2:00 am
to the pike for their work and mr. dickey and existed about the desire teem are a couple of questions more than a couple but one just we've talked about some of this in conversation, of course, utilized to or i'd like to see us spell out the strategies at the elementary school and middle school so we can say this is what we're doing at elementary schools and middle and this is what we're doing in high school and have that flow for the student profile and, of course, college and career and second i definitely want to see this valley have a dedicated black instructor that is concerning to me ms. veil is not spelled out with the same level of support so i'm going to bring
2:01 am
this up definitely over the next couple of weeks and hopefully some milk this happens to the ms. valley to achieve the achievement of the level of support for this school me also want to know in terms of what principals at each individual school sites in terms of their support for the african-american achievement leadership initiative you know this is an encompassing system of support want to make sure that every site has a strategy to that entails what their directives to impact the success and with the departments within the district from the high-level leadership as well
2:02 am
also time to say to the community-based organizations thank you thank god for the cbo hiring others teachers to work with the students make sure we can do for the additional support particularly over summer that is important a lot of the students loss a lot of the learning and leasing last again excited about the work and existed what we are doing and going to be doing and make sure we get the word out not only in the school industry but the community with the work will look like and entail to get everyone existed about the work and process and get everybody working this is not easy we've seen achievement and want to make sure we go in the positive direction thank you you and your
2:03 am
team and thank you to the students being involved and fight for their community and continuing to hold us accountable for the things they want to see happen in their school and community so thank you . >> (clapping.) >> commissioner fewer. >> thank you president haney so thank you for this presentation i just have a couple of comments i think this - so you know i mean, i feel proud of the district that we are calling us out and putting resources and taking the leadership in i think a problem that has persisted for many, many decades and it is embeds in the history of our educational system here my question is when i look only page 21 and look at
2:04 am
the african-american internal oversight committee and the ongoing structural needs i think that when we see a our goal score card on i can't see a lot of those things until we fix those ongoing needs such as sfusd currently didn't insure a stable high quality teachers in our high schools that means remarkably isolated schools and a choice system that is isolation for african-american students and chair one refreshing your recollection instruction figuring is not having greater level performance in african-american students in/78 and many sfusd african-american students and families require high services
2:05 am
that address the attention and social and emotional wellness and stability there is continued evidence with the african-american for special education services from pre k to 12 grade i'd like to see actually that some of the ongoing priorities i think actual address some of the needs what are the hard recommendations for those things this is the foundation the we don't change this not having the outcomes we want for our own oversight committee your acknowledging this in that so what are the recommendations for change what are the recommendations if our budget for the change in the ongoing plan for this so i see that i love there is a african-american parents group
2:06 am
and as you may know i wrote the recess for the restorative practices and glad to see that we don't get to the foundation the actual - those ongoing structural needs this is where i think that diane gray said that well, we want to get to the core of it we want the rot causes actually, we want to get to the system change that is going to change this so we can have an african-american patent group and get to the structural things that need to be changed we can't see the impact and the high achievement that our students actually are we continue to have the structural deficits we continue to have great racial i think quality we need to fix those first with the initiative is 0 commendable i'm looking for
2:07 am
a deeper structural change if we don't have a stable teaching and we have problem if the african-american students are taught by first year teachers their k through go 5 educational years we'll see two years hidden that's wrong i see this say, i get this is not about this this strikes me those are the things we need to change and our parents should know about we talk about the african-american parents i hope we are sharing hard data with the parents and just agent ago we saw the scores and we've got a lot more work to do and we celebrate every time
2:08 am
we graduate african-american and go on to 0 e a 2 or 4 year college there is nothing wrong with a 2 year college when you preparing them when they take the placement test not that's a good question remedial classes but going into college courses that's been a problem when we see the kids at city college with the placement scores tells you we should be explorer more city college classes available and the folks a lot of time for the student populations they're the first time the first people in the family to go to college great a couple of college courses under their belt it gives more confidence to go into a college setting as you may know colleges have a low
2:09 am
percentage of african-american students in their college alone they'll have residentscy and have to have the ability - those instrumental needs this is what i want to see and like to see with some recommendations you know with some hard recommendations tied to our budget also, we know we can't achieve this without a debate plan and budget to support it we're really going to comment with commitment and also make sure that our dollars are giving us the impact that is the circle we go in and all well-intentioned not to say we have a great desire to practice we have a great practice to
2:10 am
change this and to roars what racial discriminations quite frankly is the seismic in a bureaucracy like ours i think that is something that what i see here is that you've called it out but again what are the recommendations to fix it; right? and if we examine 24 and the data in a group our parents are feeling those things we need to finally end this through changing the structure that gives us this results go consistently year after year after year thank you, very much mr. dickey. >> >> (clapping.) >> it was nice commissioner murase and commissioner wynns. >> one presentation and one question i really want to appreciate how far this project
2:11 am
has come when i attended a meeting of african-american advisory council ms. co-elect was fighting for a first class mailing but thank to the superintendent and this board to this project we've come a long way i want to appreciate the folks that made that happen and particularly mr. dickey and his team my question is about didn't bias france training i want to see how that works and the implementation is going. >> if doctor stephen's is in the audience over the course of this past year one of the things we've focused on a racial
2:12 am
equality movement at school sites to focus on the conversations about race and engage the school site in the explicit bias and is stereotyped at a later time the building the awareness and tackling this i know that conversation with brent the office of professional learning is looking to take on that work and view it so i'm going to turn it over to to doctor stevens to further elaborate a i'm the chief officer for the districts we're currently in the process of transitioning that work from the team that has been lead by office and equality mr. dickey is correct lead to p lc working 7 schools and severalty professional communities that have involved coaches and other
2:13 am
volunteer teachers we're looking to expand that work by working first with the full network of the coaches across the district dozens of coaches we want to begin to involve them in being acquainted and work in their current positions to expand or reach into all our schools we're there and planning to increase those this year and summer training lined up for the coaches with the idea those coaches low able to expand on that work. >> one other thing through our admin constitutes launch one of your learning academies with the didn't bias for all the admin that meets 3 times over the course of the year and maybe three or four and have a learning commend that is also an important exponent.
2:14 am
>> commissioner wynns. >> thank you for everybody for coming particularly the people that tdm and their parents i appreciate this is how level but really on overview so a lot of the questions i have some of which were discussed we meet are entrance legislature i'll mention a few not in depth this evening so one of the first ones i want to say i am not i'm happy with the progress and particularly think what is good we have both focus on and also actually had happen even in the areas we don't focus a lot of capacity building with the building up the african-american couldn't and i feel like we have
2:15 am
a lot important foundational strength to procedurally with the previously we said we won't do those and committed but not the capacity the infrastructure the foundation to do overseeing things that i think is very, very important. >> i just going to be brief it is late we have a lot of things to do i want to focus on the recommendations i find them many of them interesting but a lot of them i think i'd like if if we could get from you and the staff look at those recommendations through the seismic lens the unified school district so we - the recommendations about doing it the studies k through 12 in the middle school we're supposed to be working on that i want to know you know what how are we learning how we embed ethnic
2:16 am
studies and information throughout the curriculum if so not departmental listed in elementary school i'm presume what we learn from the middle school had help and interested in what generally our elements specialists say about that here's one the works we have a recommendation about an african-american family liaison by the way, would be fantastic but i would say first have a family liaison for all families at every school we've cut back in recent years but i and those people should be have the training they need - have the experience they need the ability to work together and work with our do you have to make sure they have are serving
2:17 am
acknowledging families as we want them to be this is an example of what are we are doing with the family liaison we have what do we think about their ability to do what we like them to do for all families but in particular through this for african-american families i'd like to know we're looking at that and the same thing is true about the recommendations about the tuesday to recall what are the tuesday to recall services we have a lot throu funds - we don't want to just duplicate we want to look at it and talk about 9 cultural awareness if it the right services we need i'd like that so i'm not going to go through
2:18 am
the whole list the professional development with the professional sensitivity through overstaff person i think we have requirement we do that already and not as probably in a way that needs to be updated not adequate but like to know what we're doing in that area as well as have that integrated that information sdwragd into recommendations for expanding that or those remedies i understand is invisible a sound bite we are starting from zero and better to know we're not starting from zero and what we apply for those things that's my general comments about the recommendations that i have two other area i want to pubically state i have in my conversation with mr. dickey i'm very, very interested in this round table model we have a lot to learn
2:19 am
about all students but particularly students are challenges how we can better serve them by integrating our somewhat minimizing did silos of the services and so i'm hoping that i understand this is a small number of we started out with a small now of students and presuming there is more information if you can give us what happened in the recommendations and what we think this is telling you i think i personally think that holds great promise for the future people together with the person and institutional resources they have are able to focus on a single student and ought to be a lot we can learn not only how we serve overseeing students but all the students what we're learning and the last thing i wanted to talk about the
2:20 am
post secondary pathways i still you know, i told mr. dickey i thought it was interesting we start with the students that are not with us in the initiative and i appreciate and really want to pufbl appreciate all the community-based organizations that are part that have that that is one reason it is something we can do at the same time building up the plans is something that is fundamentally about work with partners in the community but i you know i'm hoping and presuming since this is the first group and what the information you've given us this is where they're going there or not going there is that is pretty much what we know about that what kind of information we're planning to collect in following up i'd be interested i
2:21 am
found one thing interesting the place where most students got voices about they're posted graduation plans were from school councils i think that deserves to be mentioned and has to do with with our vchltsz and council through peace and other things that is worthy of our - you know something good and at some other time i'll want to pursue the structural go discussion because i think those are essential and big, big things i'm presuming we'll get feedback from you and others in the ear about what we might do i don't necessary completely agree with all the ways their described doesn't matter those are big questions to continue to pursue and to reiterate and redemonstrate our commitment to solving our structural issues
2:22 am
thank you, again to everybody for coming here and look forward to the future thank you very much. >> km. >> commissioner mendoza-mcdonnell. >> thank you a couple of things you know, i wanted to tie in thinking about the work around lights bs m k hard discussions and every single one of the moseying and i just want to say we're starting to address the trust issues and the promises we've made and really committing to keeping overseeing promises that is helpful in understanding the direction better and then i also wanted to note we're- just - it's not just the responsibility of the african-american community and the families this is really all of our responsibility we do this where our kids we do what we do in our
2:23 am
public school and our responsibility to be courageous and i think as the board commissioner you know i've been in the room when our board commissioner speak loudly around institutional racism i had an opportunity to speak and lowell graduation and considering the champs it was a really good opportunities to say that out loud i hope everyone in the school will speak up and say it 0 out loud and recognize the work and addressed work when it is not in our schools i think that is all of our responsibilities i want to thank you for your continued work and for trusting us in this process and our candidates i think clear and the investments in that we're making which are long overdue will continue so thank
2:24 am
you. >> commissioner norton. >> thank you i wanted to really thank everyone for that coming and thank everyone for the spirits with what you're approached this initiative one thing i'm struck by the members of the public that came out and the leader in the african-american that came out is really amazing to see the partnership and the trust and the judge the sense of you know everybody is trying to renew the commitment to work on this issue we've had for generations in san francisco and across the country and it mirrors the board commitment so i really wanted to say thank you and say i feel heartened by the purposes and the sense of community and commitment out in the room and communities so thank you . >> (clapping.) >> all right i'm going to be quick i want to say a couple of quick
2:25 am
things the first is that when we set out the initiative we made it clear we wanted to do was not side anything small and not retina repeat the same false promises not say we were going to make big changes and see the same repeated patterns in the district and just here tonight folks on the ground in the communities that represent the community come up here and say that what we've seen over the last year has indeed been different we have changed the tune we see a way forward i think that makes us critically proud that everyone was here and mr. dickey and peek everyone that led the effort but also to say that when we made this commitment we had said we were going going to close the
2:26 am
opportunity and achievement gap in the district not make small changes in 57 years close completely the achievement and opportunity gap for the african-americans i want to encourage not to be satisfied until we're on the way to leading that goal we're making as you heard the schematics changes that we do and you hold us accountable the last thing i want to say for everyone that was hero the cbos and the alliance for black educators and cbos thank you for bringing this spirit to the initiative i essential want to do thank the students over there i think approximations a summer break if you didn't especially the lowell students if you didn't take the leadership and
2:27 am
hold us accountable we'll not be having this conversation feeling we've made the progress i want to encourage you to continuous 80 call us out and push us this is all about you if you don't have you at the center of the school don't walk out that much but sometimes you have to take those measures and held us accountable you and the community and few continue to do that i believe we'll get this right thank you for your hard work on this. >> (clapping.) >> i think we're moving on i'm ami to move things around thank you for your patience a lot of things going on so of it's okay with the board new york i'll move up superintendents proposal

ares contribution is you think equaled her continued absent makes me worried our school will loss that vision okay. thank you. >> that observe school will allow that vision and her continued absent is has nothing to do with having an impact as mentioned and it is something we can fear in tangible and untangle cases a ways to loss to our community and families another across the district we're hearing the challenges given the trust of that community nora didn't have this issue the communities brought in the community loves hero and that is something the judge i choose to send any came out to the school and others as well
2:48 am
by - your violating your policies in the communities one of our shared principle is trust and it needs to be in the community to be preserved in the meantime nora an administrator together you don't hear it is city hall the teachers process and parents voices we're getting mixed messages what is happened and did or did not happen and told you can't speak about the sidewalks and teachers can't and the commissioners seem to be focusing on the opposite pressure we want clarity to guess so the truths and it's been done in secretary active

experiences and sure the peers are doing the experiences correctly and the cadets p will push to the best of their abilities during the lessonss the instructors talk about the healthy individual from a daily intact of food to the daily experiences i've learned was in order for moist myself to be the best person mentally and physical in the past years i've seen many cadets grow as individuals i hope the jrotc program will continue to provide the credentials for those combaetsz not only has this greater impacted any life but many cadets in the jrotc communities

3:32 am
very getting following instructions and do what their supposed to do that didn't mean they have not beeners or creative but they know they know what is important and they make the right choice that he i also 0 noticed that they are very optimistic and have positive attitude they're a good team workers work with the whole team well and collaborative that all any students in the jrotc program they're not a students i must say i teach chinese and i teach level one i noticed that their proficiency level from a to even d
3:33 am
and where the lower performers they do their best they communicate with me i work with them and help them they been reprecedent in learning so i public school is a very positive men outlet and this is also a background for us to go continue to, successful in the future and all those. >> your time is up. >> thank you. >> i want to say that it is very important for the students so to have the positive learning attitude and really benefit our school our community and our future society thank you very much. >> (clapping.) >> hello, i'm going to be representing student if burton
3:34 am
high school hi, i'm anna i'm an upcoming junior at burton high school i've taken and have my high school career with confidence this program has an impact in my life we learn skills that motivate us to communicate we listen to one another and push ourselves further and things i didn't learn in pe in jrotc we push ourselves physically and in our cameras i've gains some upper body strength due to the amount of push-ups and doing our workout days as you can see compares to the we are the ones pushing ourselves to run the laps rather than walking them we stretch and warm up together
3:35 am
at a platoon having the cadets lead the exercise we learn how to push ourselves and not give up i repeated many things your or any peers said but i hope that show us just how much we care about that issue and how much we stand together thank you for listening. >> (clapping.) >> good evening board and staff i'm here today to just i have a major concern about this resolution the lifting of funding foreign joshing not that jrotc is not important and didn't help a lot of students in ways i feel this district has more pressing priorities than jrotc from the central office a lot of special education
3:36 am
students and fosters and english language students that need tutoring and additional counseled the schools are not staffed and it worries me to fund from the general fund that don't address those primary concerns so most definitely support you psa this resolution without that part and maintaining that bands and encouraging the city hall's asking lives to find funds to pay for that but the district central office fund be directed towards academic and counseling and trauma informed and restorative practices and training foyer parents and teachers in overseeing things as well as students so just to say i think our funding priorities need to be based on making sure our students have xhooefk successful and find a way to do
3:37 am
that without listing the ban on the funding. >> commissioners good evening also hero to speak and he similarly he want to echo some of the candidates if the membership who were astounded to hear from the general fund to be used for jrotc when there you are more pressing concerns commissioner wynns earlier was alluding to the fact as much as you liked the apac recommendation to have parents liaison specific for the african-american community you noted; right? this is a great goal while at the same time we should have a general family
3:38 am
liaison for all the schools that don't exist including my school a part-time from the money we fund-raise all that so say more priorities that are very much basic ones including for example, the engagement plan in the talks for years and never created or implemented which those tremendous research; right? as to how that engaging families is completely connected to the outcomes indefinite more pressing concerns as well as research that is clear as to where we should be spending our dollars and unfortunately not jrotc i'll urge to embed and move forward with that resolution excluding the lifting
3:39 am
of the band a couple of other folks (calling names) and recognize the former member of the board of supervisors and former senate senator quentin was here teller to speak on this item. >> to speak in support of this item. >> good afternoon good evening i'm a student in the lincoln high school i ask to support this judged resolution i've made comments about how great the jrotc i'll not bore you
3:40 am
especially i don't understand why you don't feel the smaung you support pubically jrotc your statements and both don't renewable that it says - the district goal to make the justice a reality but the mission goals how we do best and it seems to me that shouldn't be the only program against prohibition funding and in order to keep the prohibition in place it not not come up annually but students work together rather than the easy way out by prohibiting the jrotc instructors you hurt the students and if the administrators i trust most i speak to and know the concerns
3:41 am
and problems i deal with are this does not spend other fund and it spends on jrotc that is a necessary program and how to expend by passing today is resolution to demonstrate that everyone and every program deserves a fair treatment please support today's resolution thank you. >> hello my name is isabel brown an african-american and hispanic student at lincoln i mentioned i'm african-american and hispanic a reputation that assists minorities but nothing can be further from the truth many minorities take by the
3:42 am
people but 17 percent of the jrotc instructors are in san francisco are minority and those instructors help to mentor and guide the minority students in the jrotc program as well as non-jrotc students in the ask the that they teach so i wanted you to hear from the minorities students the jrotc program is amazing i also want to ask a question one question proposal to look at the prohibition that against the funding i ask the members to have the board any question why jrotc is the only program with the prohibition against central funding why is that right to disseminate against jrotc if someone were to tell me i couldn't play fusible or become
3:43 am
president of the united states and would protest we want to commend be not be principal but don't i have a right to look at that but not - fundamentally this is unfair you don't have a chance to expedite is not right all programs deserve to be treated fairly and even if it is one you mate liy not like. >> i'm in the jrotc program ask for support of the resolution of the proposal we're considering the jrotc program is in jeopardy but i'm concerned because there is maul cuts i have seen inflicted on the program and
3:44 am
interested in writing righting previous wrongs and so as previous action that have been detrimental to the jrotc i wasn't hero when those actions were taken by alumni but know what the jrotc used to do and really would - getting fewer opportunities in the because of the of the unfair actions by the previous board when i heard about the resolution the new question i asked why was pe credit taken away in 2008, and two why was the prohibition placed against jrotc the program has not changed since 2007 or 2013 but the first
3:45 am
relax the - the second was the instructor resources available to the program and the citizens i may be wrong i think that most members of the previous board if like jrotc i say there are good reasons don't ask don't tell policy but since the major issues were referred we should take steps to treat jrotc fairly shouldn't we after all ever you have you fear jrotc is not go you want this to continue i ask to you treat jrotc correctly by passing the resolution for me and my fellow jrotc students throughout the city thank you. >> (clapping.) >> good evening. i'm a joking
3:46 am
student at abraham lincoln high school i spoke at the curriculum meeting but to the ask for support for me by pga the resolution for the curriculum perspective he ask your support for the schedules and a murnd process for graduation didn't give us the flexibility for lefkdz by allowing jrotc for a pe credit that gives us a chance to take others electives and helps us to be more competitive so jrotc curriculum is exceptional it teaches us how to be responsible and per skaud and teaches us how to be better citizens and physical ed and many elements that my fellow students get in pe many of us in
3:47 am
genetic perform better in the annual fitness test than our countered parts the prohibition against the central sfubdz fufrpdz is an issue an issue of funding should have a equal opportunities to compete for funding i ask for you will have you to support jrotc by voting to adopt this resolution thank you. >> (clapping.) >> when you put the phone down i'll start. >> my name is tom i'm the president of regional chapter of the association of united states
3:48 am
arm i agree with everything you people have said to this point in support of this resolution and it is strange i should come here because the united states arm has no direct connection with jrotc it doesn't teach military tactics and strategy weapons, equipment and what have you state teaches a personal values that are important to all the communities and the question i was the premiers why is jrotc treated differently i don't think any of you were here 8 years ago when we - my condolences when you made the headlines the first page of what is moa my local newspapers when i was working in
3:49 am
fairfax county va not easy they make the washington papers but you are in the spotlight jrotc from my observations is extremely important extremely productive one of the best bargains you've got but it actually wow. the sentiment i felt sdoirpt and betrayal i sat here gong on 4 hours now and i heard all those programs brought forward to this table all sorts of groups reaching in for money and when jrotc asked to have a restriction lifted and people spoke against it i heard a cheer from the back there so what you got now are a few
3:50 am
dogs fighting for the same bone and if you let them fight you're wrong you should give jrotc what all the other programs have and the administration process thank you. >> >> (clapping.) >> my name is convincingcy not on the list but spoken with judge i was here 8 years ago i was one the co-chairs ever prop z choice for students the voters of san francisco spoke loudly they said put the program back we didn't put the program back because when is program was disbaptist it should central funding and had to instructors per school and we gave pe credit
3:51 am
it is taken 8 years to get to what the voters of san francisco said 8 years ago reinstate the program as it was we didn't do that this resolution after 8 years takes us back to what the voters of san francisco told our public officials told the board of education, i i did not know why there is an issue that the jrotc program does not give the same footing as any other program in our schools those who say they support it eat don't support the ability for them do give the same fair basis of any other podium do -
3:52 am
they does not support of program you cannot say you support in the program when you don't support all aspects i'm here to ask the voters who passed prop b 8 years ago? the last part of it thank you. >> (clapping.) >> comments from the board. >> vice president walton. >> thank you very much mr.

chairman and members of the board this is a matter of quality pair it and fairness and if we were permanent about this situation we not consider that for us to support this program and there's no guarantee that funds will not be taken from those important measures that deal with the narrowly the achievement gap who's the sick itself - we need to take a very close look at being transparent and making
3:54 am
sure mr. superintendent that we don't compromise the commitment we've made to a community that has been far behind and part of king juniors benjamin may said he or she is behind in the race of life will stay behind but rovrn pastor and run faster in order to capture what that measure calls the underserved community to not run faster that's the question. >> >> (clapping.) >> thank you reverend brown. >> mr. walton. >> thank you, commissioner president haney and first of

asian pacific islanders are english learners and children with special needs and if you want to possibly take the resources away from those populations that no he had it most of the i say same shame on one-on-one anyone with that intention and proposal we have children not reading in grade level and children that are homeless in our district and behind in the race and any opportunities and resources need to go to the innovation to address the gaps in our districts if in their are funding gaps that exist in jrotc it is due to the take that that the department of justice to be specific is not funding their own program the fight is with the federal government with the go budget at at least 3.3 trillion sow we don't take
3:58 am
food out of the mouth of those that need it the most jrotc is not suffering in this district and lifting prohibitions creates the vision and stirs up the dichotomy of important with the people are the means in our district shame on us i don't think who is spreading the rumor about jrotc to compete for resources but the rumors has to look at students and families in the face and let them know how to create it false crisis our forcing people to highlight the issues within the program i can't accept this resolution unless the last resolve clause is removed jrotc is a federal program why there prohibition in jrotc fund because it is a federal

make the outcomes worse force the students that need it the most i talked about this in terms of i remember the resolution originally was brought to be about pyeonchang and first month or so conversations about the funding everyone who came to testify this is about and making sure that jrotc students have an opportunity to receive puc and all of a sudden that is about let's step forward open prohibition i was born at night but not last time last night you lift this port commission prohibition that leads on attack for the opportunities for students that need it the most we need more teachers in every classroom and less students in the mathnd
