responsibility for doing assessments and local priorities and developing policies and strategies that address the need and cpac is can fran's child care planning and advisory council. by ordinance and bylaws we have 25 members half appointed by the board of education and half by the board of supervisors and one joint point. point appointment: we have five appointments in each of the categories leaded. members serve up to three year terms. today we're requesting for appointment or reappointment of all individuals and include all groups that i just went over. the appointmentees have diverse backgrounds and range of professional and personal

importance that will allow cpac to fulfill its mission. the slate of nominees was developed with an open call for nominations and careful review of our executive committee and the sfusd chief of early education. so with are bringing forward 12 names so there are eight new appointments. they are vanessa harlin parent consumer, sara kicks-kilday executive director of the san francisco child care providers association who would be is being pointed as a discretionary member. winnie kong a parent and a family child care provider but occupying a consumer seat. lisa lee is a public agency representative. laura moye deputy director i think the

child department youth and families and another representative and joint appointment with the board of supervisors. sheila norman from city college in a discretionary seat. sonia valenzuela for support for families with disabilities is a community representative and ashley williams from san francisco state would be a community representative. those read eight new appointments. there are four refoiments. jane evans a nurse from the department of public health. she would be a public agency arrangement. sharon howell from community care licensing would be a public agency representative. elaine merriweather from united educators a community representative and monica walters executive director of children services is a provider representative so we ask you to approve those appointments and also want to say thank you. we

although in the distant past and i didn't know that responsibility had been designated to a staff person so we were surprised when we got lists of those appointed. what do you mean appointed and we were involved in the discussions and took us a few years to sort it out and what say good way for us to more specifically embrace our responsibility and actually participate more in this appointment process and i am very pleased that we're actually doing that we actually look at bios that we scrutinize the people that we appoint that we make sure we take your recommendations but we have been able to express our opinion who we wanted representative and how we want to be represented and i think this is a good example of our deepening and make highly functioning the partnership arrangements we have with the

city and county whether by choice or law and i am very pleased to see this and this is far better process than anything we had in the past so i thank you all for that thank you very much and of course i am supportive of this. >> commissioner. >> thank you. i just want to -- this looks like such a great team and i am excited to not only work on this side and the city side as well so we're really excited this continues to happen. i worked closely with carla around making sure we are a lot more engaged. for many years just getting as commissioner wynn stated a list and didn't know who they were and never met with our folks. we never knew how we wanted to be represented. i am glad that we are participating in this

very differently and that you know we've had many conversations around who we should be thinking about, what are the -- what's the balance in both diversity and knowledge and skill set and the one thing i would ask and i don't know if this is something you can start making start happen but with our appointments having an opportunity to meet with them or have them report back to us or do something that continues to keep us engaged. we don't want just to be engaged at the point piece. we do points to either of -- appointments to councils and commissions and they represented us well but they're giving feektd on feedback on things coming up so i would like to understand what the cpac is up to and how we can participate in it and even if there are policies that could be supported by the board based on what

medi-cal to treat smoking diseases and proposition 56 will reduce smoking rates and long-term health care costs and will increase the tax on a pack of cigarettes from california up to $2.87 and equivalent taxes on other tobacco products and two landmar -- ecigs and programs through grants administered by the california department of education research on tobacco related diseases cancer heart and lung disease and increasing

residency programs in medical schools and this act is supported by the state superintendent of public instruction. the american cancer society and lung association and the california medical and dental association and the hospital association and the service employees international union and that the district supports proposition 56. this act of 2016 and urges californians to vote yes in the lives of students. we have one speaker who has been waiting patiently. >> good evening. thank you so much for taking this resolution president haney and good evening to the commissioners and superintendent. i am a pediatrician here in san francisco and have been for the

past 19 years and i am here representing many physicians who aren't here this evening at your meeting both the california medical association as well as the san francisco medical society and also the american academy of pediatrics in california to ask for support of this proposition 56 which 56 tobacco tax act and user fee on tobacco products including ecigarettes containing nicotine and the resolution supported by physicians as well as health care advocate, educators and others the tobacco tax is in the existing programs and research and cure for cancer and other illnesses by cancer and these products. sadly as a physician and my colleagues witness the costly toll everyday in the hospitals and medical offices. cancer and other diseases kill more people than car accidents

murder alcohol and illegal drugs and aids combined and would raise the tobacco tax which is among the lowest in the country to dollars 87 and the heart is temperature. and saves lives by getting people to quit or never start and the only people that pay are those that smoke and as i hope we see dwindling dollars as a result of this because we are successful in creating less smokers in the state and if you don't smoke you don't pay so currently california taxpayers pay 3.5 billion dollars annually to treat these diseases through medi-cal. majority of the revenue generated will go directly into medi-cal which is under funded public program and providing health care to third californians and half of the children are on the program and triple funding for tobacco

prevention which is why i am here before you tonight and also research programs and double the funding for school based tobacco prevention education in classrooms. prop 56 will prevent a new generation of kids from taking up this deadly habit. despite years of progress and the dangers of smoking nearly 17,000 kids get hooked on smoking each year and 1/3 will die from related illnesses. illnesses ecigs are with various flavors and a lot of misinformation about them. teens are price sensitive and this will help them with this. this will triple the taxes and double the school base efforts.

big tobacco pledged to fight this with everything they v they have spent $56 million on it and no special interest has spent more on measures in california since big tobacco and spent 192 in political contributions. you already heard who is supporting and all of the groups previously mentioned and seiu and blue shield and many others and the ask the school board to vote us for prop 56 and save lives and reduce peen and youth smoking. thank you. >> thank you for being here and your leadership. questions, comments from the board?

>> there's a button. >> the reason i am here is that i wanted to talk about klw and i have a lot of problems with k al w because i support ited for many years and i believe in it because i had a special interest in the kind music they broadcast but with the school it doesn't do anything for the student or my federal employees meaning it has no programs about the culture of the schools. there's nothing about drama on k al w. nothing about sports. they don't announce the scores that happen. they don't any reading program that they talk b i have a librarian that i talk to everyday. i am sure she would be great on the radio and so much of the schools that could be on the station and yet

dollar is nothing besides this little meeting which i am support of still having but on the station itself it's complete black out. as an example passed november 11 i went to the vets parade and it moved to fisherman's wharf and the ro tc there, the contingents of the school and the veterans and tourists was there and everybody was except the radio station and that is something radio can do really well but has no concern with what the students do or my colleagues and i really don't understand that policy and i wish that somebody or maybe i don't know how to frame it but maybe they could form a committee of people who are interested in changing the station so it's an inclusive station for the students most of all and for the employees. >> that is a very good point.

resolution. >> so moved. >> all right. i am in support of the proposition 57 the public safety rehabilitation act of 2016 and with the california ballot and help replace the over costly alliance on [inaudible] and focused on rehabilitation for youth offenders and can try someone 14 years of age without review and sentence to adult terms and people were around the age of 18 and young as 14 at the time of the crime and whereas it's critical that children receive different treatment than adults in the system in a way that recognizes the real physical and physiological differences and the capacity of young person to change and mature and research shows placing youth in the adult system return to prison at higher rates than the juvenile

system and face lifelong consequences to followlies felonies on the record and denied education and rehabilitation services while facing exposure to longer sentences and harsher conditions and the jails and prisons populations exploded and increasing the incarcerate rate by five times and which spends billions which takes away critical funds from education and there should be a formal hearing before a judge and full assessment of the person's circumstances and the crime and how they're different from adults before making a decision whether they should be charged as an adult and presumption youth remain in juvenile court and this would say which youth

thing, right, because it is but it's important to me because it's really about putting forward an item and having the budget to go along with it and i think i've had many -- actually [inaudible] the retroactive [inaudible] have significantly gone down since we have been you know identifying they should be thinking about this stuff ahead of time or is it really necessary to submit late when we could be better prepared so i just want to say a couple of things about this in particular because it's education outside and many of our schools have these programs it seems to me and if you look at the schools they're all schools that have education outside every single year that we should be better prepared to approve them earlier and that the funding commitment for most of these sound like

they're coming from the ptas and not giving the money to the schools after the summer but making sure that is communicated to them that these need to be done ahead of time and that it has the potential of jeopardizing the approval of these dollars going to the consultant so that's the point i really wanted to make on that because it seems like a particular organization in many of our school it is that should know better, and the explanations were actually out of the five were different for three of them, so you know one was school work started and we on summer vacation. other is funding need to be secured and deposited prior and the other one was submitted in june but the code was incorrect so we know it's possible to be submitted in june before school

ends and then these are all starting on august 15 and it's now september. it's our third board meeting so i just -- it just doesn't seem like a good enough excuse to me to be this late. yes thank you. >> so commissioner just to share a little bit of information on that which you might have noticed that some of the k resos for the late meetings looked different than others so to explain that there are some divisions that are

not available in time and then the data services july is july 1 which is in the summer but the program itself seems to be supporting 350 students of spring valley for online s tmap and why did it have -- why are it starting in july when that's during the summer and is this the school wide thing or what is the deal on this? and we've started the program without having funding for it, so you know again i just don't want to get stuck with a program that we have implemented with no budget attached to it so i just thed to understand this one a little better and why did this have to start in july? >> thank you commissioner mendoza -- as superintendent wong makes his way up for explanation on that one you're

from the principal that i had a conversation with hernandez a her as well and something we wished she would have submitted earlier. >> >> in terms of the reason given i don't think it was a valid reason because the funding was available at that time and she could have submitted the k reso at earlier time and the map program was something that the school community was able to provide access to the families that they can use this program in the summer. that's the reason started on july 1 rather than the first day of school and these are the programs they're using for the last three years and this the one year she forgot to submit it in time.ee there was no really excuses on this part so they're going to have to you know delay the program this

culture of alternatives so the students stay in the classroom and we're working on strategies to support increased attendance as well. we also had a discussion of the draft request for our request for qualifications for superintendent search firm so the first thing the rfq was posted yesterday and also sent to search firms. secondly once the firms are selected we will plan an initial community session or some form of public meeting once we do select a search firm and three just to point out that we will be interviewing firms on october 6 so more information to follow on the search firm for superintendent search and that is both items from committee of the whole. >> thank you commissioner.

prowtd of this but his commitment to science and education found a project in which students and researchers and faculty volunteered to work with san francisco public school teachers to stimulate interest in science and now the partnership is a full department at the university and linked to the san francisco unified school district. he is now a professor emeritus and travels to indonesia and special science envoa. in 2014 he was awarded

the national award of science and much of the commitment to improve came in the 80's when his wife was on the san francisco pta and his kids were in school and she said how little science they were getting and the equipment to show them how to do science and instead of memorizing the words and here we had the equipment that the federal government paid for and scientists didn't need and finished their research and we couldn't sell it without being arrested and maybe the government wouldn't mind to transferring to to the school district and have been doing it ever since and my congratulations to dr. bruce alberts and the work for the san francisco unified school district over the years from which thousands of our students have benefited. thank you. >> thank you. commissioner. >> thank you very much. the

first ad hoc community on student assignment meetings for the school year is wednesday september 21 at 6:00 p.m. and we will not be proposing a major changes to the student assignment system this year, this coming year. we're intending to use the year as a time to listen to feedback to sort of tup some of the biggest questions around the student assignment process and invite the public stakeholders to come to our meetings which will be announced in advance and hope folks can join us. i just have one additional community announcement. i want to congratulate the balboa high school cheer leading team that was selected from nationwide competition to travel to london as part of the new year's day
