>> and want to thank supervisor wiener our castro merchant and residents all of our agencies for being here this morning of course, this is a scheduled presentation of our neighborhood fix it programs that we want to announce before i begin i want to say that i'll be here briefly because another trample has occurred in our city been an officer-involved shooting in the bayview i have to get back to the office and pay attention and get all the facts but every incident in our city regarding an officer-involved shooting is a tragedy and one we're from the mist of reforms for the police department making sure that everybody is safe but whatever an incident of on officer-involved shooting we

want to make sure that that we understand and whether or not it fits both our reforms and why on officer will be required to use his or her weapon in heir circumstance i know your communities of san francisco everyone wants to better understand to move on the santa sanctity of life the most important policy in the police department so i simultaneously right now chief suhr that providing information to the people there in the bayview on what happened i don't have all the circumstances by do know that involved an individual that was in a stolen vehicle but at the same time whether or not it required the use of deadly force is something we need to look at

very, very specifically with the promise that our police department is improving it's policies and should take life only when other lives are in danger and that's where the circumstances have to be reviewed specifically ufb i'm upset about that because i take all the officer-involved shootings very sorrowful on behalf of everyone in the city and want everyone to know that that the purpose of this gathering today is to really keep our neighborhoods safe and clean with the tremendous amount of involvement we have and i don't want to ever loss it theme to make sure the city is safe and clean for everybody so let me spend a moment only simply thanking all the people hear our officers and muni, our

pit stop monitor and volunteers as well as our departments 311, public works, public utilities commission commission the homeless outreach teams that are working with the merchants association with the cb d and castro all the groups that supervisor wiener and i have been lucky to go work within others past are beginning to come together on at least this immediate treatment of 5 neighborhood corridors in the city corridors that will we believe not only needs this immediate almost eco implies that mohammed nuru if dpw calls it we come in and try to fix things whether or not broken signs or faded out crosswalks or damaged things on the streets that don't work or anything that

might make residents visitors, merchants and others feel unsafe in their neighborhoods needs to be fixed the assembly will be better coordinate under if program i've directed all the parks including the rec and park department and departments we nominated working together to make sure that we fix that's why the fix it teams are announced under the directorship of sandra a very veteran, if you will, within our public works department and have my authority as the mayor to coordinate the departments and get them at a maintenance level when we fix things to maintain them great places like the castro

where i often go or mission geneva or chinatown or fillmore all going to be part of these initial 5 neighborhoods in the next 3 years with the budget we have planning and hopefully gets approved in working with the board will be over $6 million to public works to make sure they do their job in cleaning but all the other departments that have access to the streets will collaborate in fixing the platform at the 311 calling center where we have a lot of people logan in but not know if, in fact, things are fixed sometimes they are and sometimes needs refixing that's the announcement today, i wanted to again thank the two pit stops monitor herman and another

and members of the public and staff i wanted to take the opportunity the third meeting in a row want to acknowledge somewhat an extraordinary effort by the folks to address some important issues and folks being honored want to step forward the give you a little bit of background soon after you hired me to do this job with the representatives of the transported workers and unions i learned of something that many of us take for granted is a very issue of great importance to transit operators that's the ability to find bathrooms to used during the course the course of day we use the booms and pause to use the bathroom,

when you're a transit prartsd there are on terminals in your route you can do that that's one constraint the second this is arguably part of job that going in that you're sitting if that asset for a duration over the course of your shift but what was most concerning at the terminals not restrooms for them to use and thinking what we take for granted a basic need to use a restroom that is alarming in 2012 basis of at this point a lot of the restroom issues were dealt with there the real estate division using the commercial locations near our terminals that enter with the access to them turn to our real estate

chief person and strengthened her as the chief officer of the sfmta and asked her to put together information to help that is con intended with our employees she put together and team that is recommended by the some of the folks not just from her own division from the department of technology but the construction division and from the transit division but you in concluding the union reps and they identified in necessarily 2012 there were one hundred and 2 terminals 57 had a gap of no or limit restrooms that's an enormous number so there is different ways to close the gaps

anything from a porta potty other options but limited or no restroom facilities so over the course since 2012 when this group was established they have 200 meetings i think that were established they've closed those gaps from 57 down to 14 and we are working to close the rest of those that includes the $6 million capital program that is part of effort and they've done a lot of work i don't to go into the details it is an extraordinary effort for something that is anyone menu detain when we don't provide that option that has the service as you can't imagine so i am pleased to recognize this group

and working with the agencies with the union that represents our employees for the - they're working and achieving a lot in a relatively horticulture amount of time so for some of the folks i'll recognize that are here gary our real estate manager and william part of real estate team, robert the current project manager for the capital part preceded by mr. cal in a and howard in terms of getting the physical facilities built adrian from communications ron from transport workers and jesse and others from the planning and mary and jeff from transit services lee martinis from the group within transit there are have been a number of other folks that participated from the union

and they brought up the issue as well as others within our capital team and jocelyn and christine and jason and jordan and joseph and gwen to make in happy the work is not done but looking at i ask personally what made this effort successful was working on difficult issues we don't entirely control what we might be able to find it's been successful and so we're looking at not only the successful effort this effort for this purpose but using a process to tackle other challenges i was a little bit long-winded by honor as this group for the great work they've done and many of the others if they want to say a few

transport local 200 with the operators local 200 that represents classes such as transit supervisors, transit trainers, dispatchers and scheduleders and manages and folks working in the control center this is kind of the supervision part of transit operations that represents local 250 and 200 we entered into negotiations with them on march first of this year came to as negotiations went well and we had a tentative architecture with the 248 and local 200 negotiating team they brought that tentative agreement to the membership for vote and the membership voted it down so

for the chapter we continued with the arresting tradition two sides went forward into arbitration and got a ruling from the arbitrator within the last week essentially awarded the tentative agreement that we previously negotiated with the team so the significant changes from the current collective bargaining agreement to the one be asked on this is a one year term starting july one through june 30th of next year that is syncing it up with the other contract and provide for a 3. 2 percent increase wage on july one that is in line with the rest of the city employees and provides two fleeting holidays when they currently only get 3

and most of city's get four or five is it is up as well the taxi investor was recently came under that collective bargaining agreement so we agreed to do an analysis of that job class to insure that it was set at the right level of wage for the right type of work and a new job with the union and finally tightened up the grievance this is really good for both sides. >> the funding impact is about $1.8 million that was into our budget so what we're doing today former dloefrs to the board and available on the website and chapter requires it be any

it in conjunction with us you may recall this project was community initiated in 2008, with the ma sonic project and that will build a safer month sonic up to geary is it so ma sonic is one of the high injury corridors near the top if 2009 to 2014 and were one hundred and 13 traffic collisions on ma sonic so and geary including 14 pedestrians, 4 bike collisions 2 people died on ma sonic so this is a very significant project for a lot of reasons and change the character the street that will change it i think from a kind of muni

freeway that divides neighborhood into a neighborhood street that works well and primarily addresses the safeties issues with the one hundred plus 13 collisions some were fatality and the landscaper with the trees and shrubs and pedestrian scale sidewalks and raised bicycle lanes and the street will be repaved after the sewer system and water system is underground and loofsz sidewalk obnoxiously crossing distances and enhanced bus stops may recall the bicycle lanes were with the bus stops and there was a conflict san francisco public works has accident pipeline and certainly this month is a 2 month duration project that our staff working with

public works just completed an underground outreach this was a lot of outreach in the planning phase and construction was another significant round of outreach 82 thousand postcards mailed to residents and door to door to ma sonic residents and two on the corridors lots of information delivered to local institutions and cafes and combablz set up in the panhandle and talking about the project that information we held a precircus public open house end of may with public works and the puc to further help us understand what is coming and get their feedback more than one hundred and thirty folks that attended we have updates that mta.org

automated vehicles through technology to book and pay for the transportation those are some of the ideas that are out there that we're seeking to pilot should be successful and been a lot of out of this process so- but understanding to that end we hosted in california transportation secretary on may 18th and submitted our application on thursday the mayor travels to washington, d.c. to make the final pitch for other cities and we expect a decision on that late this summary been angle extraordinary effort and city agencies particularly uc berkley and other nonprofit and segment are partners putting together this san francisco proposal that is pretty exciting and

groundbreaking stuff and finally i thought i'll mention has about been out in the public realm that there are a couple of chapter amendments we're introduced at the board of supervisors but have relevance to our agency just wanted to let you know about those two in particular one of of them is something we worked on together with the county of transportation authority and the mayor's office and a number of supervisors office that sets aside general fund revenues for transportation and for homeless services about $100 million for transportation and $50 million to homeless services over 25 year period that the transit transportation funds would be dedicated to street resurfacing and

affordability and infrastructure needs and also programs like muni forward and regional transit needs and vision zero safer streets and investments so very much in the core of things we're trying to do that with agency i mentioned our budget was assuming i guess we'll come forward and over accommodate it for the level should this chapter be agreement pass but i'm hoping it gets to the ballot it will kind of plug that gap that we assumed in our capital budget you've approved and now before the board of supervisors the other chart amendment we didn't permeate in but makes changes captor changes to the governance and the board currently as you know all 7 members of the board are in the

mind by the mayor and conformed by the board of supervisors this chart amendment gives the mayor 4 nominees to this board to be subject to the board of supervisors confirmation from the board of supervisors - so we'll splitter the appointment for other divisions and also change the threshold of which the board of supervisors can reject the mta budget roadway it takes more than the majority of supervisors it takes 7 of the 11 and this proposal makes it set for the majority of board of supervisors to reject our proposal want to let you know the who chapters the board of supervisors has until the end of july to the ballot just wanted

march 28 there was 4 buses that didn't come at all and fifth bus it came so many people were waiting for the but bus i couldn't get know the business plus a frequent problem and happens various times of the day and inviting night i almost miss my flight to washington at one point and want to mention that treasure island is a bigger problem one reason a protecting neighborhood people can't afford cars and taxi and ryder and unique the fact i believe the only neighborhood in san francisco that you need a motoristized vehicle and everywhere else you need to cross the bay bridge in treasure island so times i'm late for work and made numerous complaint and get a form letter in my

administrator and her public works director for being here with the dpw street paving crew. also, our neighborhood services as well. derek, thank you for being here this morning. we are here to go to work. i know it's a political year and everybody's talking about some big election that were going to have but, i think the real story is about the mostly the men today get where are the women? we have to deal with that get there we go. where are your hardhats? okay. well, i was there is a men and women. today is mostly men that are out here. at our neighborhood corridor and this is of coarse, one in many many neighborhoods across the city where we get a chance because our city is economically strong and thanks to our capital

program that our city administrator is involved in. thanks to their mind or from a public works that they want to be out here paving all of our streets. you know, one of the great people that in a city that is increasingly become very expensive for people is our own streets. if our streets can be paid everybody can use them whether you are a senior, whether you are a young person, whether a bicycle rider. when you take a ride share with you guide drive your own vehicle back and forth, everyone uses our streets. that's a great equalizer and when we fix it up than every single neighborhood of the city benefits from this. this is sometimes what we were for to as shared prosperity of the city. in years past, when we did not have the resources in our capital program suffered, then our parks and our streets suffered first. i want to say that we just concluded next two years our capital program over four lap

$411 million from our capital planning and he and our whole bunch of smart numbers people get in there and they crunch numbers and they say, hey, look, if we spend this amount than that apartment late dpw can say, you can get to that magic seven. is every window with the magic 70 is? this a pci index that engineers know about. i plot the others and the engineer department and they will tell you that's how street levels are graded in cities like san francisco. it's what they call a pci index. for over 30 years, we got close to this number 70 and now it's within eyesight. i think if we are disciplined in making sure that our capital money sources are spent in paving all of our streets were to get to this magic number 70, which is something we've not a published in over 30 years of investment. that every year it's been the

streets come do we want to do that or do we want to do trees. people voted for the trees did that was parks and people voted for parks. that was health institutions and people voted for the health institutions. so we never got a story out there about how streets are so important to us and how maintaining them is a great service to every single neighborhood in the syndicate were finally able to do that and this is important and it's part of our 10 year capital plan, but were funding the next two years at $411 million. that's a significant amount. i know that those that are involved in our capital planning have something to smile about because it's not just streets good streets is one of the key examples. that's why we are here today. we are going to do more of the streets for the benefit of all of our neighborhoods,, all across the city. over the next two years.

but in addition to streets, infrastructure is about all the other aspects assets that we have. for example, they dpw horizon particularly for engineers is outrageous. third street grades. christmas creek bridge. they have to be maintained and put in a good state repair. guess what? the largest population growth is happening in the southern part of our city and were needing to grant across those bridges a lot. those are bridges that are constantly used for mission bay, for all of the development in the dogpatch and in the hunters point area. there also going to be of course, a ballpark and eventually [inaudible]. so, that's going to happen in the next couple of years. those bridges will get repaired. in addition to that, there is something that we have not talked about in public a lot. something a little more hidden in our-underneath our

streets, but something i've been dedicated to discussing with the port about and that's the infrastructure called rc wall. that seawall is goes all the way from the fisherman's wharf area all the way down to the ballpark and onto your 50. that seawall is absolutely critical for everything that is from the water to the peers to the embarcadero roadway. if we don't keep that seawall up in good shape, the water eventually, will you road all the infrastructure underneath, which includes our wastewater, unclean water, all of the utilities, will all be subject to incredible incredible cost is not danger, in of course, the majority of our ports assets we lie on the seawall. it's about time we started talking about it because the seawall is over 100 years old and we have not made any very

significant investments in the seawall. that's another part of our infrastructure. there's another part of our infrastructure that we don't talk about until there's flooding in the city. that is places like telegraph hill. you know, that very steep hill where i kind of look up and i get nervous and all those condominiums up on top and how steep that hillside and every year, every two years or three years, when the heavy rains come, you see a little bit of a you rose and i called the city engineer or all call these private companies that dpw has oncology what's going on. they say, well, the earth is moving. it's sliding. we got to reinforce those cliff areas around the telegraph hill. otherwise, thousands of homes will be in jeopardy. this is all part of infrastructure, all part of capital planning. when we do capital planning at 10 year stretches, we want to take care of infrastructure like

these and we do it in a very land way. we do it in the way it does not shop the general fund every two years, and when we do this planning everything, all of our assets get touched. they get treated. in one year it'll be these kinds of things like our streets and our hillsides and are bridges,. another year it will be our parks. another year it will be our cultural institutions that need to get a touch. you talk about parks. again, that's an asset that everybody enjoys. particularly, if you're a senior or families with children, more and more of our parks are being used with to keep them clean. keep these assets not only clean but expanded, we-updated refreshed, and this is how i think our city is so successful with our

residents. so, i want to say today, thank you dw for being out here. particularly, the mostly men and some women that are going to be picking this street the right way and it's going to last 50 years, right? not to come up here for another 50 years. so when we do this, we do it right. yes. we've got to tell everybody when we do the streets, that the tell all the utilities were coming in because i don't than breaking into the street saying you do not tell us about it we notify everywhere. we have the residence and of course the residence of the happiest. they get to come out and drive on some smooth streets. they don't have to tell me at least this block, will be donated stories about how their transmissions not ruined and had to buy new tires. but we need this kind of treatment to get to this pci index we been longing for, where the grading of our streets by the federal highway administration, who funds part of this, by the state, will say that let's keep this kind of high-level streets smoothness in our capacity, and every

neighborhood will benefit from it and all the neighborhoods will be better as a result. it begins with good planning. we've got all the people that will execute all this. and the more you were out here in the neighborhoods of getting things done or fixing our streets, or fixing on herschel corridor, again, with public works leadership, were putting additional pit stops were people need them, they don't need them in this neighborhood, but in other neighborhoods, were going to keep a good relationship with our neighbors and i hope that the neighbors will want us to finish this quickly and go on to the next streets. but, thank you to the men and women of pablo's for your dedication,. keep working hard to get this stuff done and then go on to the next week. would you do all employee. by the way, the next two years of infrastructure work that i just talked about over 3400 jobs

the next 10 years and it's creating more jobs. as the mayor mention. our unemployment rate is down to about 3.1%. thank you, mr. mayor are all the jobs you're creating in the city. one of the reasons that are capital planning process is so successful, started by the former former city administrator current mayor, ed lee 11 years ago and because of our long-range comprehensive planning where we are looking at projects, we've estimated how much the projects are going to be and when were going to complete it, then we make good on that promise. the voters and the residence of san francisco have appreciated. we delivered on a sf general hospital. we delivered on time and on budget a public safety building. we are keeping our promises and we are delivering our promises to the voters and the residence of the city. simply put, because

towards improving our city. you heard from the mayor stabilizing telegraph hill. fixing our bridges. fixing our playgrounds. our firehouses. all the things people want to the capital planning process, those are prioritized and does receive funding in the next two years. to see-you will see the big difference. i think since the last two years under the mayor's leadership, we have a better working relationship with city partners. the public utilities commission, the mta. together, were working really hard to deliver the projects that make a difference for the people of san francisco. we have some projects in the works and now and those are the result of some of the capital planning also. my cell street is being done. potrero right there thereby the new hospital that's being done right up to ocean avenue is being done and coming soon, we have a lot more. we have second street. second street is going to be an entire new design with nice bike pathways among nice sidewalks where people can walk, and really achieving the type of streetscape that offers twice the sky city like san francisco should have. today, were paving the street that was

last week caved in 1989. the payment was given score was 1500 at the end of today this pavement score will be 100. 100. that's what were doing. were going all around the city and paving streets. this year, our goal was to pave 600 bucks and were already at 639. we've exceeded the number of blocks that were plan. so i'm very very >>[applause] >> from public works, were very very appreciative for giving us all this work. i think that that city people san francisco are appreciative, and let's go and do some painting and finish this block mayor. thank you. thank you very much and we have the hardhats? >>
