representing the south park and pg&e has a faster turn improvements association we're strooeld supportive of the around. >> my understanding the communication is happening within 311 and pg&e we have protective and the pavement to parks program it is a general gift to the city received feedback that per diem at times closes items as especially for my district complete in the 311 system district 6 the most underserved in terms of public space and in when rather than them being my neighborhood we have over one complete their uncertain as to where the problem was hundred sro units where those so we have that issue area still residents don't have space in their rooms and don't think the or that issue to address in the public spaces to have a relationship between 311 and practices to be confront and pg&e where the 311 system will record communicate we luckily have success stories it as complete and appears to in turn of a plaza that went through the program but a the reader and resident to be fixed when cautionary tail and i say this with the caveat that i had the full support and cooperation and couldn't speak highly enough
8:01 am
from the graceness the cleverness of every person in every department in planning and mta and public works it took 8 months internal review after the supergreen departmental review our project was shut down by public works for lack of some permit so we had to repeat the process and submit all the information we already submitted and have an opportunity got opened this is what this legislation is meant to solve thank you. >> thank you. next speaker. >> good morning, supervisors
8:02 am

8:03 am
grace use it is very clear that are problems about - this legislation gets us; right? it helps to make the procedural flaps go away so it is more streamlined and is an that will be what i hope happens more people will have parklets not only just you know businesses but more private individuals i think one of the problems as a private individual that are a lot of these traps i strongly encourage you to move this legislation forward and couldn't be more thankful for the city staff to make that happen thank you. >> good afternoon, supervisors racism intern ceo of the parks alliance and want to practicing
8:04 am
pro claim our strong support and thank you, supervisor wiener it is core to our mission to engage exultance around supporting open space and parks and recreation in san francisco and as we all know that open space is harder and harder to come by in san francisco those programs we're partnered with the planning department and the safe paichltd you'll hear more about that but these projects really have brought communities together and really expanded in the communities to carve out the open space the most recently one in the other haiti we're thrilled francis scott keys - and play together outside so i'm again, we're very, very strongly in support of this legislation we think that is
8:05 am
great and anything we can do to gurgle the community to bring down the barriers to make those open spaces in their neighborhood is a good thing. >> thank you. next speaker. >> game-changer supervisors my name is jared the local nonprofit innovating how we develop open space in san francisco san francisco has amazing open space, however, the population continues to grow we need to keep pace in underserved areas housing we need to provide more public spaces for recreation by converting the - into active places for people to play the experimenttion is due to large community demand for the community on the streets and no
8:06 am
clear addresses for this and the approval lengthy process is confusing creating the open space is a challenging process and requires demonstration to game the viability one the neighborhoods throughout the city places for people programs provide an excellent means of at the time out and fourthly what works and didn't does the importance of tactical and community driven nature can't be offer stated how people think about the public realm and public in use of force support this to standard device it and increasing the transparent and encourages you to do do same thank you. >> thank you. next speaker. >> good afternoon, supervisors
8:07 am

8:09 am
design and build and install a major project within the park they chose choose the tunnel park and through shared resources from ribbon and the planning commission and megan a teacher and as well as the students and tunnel steering committee's we came together to do focus groups and to look at design workshops and take part in the shared institution of this actual feeding element that provided lighting and shade and brought people together i want to say that places for people legislation will allow for cbo planning and folks will move through the process faster and more efficient thank you. >> good afternoon darcy executive director of san francisco beautiful we advocate to remain the beautiful and the character in san francisco and
8:10 am
as our city becomes more and more exclusive with gathered and gated apartment buildings that are reducing the amount of spice available to the public san francisco beautiful feels this is critical we encourage more public open space where people can connect truly and as construction becomes more and more - it is critical our neighborhoods are allowed to express their unique personalities to the creation and stewardship of open space to remain the community connection and encourage you to support this legislation and thank you, supervisor wiener for forwarding. >> good afternoon, supervisors my name is marco could director the climate action now and had the pleasure to partner with the pavement to parks on 43 avenue and, of course, our goal to
8:11 am
teach people about climatic change to build our garden and playland was - is living example not only to the brink communities together like you all spoke that brings creatures together and so once there were asphalt now humming birds and butterflies happening out with the younger and middle age happening out in a habitat and i worked for awhile always a city employee with the public works urban forests and we had many calls inquires about what about the streets parks and what about those i on the better the interagent confines can go with this legislation is attempting to create thank you scott and robin and everyone the better for all of us doing nonprofit
8:12 am
having to pound the pavement to get this legislation to be - thank you all for this and thank you scott and supervisor cowen thank you. >> next speaker hello, i'm susan ryan i'm here in in support of places for people legislation speaking as a beneficiary of the pavement to parks program a community steward for playland on 43 and the fact we have so many people that are involved in the room and to the social fabric to the community that has been created you know again, the flowery language which one had the flowery language the playland has built the social fabric the neighborhood and similar to the guy with the parklet was talking
8:13 am
about there is true there are young and old in everyone in between and kids on bikes where else can you safely in a big space ride recklessly on a bike with a helmet there are kids that are eating call from your garden and pulled carrots i've lived in the neighborhood for 40 years we're creating a community and building a neighborhood that didn't necessarily exist even though outer sunset has been a stable neighborhood for many years and we are collaborating with agencies in the neighborhood sunset youth centers and self-help for the elderly and bringing in and engaging the community and so anything we can do to help to streamline this process and make
8:14 am
that easier for other communities to build and gave me the citizens i support and this legislation will do that thank you. >> next speaker >> excuse me - good afternoon, supervisors my name is rue legal daniels the director the partner for the yerba buena community district i'm here to support you to streamline and clarify the community led place making process since 2011 the yerba buena partnered with the paichltd program on a wide range of public space in the yerba buena district including park mobiles and 6 temporary gardens in containers that can be moved and bike corals and designed a competition for students to
8:15 am
create an - secure place to park your bike a two year pilot project turning an underutilized alley for open space and pause on market street at yerba buena partnership continue city planning and the exploratorium to create an supergreen active way for people to closer open space and thirty other projects we would like to implement without the support from city departments those interesting and attractive projects will not be realized because people have a reason to interact and create viabilitycy the y b c has working closely with other city agencies to insure that all streetscape projects meeting of the meet the permitting requirement of the city the pavement to parks program
8:16 am
has been essential to the implementations and realization of yerba buena voir dire's we urge you to support the place for people to make that easier to in fact, navigate the lengthy progress and make sure our neighborhoods are vibrant places for us all to enjoy thank you. >> thank you hello supervisors i served with the union square improvement district and glad to see the turnout briefly the u.s. bid provides the services to the mr. haney public activation we currently manage the city and counties city's largest pavement to parks and promenade and building the city learned what worked well and what the city will do this is a game-changer for the city and for those of you who don't know union square
8:17 am
is san francisco number one visitors designation it will be a nice nexus when had they come to union square they have a comprehensive response to san francisco is xhufgsz and piecemeal in the permitting process as some of us expressed this is an opportunity for san francisco to be initiative and dynamic and feel for nimble and hungry - there's an argument for the vibrant streets that has before made and critically for the revenue generation on us of the legislation as mentioned that is expenditure to maintain the public spaces we like the revenues generation components that allows money towards staff and time to maintain those public spaces lastly the legislation is real
8:18 am
we've identified 14 alleys in union square for the activation and the department allowed us money for camp ton alley we have a proposal it into planning to activate it with trucks and, etc. we need in legislation it as game-changer for us and thanks to the city we urge you to support this life e piece of legislation thank you. >> thank you. next speaker. >> i want to see to the last speaker thanks for getting the lights back on. >> good afternoon, supervisors tom executive director of liveable city happy to be here for a bunch of reasons including we run the sunday streets program one of the most important uses of streets for something other than moving cars
8:19 am
and storing cars we know as difficult it can be to organize the use of streets for all of the activities we need streets are 25 percentage the land area this is the largest amount of lands that is in public ownership the people's land in san francisco more lands in streets than parks in our city and also a bureaucratic plan so many agrees that manage aspects the streets many are singular in their focus with one aspect or one set of systems and using them for other than storage of cars is much, much difficult than it needs to be but 0 so much of the public space in looter neighborhoods see in bye lands for parks it is expensive we need to get smarter as
8:20 am
mentioned for building community and the economic life of the neighborhoods for the egging metrological life and allow people in a dense city to connect and enjoy good inner liveability we urge you to support this legislation and clarify the roles and 19set a group of standards not doing every project ad hoc but methods and standards and some procedures that will help a lot of the successful projects that we are seeing in the public right-of-way to be successful and encourage more of them thank you. >> thank you very much. is there any additional public comment okay. seeing none make may we close public comment. >> public comment is closed. >> thank you for scheduling this i want to thank all the
8:21 am
members of the public that came out colleagues as you can see we knew a responsibility advocacy community that works hard to try to make our streets safe and usable and to make sure that people have access to great public spaces and our communities are for everyone both the people that are driving but also people not driving so i want to just thank and appreciate that work that so many are do in our community you make our job at city hall easier madam chair i'd like to offer or move we adopt the amendments i calculated which are non-substantive and after adoption of the amendments i'll move to i make a motion to send it to the full board with a positive recommendation. >> sure supervisor peskin has a remark. >> then my understanding you'll duplicate the file and -
8:22 am
and keep the file in committee in order to address mr. thomass remarks. >> my apologies i'll make the amendments or after that i'll duplicate the file and move one and keep the other pending to work with public works on the fee issue. >> so my first motion i move we adopt the motion. >> without objection the passes unanimously. >> now duplicate the file and move that we for the record one version as amended to the full board of supervisors with a positive recommendation and continue the duplicated file keep it in committee and continue to through the chair. >> a motion made and accepted without objection that item passes unanimously. >> thank you.
8:23 am
>> thank you very much supervisor peskin. >> let's go back for a moment ladies and gentlemen, i want to go back to item 3 item 3 a motion to rescind this vote. >> so moved. >> seconded by r without objection that motion passes. >> supervisor peskin a new motion. >> before you colleagues are a number of reasons so forth on the top of page three similar to the ones that were substantially negative impact item 2 those are for the public convenience and well fair the designation report is in the form prescribed by the hpc and cantonese the documentation be it as significant for the architecture
8:24 am
of wright and d that it meets the 2k3w0ib89 criteria of the planning code and e that the boundary and interior and exterior features should be considered for preservation under the proposed landmark i'll move those amendments. >> all right. thank you. >> supervisor peskin is asked us to add the finding in the amendment without objection that passes unanimously. >> and forward it as amended with positive recommendation. >> without objection it passes. >> madam clerk let's go back to item 7. >> item 7 is a hearing on compliance with the san francisco street will the policy that calls for increase in pedestrian lighting establishing uniform level of the trifths to led technology. >> thank you very much supervisor peskin sorry
8:25 am
supervisor wiener. >> all yours. >> madam chair thank you for agendizing those items colleagues over the past years i've called for and held a series of hearings at this committee on the topic of street lights and menu done issue better late than never but one that impacts many, many people daily lives in terms of the safety and liveability of our neighborhoods we have a discussions a number of issues all of the goal of improving street lighting in san francisco and having street lights that actually litigant the sidewalks so pedestrians what cock securely and having good maintenance so that lights burn out less frequently and replaced quickly and move
8:26 am
forward the led conversion we're currently undergoing and the divided ownership of the street lights some of our street lights are owned by our public utilities commission and pg&e and some of the challenges that causes the need for better and better corporation between the two agencies as well as any progress for the adopted policy this board adopted at my request that the puc should own all of the street lights which pg&e has pubically stated at this committee that that didn't have an objection to assuming something can be negotiated safety on the streets at night is incredibly important for people not tripping and falling and people feeling safe in their neighborhood a basic responsibility of government
8:27 am
in 2014 i offered legislation the board adopted to establish a number of policies are for street lights i nodded one of the policies for the municipal ownership and scale lighting along a block updated that adam pedestrian scale late night will be provided transitioned towards led i know is happening having a uniform response time for the out oxen's on the 311 system the ordinance requires an annual report to the supervisors today's hearing is an update thank you to pg&e to report and so with that, i the call that barbara hale from the utilities commission. >> excuse me - i'll have to step out i'll not be able to
8:28 am
stay but compliment barbara hale and others who worked on lighting the south of market dog patch and potrero hill and some of the dark areas and tell you when you add light it is significantly decreases car break-ins and mugings i want to express my gratitude for driving around district with me and allowing me to point out the dark spots barbara hale for power i'll go on the screen sfgovtv thank you. i think it pretty much all the topics supervisor wiener that you expressed the first two by the way, backward items 3 to six the performance issues and talk about you know sort of our emphasis areas for the future
8:29 am
going forward here a quick snapshot on the ownership division you talked about you know most of the lights are owned by the city by the san francisco public utilities commission in particular and then by pg&e but as you can see there is an assortment of city and state and federal agencies that own the lighting inside the city and county of san francisco when you look at the ownership breakdown focused on puc and pg&e here on this map an illustration it shows from dark blue to throw the lighter blues and graze to green the dominant puc being the dark blue and down the scale in color the pg&e ownership increased that gives us a quick snapshot on that and have series loops or regulated loops in the city they're kind
8:30 am
of an emphasis area their challenging for performance so i've highlight those here some owned by puc the yellow and red and some owned by the city black and blue with the red serious of loops converted those are 50 to 90-year-old system that operate like the hole holiday lights who won bulk goes out the whole series go out there are an emphasis area for repairs if you're having trouble without via contact the city 311 dial 311 from a phone or sfgov 311.com and have a handy app the puc has if you're standing in a
8:31 am
dark corner waiting for a bus feeling uncomfortable and report a light observed you can do that electronically our phone will locate where you are and tells you we can roll and truck and take care of it 311 then takes that information from a resident and then look at the database we have and sends the information to the puc we review to make sure that we are the owner and then we respond pg&e is the owner 311 knows the loopholes and sends to to pg&e directly and if not open a wood pole we refer those to pg&e we know are pg&es. >> this is an area it integration issue trying to work together with an area supervisor wiener you included in the policy that was ordinances 24013
8:32 am
one of the steps we undertaken to coordinate. >> thank you just a comment on i know you guys have been working and i appreciate that in terms of of the data do we have - >> yes. i have data. >> my apologies. >> you're asking a leading question here's how we are doing how are we responding to the 311 requests it shifts me to the performance part and what we've done adopted the levels of service on the puc on this slide what our exceptions are for our performance if it is a unsafe condition we're out there between twenty-four hour and if it is a return to service issue that might it takes time and not an unsafe a target of 48 hours
8:33 am
and we're doing pretty well let me go back the twenty-four hour make save 100 percent of the time meeting the level of goals in the twenty-four hours and for the items under the 48 hours column we're hitting about 66 percent on average performance just in the last fiscal year year we have 3 thousand plus of those sorts of requests so you know when how look at how many days in a year we're preparing on average 14 of that type of issue each working day you know a factor that effects our level of the performance is unplanned an unwarranted scheduled work. >> thank you when you say we your referring. >> i should be clear i'm talking about the san francisco
8:34 am
public utilities commission performance my extension that pg&e performance. >> but in terms of the integration and the data is that coming later. >> no so we are including i should back up 311 staff are including all out age in the 311 system we're collecting all requests puc requests are tagged that way and these that are pg&e problem areas are being tagged in the 311 system we can see through the 311 system how we're doing overall and the data i'm giving about our performance is from that system. >> i'm sure pg&e will talk about that i know that last time there were issues in terms of communication between 311 and
8:35 am
pg&e we're appreciative pg&e worked with them and appreciative their voluntarily doing that he, he know you're not involved but have a sense of belonging existence between 311
