this year up 2 percent compared to evidentially 2013 and 16 of the homicide were cleared by arrests this year and shootings are up 7 percent compared to 2015 from one 31 and 2015 and crime citywide is do you only 14 percent robberies down 14 percent and year to date over 8 hundred burglaries are down and others are - update on the major crimes myself and commissioner wiven did a trip to the central district to portsmouth square we addressed what with regards to the arrests a couple of arrest warrant and announced two arrests in that case and grant

we have and is magical includes the doufg o doj report and he blue ribbon panel and the task force on the 21st century policing and the civil grand jury and the t oc recommendations we need to prioritize those and we have an month deadline to comply with the doj recommendations the next steps the strategy and implementation which we hope to present in the coming weeks. >> steps taken so for many policies are under review we have initiated the bias training the leadership training, fair and partial police taking training and the of us on the general order it is generally a process for the department of

human resources we initiated and enrolled the body cam should be completed prior and ongoing crisis intervention training and our data collection we were part initiative we've taken the report and made notifications to the department members and community shareholders the public directives to all stakeholders and have feedback we've created an e-mail portal so the community can provide feedback on the report that will say published forth coming we have mandated that the entire report is made for reading for all members of the police department and progress will be posted to

to provide reports overnight that's a process and captain conley if you could see the look on his face that commission will play an important role in having monthly updates from the principle policing bureau as you may know we get monthly updates by the magical you're putting together and the process is san francisco anything that will be essential to share that not only with us as commissioners by the board of supervisors you noted in the cops report it does direct or suggest strongly that both the commission and the board of supervisors require quarterly reporting on those recommendations and we think are taking it to have been at a higher standard monthly we'll continue that

feasibility of community preferred concept so the bicycle assess and safety improvements across the intersection and understand the faeblth an understanding of the costs we have a number of rounds of outreach and in the process of doing the final round of outreach this month i mentioned a district 9 planning project and let me talk through and give you ape overview verbally of the component of the improvement and have a bunch of pictures after this slide commissioner campos. >> thank you. can you can you talk a little bit about you've been this is something we've been working on for that quite some time if you can you talk a little bit about the involvement of the community in this process. >> definitely so the idea to do this study is is from the portal neighborhood association we have a started off with a

indirect path so those are some of the safety issues that the community so you get are us to address that's where the project that we looked came from is in response to the gaps in the bike network for people trying to assess the market and get though the area on bicycles and folks trying to assess the market and get into the area with the bicyclists and people of all ages especially getting to the farmer's market looking at 8 to safety improvements is volume part of what we need to look at so i mentioned the first set of improvements that could be delivered will include closing the gap in the bike network and the completion of bike lanes of class 2 bike parking spaces and class 1 bike parking spaces that exist exist to the east and west

league of women voters along with a leak and sfgov tv i'm here to discuss proposition q about measure before the voters on tuesday, november 8. city law prohibits the willful obstruction of public sidewalks. city law also rises of prominent public health to remove public nuisances which include unsanitary structures. city law does not specifically granted raising tens on public sidewalks. proposition q would prohibit the contents without a city permit. the city would not be allowed to remove world order removal and authorize tenant in this the city had available shelters for all residents of the tenant under proposition q includes city operated shoulders navigation centers, and other city operated housing. before we move were ordering of diesel to remove non-authorized tent on a public sidewalk, the city would be required to offer shelter to all residents, offered to pay

to on the measure could think of her being here. i like to start with opening remarks meeting with you, jim >> the homelessness has reached epidemic proportion. while total number of homeless is remained fairly stable over the last 30 years, recently the number of people living on streets and in parks and skyrocketed. were the worst symptoms is tenant encampments spread it in our neighborhoods in front of homes and businesses. it's not compassionate to allow our fellow human beings to live in tents on the street. it's dangerous and unhealthy. proposition that the housing not tents measure will make it city policy to move the homeless out of these encampments and into shelter and housing. it requires notice and storage of personal property animates it city policy to find emergency shelter for people living on the street. the policy that was discarded in the late 1980s when camp at nose appeared in civic center plaza. allowing tends to remain in place only prolongs homelessness and doesn't help people get the services they need. the board

mandating that the city cannot remove homeless and cameras unless shelter is provided. let's be clear. there at the last count 6500 homeless individuals in the city could not including youth and families. there's only 1200 adult shelter beds in the city. so this idea that we can suddenly offer shelter to everybody and they would be off the streets in a homeless encampment problem is going to disappear overnight it is simply not. which i think is one of the reasons why the chronicle recommended no on proposition q it is something ugly to change anything. more importantly, is going to tie the hands of the city department on homeless and the city hired, the mayor hired jeff kosinski sam dodge a talented team of people to actually really dress homes. this is a very cynical measure that is simply not adding value to its happening in the city when the city is really trying to come together around a very challenging issue. in a rather play upon people's fears for what we think is and we just political gain. >> thank you quentin same question to you, jim.
