zero and places you on item 6 commissioners questions or comments. >> commissioner antonini. >> yeah. the commissioners should have been in receipt of information i sent them produced by pablo of the planning department staff on earlier information he provided on the percentage or number of units built in both the eastern neighborhoods and the mission district those that have been entitled and those that are under construction as a percentage of the preferred option and also he went into the amount of pdr space that has been converted since the passage of eastern neighborhoods as a percentage of the option c that is what the planning commission approved in 2008,

so, anyway this is even more emphatic and factored out the projects that had been approved prior to the eastern neighborhoods eir krunthd that distorted making it look like more built and pdr change concurring so after that was done came up with fingers figures of less than one percent of the allowable pdr that was analyzed in the eastern neighborhoods plan for the mission has been taken out of pdr that is important as we go forward with projects we may hear today to realize what the true facts and in terms of units built on this 13 percent of that analyzed under the preferred plan that is a lower number of units i believe it is approximately 21 hundred units

on the preference plan i'm not sure of that exact figure it is only about 13 percent of these that have been built and when you consider those entitled and those under construction it is still only about thirty percent so there will be - you also analyzed those that pooled the initial ville papers but that is a much larger number as we know pulling the papers and getting a project approved a long road until that happens the point of this discussion is that we have to know what the facts are when we are talking about issues involving the mission district but all the eastern neighborhoods in terms of how much is entitled or built i also had a very good discussion with enrique a well

common economist from the of us and talked about the relationship between new housing and rental prices their versely proportion and pointed two examples from 3 cities and picked out cities that are boom there was a lot of technology and new residents coming out them and big pressures on the existing hours boston, texas seattle washington and california and boston did the best they built the most new housing and their register prices fell the most and seattle did middle ground rental prices stated stable maybe fell the san

francisco did the worse their prices have increased dramatically in the exist housing as i mentioned so little built we can't assess the effects of what is built in san francisco particularly the mission district so, so little has been built and inconsistent with his analysis buildings little housing has the effect of driving up rental prices that make sense we also had a little bit of discussion that was exacerbated by the rent control we're not talking about the whether or not it is a good or bad thing people will stay in rent-controlled units because the prices are relatively stable regardless of income levels many leaves a smaller existing amount of housing units that more people excessive for there are few units on the market every

year as a result of people moving out of their existing units self-defense more pronunciations in san francisco especially the fact we're not building enough new housing so i really appreciate the work that was done by pedro petersen and the gentleman has copies of those figures and will be available to the public and all the other commissioners have those and another couple of things just while i'm at it from 2009 to 2015 of the people that move forward from the mission district existing residents 2/3rd's 65 percent relocated within san francisco it a significant number we don't know exactly where the others went or still have jobs in the city or whether they did or closer to jobs in the areas they live in

to absent statistics from that that is an important thing to know about and also during that same period of time we that period he said on 13 percent of housing that was analyzed under the preferred mission plan built in the mission 37.3 percent was affordable housing so much of what we built is affordable but really built not enough market-rate to satisfactory and satisfy the huge numbers of residents that come into the mission district and can out price the existing residences and that figure of the 37.3 didn't exclude the one and 34100 percent unit we've passed at the 2070 fulsome that figure is probably higher it should give

i'll be at a community development conference in detroit and so today will be my last planning commission meeting i'm not one for big speeches but should say a couple of works i was sworn in four and a half years ago at a hotel it was a deliberate choice to honor the struggles of the chinese-american and this is the 39 evictions of the hotel so it is fitting i came to the work because of the work i do in chinatown because of a commitment to working with grassroots folks on land use issues i've had the pleasure to work now with the mission and the tenderloin and bayview and many neighborhoods that's been a blessing in learning about the city i'm very thankful for working with you commissioner

interim controls for the castro and conditional use authorization for pharmacies it was heard and forwarded to the full board with a positive recommendation and sdprrmz sdrmz to require the conditional use authorization for conversion of pdr institutional community uses and arts act it is in response to a ballot that will achieve the same thing from the controller the item was continued through the chair at the full board the wireless communications facilities ordinance sponsored by supervisor avalos passed second reading and the appeal of the environmental determination and the continual use authorization for 20002070 bryant street was continued next was a hearing and

consideration of an initiative that will require the pdr with cu it was sponsored by supervisor kim 8 members of the public that spoke in favor and the vote places the item on the ballot with some dissenting and finally the castro street for the pharmacies and medical use was unanimously adopted in introductions this week that concluded my report. >> commissioner antonini. >> yeah. what sort of effect would the proposed initiative on the pdr have in regards to the eastern neighborhood controls would that take precedent if it was passed or revisit the eastern neighborhoods are have to be restrictions made that is

details since this is general public comment but let you know that lower polk neighborhoods cvd reviewed that in full one hundred support and in particular because the space was small and it was taking over a fringe financial establishment next year that has sorts of concerns the other comment i wanted to make we're starting to see small projects throughout our neighborhood and adjourning neighborhoods where parking rancho's ratios are creeping up one to one not on the larger projects that we have longer hearings about that often there is big fights keeping up parking i urge the commission to look at this carefully and you know hold the line on walkability, transit first particularly in our dense

neighborhoods along the van ness corridor and lastly on behalf of the middle polk associations and many associations i want to thank commissioner wu for all her services and life, liberty, and the pursuit of happiness to the neighborhood voices and also i think more than anything else listening to those voices that sometimes are not in the room alonzo to you know elderly tenants and other individuals that maybe can't make it to the hearing having thought and consideration for those views i've enjoyed the opportunity to speak in public comment with i the president to thank you on behalf of of many neighborhood groups thought they'd have another week as well thank you very much.

>> sue hester i wanted to talk about general out of control documents produced but is planning department pr i tried to get the report on friday repeatedly for the next sites this is at ballot graphics the planning department has gone to overhead please - really ridiculous length to have high quality photos that make it impossible to copy the documents not a reality context in the department when i finally got to a planner to ask how to download i got the staff report on monday and find the page that we're reilly interfering with the public the documents like this

if i was color saturated pages i was wrong no one is based on the reality world of people to have printers at hope that don't have the planning department capabilities when you read a document and you try to print it out to give comments and you can't print it it makes the public absolutely irrelevant to anything how - i asked who in the department deals with the issues i was told a variety of people so your graphics are out of control director rahaim i'm saying this to you planning commission you responsible you're responsible every one of you for stepping into the shoes of the republic you don't represent the people in the department but the

final time the transportation sustainability team will be before you with an aspect to consider for approval as you may know the tps is meant to address one transportation puzzles how to address the effects of new development on the transportation system one aspect of that is what private investment projects o promotions to reduce the number of car trips the transportation to demand management ordinance before you you today represents the work of the multi agency team in our professional judgment is a legally technically feasible way to reduce the car trips citywide i'll i'm going to turn it over to wade senior planner that will tell you where the proposal has been since april. >> thank you sarah good afternoon commissioner president fong, commissioner

vice president richards and members of the commission i'm wade senior planner department staff here to discuss the transportation to demand management or tdm that has been an example in other jurisdictions across the country i'm extremely excited to be here and represent this amazing interagency team of this including the mta and members of the city attorney's office it's an honor working with them to this point including under the leadership of any boss sarah jones and but hopefully, this is just the beginning as the long term implementation of this component is what will determine the effects of the legislation as a reminder staff come to the planning commission in february for informational hearing and in april for the initiation and if we can go to the sfgovtv.

>> thank you our at the previous hearing staff provided the commission with the main component of the tdm and feedback to date since april staff respond to newcomers subsequent meeting and released the resources to develop the legislation and draft the standards that will be implementing the legislation the first draft was published at the beginning of june and revised for the staff report released two weeks ago those have an open house and other public meetings in number formulates where staff has received feedback this is summarized in attachment h of the report the legislation has received endorsements from the

municipal transportation agency board of directors and a letter of support from the bay area air quality management district with regards to the letters from the public and likely today staff has respond and here to answer the questions if request do by the commission a lot of feedback received focuses on two things citywide parking policy, and a desire to do more to improve the transportation system staff appreciates the comments and will continue to address the concerns, however, i want to setback and remind the commission of potential the most important part of this legislation first, as sarah mentioned this is the third component of a program continued to comprehensively address the transportation impacts that's

the transportation sustainability program while the transportation sustainability program and the tdm legislation are important they in and by themselves will not solve the transportation challenges their piece of a larger job housing, transportation, polls we're collectively trying to put together some of the puzzles is put together like the tps and passed the ceqa reform with level of service but others had been resolved through point policy efforts like residential permitted parking and sf park and connect sf that was heard before the commission second regarding current commission staff and the commission have been applying tdm on a case by case basis

without capturing a majority of growth little effectiveness of tdm measures or understanding from the public of a project tdm plan if there was even a plan the tdm legislation changes that based best practices and adjusted to reflect san francisco the tdm legislation would apply to the vast majority of growth in addition it will comprehensively assign points with reducing vehicle miles traveled to different memo of using the best information we have today furthermore that will better for the public of tdm plan it had been integrated within the project from the beginning of the development review process so that the public can review that early on again policies and procedures is

rebuilt into the legislation one of the must crucial and unique aspects is the implementation strategy staff will evaluate and make the memo to reflect the research or targets to reflect citywide vehicle miles traveled goals that come out of larger policy effort i've mentioned with connect sf it legislation and adaptation the tdm standard is an important first step but just that the tdm standards are a living document in the implementation and refinement of that will be the most existing part over a long period of time if you have questions about how this tdm legislation will function patrolling i can run through slides from an online interface that staff is test the development of platform is from the work by our transportation

department of the environment and department of health who would like to comment on this legislation as well. >> thank you director reiskin. >> good afternoon commissioner president fong and members of the commission ed reiskin director of transportation thank you for your time to consider this item the result of many years of work great collaborative work between the mta your agency the transportation authority and other city agencies and other stakeholders this is as you may know the real the third and final piece of transportation sustainability program the first you've approved and now implement this one focusing on demand i say critically important relates to the discussion at the joint meeting between you and the mta board recently there's a lot of we've been able to do on the supply when it comes to transportation in the

last two years 10 percent increase muni service in san francisco we're working with and supporting bart and caltrain and expanding their service and caltrain and doing everything we can on the surface the bottom line the streets are not getting wider in san francisco we can't look at managing the impacts of development on the transportation system only from the supply side we need to look at managing demand we've done this in an ad hoc way for particularly large projects with that ordnance gives us the opportunity to do is use a very symmetric transparent research back method of building in through policy and law a very specific way of managing the demand that new development will bring so it is not creating
