>> yeah. >> good morning, everyone and welcome to our civic center hotel this is the today, the opening of an additional 93 units of navigation center supportive beds and units for our homeless and it has been about a year almost a year nature since the first navigation center and the mission our friends call a

radical hospitality approach with a lot of warm supportive services to support people getting off the streets and into really establishing the new lives jeff our new director of homelessness and gail the head of chp our community housing partners managing this building we were just in a brief discussion with a couple of residents in this building and it operationally is always more than amazing i think we have to appreciate where people are coming from you know with someone like jean or elaine two of the names we met with ones been homeless kind of in and out the other is homeless for over 10 years and something happened to them they're a loss of jobs or loss of their apartment units the inability to afford the new

units and forced 0 them to live on the streets i think as we went through some of the lives their obviously were extremely concerned for their own safety on the streets those navigation centers are extremely important to the city and yet they have to be not only a good place of strong supportive services and places for people to be in that are safe they have to be backed up with i think the very true promise a promise you can literally see in the eyes of eileen and jean they hope to be independent and live their lives out in a positive way this is what the navigation center starts people in doing with the supportive services we'll have more to say about that that is our second navigation center that will be here for about two maybe up to 3

mostly around two years while we work with the owners the owners of the civic center is the plunges union trusting working with a private partner called strada working together with community housing partnerships to provide this particular navigation center service onsite but at the same time, they will be building about one to one and 10 supportive units of housing for our formally homeless in about a couple of years through the entitlements process not at that building but behind it but on the same development site as housing will be about over 5 hundred units of residential housing but one and 10 here plus in addition to that inclusionary housing that is part of 5 hundred and 50 units of housing

for all different levels of income this is an agreement that they have made through the planning process and the neighborhood there has been a lot of smiles this hotel was taken over with the naefshth that had been essentially a house of a lot of challenges in the past years i think the neighbors have welcomed the navigation center to be here navigation centers as i said earlier is our city's way of really helping people to navigate all the support before they live more independent lives we're contemplating and working with the adachi area for the third site for navigation center and their public works is taxiing taking the lead with the relationship building with the neighborhood services office our homeless office outreach and the

department the homeless that jeff is heading up thank you to dpw and plumbers union trusting and strada to the community housing partnerships for creating yet other opportunity a lot of lives will be saved because the navigation centers and the way we operate them helping people out of the danger of living on the streets is an incredible life-changing episode and testified by countless others that have the opportunity to live here an ongoing improvement to the building right here just literally weeks ago a storage facility of the entire building with no day light and mattresses stored there now a bright happy

communities room for residents our visitors that are on their way to living out their lives in a much more positive way i particularly want to thank chp they're leading the effort to manage that building the improvements by a partnership with the private contractors and plumbers union and public works but ultimately the programming will be done through community housing part and parcel thank them their leadership is not just this particular building the chp gail has been partnered with a lot of low income affordable housing around the city and had choice projects they've not only done but managing them and the people that are living in the all the buildings are extremely thankful for not just the management but for the collaboration between public health department here and department of public works

our hums and outreach team he know jeff and others will say i want to say a special thank you to the hot teams out reaching every single day to people on the streets. >> (clapping.) >> they really deserve a heroes welcome from the city those are not easy jobs housing our homeless and supporting our homeless is one of the toughest things this city can and has to do and i am thankful to all the media for converging this week if not the summer weeks to help us identify solutions but bring to light the things we're doing i want to talk about the process we're making because there is true progress when you look at the numbers and you kind of thinning think maybe negatively the numbers have not changed and

increased the homelessness you have to understand what is happening in every single city on the west coast a 21 surge of homelessness that holding the line and holding it where we're at is true true progress thousands of lives we've saved and that are improving in the permanent support of housing we're struggling i kept on asking the sros for more units to master lease wale have to think creatively in the near future we're in many meetings about modular housing and approaches to allows expenditure housing to make sure doing everything we can to bring the bear the permanent housing we need and with that, i want to say thank you, again to all our partners and you're here from several hear from several of them now i'd like to introduce a

foresight to say let's bring the services and the concept of a navigation center into four walls into that building we had a lot of work and to be honest i wasn't sure we'd meet the mayors deadline of july 1st, i couldn't have happened people first of all, i want to thank local 38 that owns the site the mrumgz union and the private partner in labor stepped up to say they'll help the city and thank you to strada investment group on the site to really helping to shepherd that to the plumbers we have a civic responsibility in facing homelessness and our partner gouge u on the ground that made this possible first of all, i need to say not able to work on this project and

expedite not for the great leadership of dpw mohammed and paul open his team that designed this space and made that has beautiful and light as it is today. >> (clapping.) >> i want to thank our other partner in the project it is the john stutter company and others that are managing this building i really time to thank you for your work and now i have to thank the chp they've worked tirelessly to get this together and ramp up 9 service we'll be providing social workers onsite from 8:00 a.m. 7 days a week and i want to thank amy on any team and jazz man and mac an others for making this possible and the lives of jean and others better. >> (clapping.) >> briefly community housing mission we help homeless people

but because it is not just about the who centers it is about redesigning the entire system in the navigation center is the model we should be pursuing a low barrier people come as they are with their partners and pets and possessions with very limited or very small requirements no requirements to get into in podium once they're here all the services are 0i79 and available so they can find their pathway to permanent housing that's exactly how the desire homelessness system should work and the mayor and i call it a navigation center we'll have that with the creation of this new department i want to talk about another issue a related issue the issue of encampments that are on the streets this is been a growing problem that many, many san

franciscans are concerned about the mayor and i spoke about this on my first day of work and agree and i'm sure you do having people living in tents on streets in conditions unsafe and dangerous and high incidents of crime and sexual assaults where people have no where to take care of their hygiene and not a humane way for us to address homelessness we need to address the issue of encampments and i'll be remiss if i didn't mention the fact we sometimes forgot the people living around the encampments the businesses that are effected by the encampments are also victims in this narrative having their neighborhoods and businesses and homes disrupted they may feel it is unsafe and insecure not assure what is going on and the mayor and i and

others department heads are working to address this issue so today, i'm happy to announce the formation of an encampment response team led by my further colleague jason for those of you who don't know has been working in homeless for many, many years and one of the best social workers i've had the opportunity to work with the funny thing jason was gailz supervisor at the community partnership back in the day he worked and jason spent many years as an member of the hot team and part of leadership of the hot team and or less working with law enforcement on the peninsula working with calls related tool homelessness and mental health he's well positions to lead this team our plans have not completely developed yet jason fwinz in the middle of july but in the middle of august this team will be

upcoming we're not that criminalizing people and asking people to move without having a place for them to go and programs like this the new navigation center in the dog patch and the existing companies will have a place for people to go to be triaged to help them get both a longer-term shelter i'm excited to - about this opportunity and look forward to working with jason and to seeing progress on this issue with that, i'll take a few questions. >> define exactly where your facility does this help people. >> yeah. the idea of navigation center is a low barrier to inspire shelter essentially

temporary housing once folks get here facilities that led them towards his or her if their eligible for social security or into job training to get their own housing and return to a community if they have families and friends that is willing to take them in the homeward bound program and supportive housing seven hundred units to place individuals so far in the navigation center on mission 83 percent of people that came through the center landed into permanent housing whether through homeward bound and looking to replicate not only here but in all the shelters the idea not have people cycling through the center but help them find the runway to permanent

housing. >> would you define house. >> very and 19 very we need to be as creativity how we address this and the city has a lot of these arrows in the quality of lifeer and the homeward bound program and that we partnership run by chief chaplain and tenderloin housing clinic and the municipal housing centers but rapid rehousing that works well, it fourthsd what the gap between the what we can afford in rent and in two years we're close the gap with a temporary rent subsidies and realtors that will help them find apartments maybe in the bayview but provide services in other home they can be self-sufficient and some family center the families can be in the program for two years

but 15 most family were able to move on with their lives we'll look at option not only about building housing but be creative around the answers for folks one more question. >> is that possible the community can start out sourcing jobs in the country to bring jobs back to america so the homeless at the bottom of the line can. >> yeah. yeah - >> the homelessness was caused by a lot of what you're talking about changes in the economic system that starts in the 60s and led to a reduction in investments in affordable housing by hud by really a retreat from providing the mental health services that are needed in the community those are all big problems to be addressed and we organization like community housing partnerships do their best for

creation of jobs so for formally homeless have a program that helps with job opportunities this departments job and what i've been charged with not to try to fix the challenges i'll be certainly a voice but my job today and tomorrow in the future how to get folks how do we get invokes in the communities into programs and into permanent housing absolutely thank you for the question. >> we're working on the details but let you know individuals in the police department and from dpw and we're talking about to the fire department and others about what is the right mix. >> on the streets today, i said you'll not make anyone move analysis they have a place to go

if you put them out today are they full. >> they're not full a couple of things we're looking at the center as well as sites at the navigation center as well as you know our sheltered system is generally full we run a 3 to 4 percent vacancy and want to make sure it is zero percent and utilizing those beds to make sure that every bed is used on a given night and looking at open knowing up another navigation center center and experimenting around shelter designs but don't want to talk about that - sorry. >> currently right now 55 navigation center clients staying with us we have 48 rent paying tenants living at the property prior to our management.
