powertation authority. and the new ramps provide safe access, and are the first of many infrastructure projects planned for the treasure island and yerba buena island, i want to con gr congratulate the director, and for competing the 98 million dollar project on time and on budget. and i also would like to congratulate cal trans in the opening of the bike and the pedestrian an path, connect tg to the island on sunday. and this regional link was much anticipated on by many people. and a lot of people are going to benefit from this improved access. and so this is no longer any dead ends and i want to thank the agencies that were involved in moving this forward. earlier this month, they were also, delighted when the federal department of transportation

secretary fox announced the award of a 11 million dollar, innovaive technology and grant for san francisco and the projects funded by the grant will be implemented by the mta and the transportation authority with the support from uc berkeley, and including the development of the high occupancy lanes, and car pools. and many smart traffic signal or the smart traffic signals to reduce congestion and improve the safety and the electronic toll system and the testing of three shuttles for treasure island, and i am excited to see these demonstration projects beginning to transform, the visions and in the practical solutions and i want to congratulate the mta and the transportation authority and thank, mayor lee and, leader pol for their support for this effort. i would like to thank the ta and the mta staff, michael swartz. and jones, for presenting an up

date of the planning study at the board of supervisors land use and transportation committee last week, it was great to see the early thinking by the planners in the public including a lot of feedback on where the major rail and subway investment could make sense. and although, it is early and our plans are am ikz i am convinced as a city and a region, we must be forward looking in setting the transit that we want to pursue and i look forward to the completing of the study, and when i offered it tapped into a lot of energy, in the committee and the people want more subways and i am glad that we are finally moving towards at least an initial study of where the future subway lines should go and of course, the hard work of planning and obtaining the funds and so with that, ic, conclude my remarks ad here he is. and i want to ask if commissioner mar would like to do a report out for the

revolution conference that he attended earlier this month. at the hyatt just in time. he is by his microphone. it was a great conference, 1200 people, 75 speakers and great to hear from ed from the mta and the mtc and i think that for me, the most important parts were looking at transit authority and development and putting the e in to the tod or the equity and for real liveable cities. and to really build more sustainable but also equitable for the low income people that the communities are protected. i think that amy really had the great perspective and really as usual, the transform staff like ramos and our mta commissioner did a great job integrating the great transit thinking with the housing development and land use policy. and i also wanted to say that a

lot of the tours were pretty amazing for the visitors from around the country as well. and a great panel with christie wang from spur on housing and how we merge housing developments that is equitable with the transportation policy as well. and i wanted to last say that was a fun conference, and they, kind of wonky but building in lots of interesting ways to talk about complex and challenging policies. i think that kim, from the tech crunch to many of the others, talked about the challenges with the innovation capitol of the world. the san francisco sil con, valley, bay area, but many other regions are looking towards us for how we do it right. and i wanted to at last say that i think that conferences like this are great for the networking but for me, it is like the synergism and the intersectionality of the work that a lot of people are doing and hats off to the organizers, especially the low income

investment fund and others who really insuring that the vision of equity and social justice is integrated into the transportation planning, thank you. >> and thank you, commissioner mar. okay. i see no other names pish r withishing to speak, is there any public comment on item two? seeing none, public comment is closed. this is an information item. item three? >> three. executive director's report. this is an information item. >> miss chang. >> thank you. and commissioners before you today are three reports from my monththy report as well as two updates on the projects. first off at the federal level, good news on that safety front, the u.s. department of transportation has also announced its commitment to end traffic deaths with a launch of its road to zero plan to reduce and eliminate the traffic fatalities by 20 and in 30 years, and so in about 2046 and later, in october, we also saw

support by the league of cities, which adopted a resolution, supporting vision zero initiative and it will require, consistent and unified advocacy from the california cities, including san francisco, la and san diego and, san jose, and so we are really thrilled with the developments at the federal and the state levels to support the local effort and to continue the collaboration that we have begun here locally. and another up date on the federal front is that the nation alien vier mental policy, and the delegation to the cal transand the risk of expiring and this is back to 2007, when california was the first state to be delegated by the federal government, from the usdot, federal highway administration. but that sunset provision for the expiration date of that authority is january, 2017, and unfortunately, efforts to reup on that to extend that sunset, failed earlier, in this legislative session, however there is two more options.

with the special session, that continues to late november. as well as potentially in the bill in december that will allow for the cal transto retain that delegate authority. and so meanwhile, we are supporting the advocacy, by the cal trans, for both of these options and we will work with the partners at the self-help counties to take action quickly and allow for the projects to continue unimpeded and without interruption. >> and so chair, weiner it you so much for coming and speaking again. and at our westbound, i80 celebration and it was a wonderful opportunity to highlight the new capacity and the new partnerships that we have developed as we have implemented this important project. it was very exciting and it was very festive and i would also like to recognize our past director, jose who worked together with lee and also, with eric, back then at that stage as well. and previous, administrations of the mayor's administration and our chair at the time, chair avalos and others before him.

and so this has really been a wonderful long term effort and definitely will be the first of many connections to the treasure island, to come. regarding the resolution, conference, thank you mar for representing san francisco and for your deep involvement in so many of those topics as the topics that i think is really that truly is the value of those gathers that i find as well. and i was honored to moderate a panel on building, the brt partnerships and really putting in the brt and the context of the streets and all of the disciplines that come together around affordability and access and land use, and urban design and safety in particular, and our principle planner, michael also presented on san francisco pioneering policies around the demand management and so it was a wonderful conference and to congratulate the organizers, and i also participated in a few panel and just wanted to let the board know about the its and the institute of transportation program, and it is a four campus

collaboration for research and so we have been supporting that as well as the state wide, transportation, transit planning effort as well that is i am naturing for that led by ucla, it is a time in california where many local jurisdictions and the state wide institutions are trying to implement the new climate mandate, and all of our important transportation initiatives. >> locally the chair has mentioned some of the exciting news about the usdot grant, and that is available for more information on our website. and press release there to describe some of those projects and the subway vision as well. is described further on the website, and we want to thank the public for their over 2600 submission and suggestions for what quarters we should be looking at and so that work will continue through the connect sf effort together with the planning department and sfmta and the regional partners.

>> moving to the freeway side, our freeway quarter management study is making progress. we really want to spreesht v appreciate the commission staff, and the executive director, art and his project management lis for coming to our plans and programs committee and presented on their percent with the 580, and the 680 lanes and then we provided an up date on our study as well. and alternative concepts for the 280, 101, corridor should be available by the end of this year and it will be conducting the out reach to the neighborhoods along the corridor, both local and regional travelers to hear their thoughts and questions about how we might better improve the reliability and efficiency for the transit, the buses and the trans, offer the service in the corridor as well as to the motorists who are trying to access san francisco, from the south bay. and the geary bus rapid transit project and the quarter improvement project where we are working with our federal

partners who are roo he viewing the final document. and the last steps before we can release it is to obtain their approval in the next few weeks, following the release, we anticipate, holding a brt citizen's meeting in mid novemeber, where the citizens advisory committee can indicate its support for preferred alternatives and then, the next step would be for that decision to come to this body as well as the sfmta board and so we will continue to support this with an out reach, effort once the environmental document is released. but we have been presenting along the way, updates on what we have heard what we have done in response to the tremendous, public input that we have received to date. and so, i encourage the folks to check out geary brt.org which is the website on the project. the related news on van ness is that we are entering doo construction, and so congratulations to the sfmta and the partner and the public works

and the others on the milestone and over the next couple of weeks. there is going to be a few traffic changes and the public open house on october fifth to help to get the word out about the changes. and the signal timing and left turn removals and among those variable message signs will be used to notify motorists, and make sure that the drivers are aware of the change. and in addition, polk sfreet is expected to also, undergo its ground break and construction as well. and so these two projects should be completed by late, 2018, and 19, respectively. moving on with project delivery, the prop k, antip, program and the neighborhood transportation program is making great progress, and we saw for example, the out reach on lumbard street and we are going to continue that out reach and hold a second meeting in mid novemeber to share some of the findings and then continue to receive public input on the potential solution and on district nine, we presented the

interchange study to the finance committee, this month. and we will be following up given how well those have been received, to date. by the community and we will be following up with commissioner campos's office to advance the capitol grant to facilitate implementation in the november december, cycle. >> in district one, we are happy to report that this work is complete, and the striped, bike lanes and so thank you, for commissioner for the leadership in the communities. >> thank you so much. >> your leadership on those and it is exciting and our first capitol project and i think, that one of the first if not the first to be completed and look forward for the deputy is nodding yes and that is true, and you get to be first, district one. >> and in addition, we have on deck, the hair ball interchange, and planning study, which is the 101, bay shore, interchange study in district ten and so that will be presented to the finance committee where the

commissioner cohen sits, and as well on wednesday, october 26th, tomorrow, the mta staff will be leading the first out reach meeting for the district eleven study. that we have been working with in the community. it is at 6:00 in the high skal, in room c. >> okay. and finally, just a quick up date on the mta's vehicles and the delivery of several new exciting subsuites. one of the most important roles of the prop k sales tax is to provide a local match to mta and other operators for the vehicle. and so you will see in your report and the folks can find on-line an up date on where we stand on the lrvs and the articulated clek trollys and also on the hi brid, motor coaches and the mta reports that 95 percent, complete with the design of the new light rail vehicles and the first 24 of those will be coming for fleet

expansion and delivery in late, 2017, and so thank you, again, president breed, and commissioner breed and all of you who have supported this procurement. and in addition on the bus side, and the mta has received, 60 out of the 74, articulated electric trollys and so hopefully the people have been seeing those around town. and they are great. and mta is also received, 144 out of the 307, hybrid diesel motor coaches on order. and so, it is great work on the mta and to mta on that, on that progress. let's see, another item to report, is that we have conducted another joint training with mta and this is an initiative that we began last year year and so it is like the fifth training that we have done together where we have combined the staff from the agencies participating in the project management boot camp. and theyed there is to cover the fundamentals for the project management through construction

and quite frankly i cannot remember the answer. but i was just concerned that we were spending a half a million dollars on a temporary item that would be removed in less than two years from when it was built. so. i was cer yus as to why we are doing this. >> all right, miss chang? >> yeah, i might ask eric to elaborate on my response if i don't get it all. right. but commissioner, peskin thank you for the question, the idea here is to insure that we have a safe and welcoming and receiving area for visitors to the island once the pass has opened and we wanted to be able to have permanent safety feature and there is some of that will be permanent and others of those services like some of the bathrooms and hydrations may be just for a limited period and theyed is to have a safe and a welcoming mra is for visitors and i will have eric add to that. >> yes, definitely. a great question commissioner peskin. and these are, they are

temporary in nature, and these are maximum budget amount of 500,000 all the way through the end of 2018. and we are currently right now, working with the state of california, in the area of the toll authority to go ahead and institute some additional improvements in the area that frankly would put us in a position to send a lot less than 500,000, and so we are managing that accordingly with all of the stake holders. >> i might submit to you colleagues, that maybe when we have a smaller not-to-exceed amount, and i mean that i don't want to say not-to-exceed half a million, when it should be not-to-exceed 200,000 or 300,000. why don't we wait until they narrow that amount down. and appropriate ate what needs to actually be appropriate ated. >> i am sorry, could you -- i don't think that i understand what you are suggesting. >> the operations and maintenance of the vita point include security.

as well as just over all maintenance, and garage pick up as well as the shuttle. and so those have been budgeted for a maximum not-to-exceed of $ $500,000. and that is through december of 2018. >> what may occur, and which is very much likely, is that we will start construction in that area, which would put us in a position where we would stop these temporary service frz occurring. and start construction in the area in question. >> so, our thought process was to make sure that we covered what would be the maximum through december, 2018. and so it could be a situation whereas early as the end of 17, that we will start construction and in the area there, and rebuilding the on and off-ramp structure and rebuilding the areas in question, there with the eastbound off-ramps. >> i appreciate it and in terms of what commissioner peskin was suggesting i was not fully understanding what you were suggesting. >> what i was suggesting is that in so far as this all seems to be in flux and this may be

resolved in 17, i am just not sure why we are agreeing to execute an memo of agreement. when everything is still in flux. >> you are saying that it should be shorter. or a smaller amount for a shorter period of time? >> when the staff can tell us, what really is going to happen, then we should enter into the memo with much more fixed time flames and dollar amounts that was my point. >> did you want to add something? >> certainly. commissioner peskin nour concern and your suggestion there. and perhaps we could limit the period of the mou to the spring and then come back to the board and provide an up date and then potentially extend that. i think what eric is referring to is the potential beginning of our west side, ramps yekt and also the interchange project that is literally before the state right now, in terms of decision about funding and so that will be very easy for us to do is come back in the spring and i would suggest that as a

hi, commissioners my name is jessy and i am the director of the bicycle coalition and we are thrilled about this project and i know that in your attachment and the memo there is a drawing of everything that is going on, and i saw a version of that, that had all of the different time lines with ticd, and cal trans, and mtc and, mta, and i think that i have counted all of the different agencies perhaps there are more. but there are a lot of moving parts, but what is not a moving part is the fact that starting on sunday, this past sunday at noon, the people biking and walking could finally make it to oakland all the way to san francisco on the district six in the yerba buena island, and it is important that these pieces all move together, and i appreciate the comments and a lot of moving parts and with he have been disappointed by cal transand not waiting to make sure that the landing is properly safe and welcome for

>> good morning. welcome to city hall. you know on october 8 during fleet week there was an event that happened on our waterfront. a boat capsized. some 30 people ended up falling into the water including children and adults and it could have been-it set the stage for a huge tragedy during a time at which so many people are our city were coming together to celebrate fleet week. when that event happened fortunately, people who have been trained in people who were good san franciscans or just people who are goodwill came together and responded. there were obviously called the were made immediately. were voters

who saw what happened. some screamed at the top of their lungs that they needed help. some of the nearby voters saw what happened and saw some people without life-saving jackets werewere apparatus is through what they had into the water. others who saw kids in the water jumped in rather than watched to save them. the fire department showed up immediately assessed what has happened the san francisco police department particularly, the marine unit which i've had the pleasure of working with on the waterfront jumped in and paramedics came to the site. a couple of individuals were rescued from the water but could not breathe and so cpr was given immediately on the shores and paramedics

immediately rushed those that perhaps were not indicating weight consciousness into our zuckerberg san francisco general hospital trauma center. there, life was saved when you look at this potential huge tragedy you wonder how as a city we kind of were lucky but it's not luck. i will tell you it's not luck. it is people who every day are sensing that something could happen and they were ready and this is what we have as a city often times talked about being a resilient city, a city that's ready and prepared that were so many people, not just the professionals, not just police and fire and public health and paramedics were actually trained to do this, but ordinary citizens who may have been there also had a sense.

they were going to save lives and do with they could do. i, today, wanted to say thank you to each and every one that we could identify that is not working. i know fire chief feels the same way i do. our police chief feels the same way we do. our health director does as well as our department of emergency management. we are holier today to take a moment. i know in everybody's busy lives and i know you all want to get right back to work doing more of this because this is what you came to san francisco to do but let us take a moment to say thank you to recognize that in these moments of extreme need i am so gratified to be part of a city that says we are going to put aside whatever it is, whatever challenge we have, died in to that operation and save lives.

save kids. save families. i watched as this unfolded and i was aghast at how many people were in the water with film footage is that are repeated over and over again. but i think the film footage i want to see and continue to see is the operations of people who respond in a very very good way. no one lost their lives that day. that is hugely important when you have an event of this magnitude. lives were saved, not only in the water, on the shore, on the way to the hospital, but in the hospital as well. doctors, nurses, paramedics, firefighters, police officers, volunteers, and other boaters. today i just want to say on behalf of the city and county of san francisco it is my honor

to join all of you in personally thank you for really you are sure it was him. i know it's kind of maybe two dramatic to use that word but we do have a city of heroes, a city were prepared to be heroes because they want that label but because your objective is to save people's lives and to make sure that we all get to enjoy much as we week, but to enjoy this city and the opportunities it provides. i, for one, and certainly everybody in my staff and all the people that serve it officially want to say, thank you and if i the opportunity i would like to at least take-make for personal pins as my staff and i and the chief and others helped me pin every single one of you.. i hope that you received this with the requisite appreciation that i do as the mayor of this

great city, but also that i've been around now for 30 years working in the workforce. so i am a brother to all of you. because i know i've worked alongside people who are really really dedicated to this city. but i say personally, thank you to each and every one of you for the work that you do the demonstration you showed the patients, and the honor of preserving life in our city and i know that as these kids grow up and of course come i think they will remember it for the rest of their lives because they get to but they'll be very thankful for the kinds of things that we do for each other. with that, if i may have in him can prepare this and i can get help from our chief as well? first of all, thank you to the planning department staff for writing a great case report for for those of you who don't know who read it and have the time it is very, very well done and speaks to the edifice was built in 1911 but 1947 or 48 there about these was the interior preliminarily was redesigned by frank wright that architect designs with the buildings in san francisco one 40 maiden lane morris gift shops being being designed encouraging with what of the ultimately built years later in the 1950s with the museum advertised the prototype for that it is an extraordinary

interior that san francisco recognized when that designated this is as a landmark in 1919 over excuse me - our 75 landmark or 197856 shannon will remember that i'm doing this off the top of my head but here we are years later as landmark laws have vultd it is clear we have the ability to landmark that extraordinary interior and in this case also with the ascent of the property owner i commend to you colleagues and really want to thank the planning department and ms. ferguson for shepherding that and thank you to the landmark board to make that fit to be part of land use and the historian mr. turner advocating on its behave and i'm going to turn it over to ms.

do with with permanent pauses for public spaces the efforts began in 2009 that was the jane warner plaza on the corner of castro and market with broad participation with merchant, neighbors the city departments and our public realm advocates we were able to transform a banner and dangerous intersection into a public gathering space that has been central to the community where people meet and musicians play and people dance and visitors come it is a safer area including pedestrians jan warner was a cardboard place with moveable furniture that was the deal instead of trying to solve every issue brown bag that temporary task the community agreed we'll use the space to inform of us what works and

didn't work the judge do it is flexible and can be transformed and if necessary removed with hard working in the castro benefits district and despite some challenges today jane warner plaza has cafe and tables and chairs this legislation provides a clear precise and process informed by the past 8 years jane warner plaza and other plaza in the various parts of the city it solidifies the importance the public process and recognized the fact that the public spaces are successful only if there is broad buy in and support and helps to promotes quality in the program by encouraging the applications not only in the center of the city but from all over the

ordinance before us helps two key aspects that needs support insuring a strong par dime and supporting the activation of those public spaces with public activities this effort includes the pavement to parks has been internationally acclaimed with cities from all over the globally globe we in san francisco should be very, very proud of pioneering this work i want to strongly thank the city departments for for the most part the public works the planning department, the mta and the entertainment commission working together to developmental this great piece of legislation that is nearly a year in the making i'll be introducing some amendments that are the result of collaboration among our partial agencies the amendments clarified public works role in the issuance of permits it may clarify procedural steps and to

clarify the relationship to existing bodies and request the file be duplicated to continue to work on a trailing aspect of the ordinance around fees we will workout that with the department of public works and the trailing legislation our goal to strike the best balance by insuring the departments involved have their costs covered so the fees are not a barrier to industry for local community prairie in parts of the city not participated in the 0 program and the projects that need a broader community optimistically the department of public works has asked how to deal with application outside of proscribed process we're happy work with them and thank for the people that weighed in for the

support and letters from numerous organizations walk sf and the bike coalition the parks alliance and the yerba buena benefits and the noah valley and the castro benefit district the street plans collaborative and the aortas exchange that is broadly sportsd in the community today john from the department of public works and neil from and proscribing e robin from planning and stefani from the mta are here to answer any questions i'm going to turn it over to neil from planning to hear a presentation we have a slide printout and if i may specifically thank and a debris power from my office done an enormous amount of work from my

from different backgrounds and strengthen that belief in good intent between the strangers or weaken them and when our streets constitute about 25 percent of the land area and when they were the places we have by far the 2k3wr9 amount of workers connect and visitors the opportunity by the public equals - the places for people legislation explicitly recognizes our streets and spaces and works to strengthen our tools for more high quality spaces for san franciscans now the growth felt san francisco pavement to parks limitations and market street festival programs underscores the endeavoring values and recommended by the p 3 a core agencies at the beginning the

presentation as well as the countless others shown we have are collaborated together in all neighborhood across the country across the city it includes numerous community organizations of all kinds and shapes both philanthropical organizations and this is become an centrally recognized brand that has a request from countless cities from across the country and imlarge project on every single continent this is embedded in the policies framework with the tacks set for the number of projects every year as outlined in the framework and further reflected into through a safety pedestrian safety lens and a public space lens in the city

with vision zero and booets on the growth of that program moving from 4 parklets almost 10 years ago to a huge body of work that is owned by city agencies and community-based organizations includes more than 60 parklets and sfpuc constitution and educational constitution like cca and small-scale projects like the bike corral to the large winter walk in the festivals in the urbanism has touched every single neighborhood in the city and helping to change the open space and recognizes the health is foundational to every community in san francisco finally san francisco has been recognized as international

leader in public space and developing community engagement that public defender's the members to take ownership of the space and find they're connected and social public realm and with that, i'd like to i'm going to turn it over to ribbon from the city design group to walk you through the legislation thank you very much. >> thank you neil supervisors i'm ribbon from the san francisco planning department and as neil mentioned that portland popularity is a strain for our city departments to keep up with the amount of activities that our neighborhoods are asking for we don't have the correct permitting mechanism and the permit for the types of thing our neighborhoods are asking you to help to implement many agrees

public works and planning and mta at the closer core of that collaboration and to be more - pavement to parks started feeling the demand early on immediately after the inception in 2009, 2010 in 2013 our supergreen agency embarked on a strategic planning process we through took to figure out how to grow and meet the demand placed on us in the sustainable and rational way for all the departments involved we stepped through the planned goals to the last one number 4 that brings us before you was the formation and adoption of legislation in developing this fraction we went through a pedestrian of

profound interinspection looking at what we were doing on things that were working and one epic this is apparent entity was a strategy a tool it is something we can maximize and create better and to parks and open space we've undertaken on analysis that helps to guide our decisions and updated our technical assistance document our manuals all the materials that our public assesses in order to understand how to engage and how to leverage this tool in their own neighborhood though we have figured out how to make a lot of this with work there is still opportunities for optimization and streamlining in our system we have over 60 parlts and each one is a labor

of love and those communities that generated those projects and another opportunity to make that easier and more assessable for those communities to engage in developing the legislative framework we looked at internally but did a scion of best practices internationally as well as nationally trying to understand how other city's are structuring themselves and what kind of framework to help their community achieve the public space that pioneered we looked at open street in new york city and los angeles and look at the way that cities are using reversible treatment for streets and eliminate the pedestrian collisions we see we've also looked at on the cities to see how they replicate the tip metrological we have the

largest population of parklets and doing this quite a while and there's a lot to learn from counterparts and gotten in touch with those folks los angeles and new york city and chicago there are also thriving pedestrian plaza producing new public spaces with community we spoke to our counterparts in los angeles and new york city and the landmark and australia and investigated the ways that activation can be introduced as public space without building anything or introducing anything physical for that space that means frequent music or pop up events and we've investigated how other cities are leveraging and optimizing the use of vacant lots with city owned one and predevelopment and privately

held ones. >> in doing this national and international scheme we came up with 15 early outcomes we wanted to make sure that the legislation will be able to facilitate it is quite lengthy not all of them but we've mapped those to the various placed in the city code with alterations to create the streamlining we wanted to achieve and i won't belabor the program too much and supervisor wiener and neil talked about that but for the most part about lowering the exceptions in the program those are process and financial and resource barriers we know we can be focusing emergencies and making it easier for less resource neighborhood and less affluent neighborhood to be assessing this tool and we know

their imagination, however, we've fallen behind with the national landscape two cumbersome and unclear for the process community members and expensive for people to participate so many of the short time changes received the same level of oversight and permitting as the larger permanent project so it really didn't encourage or inspire it level of innovation in our city centers streets we've figured out ways to address this this is why you're seeing this legislation today other cities have adopted this same kind of legislation it styled the process and clarifies an unclear non-arbitrate process if we want to continue to encourage the community led experimenttion we

need to remove 9 pay to play too expensive and two unclear to get involved for community members that want to innovate on their streets at the end of the day you are the community street and the streets belongs to all of us we should have a say how the streets look and feel contaminate when san francisco feels like we're continuing to grow apart we need the historic subways to bring people together on the streets and in the public realm and hope you'll support this policy thank you. >> next speaker >> good afternoon, supervisors i'm alice rogers i'm representing the south park improvements association we're strooeld supportive of the protective and the pavement to parks program it is a general gift to the city especially for my district district 6 the most underserved

in terms of public space and in my neighborhood we have over one hundred sro units where those residents don't have space in their rooms and don't think the public spaces to have a practices to be confront and communicate we luckily have success stories in turn of a plaza that went through the program but a cautionary tail and i say this with the caveat that i had the full support and cooperation and couldn't speak highly enough from the graceness the cleverness of every person in every department in planning and mta and public works it took 8 months internal review

ownership the people's land in san francisco more lands in streets than parks in our city and also a bureaucratic plan so many agrees that manage aspects the streets many are singular in their focus with one aspect or one set of systems and using them for other than storage of cars is much, much difficult than it needs to be but 0 so much of the public space in looter neighborhoods see in bye lands for parks it is expensive we need to get smarter as mentioned for building community and the economic life of the neighborhoods for the egging metrological life and allow people in a dense city to connect and enjoy good inner

lights and menu done issue better late than never but one that impacts many, many people daily lives in terms of the safety and liveability of our neighborhoods we have a discussions a number of issues all of the goal of improving street lighting in san francisco and having street lights that actually litigant the sidewalks so pedestrians what cock securely and having good maintenance so that lights burn out less frequently and replaced quickly and move forward the led conversion we're currently undergoing and the divided ownership of the street lights some of our street lights are owned by our public utilities commission and pg&e and some of the challenges that causes the need for better and

better corporation between the two agencies as well as any progress for the adopted policy this board adopted at my request that the puc should own all of the street lights which pg&e has pubically stated at this committee that that didn't have an objection to assuming something can be negotiated safety on the streets at night is incredibly important for people not tripping and falling and people feeling safe in their neighborhood a basic responsibility of government in 2014 i offered legislation the board adopted to establish a number of policies are for street lights i nodded one of the policies for the municipal ownership and scale lighting

along a block updated that adam pedestrian scale late night will be provided transitioned towards led i know is happening having a uniform response time for the out oxen's on the 311 system the ordinance requires an annual report to the supervisors today's hearing is an update thank you to pg&e to report and so with that, i the call that barbara hale from the utilities commission. >> excuse me - i'll have to step out i'll not be able to stay but compliment barbara hale and others who worked on lighting the south of market dog patch and potrero hill and some of the dark areas and tell you when you add light it is significantly decreases car

break-ins and mugings i want to express my gratitude for driving around district with me and allowing me to point out the dark spots barbara hale for power i'll go on the screen sfgovtv thank you. i think it pretty much all the topics supervisor wiener that you expressed the first two by the way, backward items 3 to six the performance issues and talk about you know sort of our emphasis areas for the future going forward here a quick snapshot on the ownership division you talked about you know most of the lights are owned by the city by the san francisco public utilities commission in particular and then by pg&e but as you can see there is an assortment of city

and state and federal agencies that own the lighting inside the city and county of san francisco when you look at the ownership breakdown focused on puc and pg&e here on this map an illustration it shows from dark blue to throw the lighter blues and graze to green the dominant puc being the dark blue and down the scale in color the pg&e ownership increased that gives us a quick snapshot on that and have series loops or regulated loops in the city they're kind of an emphasis area their challenging for performance so i've highlight those here some owned by puc the yellow and red and some owned by the city black and blue with the red serious of

loops converted those are 50 to 90-year-old system that operate like the hole holiday lights who won bulk goes out the whole series go out there are an emphasis area for repairs if you're having trouble without via contact the city 311 dial 311 from a phone or sfgov 311.com and have a handy app the puc has if you're standing in a dark corner waiting for a bus feeling uncomfortable and report a light observed you can do that electronically our phone will locate where you are and tells you we can roll and truck and take care of it 311 then takes

that information from a resident and then look at the database we have and sends the information to the puc we review to make sure that we are the owner and then we respond pg&e is the owner 311 knows the loopholes and sends to to pg&e directly and if not open a wood pole we refer those to pg&e we know are pg&es. >> this is an area it integration issue trying to work together with an area supervisor wiener you included in the policy that was ordinances 24013 one of the steps we undertaken to coordinate. >> thank you just a comment on i know you guys have been working and i appreciate that in terms of of the data do we have -

>> yes. i have data. >> my apologies. >> you're asking a leading question here's how we are doing how are we responding to the 311 requests it shifts me to the performance part and what we've done adopted the levels of service on the puc on this slide what our exceptions are for our performance if it is a unsafe condition we're out there between twenty-four hour and if it is a return to service issue that might it takes time and not an unsafe a target of 48 hours and we're doing pretty well let me go back the twenty-four hour make save 100 percent of the time meeting the level of goals in the twenty-four hours and for the items under the 48 hours column we're hitting about 66

percent on average performance just in the last fiscal year year we have 3 thousand plus of those sorts of requests so you know when how look at how many days in a year we're preparing on average 14 of that type of issue each working day you know a factor that effects our level of the performance is unplanned an unwarranted scheduled work. >> thank you when you say we your referring. >> i should be clear i'm talking about the san francisco public utilities commission performance my extension that pg&e performance. >> but in terms of the integration and the data is that coming later. >> no so we are including i

should back up 311 staff are including all out age in the 311 system we're collecting all requests puc requests are tagged that way and these that are pg&e problem areas are being tagged in the 311 system we can see through the 311 system how we're doing overall and the data i'm giving about our performance is from that system. >> i'm sure pg&e will talk about that i know that last time there were issues in terms of communication between 311 and pg&e we're appreciative pg&e worked with them and appreciative their voluntarily doing that he, he know you're not involved but have a sense of belonging existence between 311 and pg&e has a faster turn

around. >> my understanding the communication is happening within 311 and pg&e we have received feedback that per diem at times closes items as complete in the 311 system when rather than them being complete their uncertain as to where the problem was so we have that issue area still or that issue to address in the relationship between 311 and pg&e where the 311 system will record it as complete and appears to the reader and resident to be fixed when in reality it is closed because they were unclear to where the outage or repair was needed. >> do you have a sense that issue is worked out. >> i don't know if it is actively addressed i'll have to get back with you.

>> i would preservative that 311 and we'll hear from pg&e. >> this is not on our list of to dos. >> 311 is a piece of that and managing that well with the 66 percent performance rate and the 100 percent performance rate the underground service alert those are where folks will be digging in the streets and need to know whether or not we have stuff they need to avoid you know with the development in san francisco at the pace it is going we're troef quite a bit of urban scheduled work through the underground service alert system it publicities us off our plan but overall we're performing well and the other area the skeleton work is our pole

assessment program as you can see through the 9 thousand plus poles we've taken a look at and deemed are acceptable condition 200 and 10 we've replied they needed to be replaced immediately we're thrilled also transitioning to a new pg&e tariff for decades distribution services from pg&e to all our electrical services and paid 18 to $21 million every year to pg&e for this serve that arrangement inspired we tried to negotiate a satisfactory agreement pg&e and the sfmta didn't. could agreement we're were before the regulatory commission this year making our arguments for the pg&e system we awaited a decision to resolve

that litigation and mommy a difficult time for the personally surface to connect the city load including our street lights but this is a bumpy area we're thrilled collaborating with inventory of life and conversion of the lights to led those areas were called out in the policy ordinance i referred to earlier supervisor wiener. >> and one of the other things that is challenging for us out on the streets is trees we love them they do impair our lighting performance they shade the streets there is a city ordinance that specifics the spacing between trees and lighting proper tree maintenance improves the street light system performance and one of the first areas we look at when we get concerns from residents about the streets

being dark he know there are street lights and the led encampments will improve our performance and procuring 18 thousand led lights we currently have a bid on the streets there the office of contract administration the low cost responses are due november 4th and had trouble getting the program on the ground but it is close to coming to a milestone november 4th bid response due date we're looking forward to seeing the financial savings into in less maintenance costs and less energy use and also the preserved safer streets because of the brighter quality of light ounce e once complete until the citywide version is a completed and standard difficult to have a

low blue temperature light we have insulated higher color temperature lamps and gotten negative fooeb if the community and sought the community input we use the lower left blue temperature lamps we're on a better pathway to satisfied residents on the pedestrian lighting another area called out in the street light policy ordinance you spoke of earlier we are following the better streets plan - and we are with the exception of the light e

valentine's day the led program the pedestrian and - are sponsored by other agencies typically and funding the street light area improvements which includes pedestrian lighting and so that's where you see in your capital improvement plan the area opportunity we have also a new distribute antenna system program the dos program a joint public-private partnership in which private carriers licenses the infrastructure the installation consist of a low pounder antenna kirnld in red on the slide as you can see are projecting a bump in revenues from this program when the board approves this program as we bought it to them we were urged to expend those dollars on the street lights so as and move

forward additional revenues to fund the areas i've talked about i want to highlight some of the more recent activities i mentioned this as a challenging area sngz on the slide we've converted open alamany boulevard over the next two we'll be taken care of we've completed the procurement for the third street light rehabilitation project coming to third street and distribute the antenna project i've mentioned as well and wanted to highlight the assessment and pole replacement this is a driver for your street light program invests our capital investments in the street light area in the future as you can see those are some of the conditions that we're seeing

as our pole assessment team is on the streets those are examples of the kinds of conditions we're encountering we're taking care of immediately others we assess for future improvements and with that, i'll be happy to answer any questions you may have. >> before you hear from pg&e. >> thank you, thank you fewer presentation a few things in terms of the average number of days to fix street light problems is that 2.7.58. >> that's overall includes the 47 hour item so 66 percent of them are done within two days. >> okay and this page with the chart about the sfpuc level of service goals i don't know the columns of grandchildren 48 houeater th

thirty days. >> you're talking about the conditions where typically we need to make a purpose for to replace a knocked down pole or to assess the paint conditions and send a truck out those are typical situation they're not a safety concern with exemption of the knock down but we've given ourselves more room to address those concerns and apart because of the reality of the inventory we need to make purchases without the repair but also they typically are not you know the paints damage is typically not a safety in the streets concerns.

>> when it says meanings is twenty-four hours to check and one and 80 days for replacement. >> yes. so we check that and make it safe in the twenty-four hour period and certain it will not fall over and leave it make the order so we have an operating order as opposed to no light leave it there leon and make any orders we need to make to come back out and make the repairs and eliminate the leaning problem we give ours more time than the one and 80 days. >> great in terms of the pedestrian scale lighting i understand that the policies and interactions to the better streets plan.

>> created this back in the day for whatever the country went look at crazy with architecture but also with the redesigning everything around vehicles and wide streets and ripping you up streetcar tracks and building up everyone around the car and not everyone has a car so part of that was all about latin-american the streets for cars and lighting streets for pedestrian an afterthought if a tree is blocking the light i know that is a major under a taking to transform the city for the pedestrian scale lighting i hope one day we'll get there but let me know the process. >> we now have pedestrian lighting requirements in our specifications so when a new block is being or an old block

is converted the project sponsor is to install not only street lights but pedestrian lighting for the specification so as major improvements are concurring on a block by block basis the footage pedestrian lighting is being installed and exclude do load measuring the pedestrian amount of light is hits the sidewalks for the pedestrians in the conversion program so we are looking to both street and pedestrian lighting quality as we perform our lighting analysis and have prioritized converting to led fairways and pedestrian bridges that are listed on the city

supervisors we met briefly 2013 i want to cover what we've done thus far with our lights currently pg&e owns 40 percent of 46 thousand lights in the city we have improved our street light repair since we met within a 5 year window and 95 percent within 5 days. >> i'm sorry to interrupt so what kinds of issues are resolved within 5 days and simple repairs. >> is that an average. >> correct average. >> simple repairs 95 percent i can actually of september last month we were one hundred within 5 days we are continuing to process and improve the footprint. >> thank you. >> no problem. >> so here sdpad our repair times in 2014 we remember 93 percent, 2014 up to 94 and year

to date 95 percent with the street light repairs. >> currently we're completed r o loops that is a total of 5 hundred 71 lights actively 2016 projects include four r loops that is noted and anticipate one and 21 lights by the year-end and again loop 340 is 19th avenue and housing street loop 611 and 6283 is post and van ness through mason and have 10 r 0 loops we'll have a total of 4 hundred and 51 in 2017-2018.

tom livable city streets is important we do it parolee in san francisco on the issue of street trees my goal i think the goal of the city to have a healthy tree companion but if you use 1950 highway style for lights you'll have healthy street companion and no lights on the sidewalk or no tree canopy and lights on the sidewalks the - it helps the disconnect i was disappeared years ago before you were supervisor when delores heights got new street lamps basically in 1950s it was too high it

lights the road whether a healthy companion and we're happy with delores heights but no light on the sidewalks we can't replace in kind and in many places the street lighting need to be rethroughout the other issue we need to look at trees pass as new residents i lived on guerrero street with those high highway street lights there are a terrific amount of light that floods into 2 and 3 story windows if you shield them and get more light on the sidewalks and less into people windows i hope we think about the maintenance piece it is very, very important but integrating them and mindful of our goals and oufshz whether the health and liveability and urban
