware of that. they have advocated for state efforts for affordable funding for appeals on the governor's veto for the budget and bond financing that allowed preapproved bond financing in the hunter's bay and shipyard in that area and this allowed nearly 3300 units of affordable housing in the city.this was instrumental in the bill of success for the
5:15 am
timeline and passage of this implementation. as you guys are well aware they haveadvocated very hard in sacramento . they have worked with legislative leaders looking to reef purpose legislative housing funds. they have helped san francisco to secure millions of dollars in affordable hhousing and finally they have helped the city to develop and secure more housing for k-12 teachers for the senators a p 13 and 14 and this is one of the reasons that they are not able to join us today because they are in current legislation between the mayor's office and the district to ensure smooth passage through the appropriations
5:16 am
committee. they have advocated on the city's behalf to increase the city's minimum wage by 2021. they have advocated a license to help support small businesses and vacancies and supervisor yee i believe your district is benefiting from that bill. on behalf of the city county they are working on a bill ab 2180 ab 2182 release surplus of caltrans 10% of the current market rate and if that space can be used for open space, green space or recreational purposes. in addition san francisco would have 1st right
5:17 am
of refusal over those spaces.supporting life saving safety issues on our public roads and under our direction they are assuring ordination with securing a sponsor for the next legislative session. they have also worked closely with the fat lobbyist on this priority there continue to
5:18 am
working with the chc while these bills are pending passage and signature. in the interest of time i will stop there but i would be happy to provide your office with reports of all documents regarding this and since i took the position in the office in sacramento. we are proud of our efforts and we hope that the mayor and the board of supervisors have brought about by this hearing. thank you supervisor peskin we will make our work even stronger. thank you for your
5:19 am
time supervisors. >>thank you miss elliott. i agree that this is doing a great job for the city but how does the contract process between the city and the outer city lobbyistin terms of the competitive bid, how does that work? >> excuse me, i'm looking for the overall review of the contract but i know it was competitively bid and it was in 2012. it was a contract that was competitively bid in 2012 with 4 separate additional options for renewal each with one year and it has been renewed 3 times through. this year.>>so, this is the end of
5:20 am
that contract.? >>i believe it is eligible for one extension. >>and that contract does not come before the boardbecause it's not eligible for an additional extension? >>correct. >>i am in no way trying to assert that they have a conflict but in as much as they have many clients the treasury association in the state of california is one of their clients and i believe that is correct and the reason that i raise that is for instance that you mentioned that the required bill and we also discussed abe
5:21 am
2521 and ab 2522, how do we resolve those issues or how does the state legislative committee look at that? >>are you asking me in relation to the contract with our lobbyist? >>yes. >>i would say as far as the particular mechanics i would say that we have a primary lobbyist and that is paul yoder and i believe you said you spoke to, and i believe that they go to great lengths to avoid conflict by creating walls within their office so there is not conflicts with in the legislation here.
5:22 am
>>now are these meetings publicly noticed? can the public attend these meetings? >> yes. >> in the height of legislative session do you meet more often? >>we could and that has been done in the past but what we have seen in the past is there is an enormous number of bills that come to state legislation in the legislation season and that tapers off. >> and then internally let's say there is a piece of legislation that is near and dear to a department but less so to an administration how do you administrate there's things? >>are you asking how we
5:23 am
prioritize those advocacy's?that is something that guides our lobbyists throughout the year and we do flag bills that we believe that departments would be interested in viewing and we do it send them back to those departments to do a review and they send them back to us. >> are there any members of the public that would like to testify on this item? i see mr. planteholt i if there are no others i know mr. planteholt that you have a lot to say and you have been looking at this for many years so we will give you a little bit of extra time.go ahead. >>i am bob planteholt part of my black ground that had may be
5:24 am
helpful is that i have had 7 1/2 years on the sunshine task force and i was 2 years on as an officer on the ethics committee.i am using all that background but in addition, my advocacy at a state level i was cochair of a group that got 2 bills vetoed after being passed by 2 separate departments. take a look at the legislation committee. look at the website. you will look at 0
5:25 am
posting of minutes for months and months and months and months it is clear violation of the sunshine ordinance. at the same time i had to remind you folks as well as informed the public that there is a requirement that public officials and city staff take a recurring training in sunshine and ethics and certify that they have done it. one member of the state legislation committee has been on there for years. years and years and years and years and nobody has called attention to the lack of the posting of minutes. you may think it is minor but when you look at the agenda you also see there is no report back from the formal major city lobbyist. now, contrast that to the metropolitan transportation commission has a
5:26 am
state legislation committee and there are constant reports back from their state lobbyist. here you do not see anything so we will not see how well they did for advocating for the city's legislative agenda after the session ends. i went back to look at the agenda going back a far distance and there is no report back and the you have no report back and you do not know what they did other than specifically push a billdid the lobbyist have an agenda. is there a bill on the automated speed enforcement committee. what information are they giving the lobbyists nd are they supposed to address broad topics that aren't specifically addressed by the
5:27 am
specific legislation or are they too got and amend the process of the state legislature. there often times i discussed bills and they say to talk to lobbyists and i say will who are they and they do not know. apart from the city lobbyists i will tell you there is a separate lobbyist hired for some technical stuff and i raised questions with the city department because i see a potential conflict for that lobbyist for that area and nobody seems to follow up and nobody bothered to ask about that possibility. so, there is a lack of accountability. thank you. >>[timer dings] >>thank you mr. planteholt.
5:28 am
next speaker please. >> there seems to be no advocate for the people for example low income housing in proposition a. in the city of san francisco you actually provide 12,536 apartment housing for people that are above the income housing. whereas you are providing only 4000 for those in low income brackets. what this means is
5:29 am
that you are provide a more opportunities for people that are not in the low income bracket when it is supposed to be designed to help those that are in the low income bracket. you deliberately set the median rate of 55% and call that affordable housing when in reality that income is $49,300 per year. that is not low income housing. you people that are veterans or on social security benefits your people that have retirement benefits and their incomes range from $17-$18,000 per year to $30,000 per year. it is not fair. and then about these project developers, you claim they have to make a profit will why don't
5:30 am
you use what mercy housing is using where you they nonprofit to build these were not backed in a corner and then also another example is the building downtown where you have $60 million of-- >>[timer dings] >> thank you. seeing no other public comment public comment is closed >>[gavel] >> i'm seeing this is already bringing forth some issues thati was hoping that it would. i would like to bring forth
5:31 am
some issues where the lobbyists can come and have an open session where my colleagues can, and members of the public can see and meet these lobbyists in a formal or an informal setting because i think it's important that the lobbyists have a direct relationship with the lobbyists in sacramento as well. and i will see that this is on the roster. >> thank you supervisor. peskin i think it's important to have an opportunity to listen to our lobbyists. myself being the chair of this particular committee i never thought of this and i should have so i give you a lot of credit for bringing this topic to our attention. as mr. plantehold
5:32 am
mentioned today we would meet with the lobbyists so often and they would tell us what the priorities were and that was on the school board a these would be set on the school board annually and this could help us understand what the legislation is putting forth and how we could impact that so i would love to see the type of things that our lobbyists and the cities lobbyists especially are fighting for. so, i will support your motion. >> thank you supervisor yee. supervisor breed. >> thank you supervisor peskin. i know that when things come
5:33 am
the list for things that we need to lobby that is not always brought to our attention. i know in the transportation department they do thisopenly and i think that we should find some ways to do that so that the members of the board are aware of the legislation that is on the horizon and we can take positions and what we can keep an eye on him a board level in addition to other responsibilities. the other
5:34 am
thing that i wanted to bring up that i thought was interesting in public comment was the fact that there are requirements of all members to take certain classes to keep them in compliance and i do think that we have a responsibility to make sure that that happens and we should followthrough on that as well. with that, i am happy to move nd colleagues for our next meeting i think that we should follow up on these as well to make sure that this meets any update at the dawn of the 21st century. what that we will continue this item number 2 to the call of the chair and we look forward to getting our city lobbyists to come down from sacramento to san francisco to meet with this body. >>[gavel] >>mdm. clerk can you please call the next item? >>item 3 is an ordinance
5:35 am
amending the administrative code to require the city to open and operate no fewer than six navigation centers within twelve months of the effective date of offering comprehensive health, mental health, and other services to homeless people, and moving homeless people off the streets and into permanent housing or
5:36 am
transitional or stable supportive housing that eventually leads to permanent housing through case management, social service programs, and the integration of other relevant city services; specifying programmatic requirements for navigation centers; and affirming the planning department's determination under the california environmental quality act. >>good afternoon supervisors and members of the audience. before i get started this morning i have a packet that i would like to hand out. the bottom line is i have not seen homelessness rise to the crisis that i have seen in the last few months. the fact is as evidenced by the actions taken by this boardto declare a crisis when it comes to shelter system people in the city are finally recognizing the severity of this problem homeless people themselves are suffering in the streets of san francisco and residents of neighborhoods like bernard heights and the mission are dealing with the impact of having people camped out and people living in front of their driveways and going to the bathroom in front of their
5:37 am
homes. what we saw on division street is not an isolated encampment. on my street alone you have encampments not only on division street but around the surrounding areas and what we saw in response to these encampments is that this did not resolve the issue it just move the encampments the smaller streets. some -in some respects, some residents have actually made this issue worse. my legislation is trying to
5:38 am
provide immediate short-term relief for the encampments that are coming up throughout the city. we are trying to come up with prolific effective and humane efforts to eal with these encampments. you know the navigation center that we have in the city is in my district and i'm very proud of the work that we did and it's under the leadership of evan dusty and we will see that very shortlyand our efforts are to move people off the streets and into temporary housing that eventually leads to permanent
5:39 am
housing. this provides services of mental health to the homeless people as well as integration of other services. the key is their low barrier. they allow people to enter with their partners, their pets, and their belongings. and my legislation we have a managed alcohol shelter which will allow residents to consume alcohol within the city and provide residents with alcohol treatment with in the shelter. for someone who has been a recovering alcoholic i can tell you that in many respects the idea of giving a space for alcoholics to drink in many respects goes against what i have been exposed to in
5:40 am
alcoholics anonymous and all of that but what we're talking about is harm reduction and harm reduction has been proven to work and that is ultimately what this legislation is about. it is about letting facts, signs, and medicine drive the policy positions of the city. i know that one of the navigationcenters that the legislation specifies will focus on transitional aged youth ages 18 to 29 and we know that there is a need in that population and as a gay man i can tell you that many of those youth are queer youth and still see san francisco as a beacon that they can come to because they are not accepted at home. we know that perhaps the most controversial piece of the legislation is the issue of developing a safe injection
5:41 am
site at one of the navigation centers and i know that there will be an amendment around that which i will be supportive of i also want to note that a number of us will actually be visiting vancouver today there will be a delegation from san francisco to look at how this works and i think that the point that what we have set of that issue is that can we at least explore how this works before we jump to conclusions that this does not belong in san francisco? now,let me say that one thing that this legislation does is to find and use vacant sites that are being controlled by the city and also to findsites that are being used for other purposes to be used
5:42 am
for navigation centers and also properties that are owned and used by other public organizations within the city for instance we have one that is owned by the school district. does this mean as a city that we require more resources? absolutely it does. but i think that in the end it will be a lot less costly to do what we are doing and to actually target populations by actually providing an opening navigation centers and the studies who have looked at how cities respond to homelessness la as an example shows that if you do not do that you do not spend more time as far as resources whether it is the er
5:43 am
or cleaning streets all of those things that come along we don't strategically respond make it more expensive. the amendments i have are amendments that come out of discussions that we have had within the last month or so. we have met with homeless providers, community leaders, homeless people themselves, merchants, residents, and with my colleagues to the extent allowed by the board of supervisors and i want to thank everyone of you for your comments. we take your feedback to heart. the amendments that are outlined in the document that i handed out, they do the following. they provide an outline of how these navigation centers are created. and the various processes that are involved and they are
5:44 am
thoroughly done. this is also an opportunity in our view this is very significant for not only opening navigation centers but actually taking a very important and necessary step of improving and reforming our shelter system as a whole. there is urgency here and you can see it on the streets of san francisco. i will tell you that i thought that once there was discussion about opening some additional centers that may be some emails would slow down but i get email after email after email to this day talking about new encampments. so, let me just identify the specific changes. one the legislation now says that the navigation centers will be open for12 months and instead of 50
5:45 am
to 75 people we have extended that to 75 people to make sure there are enough beds provided.we also want to make sure that the language captures that input because that makes a difference in the level of success of the navigation centers and i know that we worked very hard to make that navigation center meaningful. we want to be effective at moving people out of homelessness and into housing.
5:46 am
we are flushing out and this is actually where the input of the people that do this for a living the experts in homelessness have been critical and because of their suggestions we have done a couple of things. we have fudged out the need for equitableneeds planned and 2nd that we have a equitable exiting planned and again this is a by the navigation board and in some respects to me and the issue of how housing is allocated is somewhat of a black hole and we're trying to bring transparency to that process, and more and importantly that we have a sustainable revenue plan and
5:47 am
this is why we as the mayor's office to invite all relevant officers involved to support housing exits to be critical for the long-term liability of navigation centers and also to identify our overall city effort to resolve homelessness and one of the things that we know that we have heard is that the mayor has made a commitment to house the hundred homeless individuals and throughout the next year and also use the navigation system and evaluate how this works to make changes in the navigation system. one thing that is different is ultimately we intend to take
5:48 am
the responsibility of making these navigation centers to this soon-to-be created department of homelessness and services. for now, the city administrator is charged with this responsibility. the ideas that once this new department is created they will take charge. again, i want to thank everyone for their efforts and just a couple of things to conclude. >>for the cosponsors on the board supervisor avalos and supervisor marr thank you very much and i especially want to thank the folks from hesbathat have given us insight on how to make the navigation center
5:49 am
successful and also improving the system and i want to thank jennifer frieden mind and amy fair wise and thank you for the innovation you bring to this amy and i want to thank all of the folks from the hope offices and i know there may be some differences at some times but i want to thank sen. dodd and his staff and julie i believe that you are one of the reasons that the center has been so successful and i'm thankful that we can make a thoughtful suggestions to make the
5:50 am
navigation center idea successful and then to the homeless people that even in the midst of their homelessness of come to these meetings to share their perspective and to share their perspective in a way that quite frankly, if i myself or homeless i do not know if i would have the class or the patience to interact with a government official in the way that they have. and to carolyn goossen in my office who has just done incredible work she is really amazing and we would not be here without her and with that i know we have a number of people that are here to speak but if it is okay with the committee we will turn it to your comments but once my colleagues have made comments i will call upon my dear friend brenda dusty the
5:51 am
former director of hope as well as karen karen eason which is the former director of episcopal services and i know we have comments but before we do that i just want to thank everyone that would be here today. >>thank you supervisor compos. supervisor yee. >>thank you supervisor campos. what are we doing in the city to make the city safe and get
5:52 am
people off the streets and into supportive housing. we need to continue to support this model. this ordinance is fairly ambitious and i am looking forward to furthering discussion with our city's agencies.as this discussion comes to fruition sometimes as we pass these polities we have to remember that there is funding behind these projects and i think that that is essential behind these sites and also to assure that these locations make the most sense to the population that we are trying to serve. i'm not fully
5:53 am
comfortable with some of the specific requirements that are indicated in the requirements mainly a safe injection site. i understand that abuse an addiction is an issue in our community but since the discussion of safe injection site cannot be amended pragmatically i would like to ask for an amendment to remove this from page 4 and also i would like to discuss the
5:54 am
agencies in our nonprofit community. not one agency can do this alone. i hope we can place politics aside so that we can actually work on an issue so that we can actually work effectively and so we can boost funding where it is needed most. i want to thank supervisor campos for bringing this ordinance forward and the amendments you are hoping to get past today. and that's all i have to say. >>thank you supervisor yee. supervisor yee has offered a motion that we will consider after public comment.and
5:55 am
supervisor breed. >>thank you supervisor compost. i've been in the city all my life and unfortunately homelessness has always been a problem. what i see now is there seems to be a lot more people on the streets and a lot more money being spent but not making an impact on the impact who need us to make sure to do everything that we can to make sure that the services that we are providing actually work for the individuals out there that are homeless. our housing policies from my perspective are a complete failure. we pretend that if we build more housing in the city and county of san francisco that somehow there will be a connection between those individuals that are living in the streets and getting access to affordable housing and we all know with our lottery system that anybody any time can apply for affordable housing. a lot of people that are homeless are not aware of the process that is required to apply. we rely
5:56 am
on hsa so that they can have access in terms of affordable housing. we finally the city through my efforts pushed and passed by this board neighborhood preference legislation that gives the residents of an existing community 40% of the new units that we build affordable housing will go to residents 1st in that particular neighborhood. and, we have to do more to make sure that there is a direct pipeline between our shelter system and between our navigation centers and how we get individuals actually housed into the affordable housing that we build. this is a real way that we can ensure that that can happen. we have to make sure that we not only have the shelters in these navigation centers but we also people that are there helping them and getting them on the
5:57 am
right path. people that are there helping them to apply for affordable housing. we also have to give these individuals priority so that they can get into this housing. i am tired of going through this process with people only for them to be rejected because of something minor. because of something minor. i know that devon dusty for a family there was at nema an affordable housing unit that he had to cosign for to get the these homeless people into the affordable housing. i know the neighborhood and hide has hud
5:58 am
has really fought us on getting these people into affordable housing and if we really want to make that change happen we have the change or step significantly. this is a step in the right direction. this is an ambitious plan and i think were looking at a creative way to try and repair what i see as a broken shelter system we have a family shelter in my district and because of
5:59 am
bevon dusty we were able to bypass and do some of things we needed to make sure there's a direct pipeline between homelessness and housing and this is the most important thing. i appreciate supervisor campos hearing my concerns about a community process and making sure there is a community process and make sure there is a process of communicating our shelters into navigation centers and also tying these navigation centers to homes and making sure that these individuals in these centers have a priority to access the affordable housing that we are building. so, i am excited about this and i think it is long overdue and i know that this is not going to fix the problem i know that we still have challenges with our homeless population with people that have mental illness, with people that have substance abuse issues, and there are
6:00 am
still challenges, there and we have to keep working correct this issue and i thank you for my colleagues for stepping up to the plate and providing solutions to do so so i thank you supervisor campos again. >> thank you supervisor breed. a few weeks ago we [inaudible] if this could turn into a navigation center but if you folks want to clarify that we welcome any comments or any changes and we can either do it
6:01 am
as the item goes to the board or what ever the pleasure of the committee is and then the other thing with respect to supervisor yee's amendment. i welcome that amendment and if that amendment passes what we would do is implement a separate ordinance to make sure that we deal with that issue. if that amendment is changed we will introduce a separate ordinance to make sure we continue to tackle that issue. thank you. >> thank you. just one question supervisor can you expound on the statement that you think the existing ordinance would allow the navigation
6:02 am
centerordinance model would be applied to our existing shelter system? >>a couple of things there was question about language that actually talks about how and i won't go back to the specifics-- if you look at the language that was included at the suggestion of hisba. >>ic language in the 2nd to last section but this is the implementation section and this doesn't really apply and this is chapter 106 that the controller will submit to the board any lessons learned by the navigation centers and how
6:03 am
these lessons learned can be applied to the city's shelter system but that seems very perspective. >> i understand. maybe we could ask mr. dusfty to come up and i will identify the specific area that addresses this concern and again, if there is further languagethat is needed we are open to that. and with that i will call on bevon dufty and i again want to thank bev and for all of the work that he has done and i've learned a lot from him on this issue. >> good morning supervisors. i just want to tell you how
6:04 am
wonderful it is to be able to come in and modify this best practice and it's also wonderful to see supervisors willing to step up and make this successful. and i want to thank supervisor breed and i also want to thank judy ledbetter. one thing that makes these navigation centers successful is data and i think that something that needs to be carried forward. i would say that the navigation centers and have questions from the people on the street with our homelessness. the partnership
6:05 am
around making housing units departmentalized for those who are entering these units out of homelessness. and i want to thank those that have helped me to make possible these navigation centers. the care and control and the naudible] unit. i think it is time to move it to an environment as a city service. and to move it to these other elements with in the city government and to take a leadership role it is clear that we need housing and in my opinion we need a single occupancy hotel in the city. and why is it to determine
6:06 am
whether a hotel owner can ent out 200 or 1000 units. there are thousands of units that are empty within our city and you can provide services on a scattered basis that you could serve people and you can also have a repair crew that could go around to different apartment buildings and hotels and making repairs so there's not so much wear and tear on landlords. i'm really excited to tell you that this morning i participated with the 1st meeting with salvation army harbor lights and they adopted a statement saying that within salvation army they want to be involved in the navigation centers and they are willing to look at harm reduction and to embrace that as a best practice
6:07 am
and their intention has always been to meet people where they are. i saw a budget analyst report on the cost of navigation centers and can we finally get a cost on what we are ticketing people that are homeless on the street? i think this sets a path going forward that depoliticizes these issues and takes it away from any one of the of select official and i see the community coming forward and saying we want to do this we
6:08 am
want our shelters be more robust and have navigation center components and we are ready to come forward and to tailor these. certainly there is a methamphetamine pproblem within our city and maybe we could have a navigation center that really meets their needs and also in district 10 i am sitting here with my family from london browns and i'm hoping that we can get together and provide something meaningful for those that are homeless in that area. i am really appreciative that all the city has done to make this navigation project successful and i just want to thank you again.
6:09 am
>> thank you. i will turn this over to the director of episcopal family services. >> thank you and incredibly high percentage of homeless moved into temporary housing or treatment bed within 90 days. this helps to implement this because this is a complex process and to get people off the streets while these are given and most importantly the affordable housing unit. this
6:10 am
legislation provides the needed next step to transform our system into the one that supports all the people from san francisco moving from the streets or shelter into permanent housing and how this legislation helps that is through the housing revenue plan and upon.
6:11 am
6:12 am
lara thomas, amy bramis, amy fair weiss and alex palse. >>where is supervisor breed? it she gone? i will wait for. >>okay, next speaker lara thomas. >> i am lara thomas with the
6:13 am
homeless alliance and i want to thank supervisor compos with his navigation center legislation and i understand supervisor yee with his concerns with the supervised injection services. one thing that we have found with the supervised injection services as they are an extremely successful intervention method. as supervisor campos had mentioned he will be going to vancouver and they have used these supervisedinjection
6:14 am
services they are recognized as an effective method for those that are using ingested drugs and they help to reduce hepatitis and other injected drug use connections. and this helps us to supervise treatment and leading to cessation of drug use in our population.
6:15 am
>>[timer dings] >>next speaker. >> supervisor breed you made a statement that we keep building these brand-new apartment buildings and you want people to have an opportunity to move into these brand-new apartment buildings and the way to take care of that problem is to lower the right to be a median that is a medianthat make these people eligible to apply. that is an imbalance.that is an imbalance. i'm out there and
6:16 am
i'm talking to the people. you siit the medium at 55% of the hud income scale and that is 49,000 per year and the people cannot afford to apply for them. you did that with proposition d. that is 45% of affordable housing. if you look at that only 2% of that 40% pie makes up to 36,000 per year the remainder that 40% pie is people making from 36,000 the remainder that 40% pie is people making from 36,000 up to $120,300 per year since when does someone that makes hundred and 20,003 in her dollars per year need to be part of an
6:17 am
affordable housing problem? you all never take care of the problem if you don't make affordable housing buildings. you need to occlude a nonprofit construction company to make this so they can move off the street. >>[timer dings] >>i want to call a few more names. before we do that i know sam dodges here. mr. dodge i know you wanted to speak but we want to make sure that we give you an opportunity to speak at the onset but if you wanted to make sure that you do that so i just saw your name and i want to make sure we were respectful of your important role here and there is no time limit. >>thank you supervisor peskin.
6:18 am
i did want to speak there are a number of questions that i have with this legislation. the 2 to 8 months thing would really undermine the ability to take the learning that we had and convert existing shelters into navigation- like systems. and to really work on opening up the whole system using this idea of coordinatedand tree and i just don't like the timeframe and the sense of urgency to get that done i think that's very important. part of the work of the department is that it shouldn't wait. instances like the navigation center really bring that forward for us. you know the navigation center is representing a culture shift in how we are working with people that are homeless and how we are helping them resolve their homelessness and we know that different kinds of interventions work for people
6:19 am
that are homeless in different ways. we need this sort of intensive intervention of supportive housing. so, you know we want to serve a certain volume of people that have these challenges in their lives and we really need to work on building that supportive housing and you know, this has been part of our struggle here in san francisco that the cost of it and how to make it work requires pulling down maximum federal dollars and we were able to do that in this cycle but we have a certain pace and i understand that there are many people on the street and we have a shelter waitlist that is extremely long and we can serve people much better by bringing this learning from the navigation centers into our
6:20 am
shelters and expand our shelters to be able to accommodate people that are in there and they are on the waiting list and need those shelter services. so, i worry about somewhat codifying some of this stuff without worrying about some of the trade-offs. i hope that we can sit down with my office and see how this fits in at a more global sense and there is a tremendous amount of agreement between the work that we are doing and what you are proposing and some of this would take us off course and i just want to make sure that when we codify these issues that we do it right because there are real lives at stake in real options at stake on how we spend our dollars and how effective we can be and i just really want to emphasize that and it is one year old the navigation center and we are over 30 years in this crisis of homelessness in our community and across this nation and i understand that is very exciting
6:21 am
and i'm also very excited about the progress that we have been seeing with navigation centers. i think that sometimes we all have maybe in this field have personal definitions of what a navigation center should mean and i think it is very important that the homelessness be able to afford our affordable housing access stock. so you need your ids and you need access to get in there and you need your priorities and their people that are living under bridges all over the place in san francisco and we need a place that they are able to get out. we also have a broad service of
6:22 am
people in the middle of re-housing and we need short-term supportive services. we call this rapid rehousing. this with the episcopal community services is just getting off the ground. this really helps people in that middle branch that maybe can't come to friends and family but maybe they don't need lifetime services that supportive housing can provide. let's think about this together and put our best heads together and let's actually talk face-to-face about this which
6:23 am
we have not been invited to do and we're just seeing this legislation today with substantial changes which is like really great and informed by i think there's been great suggestions by hesba and i think the 8 months to 2 years is part of thing that kinda makes me worry. i have seen this for a half hour now so we should really take some time to look at this before becomes law. thank you very much for hearing me. >>thank you. supervisor breed? >>supervisor died i thank you for your comments and i do think it's important to weigh in on this with the board and make a policy with this matter and work toward a specific all that all of us want to see
6:24 am
happen. with that, if there are changes or there needs to be amendments clearly we started with 12 months and were looking for 24 months to try and implement a plan to try and open 6 new navigation ctr. locations which can actually include our existing shelter system. i know that is ambitious but i think that is important to begin to think about the dollars that we can put behind this particular effort now as we approach budgets issues and we have the implement c and we realize it's ambitious and if we need to make changes in the future i'm open to doing so at that time. i just think to not do anything is not a solution. i just want to make sure that the mayor's office is put on notice that this is what we expect and this is important and we want to see it implemented sooner rather
6:25 am
than later and we are not asking you to deviate from your process we are just asking you to move full speed ahead and do it and do it right. thank you. >>thank you pres. breed. if we could continue with public comment. next speaker please. >> good morning. i have worked in san francisco for 15 years. the navigation centers work because they enhance [inaudible] for homeless folks. the crisis is here now and it is massive. there's all kinds of things happening to homeless people that do not happen simply by having them in navigation centers. we can enhance services available to
6:26 am
those in navigation centers. my program provides hiv services and testing for homeless people. and i did want to mention that something popped up in this legislation called the safe injection facility and harm reduction. i think that is something that is real actual harm reduction and the rest of the world is embracing and i would be really slow to respond to the needs of the drug addicted populations needs are in the city. this has been research to death and i would urge all the supervisors to give that a good
6:27 am
look and start thinking about drug user health and set of political all decision-making. as thank you. >> [timer dingd] >>thank you paul [inaudible] jennifer evans.. >>good afternoon my name is paul [inaudible] as i travel down all the streets in that area i see the same camps that were there on division street are just dispersed around the neighborhood and i think additional navigation centers is a real like i said solution
6:28 am
or step towards a solution for this crisis and it is a really smart move that the city can make and i applaud their efforts and i hope they continue. thank you. >>thank you. next speaker. >> high supervisors my name is amy fairway i am the founder of the fairway homeless coalition and i just want to thank supervisor campos, for her all of their steps to come to a resolution and supervisor breed wow what apowerful statement that you just made. this is the moment. this is the generation that can say wow, reagan actually really messed us up to taking steps to be part of the solution. mayor
6:29 am
lee said that in his 2nd term he would like to see 800 people transferred off the street and into temporary housing. and what can we do to make that happen because this is the part of the legislation that we can be part of and i appreciate that supervisor breed because we can tie this to permanent housing and this is the time when we need healing and just being someone who's operating from the outside looking in and trying to enter into san francisco leadership in a shared way i see there is a lot of political issues right now between the board of supervisors in between the mayor's office around this issue and this is a time to heal.
6:30 am
>> [timer dings] >> supervisor breed, yee, and peskin i would like to take leadership to see what can be done in our neighborhoods to initiate that process for navigation centers by our leadership. thank you. >>next speaker please >> thank you so much supervisor camposand supervisor breed and this is not going to goanywhere in this i we get som some
6:31 am
navigation centers and some affordable housing in our neighborhoods and i feel we have failed as a community.we failed them them through ppolice services we failed them throughthe city. while the city does not here is we are coming more and more to the city. for days i stayed with the frisco 5.0 and we experienced homelessness. i had the lecture he of going home and i left the strike when
6:32 am
my body could no longer do it for them they were protesting black and brown lives and i was doing it because i didn't know what else i could do. i do not know what else it takes for the city to wake up and listen to me. >>[timer dings] >> these legislations that are being put into place they really need case management and care management. >>[timer dings] >> thank you very much.next speaker please. >>hello i have been conducting research on people that are
6:33 am
taking and homeless people for the last 23 years we have written papers literature on and the success of safe injection sites and the type of supervised injection facilities that we had thought of using in san francisco and one question is whether the should be integrated into existing services or standalone and the majority would like them integrated into existing services and that i think that would be perfectly aligned with these navigation centers. i think it's a great idea to
6:34 am
integrate those. i am sad to hear this will be segregated now because i think this will then become less effective. we've also done research on care holders and whether they would like this or not and most of them that weren't quite sure about them wanted some more information about them. and we're certainly willing to provide that so that you understand that i'm happy to meet with you are be able to meet with you and discuss the process and the feasibility of the services once they get a past. thank you very much. >>[timer dings] >>good morning i am an alumni
6:35 am
at the current mission navigation center and there is a lot good about it. the harm reduction in the case management and it's also trans friendly and also we need a women's only navigation center because we are not a very well served community with our homeless services and i would also like to bring attention to the housing access and these need to be not run by crooked profiteers like robert schall. nobody wants to address issues surrounding thc being the only solution and i just want to remind everyone in san francisco that you reap what
6:36 am
you so. if you do not get people off the streets then your streets deserve the feces and tiered filled sidewalks of homeless people. i would just like to state my support for the frisco 5 because if he had at least been sheltered he probably would not have been killed. so, if we had supported the frisco 5 and not the thc probably were not of been killed. thank you. >>thank you miss davis. next speaker please. >>good afternoon i am a member of the board of directors of the san francisco drug efforts
6:37 am
unit. i want to tell you i'm support of the proposal of the navigation centers and obviously i'm in support of that but i also want to talk about the safe injection issue. this has been studied and it has very high rates of success and i a don't know why this has to be separated out. i wish we would be less timid about treating people like human beings and these are people for god sakes and we need to treat them like that and do whatever we can do help people regardless of whether they are homeless or whether they inject drugs or smoke drugs or however they ingest drugs please accept
6:38 am
this proposal. thank you very much. thank you next speaker please. >>good morning i am sandra-- and this is jeff besno we are with the san francisco oh hepatitis task force. we are in support of a safe injection facility. such facilities provide medically hygienic places for addicts to use these drugs safely. there are over 100 worldwide. these can reduce hepatitis c and hiv transmissions these can reduce
6:39 am
public drug use and syringe letter. detox and syringe services are often available on site or nearby. cost savings due to reduced disease and infection along with less hepatitis surfaces are needed. opioid and methamphetamine use is growing and drugs like fenton all are found on the street. i've witnessed drug trafficking and it is a drug related crime. it is time to try something else. we need a new tool. we do not have to
6:40 am
invent something when we know of something that has success in operating and we can reduce drugs and improve the health and safety of san francisco. thank you very much. next speaker please. >> >>my name is- johnson and i think we need do is equal out all of due processes and and put these processes into low income housing and build easier limits in the housing that were building. the association with the health department i asked them to help us control by letting me know are giving me an escort services on this to where we wouldn't have any
6:41 am
[inaudible] and we talk about the legislation over and over again and all that's going to happen is that people are going to die and people are going to get shot and the drug problem is overwhelming and i think this once an escort service and this is one of our major problems and this could be a solution and we can equal out all of our building processes and things that didn't make any sense. things that would level everything out and what we do in our [inaudible] and fork aggressions-- congress is
6:42 am
really concerned and i think that they figured it out already. drivers license being [inaudible] help please. >> next speaker please.can we have help with the projector please? >>we in that hate have a desperate need for resources. i have had meetings with neighborhood associations to a line around the possibility of
6:43 am
8 navigation ctr. in district 5 it will be really powerful.i have been pleasantly surprised that there is an appetite for doing something. we have a situation in hate asberry where people are in the streets and at night they come outoff and sleep on the streets. this particular locations we identified with sem dodge and mary helm as a possible location.
6:44 am
>>again, thank you mary frieden box for everything you do. >> you are welcome and again
6:45 am
mary friedenboch i really appreciate the discussion this morning i think each of the supervisors have really brought up some thoughtful suggestions that are taking the time to do this right. we have a situation in san francisco where homelessness and homeless people are used as scapegoats. because of our politics being the way they are in san francisco other traditional scapegoats like immigrants and muslims and members of the queer community are not used as scapegoats successfully. and so what the powerful interests in san francisco have found is that this population can be used in politics in a way that is really horrifying and has really led us down the road to the system that we have today where it is a system that in its fundamental a and believes that if you can make it is
6:46 am
uncomfortable for people as possible they will simply disappear and that really is what we have been doing with homelessness in san francisco for the past 2 and half decades. so, part of what is happening in this legislation which is really important is taking it out of that political sphere and have community processes the real community processes and have these consensus-based processes that have smart people in the room and homeless people that know exactly what is needed along with frontline service providers that know exactly why it needs to be done to provide that work and it also we need to make sure that we have people within the housing services to make sure that this is done and it's a very important part of that legislation. thank you. >>next speaker please. good afternoon i am the director of
6:47 am
the hesba group. and i thank you supervisor compos on taking that input and expanding that input. i am here to in particular have a navigation center including a focus on 18 to 29-year-olds. included in that taking the equitable process out and having supportive housing and rapid rehousing and transitional housing for young people and we need to population specific services and supports to address the needs of various homeless folks. i think that the navigation centers building on the navigation centers and looking at existing shelters quite frankly it is how we would like to operate in our shelters and we have sometimes been limited by city roles and being able to accomplish that.
6:48 am
we really believe strongly that having a better engagement and way for folks to come in off the streets and have access to important services and supports the bill to transition into housing. and for those folks that are able to leave housing to have exit strategies there as well. so thank you for your support as well with this legislation. >>thank you for all that you do. next speaker please. >>thank you . my name is mack allen i am a member of the dogpatch organization and i am a member of dogpatch with in the cove and i think it is an exciting opportunity for our
6:49 am
neighborhood to truly contribute to better outcomes to the homeless in our city. i am proud to say that dogpatch has contributed directly to this exact type of outcome and i hope that throughout this year we can have a navigation center in our neighborhood. >>thank you. thank you dogpatch.next speaker please. >>i speak on behalf of small landlords in the city and we are unanimous and in support of
6:50 am
navigation centers i think it's an conscionable that people are arrested and incited have in their belongings confiscated in the middle the night. we believe homeless people should get the r same benefits as b and b should specifically have task forces that are designed to not solve the problems. i love of the city would approach it. i think that you should consider that and not call for a separate hearing. in regard to safe injection sites. if we were told that they were given a prescription of zoloft all of the homeowners would embrace it because that is a very familiar activity. but i would like to say that the dream house in st. francis woods i saw it has 9
6:51 am
bedrooms i saw that it looked very good i like to the recommended-- allison's house in beverly hills he is several houses he can stay in. willie allen i would like like to say that his house is empty just like his heart and soul was and also the opera house no one likes opera so thank you very much >>[laughing] >>mr. green i believe mr. dodds ears perked up when you were talking. you may want to speak to him please. i am the
6:52 am
employment. next speaker please. >> i am the employment [inaudible] at hacc. i am sad to say that sometimes they cannot get to their jobs because they didn't get a sleep or they weren't able sleep at all they couldn't get a shelter bed that day. i support the legislation i want to thank supervisor campas for suggesting it and we support the mayor's support in this affordable housing and also counseling is absolutely crucial and important for these
6:53 am
homeless people to be able to maintain their jobs. thank you. >>good morning my name is emily cowin and i am a deputy director of hope. i want to thank the hesba community providers for all of their hard work i believe that the navigation centers will be successful they are the heart and soul for the specific populations through our entire system and that is the backbone of the work of the new department and i'm excited to see so much alignment on. as we look at expanding navigation centers i think these are very exciting opportunities and we will need support from the board of supervisors in order to have funding to make these successful as well as citing.
6:54 am
and as we look at implementing more and more navigation centers i'm concerned that the length of time from entry tax it will continue to increase if we do not continue to bring on a supply of appropriate housing placements both permanent supporting housing and rapid rehousing so that we are really matching the right resource to the right person. and i just want to make sure we provide counseling so that we can continue to work with them. when we talk about citing were working on the civic center as well as the dogpatch proposal we hear lots about what about the other neighborhoods in the other districts so as we move forward with expanding this i look forward to working with all of the supervisors to find the most appropriate locations at the city. thank you. >>thank you very much. next speaker please
6:55 am
>> >>hi good morning i am jackie jenks the executive director at hospitality house and the executive director of hesba. i want to thank you supervisor campos. this really addresses what we deal with every day. we know that the navigation centers have been successful because of the tremendous amount of resources available for residents there. we appreciate the amendment to qualify existing centers to be enriched as navigation centers. i also want to say that hospitality houses almost 50 years old and we were around back in the early 80s and we were one of the 1st responders to the homeless crisis and we
6:56 am
opened one of the very 1st shelters and i just want to say and i think it's very important to remember that many of the navigation center like places d it was only over time that more restriction or rules or structure was imposed on this program. another thing that we know is that the navigation center model cannot be successfully scaled. and less we have more housing exits most of the housing exits have been provided to [inaudible] the critical piece for the equitable housing plan is simply not fair for people that are in a specific program to get priority to specific housing exits and their people that are lingering in our shelters. so we appreciate
6:57 am
your time and we thank you for your hard work. >>thank you miss jenks for your invaluable work that you do on this. i would like to call miss ledbetter up to speak and the next thing that we need do is to clone miss ledbetter so we can have other navigation centers but thank you for all that you do. >>i really just want to say that this legislation hits on all of the pain points that we are experiencing in navigation. it focuses on getting both bigger and better. i want to talk about it getting better because i think in a rush to get bigger and to expand we also have to remember how to get better and what that requires. i also really want to thank hesba and the others
6:58 am
that have been amazing partners in this and what this does is bring our wants to the table. without so far for the bodies to be here to do the work and i think that we cannot do this without the providers thinking and working through these problems with us. we cannot do this without the board of supervisors we cannot do this without the homeless board. we need a place where we can have that written dialogue and there's so much richness through that navigation and we really need to focus on this. is really good to focus on the exits. it is great to focus on the equity with coordinated entry and we also need to continue to push reforms on the things that are at the table. we have the county adult assistance program critical to work for doing with dph and their medical services. some of the issues with the safe injection site are really pain
6:59 am
points for us. were doing alcohol treatment already but how can we support a providers to do that better. i really think these are great next steps and in order to get better we also need to staff for getting better so the expansion is great and more people need to get inside and i'm very supportive of that and we need to have all these dialogues but we also need to really staff for these hard, hard, reforms and why does it take 88 days to play somebody? we all say that is a great number but why does it take 88 days. we have control of that. so, we need to get better. can we cut that time down. we need to get better at cap. all of these are things we learned navigation and if were serious about taking this across the system we need to staff for that and we need to find places where we can all sit down and talk about these things. again i want to really thank hesba
7:00 am
for pushing for this and going to the table moving forward on this. thank you very much >>thank you very much. is there any other members of the public comment that would like to comment? seeing none i will close public comment >>[gavel] >>we had a suggestion from supervisor yee of an amendment to take the injection sites out of this legislation but i want to make it very clear that me and my office are very committed to moving this program forward and everything needs be done to make this
7:01 am
program successful and we will be introducing this as soon as we can to the full board and as i mentioned a number of us today are going to see the program in vancouver. the 2nd point is that i would ask that this item be forwarded to the board but also one of the things that i requested the city attorney to do is to draft language between now and the time that this goes to the board of supervisors that makes it clear that one of the concepts that is key to this legislation is an existing shelter could in fact become a navigation center which is something that a number of people noted that pres. breed noted, tthat supervisor peskinbreed note that i want to
7:02 am
make it clear that he did not want us to bring this forward but i believe along the lines of what me and pres. breed have said we need to be more prescriptive and not along the lines of we are committed. we are committed mr. dodd with
7:03 am
working with you and your staff and the thing about legislation is i know enough to know that there is a lot more that i can learn so we are ready to make whatever tweaks or changes are needed so with that colleagues i want to thank you again and i want to thank all of the providers for the amazing work that they do i want to thank our city atty.'s office for the very quick changes that they have made to carolyn goossen and my staff and again to my colleagues and to carolyn goossen for making this possible to move forward. thank thankyou. >> thank yousupervisor compost we want you to know that we want to make this successful and this leads to successful programs for you to move these
7:04 am
programs forward and we also want to make sure that we can work with individuals to move this forward and that we change some of our housing policies so that we can change the priorities in order to get them into these homes. i'm committed to that. i know that many of the individuals that spoke i appreciate the dialogue i appreciate your commitment and wanting to help us work through the right kinds of policies in order to make sure that we are making a difference and we're not just creating more red tape and more bureaucracy that is going to make the problem even worse. and so with that i would definitely would like to move forward with a proposed amendments suggested by supervisor campos that were distributed today and the existing shelter cyst in will
7:05 am
be used as an opportunity to work with the navigation centers and i hope that we will consider that in addition to the amendment regarding the change that would allow for shelters to also be used as navigation centers. >>so, we now have 2 1/2 amendments on the floor. the 1st one made by supervisor yee regarding moving the language to safe injection sites. colleagues can we take that without objection? >>[gavel] >> then we have the amendments that were introduced by supervisor campos and seconded by supervisor breed. can we
7:06 am
take that without objection? >>[gavel] >>and then if there are no further comments with, the items to moved with the amendments forward >> without objection this will move forward >>[gavel] >> . mdm. clerk can you please move the next item? >>yes. item 4 isag hearing on
7:07 am
7:08 am
7:09 am
the below market rate housing policies and procedures utilized throughout the city and county of san francisco; and requesting the mayor's office of housing and the community development to report? >>are there any public comment on this item? i see one. >> hello my name is maria ramose and i am not sure who can afford this. even an activist can barely make that. we cannot afford to be in the city and we are thinking about how can this be revised? how is this determine? a lot of people cannot afford this? not
7:10 am
only that, in the last 2 years the housing list is been completely thrown out so anyone that was on the list has to reapply and they have to reapply through a case manager otherwise they will know there is no public announcement of posting anywhere and pretty much if you are a service provider you have to look for all of these things they are not provided in any kind of packet to any cbo, any community-based organization or any shelters or service centers put on the list and am asking that this be seriously revised. thank you. >>thank you. if there are no other members of the public here on this item public comment is closed and colleagues can we have a motion to move this item to the call of the chair? >>and if there are no other

objections we are
