planning code section and finding of the public convenience and welfare under the section discussion and possible action item are presenters are liv legislative aide at the office of supervisor mark farrell thank you. >> one moment let me turn on your microphone. >> okay. go ahead. >> good afternoon commissioner president dwight and members of the commission i'm a legislative aide to supervisor farrell the item before you is an ordinance by supervisor farrell it is a planning code engagement to prohibit the change of use from a professional service to a medical use on the first year or below in the sacramento street sacramento mcd a small-scale commercial districts with medical uses it runs among sacramento street from spruce to

lion and medical officers and concerns that wralt and more active uses are replaced by medical uses they're prohibited on all floors except the business or professional services converted to medical at the going once, going twice with the u this change is in effect and the legislative fact to stop the active use use streets for the professional to medical services is essentially a conversion from office to office and not detrimental to retail active on the center the this is problematic as now the neighborhood is experiencing some businesses that are attempting to become business and professional services only to then convert to medical services that creates a pathway for the medical services not the intent so at this point supervisor farrell introduced to

legislation to close the loophole and working with the city departments for the future neighborhood commercial overall to look at the right balance all over the place and better way to regulated what kind of uses phenomenon the commercial district this ordinance a neighborhood driven and hope we can count on our support thank you for having me. >> you mentioned neighborhood support for this is this a neighborhood initiated. >> it is. >> what, if any opposition has there been. >> there has not been. >> yeah. >> based on the one person. >> does this preclude medical cannabis medical cannabis is a spirit used by the proximity of schools yeah. >> commissioners any questions or comments

commissioner she was the vice president only two businesses on fillmore one not paying a damn dime and over one thousand dollars where in will world to do what she's done with our commissioners there was one of your commission what is going on with this city my name is ace and i'm on the case and i'll be speaking when i get a chance but now i'm talking particularly you're taking about cvd we don't have a cvd or a cac nothing but me, i'm the fillmore corridor ambassador if you don't want to recognize that thank you for allowing me to speak i created the government channel and be at every meeting and let the world know what is happening in the fell no more the mayor

counted out in 2011 and after that business that clotted do you think they were black i'm representing the black community. >> thank you. >> anyone else like to comment on that particular item please - thank you. >> good afternoon commissioner president dwight and commissioners i'm tracey i'd like to speak to the top us. >> in parallel so i'm a small business owner in sacramento street and had a business antics no problem for 5 years and president of the sacramento street merchants association and have been pour the past 3 years my goal in the business community to bring together the

merchant and promote safety so for everyone including the people that come to the neighborhood and trying to create for o more traffic for the district and more appealing for anyone to come and visit us things come and go and businesses close for different reasons we have a charming business district one of the strengths we add to the city what we have to offer, however, i've been challenged i had to leave any business to come here in the middle of the day to actually try to promote the very viable needs to protect small businesses you would think that is built into everything we're trying to do but 23468 i think that because reality is so challenging in the city the small business district are

appealing 09 types of businesses we find ourselves having to occasionally be challenged and protect what those neighborhoods are about so as a small business owner as someone that is trying hard to create a great a business district that you know maintains part of viable for years and years to come we need to make sure this little loophole is closed so that i don't have to find myself constantly defending the commercial district with great retail businesses a lot folks that common i'm a pro change but i find myself not wanting to have the gaps of lack of traffic and businesses closed because of traffic we're seeing more and more of and to such a degree that people are disappointed

when they start seeing and longer a longer gap so i just wanted to put that in front of you and also a member of the neighborhood board the association neighbors and your current president bill is away on family vacation so couldn't be here our former president charley he's away as well so just one quick note just our goal with the presidio heats association to have only businesses and services on the ground floor we realize that's a simple statement we're hoping that you'll support us and close that loophole thank you. >> thank you. any anyone wish to comment on item number on this item seeing none, commissions. >> any comments. >> commissioner ortiz-cartagena i'm familiar with the corridor when i used to be in parking at

at the voter to be held on november 8th and ordinance amending the tax regulation code and administrative code to reduce the business registration fee on persons with one million dollars in gross receipt and impose a new one .5 percent in companies dwaengd in the city with affordable housing and homeless services and increasing the decided appropriation limit by the amount of tax from november 8th to section and discussion and possible action nicholas of the office of supervisor mar but due to family emergency not able to attend commissioners you're welcome to have discussion. >> it's not clear if this stem will end up on the ballot i think that is worthwhile for us if we want to discuss it and

so your commission is responsible for everything i'm bringing up here every week until you come to the western edition to the fillmore and do a tour with a business meeting my request as a fillmore corridor ambassador come to the western edition and hold a meeting and the talk about small businesses and tell you and show you without a doubt we have nun they're corrupt that is run by the city and county of san francisco now i am spanking you on your wrists but then in writing and above our head what the hell is going on you have a director that knows and x commissioners yet we in the fillmore don't have no black businesses every other business is flushing and as

(clapping.) the airport it where i know to mind visions of traffic romance and excitement and gourmet can you limousine we're at san francisco inspirational airport to discover the award-winning concession that conspiracies us around the world. sfo serves are more 40 million travelers a year and a lot of the them are hungry there's many restaurant and nearly all are restaurant and cafe that's right

even the airport is a diane designation. so tell me a little bit the food program at sfo and what makes this so special >> well, we have a we have food and beverage program at sfo we trivia important the sustainable organic produce and our objective to be a nonterminal and bring in the best food of san francisco for our passengers. >> i like this it's is (inaudible) i thank my parents for bringing me here. >> this the definitely better than the la airport one thousand times better than. >> i have a double knees burger

with bacon. >> i realize i'm on a diet but i'm hoping this will be good. >> it total is san francisco experience because there's so many people and nationalities in this town to come to the airport especially everyone what have what they wanted. >> are repioneering or is this a model. >> we're definitely pioneers and in airport commemoration at least nationally if not intvrl we have many folks asking our our process and how we select our great operators. >> ♪

♪ ♪ ♪ the food option in san francisco airport are phenomenal that's if it a lot of the airports >> yeah. >> you don't have the choice. >> some airports are all about food this is not many and this particular airport are amazing especially at the tirnl indicating and corey is my favorite i come one or two hours before my flight this is the life. >> we definitely try to use as many local grirnts as we can we use the goat cheese and we also use local vendors we use greenly produce they summarize the local soured products and the last one

had 97 percent open that. >> wow. >> have you taken up anything unique or odd here. >> i've picked up a few things in napa valley i love checking chocolates there's a lot of types of chocolate and caramel corn. >> now this is a given right there. >> i'm curious about the customer externals and how people are richmond to this collection of cities you've put together not only of san francisco food in san francisco but food across the bay area. >> this type of market with the local savors the high-end products is great. >> i know people can't believe they're in an airport i really joy people picking up things for

their friends and family and wait i don't have to be shopping now we want people take the opportunity at our location. >> how long has this been operating in san francisco and the late 18 hours it is one of the best places to get it coffee. >> we have intrrnl consumers that know of this original outlet here and come here for the coffee. >> so let's talk sandwiches. >> uh-huh. >> can you tell me how you came about naming our sandwiches from

the katrero hills or 27 years i thought okay neighborhood and how do you keep it fresh you can answer that mia anyway you want. >> our broadened is we're going not irving preserves or packaged goods we take the time to incubate our jogger art if scratch people appreciate our work here. >> so you feel like out of captured the airport atmosphere. >> this is its own the city the airline crews and the bag

handlers and the frequent travels travelers and we've established relationships it feels good. >> when i get lunch or come to eat the food i feel like i'm not city. i was kind of under the assumption you want to be done with our gifts you are down one time not true >> we have a lot of regulars we didn't think we'd find that here at the airport. >> people come in at least one a week for that the food and service and the atmosphere. >> the food is great in san francisco it's a coffee and i took an e calorie home every couple of weeks. >> i'm impressed i might come here on my own without a trip,

commission. on belandfall of my colleagues and commissioners it is a honor to welcome you all for the ribbon cutty for newly renovated bayview opera house and ruth williams memorial theater. [applause] the city of owns and operates 4 brick and mortar culturalsenter buildings, all of which provide affordable access to high quality arts and culture in communities across the city. built in 1888, the bayview opera house played an incredible role in the ist history of the bayview and beloved by all of us. i want to acknowledge members who are here today who are champions of the building over the e years and arts in the bayview neighborhood. in the front row we have family members of

[inaudible] ruth williams [inaudible] children and grandkids and joined by marry booker. [applause and cheers] and mrs. doris [inaudible] and her family. [inaudible] welcome. on behalf of [inaudible] you are such incredible parts of making this a great space and arts qu culture hub and place for advancing racial justice in san francisco for years. [applause] we are thrilled to have mayor ed lee with us along with house democratic, nancy pelosi. assembly member david chui a

mayor ed lee. [applause] >> welcome to the bayview! well, i am so glad to join all you on this moment. i know today is a soft opening, but walter and mr. cooper gave a walk through of this restored gem-you have done a magnificent job. the whole entire team-i know tom went through all that, let me say thank you to everybody but most especially. -you know how much we spent on this center? it is serious money! serious money! like $5 million. that is serious money. why? because this is a serious center. it is a bit of

historicsenter. more than community history, it has been family history. i can just imagine a few decades ago [inaudible] running around listening to the [inaudible] get sent out here and say, one of these days i will work at hrc and be a part of the city. i know tim said that because he was singing those songs when we were working at hrc 25 years ago telling me about the history of the community and how much his mother and family were contributors to this. it is family history along with community history. that's why it is serious investment. we are also making serious investments in the entire bayview along [inaudible] thanks to the leadership of malia cohen and others who led the way to inform us about the

linkage that we have. this is a center of seriousness because i have been here when it was locked up. when it was-you have to go through locked doors to get from one place to the other. now we have a floating canvas where the kids go from the theater, from the historic flooring that have above it some really nice historic play house theater type of lights. you can say i can sing here, even though i can't sing. you want to be here to perform because this is where the youth will be really inspired with what the board is doing, what the directors are doing with the programming that is about to come forth hopefully in september when we officially open this up. you wim be proud of this investments. we are making

investments not just in buildings but the people of the neighborhood. as i often said, we are not making new promises, we are all together carrying out promises of investing in the neighborhood. this is the bayview and promised when we built [inaudible] we will invest in more. this is another part. you have a new branch library and have more to come because the commitment we made investing in people at a important time because we can afford the investments and need to make it now and build more affordable housing and prevent evictions and help the homeless and make sure the police department is working for the community to do all the right things in public safety and da included. all this works together so this investment means something for people. that is why i'm here today to show my gratitude for the entire team from the board to

the director to all the groups working together and to officially declare on this day july 20 to be bayview opera house, ruth williams memorial theater day in san francisco! [applause and cheers] ruth williams [inaudible] with this i take incredible honor and pleasure to introduce the next speaker. you all know her. she is a champion for our city, a champion for bayview, someone i know that if we got a chance in this country to bring her back she will be our dem ocratic leader, nancy pelosi. [applause]. >> thank you very much thank you for your time and for your

great leadership of our city and focus on the bayview. i am very honored to be with all you. i was really looking forward to being here but didn't realize it would be on the very day. i always say, why don't you tell us earlier in the day so we can park around here without getting a ticket. [laughter]. anyway, it is really wonderful to be with all of you and to pay tribute to ruth williams. [inaudible] official family of san francisco. [inaudible] ruth williams family thank you for sharing this enthuse amp asm. carla johnson [inaudible]

judge people not-[inaudible] what they can do not judge for what they cannot do. the physical accessibility is something very very important and it really is a example to the world when you see the accessibility here. that accessibility is one part of the accessibility. the accessibility to the yung people of this area to demonstrate what is inside of them in terms of the arts. that unleashes them with who they are to be who they are and not to be judged by who they are not. so many moms in bayview and hunters point and all over, when i go places, they say police support the arts for our children. it is a place where they gain confidence and enjoy work and

learn they can do other things, where they find their creative spirit. that contribution is so important. this place is not only physically accessible, but spiritially accessibility as well. i'm very proud of [inaudible] the mayor put $5 million and we put in the first $200 thousand and barbara told me without the floor nothing else [inaudible] some of us were together 10 years goy when we celebrated [inaudible] i can say to my colleagues in wash ington it wasn't just about transportation but economic growth of the community and now the spiritially and intellectual and cultural life of the community. this is really a cause for great

celebration. it is a recognition the arts are central to who we are as a country. [inaudible] over and over again, but more importantly and more personally to everyone here, ts the art sing to the community. [inaudible] every time we come here, one of the [inaudible] always say our community has the word unity in it. it brings us together. a person who works very very hard to bring us all together newly wed supervisor [inaudible] she is a champion for bayview hunters point and housing and fairness and safety in the community, the list goes on and on. [inaudible] how beautifully she spoke about the opera house

inside and we'll hear that now. it gives me great pleasure to take the opportunity to recognize the leadership of your supervisor, malia cohen. [applause] >> well, by god, if you take a moment and take it all in,-- [applause] you think about what [inaudible] it is more than just a day of celebration that we are recognizing in san francisco. for those that grew

up here, you know what the opera house means. [applause] the opera house was a safe space for people when they were rioting. the opera house was a safe space for school kids to come here. the opera house was a safe space for seniors to come and congregate. you know what the beautiful thing is about today? is that it bayview opera house will remain all of this. this is tremendous. you see the people on the stage before you? this is our gift to all of you. when i look out here you know what i see? generation upon generations of people that raised their families, that

have been champions fighting [inaudible] i want to take a moment and pay the respect to the [inaudible] to the beautiful namly family of ruth williams, thank you very much. [applause] [inaudible] given us more than just a name to put on a historic building, she gave us a vision and she gave us a place where we can continue to teach and pass down our culture and pass on that vision. i want to recognize mary booker who kept [inaudible] alive and strong. [applause]. taught people how to act and how to project their voice and have stage presence and having stage

presence is more than just being center stage. when you walk into a room you walk with your head held high and that is what mary booker taught us. [inaudible] that was right there with her. when i look in the audience i see so many service providers people who dedicated their lives whether working through the bayview hunters point foundation or [inaudible] or ministry on the plaza. [inaudible] everyone has a continued role making bayview hunters point more than a point on the map. this is a destination and home and community with real culture and traditions we will pass on from one generation to another. we are here to celebrate a wonderful day and historic

absolute beautiful building and want to recognize the many talented people who made this come to fruition. it is always important to respond and respect and acknowledge those people who contributed beyond cht we need to recognize carla johnson who is still giving from the grave. she passed in the completion of the project and donated a sizable portion to the opera house. she was a city employee. [applause] [inaudible] bar people with disabilities to having access to this building and so this building is so center-center piece of the entire community. when you think about the construction we facilitated here in this building. ang leak

thompson, belva davis are in the audience and facilitate being healthy. there are tremendous amount of people that deserve to be recognized. i want to recognize sister linda harrison who is [inaudible] [applause]. it is absolutely important we connect the dots of once people have left a [inaudible] it is how [inaudible] we are connecting the dots and make sure bayview hunter point get a piece of that action. we will build a program to connect [inaudible] right here to this building so we have our own state of the arts arts exhibit right here.

you already heard recognition from barbara occul and bayview opera house board of directors but you know who else was pushed to the way side? i know you know him? how many know [inaudible] i don't know where he is but this is the man who opens up the building and closes the building and walks you to your car and cleans up what is left behind. this is a true gentlemen that had our back in this community. he is a unsung hero and asks for very little recognition. [inaudible] [applause] this opera house has been a place where people have come together to advocate for issues,

important issues impacting our communities and that is what this opera house will symbolize from now for the next hundred years moving forward. we will be stronger and blessed by this and our responsibility to keep it in the community and keep it for us. thank you. mohammed nuru. [applause]. >> i am very excited and proud to be part of this project as public works director and long time resident of bayview. this is where i raised my children and where i start my day, this is where i end my day. i'm right up the street here so i'm very happy this project has come to fruition of many years of work we have all been putting together to get to this stage. the bayview opera house is a community gem in our community. this is our neighborhood [inaudible] if you can feel the excitement i have, [inaudible] when we talk about san francisco, those from bayview this is our spot right here! [applause]. the work we have done here in san francisco will continue to make this

building serve many more generations to come. as our neighborhoods evolve, it is important to preserve buildings like this to remind us of our history. at this time [inaudible] from our team, one of our partners with sfmta, director riscon, [inaudible] they were very instrumental helping bringing this project to fruition. please give them a hann. from public works, city architect, [inaudible] lopez [inaudible] who is on site every day. [applause]. janet [inaudible] they were all part of so many people coming together to make this project. please give them a hand. a

couple things about the project. while we sit out here and enjoy the garden and stage and all the other places, there a lot of details and work that went into it preserving the building. an the other side from the ground level to the top was rebuilt while trying to keep the building together. the building is no very accessible and has 3 bathrooms, all of them are accessible. the stage is has a ramp that you can go in and someone in a wheelchair can actually be on stage and many many of the [inaudible] garden and hear a lot about the guard squn what the design of the garden is and how it came about. you all know, behind every successful

project team there is architects and electricians, fire marshal and all kinds of people, so today [inaudible] i want to send all these people, so many of them for all the great work and contributions they have done to make this preservation possible. at this time, i t is also my pleasure to introduce a board member vise president of bayview opera house. she was born and raised in bayview and served on many city commissions and volunteer groups and serves as director of public affairs for our own golden state warriors, please welcome [inaudible] [applause and cheers] >> thank you. i was expecting [inaudible] good evening. this

is great. i woke up this morning and was thinking about what i would say and they said i have two minutes and i was going to come up and say it is about time and walk off stage. many of you have seen this building transform, many have seen the neighborhood transform, but i'm excited because i can officially welcome to the bayview opera house, ruth williams memorial theater. [applause]. i want to particularly thank members of the community because this is your facility as much as it is ours on stage. as malia mentioned this is gift to bayview hunters point and the rest of the city of san francisco and i'm proud to be a part of that process. so, there has been a lot of build up to this event and as i was reflecting on this i tried to

think of my earliest memory of the bayview opera house. when you talk about history and preservation, one person that comes to mind is my grandfather who raised me. he migrated from the south, punchsed a property on third and [inaudible]-you remember? and he put all his family in the property. the one vivid memory i have is he would walk [inaudible] pick me up from the opera house and save me from ballet class and [inaudible] it is those moments that shape me. if you look where we are

standing to my left you have [inaudible] you have joseph lee jim, 3 strong institutions, cultural institutions, educational institutions in the physical fitness recreation center. 3 vital things i think the community needs and 3 vital things that shape the community and 3 things that we need to thrive. all that to say, that we all have-we take the personal responsibility to make sure that there is arts and culture in the facility and not only preserve the long standing history of many folks who come before me but also welcoming the new folks moving to a neighborhood and embracing bayview hunters point as their home. this journey will officially begin-i will say this date, september 17th. you

can hold us accountable. [applause]. [inaudible] if you are on the board of directors for the opera house, please raise your hand. [applause] [inaudible] who works tirelessly for this moment and will continue to work tirelessly for the program and for this community. judy [inaudible] who is not here today. she is for the past 10 years has made this her top priority. supervisor cohen, when she speaks, when she says she is for the community, she means it. she walks the walk each and every day and we appreciate that. mayor lee, continuing on the promises that he addressed and i appreciate

that and [inaudible] leader pelosi, you are absolutely right it started with 200 thousand$200 thousand investment and built this from the ground up and appreciate that. how many people with a show of hands are ateneded event or taken a class or participated in a program? keep your hands up because i have another question. this is not the end, this is just the beginning of something special and we need your commitment and need you to volunteer your time. hands are going down-[laughter]. we need donations. we need board members and staff. this is the beginning and hope all you can come on this journey with us and i appreciate it so much. walter came to had bayview opera house about two years ago? three years ago and i remember the first meeting. it was chair and microphone. a meeting with chairs and micro phone in the bayview is unpredictable to say the least, but walter listened and carried the vision out that was for the community and you don't get that all the time. walter, you appreciate you and we thank you. fantastic things. i just saw a young man on a scooter come up the stairs and come along the ramp and he came [inaudible] all of our kids should be able to experience all these landscapes. hopefully in his mind this is not something [inaudible] i like to thank [inaudible] [applause] [inaudible] this takes a village to make these projects. we only have 5 or 6 good projects [inaudible] you think 5 projects in 30 years and i loick like to say it will be great to have this project [inaudible] i want to come back

and [inaudible] i want to see performances out here. (shouting.). >> more and more city's high san francisco is committing to dislocate to end all traffic death that means improving safety for people walking and driving and safety on our streets is everyone's responsibility people can make mistakes but not result in injury or death all traffic collisions are preventable as

drivers you play a large role that will give you the tools to drive safely on streets a recent survey asks hundreds of drivers about save city introduce driving what did they say watch for distracted behavior and slow down and be patient and check for people before you turn the facts about city driving shows how important to be alert most collisions happen in good weather allowance even at 25 mile-per-hour it takes a vehicle 85 feet to stop this is almost 7 car lengths slowing down makes collisions less savior when a person is hit by a passerby vehicle 25 minor the chance of death is 25

percent 40 percent that increases inform 85 percent slowing down didn't cost much time driving behind a person takes 9 extra semiautomatic and stopping at the yellow light takes only 30 seconds by hitting someone costs you hours and weeks of our time and maybe a life take a deep breath and take you're time cities cross america are being safely for walking and driving some streets are confusing here's what you need to know all intersection kroukz of novelist marked some are marked to make them more visible other crosswalks and intersections are raised to the level of sidewalk to actress as speed bump and

people are maybe crossing be cautious and watch for people when you approach any intersection advanced limit lines and pedestrian yield signs show drivers where people walk and stop behind the lines at stop signs and for people crossing bulb outs where the sidewalks extends into the street make that tease easy to see pedestrians and remember to slow down whether making reasons and watch for people on sidewalk estimations extensions that maybe closer than you expect and bicyclists may motive to the left to get around bulb outs this gives people a head start allowing pedestrians to enter

the crosswalk before transfer starts moving makes them more visible pedestrian scrimmage and stop the vehicles in all directions allow people to cross including department of building inspection scrambles are paired with no light restriction and rapid beacons you turn bright whether the pedestrians are there or the center is activated precede slowly as you approach the beacons especially, if their activated a pedestrian crossing light turns yellow before turning sold red back to flash red procedure after making a full stop as long as the sidewalk is empty and, of course, stop whenever the light is red traffic circles reduce

conflicts you must stop at the strewn and precede around the raise your right hand of the circle watch for people in crosswalks and people in bikes coming around the circle arrows indicate where people with bikes share the intersections and people have ride to people on bikes have the right to use the lane whether or not in the sharing bike lanes are for people protected by parks e.r. parked cars and stay out of separated bike lanes unless an emergency dashed bike lanes are a shared zone four for vehicles to change lanes slow bike lanes allow the circles

single everything is difficult here's a test how many times did the white team pass the ball? if you answered 11 you're correct but did you notice anything else also be aware ever you're surrounded and remember that is easy 0 miss something if you're not looking for it here's some basic principles driving near peep e people from you're driver's seat it is difficult address our mirrors to reduce blind spots people on bicycles maybe be in our blind

spot give yourselves plenty of time to react look out stay on the road from building to building not just curve to curve check driveways and behind parked vehicles for people that enter our path turning vehicles are especially dangerous important people walking and collisions often occur when vehicles are making tunnels when you turn remember check for people using the crosswalk before starting you're turn watch for people on bikes traveling in the ongoing direction always check our mirrors and blind spots patience pays off take a moment to make sure you're clear while it might feel you'll save time by driving fast or turning without checking

you won't save driving only adds a few semiautomatic to our trip a collision can cost you, your job or someone's live here's important things to remember all crosswalks are legal and pedestrian have the right-of-way people cross the street anywhere children and seniors and people with disabilities are the most vulnerable think city strits give buses and streetcars a lot of the space or people returning to catch a train don't block the box this creates dangerous situation for people walking how are forced into moving traffic and people bicycling out of the bike lane and people on bikes most city streets are legal for bicyclists even without signs people biking

thartsz stay patient and alert and, of course, slow down parking and loading a vehicle on accredit city streets is a challenge weather parking and unloading always check for people in our mirrors and blind spots and on the driver's side with our right turn right hand this causes you to look 40 on your left for bicyclists when passersby exiting the vehicle make sure about opening the door know where loading zones are if not loading zones available use side streets never stop in bike lanes or traffic lanes.

at the /ep is a center which is our pop up space down here in san francisco where we operate a store front to educate the policy from the home owner who has center which is our pop up space down here in san francisco where we operate a store front to educate the policy from the home owner who has never done anything in the house to the most advanced structure engineers we have working around here. we we're going to here from kelly to talk a little bit about san francisco. how are you doing kelly? >> very well, thank you for having us here. >> in front of us, we have a typical soft story building. when i see this, i think this is some of the most beautiful architecture our city has. a lot of people don't know these are problematic buildings. why don't you tell us about some of the risks he we have in these buildings? >> soft stories are vulnerable in past earthquakes and the northridge earthquake to this type of building and character of building. when we talk about the soft story, what we're talking about is generally a ground

story that has less wall or other /pwraeugs to resist the lateral forces that might be imposed by the earthquake. so we're looking for something that is particularly weak or soft in this ground story. now, this is a wonderful example of what some of the residential buildings that are soft stories in san francisco look like. and the 1 thing that i would point out here is that the upper force of this building have residential units. they have not only a fair amount of wall around the exterior of the building but they also have very extensive walls in the interior and bathrooms and bedrooms and corridors and everything that has a certificate amount of brazing yea it's significantly less country /srabl in those stories. now very often, we get even a garage or storage or

sometimes commercial occupancy in this ground story. that very often not only has a whole lot less perimeter wall but it often has little or no wall on the interior. that wall is the earthquake bracing and so he see very significant bracing in the top floor and very little on the bottom. when the earthquake comes and hits, it tries to push that ground floor over and there's very little that keeps it from moving and degrading and eventually /paoerblly keeping it from a collapse occurring. so we know they're vulnerable because of this ground story collapsing >> is this only a problem we see in sentence france? san francisco? >> no, this is certainly a national problem. more acute in western but more up to california, washington, moving out into other states. this kind of building exist and this

kind of building is vulnerable. >> when you're involved with the community safety, this is a different way of thinking about these types of things. we had a community group of over 100 people involved and upper 1 of them. tell us about * how that conversation went. why did we decide as a city or a community to start fixing these types of buildings? >> there were a lot of aspects that were considered well beyond just the engineering answer that these are vulnerable. and that effort brought in a lot of people from different aspects of the community that looked at the importance of these buildings to the housing stock and the possible ramifications of losing this /houbgs in the case of an earthquake. the financial implications, the historic preserve vacation s implication as you mentioned, these are very handsome looking buildings that are importance to the tourist city ask which

make san francisco something that people are interested from outside in coming and visiting. >> it's such animation story when you think about the 10 years that the community spent talking about this /seurb but we actually did something about it. now we have an order unanimouses put in place to protect 100,000 residents in san francisco and retrospective in 2020. so on behalf of residents and employees in san francisco, we want to say thank you for the work you've done in pushing this forward and making people more aware of these issues. >> and it was a fantastic community effort. >> so in an earth quake, what happens in these kinds of buildings? >> what happens when an earthquake comes along is it moves the ground both horizontally and vertically. it's mostly the horizontal that we're worried about. it starts moving the building back and forth and pushing on

it. when you see i'm pushing on it, the upper stiff of the wall stay straight up but the lower floors, they actually collapse just like i did there. >> luckily, we can put this building right back up where it came from so it's a lot easier. now kelly, obviously these aren't real frame walls here but when you talk about buildings, what makes the property for stiff? >> the easiest and most cost-effective type of bracing you can put in is either put in a brand new wall or to potentially go in and strengthen a wall that's already there where you don't need to have an opening is where you maybe have a garage door or access to commercial space, you might go to a steel frame or other types of bracing systems that provides the strength and stiff if necessary but at the same time, allows continued use of that area. but some

combination of walls or frames or other tools that are in the tool kit that can bring the building up to the strength that's required in order to remove the vulnerability from the building so that when ground shaking comes, it in fact is a whole lot more resistant and less vulnerable. ideally, this story down here would be made as strong and stiff as the floors above. >> if i'm a property owner, what is the first thing i should do? >> the first thing you should do is find professional that can come in and help you evaluate your building in order to, 1, figure out that indeed it does need to be retro fitted and 2, give you some idea of what that retro fit might look like. and third, evaluation and design to help you determine the retro fit requirement. >> well kelly, i can't thank

district it, it is the diversity and over concentration of the few uses particularly uses that are are not necessarily retail and unique in nature we want thriving retail uses and unique uses it can jeopardy the health of the neighborhood last year colleagues as you recall i sought the board of supervisors unanimously passed requiring the conditional use for medical services in 24th street neighborhood commercial district those interim controls will louis the time to study how best to legislate a permanent solution for the over concentration of those types of used in the castro mcd i've distributed a few amendments adding some additional finding

for the documents intent of those interim controls along the lines of the statement i just made be specifically relating to the mix of uses in the castro mcd the over concentration of little medical and paramedic uses and so forth so colleagues after public comment ask the community to forward this item with recommendation as a committee report thank you. >> thank you, supervisor wiener is it all right. if we go to public comment at this time okay ladies and gentlemen, item 2 is up if you want to comment on this item please come forward. >> good afternoon i support a heath commercial corridor in the castro an essential is a health and safety corridor is a mix of uses and

makes the neighborhood less interesting for businesses high-level of concentration in one such as pharmacies that is important a high-level of concentration for the uses of community to weigh no on what makes sense for the neighborhood conditional use authorization helps to insure the community voice is heard i think the emergency rooms will help sure the over concentrated pharmacy and uses i support those controls thank you for the murder approach for keeping the health of the castro district i urge you to support the legislation. >> thank you anyone else all right. got at this time supervisor wiener there amendments. >> supervisor peskin may have a question. >> i was going to make a general comment around neighborhood commercial districts that is, i think as

far as there are 20 neighborhood commercial districts throughout the city in all the supervisorial districts that is he generally my belief that constituents in each of the districts know what kind of taylor of the mcd controls are needed know when an over concentration so i would move the additional findings amendments and will be happy to send that item as a committee report to the for with a positive recommendation after supervisor wiener's comments all were meant to be dynamic and were meant to adjust to the challenges of the time instance north beach is everything from ground floor financial $0.71 institutions that were meeting the neighborhood serving spaces and eventually put a limit

of city planning and received the approval on august the 24, 2015 and granted pardon me august the 6 and granted tentative map approval which basically allows the project to proceed on august the 24th the project sponsor has requested that the city vacate portion the street to realign them i'll showing you the northwest portion of the project and be as you can see maybe clearly a red patched in the patched area the green is what the city will receive in the future dedication and the red that is requested to be vacated the net gain to the city in conformance with the agreement the city gets a surplus

>> colleagues earlier this month i was lead to join with mayor lee commissioner mar and several staff the mta planning partment department of the environment and transportation authority to formally welcome the metropolitan transportation commission the association of bay area government and the bay area air quality management district to the new san francisco office on 375 deal. we spoke about the importance of regional cooperation on our-excuse me on land use transportation and climate goals. mayor lee presented a beautiful cable cartel to the representatives of the three agencies as a welcome gift to be displayed in the new bay area metro headquarters. i would like to rearrange my thanks to our staff including senior communications officer, eric young, and martha cohen of the mayor's office worked very

very hard while juggling many other events to pull this terrific welcome event together at city hall. on july 7, we were also pleased to see the peninsula corridor joint powers board authorize the award of the two main contracts for the electrification of the caltrain corridor. these contracts included $1.2 billion-$1.2 billion in contract for design, build over the electrification infrastructure for the manufacture of electric multiple units or emu vehicles. with this critically important project, we are laying the foundation for the future of caltrain to bring into the 21st century and for future blended caltrain high-speed rail service to help lead congestion on our 101 and 283 freeways to focus growth in the corridor and relieve capacity restraints

and to build out a true modern regional rail that network. in addition this in assembly further leverage by the state's plan to connect the bay area with la and sacramento. the latter the second transbay crossing which could accommodate bart and allowed to [inaudible] as well as high-speed rail tracks and connecting caltrain capital corridor. we are multiple efforts underway at the mta and in the region. i am eager to add our local subway vision to this next in the few months. finally, like to think my colleagues and the board of supervisors for placing the charter amendment set-aside for transportation and homeless services on the november ballot last week it would particularly think commissioner avalos and his staff collaborated with

myself and with commissioner farrell and the mayors office always working together on this important legislation can we also have a separate general sales tax measure making its way to the board process as well as the bart general obligation bond which is already in place on about by the bart board of directors. together, if approved by voters these funds provide critically needed revenues drop us repair our roads and transit system to add muni service to make our streets safer and expand capacity on bart muni and caltrain among other improvements. the declining investment from the federal and state government, we must invest regionally and locally to move our priorities forward and make remain competitive. i look forward to working with all of you, colleagues and engaging the public on these measures this fall. with that, i conclude my remarks. i would also like to invite commissioner avalos and mar to say a few words. they tended to comments on behalf the transportation authority in early july. the 2016 local promise national convening in

pittsburgh so i invite them to provide a brief report during that about that conference. i think supervisor mar send me a photo of weiner's world he saw in pittsburgh. thank you for that. commissioner avalos >> thank you. the conference was wide range of issues. involving elected officials from all over the country with people from the south and the midwest northeast and west coast. a big part of our discussion was on equity and putting together strategies around equity to make sure making decisions that affect the long-term communities of color at. it seems like the issue we have in san francisco of people in low income communities who do not receive the same level of service the same level of capital investment, is something that is happening all over the country. so, we shared about some of our work we've done here in san francisco with the mta and their work of building in equity and their strategy

around funding and around the work underline. that was pretty well received by other folks who are there representing other cities. thank you. >> think. commissioner mar >> i just one at supervisor avalos that's down as one of the key leaders of local progress which is sponsored by center for popular democracy,, but it's progressive city council leaders from around the country and i think there's a lot of tremendous accolades for his leadership at the national level could also, his using of san francisco in the bay area region as a model for other city councils to look at for model legislation am i think for the transportation justice and equity activists and leaders and city council people, they really were focused on a lot of our whole region in the bay area appreciative of all the stories but also examples of legislation we shared. there was a national people's convention as well with grassroots and community-based organizations and we had a number of different receptions

but also marches and dealing with the issues of transportation justice to displacement and other issues going on in pittsburgh and around the old east coast and midwest did i think was one of those gatherings that was historic of many of leaders come together at a critical time in our nations history to really raise the voices of many different communities of transportation justice and equity as a. it's an honor to be there but especially props to supervisor avalos. >> think you. we will now move to public comments. if there's any public comment on the item to please come forward. this is on the chairs report. >> i am a citizen advisory

committee. i have as you all know, i helped write 55 other devotionals i hope) is in b cells tax package and when i was on the citizens advisory committee i also helped write opposition k in the way i look at it as i've stated before, this initiative that you want to put on the ballot to raise the sales tax for transportation is not going to go work. for the simple reason that proposition k is a 30 year sales tax package in progress. people have already been twice taxed. before you think about putting a sales tax package on the ballot, in november, for transit you have to figure out-

i know there are things that still have to be done, but before you do that, you should finish the project that are on proposition k before you-once prop k is finished then you can put a sales tax package on. if you want to eat lettuce sales tax on but as it is, the geary transit corridor they have the bart on the ballot part of prop k. it was a priority stream funding and that project was grandfathered for when it was put on prop k. love the geary rapid transit going forward that supposed to be light rail ready. the people that wanted

the geary light rail i'm getting it. they're not going to be-they mixed feelings about the best bus rapid transit on geary and you can't-you can't put geary out the dairy corridor out in the past. that geary corridor and the only corridor in the city does not have a light rail system and back when prop b was passed abuse he stated the only way to alleviate traffic congestion on geary boulevard is a light rail system, but it went nowhere. think about that before you put another sales tax package on the ballot. thank you. >> thank you get any desyrel public comment on items you? seeing none, public comment is closed. >>[gavel] >> we will move on to item 3 >> item 3 executive directors report. this is an information item >> commissioners this month i

begin my report with an update from the state legislator legislative agenda. we see that gov. brown has found the metropolitan transportation commission temporary license plate bills other by assembly member: so we appreciate that. this bill requires new and used vehicles display temporary plates during the night between the point-of-sale and when permanent license plates are issued. the authorities 80-2374 construction manager general contractor bill offered by david chiu is making its way through the legislature and were grateful to sen. chiu with this assistance for that which was [inaudible] were expeditiously the chairman mentioned the project we want to think supervisor cohen and other members of our san francisco delegation moving to electrification forward at the joint output to build on top of that the california state transportation agency in caltrans are developing eight

20-40 passenger rail vision. we were pleased to meet with staff from those agencies who are working on a long-term vision for the entire state rail network comprised of four elements high-speed rail element, which of course links southern and northern california, and integrated services component which will complement high-speed system and move public transportation on the regional level and complimentary service and transit district at the local level. i plan bay area 2040 will also be corrugated with that effort to the transit core capacity study our staff is working in collaboration with many other agencies in the bay area. this will of course include short medium and long-term improvements including potential second transbay two. the mtc staff will be presenting the draft plan bay area scenario preferred alternative to the commission this week on wednesday the 27th. we are evaluating that initial scenario and will be

identifying any additional advocacy points to present to our commissioners and in coordination with other leaders in the bay area. one of the particular areas of focus is the so-called one bay area grant to policy conditions which are contemplating through our commissioners leadership potentially additional affordable housing policies for the program so we continue to monitor the progress on that to encounter with mtc staff. the mtc is also considering support for our charter amendment along with many other revenue measures in the region get i just want to thank you all again for your support of our charter members for transportation. mtc other measures their tracking include the half cent sales tax in

contra costa which i understand they did on the ballot last week santa clara counties also putting that one on the bart bond as chair mentioned an ac transit parcel tax. these are the ac transit parcel tax is i think oakland made also been considering a parcel tax as well. yes, i'm sorry. is the housing infrastructure bond measures are also making weight in alameda and santa clara county and the city of oakland. that's why promising it's great to see these local jurisdictions stepping up. participating in the 2016 automated vehicle symposium was an honor to be on the program together with other industry and government leaders to talk about how we are going to help to optimize the benefits of the new technology while minimizing the potential impacts and negative effect that could also arise did the staff here potentially to the vision zero coalition we working to integrate autonomous vehicles and to our policy metrics as part of our upcoming long-range planning efforts. regarding the

geary bus rapid transit project the staff here at sfmta eight are presenting a broad outreach campaign to engage and educate residents merchants and institutions along the corridor regarding his project which really has grown tremendously in scope to include not just the transit and rapid transit features but also the pedestrian safety and general infrastructure upgrades along the corridor. so it began as a rapid transit project is really turned into an overall complete corridor and complete streets and vision zero safety project as well. we'll be launching a tech space survey to further engage the general public and bus riders and to follow on the federal transit administration's review of the document we anticipate bringing the final environmental impact statement and report in selection of the locally preferred alternative to this board for approval in the fall. turning to project delivery come i want to emphasize if you progress updates on prop k project the seven lincoln intersection improvements were

delivered by the sfmta eight making it easier for bicyclists to cross the busy lincoln weight constructed bicycle cut through as part of our intersection improvements in that area along seventh and lincoln. in addition, the barlett street suite improvements have also nearing completion. these were improvements that were prioritized in mission streetscape plan back in 2011 as well as the recent place making efforts in the mission community market area. so the overall program will include pedestrian bicycle and traffic quality improvement on barlett street as well as wider sidewalks and street lights and other furnishings in the area. our prop k funds are continuing to fund the replacement of the sfmta vehicle fleet. during the fourth quarter of fiscal 16, sf mta placed 33 out of the 3700 diesel motor switches into service and 50 more electric trolley buses and since the contracts were approved back in

2014, that sums to about 159 new trolleys and other vehicles. so our prop k sales tax has provided about 30% of the funding for new vehicles and motor coaches and trolley buses so far. we are pleased to see that progress. turning to pop aa we see in your hand out an update on our overall prop aa as well as many the projects completed put into the service. we allocate about $23 million to 21 projects across the program street categories of street repair, pedestrian safety and transit reliability. so, in keeping with the pop aa small projects and provide tangible benefits in the short term, we've seen nine of these projects open for use including for substantial street repair projects with the recent completion of dolores street we've also seen the mcallister street improvements near uc hastings, sidewalk and bicycle improvements along the boulevard in the presidio area

instigated and you started and i think you should continue it. because before the sfmta eight tries to mess up the schedules again and put a new route and that sort of thing you should think about two things. number one, the other 9-5 and also the fact that the warriors stadium and mission bay will be going up on appeal be brought to appeal. so, you have to think they have transportation plans for the board of mission bay but it's right across the street from the hospital. they have ucsf shuttle going in there. they have valet parking for the hospital. there's a lot going on. you should think about the warriors stadium admission date and also the transportation fact the other 9-5 before they come before
