this allows us to linked the with the score card with the process and overall district budget we shared some impact what we heard from previous conversations what impact on labor this current esl when we held conversations and that actually lent to an important positive tone in the conversation this year for the first time we meet with the students from court and county students and report their success and defy district staff during the strategizing management outsource over the last couple of weeks the feedback from the apac and has been shared with the department and the department and schools have been coming before those making the
3:17 pm
decision of logos to see what is shared with them and impacts their work and how to incorporates the work and how it informs what they're asking for in terms of resource support. >> to the first time usually we see the first draft of the esl not the dollar amount but this time big budget priorities with the allocations with the additional fund with a couple of grant fund as well as what are some the allocations happening at the district sites and various department and changes if year to year and also the language this year's upcoming esl is different in alignment where the other strategic documents that the district has and approach to allocating resources to support district
3:18 pm
goals. >> so we held 26 conversations throughout the city some at school sites and community sites and incorporated the feedback from all of those in our reports today, we also nofrpd feedback from student voice surveys and focus groups those will be covered in deeper detail via another process you'll get those reports spacial and 47 schools recommended if early educations through high school and we've heard from a majority of both parents, guardians and educators and ethnicity a majority of families we reached out to as part of progress has students intended to be serveed by the local control formulates and
3:19 pm
sfusd priorities we mentioned that we started a little bit earlier our meetings from mid february to april this year and again as you can see the breakdown of the participate in our conversations fairly closely resembles the composition of the district in the conversation cross the conversations there were major themes we've heard repeatedly particularly around creating a more inclusive school community and helps to support more families and creating tools for improved communication and bridge communities and build relationships i do not say our diverse community students and families support for important transitioned in their lives to middle school and high school
3:20 pm
and newcomers and foster youth to a new place in schools and increasing the strength the culture competent and ongoing cultural for sfusd staff and particularly we heard this consistent throughout we should work to address transportation need especially for foster youth for places outside of the city formulate students and families with multi schools that travel including on public transportation. >> so during our conversations we heard from various community about the reports and resources that are allocated that are actually working and helping to improve school climate and with those are some of the reports the literacy and science
3:21 pm
deployed out to the school sites and invested the teachers to reduce the class size 4 and 5 grade and additional bilingual staff to support our families our classrooms and paratransit and other staff in larger elementary schools they have assistant principals added that emerges or merged with the additional support and at the k am more than one campus and keep hearing schools where they have a half time social worker they were feeling the difference in the impact in the school climate to support their students and the support that are provided by district staff as well as the community partners wellness centers they're making an impact but a desire to see
3:22 pm
that expanded with the elementary schools and increase preservation at the high school level restorative practice increasing coaches to especially allocated to support the sites to implement the whole school when schools took the time to schedule events and meetings were both at different times to accommodate different families they have greater family participation and they seem the liaisons are using texting and social media for about with families. >> so this was what was working in areas the conversations revealed for the students geared towards providing instructional materials for classmate and english language that align with
3:23 pm
the curriculum and then developing the strategies to increase enrollment of african-american students in ap courses and providing supports to increase the participation with respect to assess and achievement again providing more individualized support for students struggling around attendance and tutoring and helping all our students succeed and achieve in the classroom and establishing a point person at each school to connect with new newcomers for resources focused on the specific needs with respect to student engagement and school climate expanding the training for behavorial and classmate management and insuring the teachers understand the specific
3:24 pm
needs and experiences of students that get special education and foster and newcomer students. >> in terms of of what we're heard from family engagement empowerment again in various conversations we've heard about concerns of families not notified in time when students are struggling academically or social so they wanted to have schools required to communicate with families when students have struggling and particularly when they're receiving a lower c grade in a subject they want a point person at a school especially with the large population of african-american or language learn students also looking at providing resources to help support home visits to the relationships as well as addressing issues of
3:25 pm
chronic absenteeism and paying teachers and creating that time to communicate with their student families we also i'm not going over this this is a summary of longer report you were sent earlier as in the conversations we gathered input what the folks thought was needed for the implementation of the academy and here's some of the themes she said we need to have trainings regarding helping the families navigate the system and understanding the parents rights and how to assess services and resources. >> and as we reviewed the esl some considerations that surface that in addition to the strong goals and measures we more english language and mathematics
3:26 pm
we work to identify measures and set the goals for science and art and as well include specific goals for proficiency in foster care and special education services. >> with respect to action with the resources around that we should include the strategies to facilitate for students that are operating blow grade level and should provide sufficient english language arts and english and instructional materials to every classroom in the district. >> further with respect to absent services and resources we need to expand the entertain training particularly in the place of culture competent and classroom management.
3:27 pm
>> so those are the recommendations with the public forum the apac was a presentation as well as general public comment the first draft of esl those are some of the recommendations that apac came up with the current draft rewarding the achievement with measuring and in house suspension and provide the data by ethnicity this recommendation was made last year, we know that the suspensions with going adopt in the district and kids are sent out of the classroom what is happening a co-relation are those going up the first action actually in the goal of under support of schools look at the out of classroom that correlates to that action.
3:28 pm
>> recommendation to for student achievement throughout the conversations if you're apac members sometimes, the data around the achievement for african-american students in our district and seeing did measures if a deficit point of view and seems like we need to reflect positive goals of our students a perfect example in the room and reflecting that book to the students and families so the recommendation around the goals and measures the percentage of african-american students that passed the exams with a score- that is adding the specific student population and the absent and services should go to increase the enforcement of african-american students and provide the success.
3:29 pm
>> with respect to family empowerment the recommendation for the el cap we exclude the dual capacity of staff and families to support family engagement going beyond the currently compliment surveys we met to look at the draft the apac raised a number of questions how do we measure and how should we measure the dual capacity of staff and family competence and quantify that we're executive officer making sure we're empowering our families what that looks like how can we quantify the families can partner with teachers in the classroom what that looks like
3:30 pm
in our classmates and the. >> yes. like that the apac share drives towards the fourth recommendation we should develop this to support the measure of the implementation of the family engagement standards so we used rue bic to measure the english language and proficiency and do that apply if concept with the family engagement standards. >> also weren't to family empowerment we should identify a point person at each school and provide them with a stipend at the office like content and presentations professional development, programs and technical assistance the example here around our school health programs we talked about that their model and structure before the health advocate or teacher leader this supports the prelims
3:31 pm
of health curriculum at the school sites and then where respect to the annual updates we noticed the delta to develop a family strategic plan in the 2016-2017 ems is not a goal for the updated 2016-2017 el cap with the new ems language to increase of awareness assess and visibility of their existence so we look forward to look at the el cap and hope to see
3:32 pm
recommendations reflected ♪ document having glutton this a couple of times the process is much better than in may 2016 than may of 2015 and have reasons to think that will get better and i thank you for having us and all of our community partners be a part of this process that is much better by incorporating all of our feedback in closing if i can i have a apac business with a new slate of advisors to recommend to you next year but on behalf of several of us finishing our terms and leaving apac i thank you for the opportunity to work with you and serve you it's been a wonderful experience and i hope our paths cross again >> (clapping.) >> thank you

3:37 pm
have made a elaborate and thorough responded to the el cap since i went to the chinese school i know how to do the math i believe my daughter could do that i couldn't do that from the common course (laughter) pursue anyway, i read through each page in two minutes human resources, however, since identify i'm not train to run a show i'll go over the highlights and you have the version to work with as well as the forms. >> that's my joke. >> (laughter). so the goals for today is after reviewing the local control accountability blueprint in 2016 we would like to share the ideas and action to be considered for
3:38 pm
programs and services for is the in 2016-2017 school year we have 3 main goals goal number one is student achievement for this goal parents expect the schools to close the gap between english learners and english proficient the parents want the kids high school ready and increase the english users that are with the university we proposed to the following actions to achieve our goals provide families with greater than expectations in the la is e l d similar to the sfusd math curriculum units, i'm not sure you realize that that's one of
3:39 pm
the successful things in san francisco the sfusd does we want to piggyback on the ideas we appreciate the instructional materials for all grades that combine the english learner development we would like to propose to that program that was adapted by the california department of education in november of 2015 so we don't have to do that research we would like to provide school staff proper textbooks for english learners people that to 5 and 6 to 8 grade and 9 to 12 grade and not one general said one-size-fits-all and emphasis on the importance of that
3:40 pm
difference to provide schools for the instructional materials in english taught and pathways two more goals survey the teachers provide the professional development and professional development staff meeting and encourage the collaborative team approach to teaching students to practice learning and provide a kit of instructional materials for each sorry about that that typo we have a list from the fold this this is a coach and she said she was not able to properly support their students she asked for help and given a kit called assess new kit and she found out that is not appropriate for her
3:41 pm
students so being an assistant she asked us the teachers for help the teachers had to go to the public library to look for books that incorporate and made copied o copies so i request our teacher do they do best teach and spend extra time to acquire the resources our second goal assess and equitable parents want classes for english learn students and i think this is achieved in the new curriculum and parents want to foster the social and emotional we property providing
3:42 pm
structure and programs for after instead of a after school recess to further the advancement of languages and drama and music and sport for the ethic this will serve as incentives toe excel and reduce the absent telling them because the programs - and also want to the district to provide high school level activities different from meals or a school has incorporated the community service and help the students learn about different career choices and participate as well
3:43 pm
as expand the cultural awareness and the district of this program by providing translator announcements so apartments can help to motivate the students we know they forgot and some days not that motivated so our final goal is accountability patterns want to know everybody about their performance including the girlfriends and boyfriends and a policy probation officer links the family to learning and supporting school cultural cultures the most important action to provide translation of teachers on thoughts and provide access to teachers to bring their comments in chinese and spanish in the all report card system
3:44 pm
i have here a copy of the report card in chinese everything is in chinese except the important teachers evaluation which is right here you can see the evaluation read partially the student is a good writer providing good details thoughts and feelings and can strengthen his writing by providing a strong sense of color to the parents of this evaluation with limited english throughout the student needs help he's a good writer he needs the nuance of tone to help in writing conclusions that parent is my wife. (laughter) fortunately, i was able to elaborate that detail not as far
3:45 pm
to correct her because she always said to me she's never wrong (laughter) annette if i could currently our report for our reference i kosz out the names of any son so not addressed to protect him so talking about report card i'd like to remind the board not a all chinese students are high achievers and i'm the one in front of the you sitting in front of you, please don't forget about the statement of english learners the other action to request the department to check for update and software and offering message from teachers to parents and the last power point so with
3:46 pm
that provide educational links in spanish and chinese in order to bridge the generation digital gap and currently parents can't navigate the web pages i thought of that while listening to everyone this is not on the power point but the school district looks at the app w e.c. h a t and basically, that's a chinese version of the twitter that many chinese parents use and essentially funded bilingual's 50 percent of english students and expand the web sites for every single school and providing the multi
3:47 pm
lingual translation and one school has a good start with english and spanish on their web pages and that link is you all have that website you can use for a reference >> oh, i know that. >> the languages are on there. >> so i'd like to thank you for the opportunity to present our concerns and suggestions in front of you and i also like to thank everyone on the board for all in their great ideas during the meetings and many of the delipidate members and parents would not be able to participate if not for the family translations done by little professional translation and interpretation each morning so
3:48 pm
thank you for those. >> (clapping.) >> feinstein thank you lucy for our support wouldn't have been possible we'd be a total loss to please postpone your retirement no kidnapping enjoy our well deserved retirement thank you all (laughter). >> >> (clapping.) >> thank you. >> thank you for that presentation i think you have a career in comedy. >> you get a lot of laughs thank you for that wonderful presentation and thank you for all your hard work i want to open up for board members with any questions or comments. >> dr. murase. >> thank you. i want to thank to the parents organizations for
3:49 pm
providing this very, very valuable feedback i assume take time to defendant ii appreciate the time you spent thank you. >> i appreciate we heard the earlier presentation so i think there is interesting ideas to scholar to i'd like be able to do all these things but naturally recommendations and clearly not the funding to do everything so i want san francisco ask this question not because i don't think we should do all the things but we need to i think one of the next steps in developing el cap not just this year but have a better way of
3:50 pm
assessing the costs so we're in the in the positions to cannot afford to do all those things we're not doing anything basically and in fact, identify talked to other people in ask the that similarly through the process wonderful ideas and things that actually addresses the appropriates as the represents do and then they use other decision making process to narrow it adopt to say so we can know choose amongst some of the things you know how are those recommend related in coming up with a way to prioritize and put that through the budget development filter in some way i'm asking for a priority for us maybe a little bit informally for this
3:51 pm
year this shows up the budget but in the future for that to be the next process step we develop something to help us so we're not just faced with a long list of things we can't all of them my mind study after the presentation how can we do that and what it takes you know what kind of status we were talking to to the develop superintendent and take on some of the responsibilities things that are more at a level would helpful of help me internalize in a decision making mode the remedies that include input and time and caring from the community so thank you for 3 and maybe
3:52 pm
efforts that are predicament some of the staff been that and give us more thoughts thank you. >> commissioner fewer. >> yes i know your meeting is going pretty long but i have a lot of comments about this i want to say i think that this year we had a parent conference that was all in chinese and instead of chinese parents speaking parents coming and look for continuing we learned that when the information is given in the native language and able to communicate in a native language about questions, about clarification that it seemed to be much anymore powerful for parents to experience that versus sitting in a room with you'll english speaking people and having to listen simultaneously that is 70
3:53 pm
percent with the interpretation so i think that in this budget i'm wondering if this is something i wander out loud this is something we want to commend add to our platoon we very specific parents conferences around language and so we'll have one in spanish we had one in chinese and the perishing was positive they wanted more information, in fact, i think that one, the goals hero that you mention parents really want to be engaged with their children and want to fully understand everything about their kids but parents want to understand how to navigate this system and what is happening around education not actually, they fully understand we they be empowered to make the change for
3:54 pm
their children and the schools i want to add that maybe this is something that the deedee lakes look at this is - thanks interesting stuff thank you. >> scomploern. >> yeah. thanks both the apac it is invaluable to us as we pull together the el cap every year i'm glad to hear it is gotten better that things are better i want to as mr. kelly is still here identify enjoyed working with him and i did have a quick question and i don't know if actually don't see mr.
3:55 pm
truitt in the house thank you. (laughter) i'm glad to know he's with us (laughter) but my question before the family empowerment standard about the will change with the staff report highlighted i'd like to hear more that that if non-nobody can address it now but certainly that's something specific flagged and they had a number of recommendations on the housing standard want to make sure we are paying attention to that >> great thank for the apac for their service and all your time and definitely for incredibly informative information that was provide i think you are ordinary from the board how valuable and i have a lot of thoughts we look at the
3:56 pm
el cap process and thank you, again, for coming i'm going to move up with the board with general public comment and take that next item j. >> thank you to the members of the public that waited you work tomorrow and school i appreciate you stayed i'll came up you will your names and you have 2 minutes if you want to take less than that that is appreciated because many folks are here
3:57 pm
